8:01 am
this is a national coming from moscow hello and welcome to the program and we start with the breaking news this hour. for the second time in just two days the russian city of volgograd has been targeted by terrorists today fourteen people have been killed after a suicide bomber blew up on a trolley bus twenty four hours earlier a similar sort on the city's a railway station claimed at least seventeen lives margaret howell is following developments involving ground for us. i am here in the marketplace where that troll a bus exploded this morning at eight thirty in the morning causing a massive deaths bodies everywhere a lot of information that is still coming out about the stroll the attack that happened this morning it has been confirmed that there was a suicide bomber on that trolling bus that claimed these lives we have an eyewitness account of this event. i was in my way from work through the u. turn and then i heard a blast i was already standing in
8:02 am
a queue and one of the other drivers asked if there was an explosion there was no panic but i hurt screens so i drove by to save the children and help people but they told me that only the driver of the bus was injured and so i took the driver surrogate to the hospital sergey told me that the conductor had died he also said that the cabin wasn't completely full but i saw around six corpses myself so the residue it. produced to me at the moment of the explosion i was at home that's about one hundred fifty meters away from the bus stop the shock wave was really strong so my whole family jumped up from their beds after ten minutes i ran from my place to the bus stop and saw a great number of dead bodies parts of bodies and clothes i could smell t.n.t. immediately droves of ambulances arrived police cars and governor's vehicles and the investigation began i just saw bodies lying on both sides near the bus
8:03 am
ambulances took a lot of them i don't know which ones were dead or alive. and the monster responsible for this clearly ended clearly wanted a maximum death toll in the way that he went about doing this this morning now we do have investigators that are giving us more information regarding what happened this morning based on preliminary results we can already say that a terrorist suicide bomber activated the bomb it was a male parts of his body were taken from the scene of the blast and sent for d.n.a. testing to determine who he was also we can say that the explosion had the force of no less than four kilograms of t.n.t. just as the device at the train station it contained damage agents and since there were the same damage agents discovered in both cases both attacks were connected they possibly could have even been made in the same place law enforcement officials they are heavy on the ground here and security has obviously been tightened all
8:04 am
throughout russia but particularly here in this city as these two attacks have happened within twenty four hours of each other with the first bombing of the train station a lot of information is still forthcoming but taking a look at what's happened so far the busy train station this rocked by the blast of a terrorist bomb on sunday afternoon shards of metal through an area around a security checkpoint as passengers waited for their luggage to be inspected officials say the bomb was equivalent to at least ten kilos of t.n.t. and only the security barrier prevented this scene of devastation from becoming much more but it's impossible to calculate the toll something like this has on its victims many are still reeling. i bent down to collect my documents when i saw a flash of light and there was a blast i was thrown back by the explosion when i came to my senses a man was scaring me only outside was i able to get
8:05 am
a breath of air and saw that the understood. what was happening. now my son father and niece were inside the train station when the blast went off their old intensive care now they're badly injured they were headed for a train to moscow but never made it a second bomb was later discovered it had failed to detonate this is the second time in just a few months that this southern russian city has been the target of a stream asst october suicide blast on a passenger bus which killed six and entered over thirty others it's still raw in the memories the people here governments around the world are beginning to realize that finding international terror threats can only be done globally as both organized cells and lone terrorist continue to slip through law enforcement's nets we're talking about asia how does the movement which is linked to al qaida that is . not just in russia but also in other countries including in syria as we know now
8:06 am
now the direct motive is not different from the previous attacks on moscow on other locations inside russia and i would say it is not so different from attacks that has happened around the world i got a cd it's against democracy is against countries that they want to consider as enemies with a tragedy like this one that hit volgograd just days ahead of the new year's celebrations it's no surprise authorities thought it more appropriate to cancel the festivities and to clear the first three days of twenty point as a period of mourning in volgograd margaret how will he or. she's not great howell is following events on the scene and you can also get regular updates on her twitter she says locals in the seychelles trying to come to terms with the tragedies while keeping an eye on the investigation follow the longer it on air and on twitter but that may. be in the.
8:07 am
russia's president has ordered a tightening of security across the entire country following the bombings let's not cross. so what's been the reaction from the kremlin so far well the day started off with a meeting between president putin and essentially the heads of all major security organizations and councils in the country coming out of those meetings we had the head of the federal security service going to boulder god personally after instruction from president putin on the ground there and we're getting the latest reports from the head of security of the federal security service that indeed they do have clues which will allow them it will allow the investigators to latch on and find the perpetrators who could be connected to the terror attacks. rather than later also the head of. internal troops are being brought in to volgograd in order to keep up the security there in fact speaking on security after meeting with the
8:08 am
