for. instance. the. clashes in golf central kiev is ukrainian police barricades and chase rioters on a fourth day of antigovernment protests two people have died so far. the crisis being fueled by nationalists and radicals keen to grab the opportunity to push for a revolution we go live to kiev very shortly. so this hour syria's government and opposition sit face to face for the first time since the start of the conflict but the start of long anticipated peace talks in switzerland have exposed the parties very different views of the future.

this is all to international live from our studio center here in moscow which just turned eight pm and six pm in kiev where two people have died in anti-government protests in the ukrainian capital in the fourth consecutive day of violence police have torn down barricades in the center of the city and they've chased riot is on the retaliation of protesters has been equally as forceful alexy going to show is there for us now and it's hard for us to see what is happening now at the moment alexey bring us up to date on what you have seen in the last hour. you're not the only one having problems seeing what's going on here we are struggling as well because the tires have been burning for the past several hours one.

that black smoke just covering the time you don't see what's happening on the other side of the barricade when the police have their numbers and we have information we see photographs on the ground and twitter that. heavy motorized vehicle an army vehicle was brought in there possibly for an assault right now as i speak i can see from my vantage point that several hundred protesters are moving into the square the numbers are not receding here it's still pretty much i would say maybe several thousand people of protesters and riot just over here knowing flash bangs molotov cocktails and rocks at the police but see if these project was actually reaching the police lines because of this black smoke as i've said it's a very difficult situation for gee if i would never expect that i would have to wear a bulletproof vest and a helmet in the central city of the central cranium capital no one knows where it's going to go we've seen several attempts by the police to push the rioters off the

governmental square off the governmental quarters moment during this day the whole being unsuccessful because every time the rioters rushed back at the police with rocks molotov cocktails and the police had to withdraw and hold their position a little early out several hours ago i filed this report i saw the first wave of protests this off the police trying to push the protesters off this way let's have a look at this report right now. so this is yet another attempt by the police to push the protest this off the governmental quarter they've just started moving as we can see the covering themselves with shields the protesters the rioters are running back but they're still throwing rocks at the police it is very violent here we see that flash bangs are being exploded. from time to time although the police are not resorting to any kind of special mean so far. they haven't even

used class bangs or non-lethal non-lethal stuff from as far as we could see over here they've been waiting basically for hours for several hours before attempting another another go at the protesters we also heard earlier from the prime minister of ukraine who said that all those writing in the central kiev are considered to be terrorists and we also heard from the some of the officials some behind the barricades from the police lines who've been saying that. they will use force if needed and this is the case as we can see right now from our vantage point. the fear of the police are now in full in full swing to get the protesters who are still feeling rocks and and move the cocktails at them. we can see this literally maybe several hundred policemen. and. they will soon as we can hear banging their shields to give a proper psychological effect so that the protest is maybe more scared but now we

can see there are no protesters remaining at the scene of the riots which has been the scene on the right for the past four days already thats it. the protesters have been pushed off from the governmental quarter several police lines and you can see one police line the other police line they're now securing the perimeter no major violence as we can see no no my major violence from the police in fact i would say no violence from the police at all we can see the cops and the police are not advancing to the independence square which is literally two hundred meters away from here they're not advancing they're just basically what they're doing they're securing this ground here that the governmental quarter they pushed the rioters from the scene and what they're doing the just securing it here now so they're quick clearly they're not intending to disperse the big protests the protests that the independence square the one which has been existing for several months already that we have rocks flying at the plate at the police again the protesters the

rioters are back are back as we can see and there can also see another wounded person being carried it is getting violent again although this time it's quite clear that the violence is coming from the protesters from the rioters not from the police the police is merely protecting themselves we can see a moment of cocktail there on the ground as well. again most of cocktails are being thrown rocks are being thrown that the police. so this is look this looks like yet another yet another retreat by the police. and the protesters are demanding again the rioters are bringing tires probably they will burn them and hold them at the police like they've done on several occasions already. they're charging they're charging again at the police as we can see throwing rocks all the time.

we're now just now to our spot a time when we were expected the police to launch its final assault on the rioters . in an attempt to push them from the governmental water we're still waiting whether that will happen that was i hope this assault is suspended due to the talks between the president and the whole position now we know that these talks tough but no comments came out of them which is definitely a warning sign another warning. factor here is not the protests that have been very much fueled and added to. the information that several several rioters have died following the protests it's unclear why the exactly they died we have information that they were killed by a bullet wounds but it's unclear what kind of bullets those were real live rounds or bullets bullets made of rubber as the which the police have been using for some

time over the past four days so it's a monkey with a grenade situation no one knows where he's going to go. alexey thank you very much indeed that's like she had a chef reporting there from kiev and also out. there as well closely following the events as they unfold let's get the latest from him now peter those protests in those came into force then the police have dispersed some of the protesters from some of the areas