with the national and to terrorism community president bush and has ordered that heightened security levels be placed all across the country so we're looking at those raised. and so we're looking at security measures being raised all over including of course the capitol moscow where we have seen so worrisome reports as of late but those however turned out to be false alarms however a lot of people are now believing to say to be rather safe than sorry now when it comes to what's happening on the underground in volgograd at the ministry of emergencies is working day and night in order to provide aid to the people there this is this is how the minister of the emergency is describing their work. we are putting our forces on high alert in the entire region. president putin all that every family that suffered from these attacks will be compensated we're also.
8:09 am
in constant communication with volgograd and from there will be transporting to moscow st petersburg and other regions. you know when it comes to compensation there is of course monetary compensation for the families of those who have lost their loved ones in these two blasts those those will be those families will be receiving compensation amount of one million rubles that's about thirty thousand dollars a smaller compensation will also be allocated to those who have been injured in the two blasts of course security measures are people are definitely not looking differently not feeling the eagerness that they otherwise would have felt in this holiday season in fact there have been already some calls on the russian president to declare a state wide. period of mourning in connection with the blast in volgograd. live from central moscow irina thank you very much indeed for that update and from
8:10 am
norway now joined live by matthew clemons a senior analyst at i.h.s. a company which provides advice from global trends mr clements welcome to our trucks and borger grand cayman very quick succession what's the reason for that you think. well i think the militants appear to be aiming to create the idea of a sustained operation to increase the psychological impact of these attacks and i think on friday there was an attack gorski. car bomb attack which left several dead so in session we've seen three quite significant terrorist attacks targeting civilians and in particular the transport infrastructure and i think this is designed to really heighten the psychological impact of these attacks which we assess are partly designed to try and create a sense of insecurity ahead of the winter olympic games to be held in sochi in february we know some countries have been actually supporting al-qaeda groups in
8:11 am
syria for example how is is this so affecting the whole situation security situation in the world well i think we try and take back to the north caucasus we've certainly seen a lot of reports coming through that there were fighters from the north caucasus operating in syria alongside jihadist groups however what we haven't seen yet is any direct evidence that these fighters are returning to to russia having received training and experience on the ground in syria to increase the level of threat there so from a russian perspective are we haven't really yet seen an impact from this issue what we do however are looking at it more widely is the issue of syrian return ease and this is to russia and also to a number of european countries and even across africa in a middle east and whether these fighters who are traveling to syria to fight on behalf of jihadist groups may be receiving experience and training and therefore could pose a significant terrorist threat to other countries when they return to them. do you
8:12 am
think that the world is doing enough to tackle the terror threat. well it's very difficult to give an answer for an entire global remit of how terrorism measures are taking place and our people will be talking to you here for several hours on that very topic but i think if we go and take it back to russia we have seen the state implemented very severe and strict security apparatus around the sochi winter olympics also undertaking heightened counterterrorism operations across the north courses now i think what this does do is going to reduce the threat of attacks taking place in games venues themselves but as we've seen involved right it's very difficult to prevent individuals or small groups of people from undertaking what are relatively high profile high casualty attacks against softer targets such as public infrastructure so i think there is a risk that over the coming months despite the russian government's efforts to try and create a security zone in those areas and to try and prevent the type of taking place in
8:13 am
the first place there is a heightened risk of further attacks particularly in cities across southern russia and also against such major cities like moscow and even some peace but. of course one member that the london attacks london bombings in two thousand july two thousand and five they also targeted transport system like the ones involved the grand any similarities. well i think what it really diminished demonstrates is that . transport infrastructure is a very easy target relatively for terrorist groups and it's an attractive one because of the impact psychological impact on the population who will be using that transport and also the simple fact that it will cause often cause quite high levels of casualties due to the tight spaces and large number of people using them i think what it also shows especially the volgograd attacks is the difficulty in securing such locations because as we saw with the train station attack yesterday the bomber was actually prevented by the security measures in place from entering the station
8:14 am
and although this may result in fewer casualties exploding in the exploding the suicide vest outside station still caused a very big psychological impact as to cause a very significant number of civilian casualties so even with security measures in place it's very difficult to prevent attacks from happening in and around transport infrastructure sure marty clemons a senior analyst at london mr clemens thank you very much indeed for your for for your time and for sharing your views with us we appreciate it and the reaction to the tragic events involved a grant has been coming in from across the globe international leaders have been offering their sympathies that german chancellor angela merkel said was acts of terror cause a feeling of indignation and disgust the u.s. state department as trust its solidarity with the russian people against terrorism of any kind the un secretary-general ban ki moon expressed his deepest sympathies to the families of the victims there while the president of israel parents said his

heart is with the victims of the latest horrific acts and he spoke about the international sympathy with purt who is a researcher in russian affairs for the british east west center and he called terrorism the humor of the world which should be healed by working together. we've got lots of successes we keep hearing from m i five in the u.k. we're doing really well and in russia we're actually thinking well there are lots of success that despite these kind of career think events that keep happening i mean there are those who believe that they have sympathy because they see. independents moving session this movement. is just warm but sadly it's caught on thusly and there isn't a lot of cynthy anymore the recent events and willage recent even nine eleven and already been. bombings on our underground following the announcement be

limping. and increasing he said but there are always going to be a minority who will see that there's some sort of justification there is so some sort of reasoning for such actions we need to fight for them there was the label of . the following the developments and you could also had to also heat up company minute by minute timeline of events involving. of course we'll continue with coverage of these terror attacks out of their short break stay with us.

altie spanish find out more visit actuality. this is also internationally welcome back and we're starting with the suicide attacks in volgograd this hour it's being speculated that the timing is a link to the upcoming winter olympic games in sultry that sort of less than six weeks both volgograd and saatchi are in the same region but if you could take a look at the map the distance between them is more than six hundred fifty kilometers a spokesman from the international olympic committee expressed confidence that the russian authorities will be able to keep the games safe aussies to say reports now from such. the news no doubt have been received with shock and condolences are going out to those who have lost loved ones in
8:19 am
a ball go to the international olympic committee has said that they trust that russia will provide a safe haven come the winter olympics in twenty forty in terms of russia's olympic committee they have always had a plan for security even going as far as spending money when it comes to security technology i want to add station to actually witness some of the technology in the use and when you go in there certainly a sense of calmness within the station you go through the scanners at the check ins and commuters alike that that very scanners and checks make us all feel safe and they needed we spoke to a former member of the alpha and anti terror special forces unit and he said some of the confidence that the a limb pick committee shades more of those but. all the attacks in volgograd are part of the same chain the terrorists are trying to incite fear ahead of the winter olympics so that people become scared to go to saudi no wonder they've chosen the
8:20 am
holiday season for this to make it even more painful for the people and to draw plenty of world attention but i believe this won't have any effect on the olympics and the people who are planning to come will still do so they can be sure of their safety because almost two billion dollars have been allocated to security measures that's even more than the sum for the london olympics now in terms of the russian olympic security. plan for the olympics we know that twenty three thousand police officers will be deployed up to ten thousand military troops who will dig deep deep to be deployed as well including twenty eight three thousand of the emergency services also will be out here during the olympic that time as well everybody else within the city we've been seeing already police officers patrolling around the cities particularly at those special. places that we see the events of the twenty fourteen olympics and also the people been working on the construction there who've

all come to sochi during that time building this city up a wall we are set to leave the city come the end of december and then in terms of the transport hubs vehicles would be limited on the roads starting or from at the end of december only people with special processes will be allowed to go on the roads now of course are those numbers i mean you know we're looking forward in the next couple of days to see if indeed officials will want to extend the amount of those numbers that we've heard from the special police services that will be here for the olympic time. and the host of aussies going on the ground told us why things the outbreak of terror in volgograd is not connected with a winter olympics on the black sea coast. it's hundreds of miles away so i say that there's a particular relevance of the sochi olympics of course journalists will be very keen to draw. draw comparisons and relations between these two things
8:22 am
it's notable that with some western leaders aren't coming to the winter olympics the western leaders don't tend to go into winter olympics it has to be said so the connection with sochi may be over reg's what's crucial here is that international law enforcement authorities get to the bottom of this what we need is much closer collaboration. thirty's rather than the n.s.a. spying on every country resident not knowing people actually finding out about what's going on. and on you right now we're providing in-depth coverage of events involving ground for you. compound live updates images and analysis of that. motion section of our website a graphic video showing the aftermath of the blast from the to agents around me. and others just one day before the wait

a minute let me start it again there's just one day before the deadline to rid syria of most of its chemical weapons the international effort has been going on for some time now in the latest edition of worlds apart x. on the boyko speaks exclusively to the director general of the organization for the prohibit of chemical weapons and asks how much has been achieved in twenty thirty you called two thousand and thirteen a truly historical here a here that saw the office of w. embark on probably the biggest challenge in its history but i wonder how much progress has been achieved so far the progress has been cost. several categories of chemical weapons have already been destroyed and chemical weapons production facilities have been rendered to. a short time. those were identified prepared for transport to syria now despite these successes that you just mentioned the dad line for the removal of category one agent that deadline is going to be

missed i wonder whose responsibility do you think that is the russian federation as well as others of the other co-sponsor of the process of the united states and the united nations have been very active in the past weeks. the necessary equipment for transportation and now most of the equipment made a little and we expect to see you know authorities stick. so i wouldn't blame anyone for distillate so there were some objective reasons for the. those delays couple of weeks ago western powers flatly refused to provide the syrian government with the military equipment to protect that convoy from their tags by the rebel forces i wonder if there has been any progress on that front transportation the road transport titian into syria is the responsibility of the syrian government the syrian authorities they will have to take the necessary security measures and they will be responsible of the safety and security of transport titian phase of course
8:25 am
this you know authorities have requested some assistance and the russian federation and others reaching states parties have provided you know a lot of logistics support and provide this some equipment and by the sheer support to so i hope that this support will be you could see the authorities will have to make. an effort in this respect now as far as i understand your inspectors on the ground are not planning to accompany these convoy your role it will delimited you there a flying the loading process in damascus and the offloading in lattakia and i wonder why not because obviously some members of the international community. distrust the assad government very much so why not go all the way in verifying be compliance of the syrian regime. we have very strict rules of that

we have been applying over the years so it's a sixteen years and our experts determine the. sites where the chemical weapons will be a lot at on trucks as for there's some verification you know mechanism in place in that ikea before loading on ships it would be adequate and that's what we have to do. and we're closely watching the latest developments in the wake of the bombings in volgograd on line as well as suicide blast has killed at least fourteen people on a bus injuring of a force here including three children the blast went off as the bus was approaching a narky during the morning rush hour investigators say that was carried out by a male suicide bomber it came in less than twenty four hours after a similar bombing targeted this is railway station claiming at least seventeen
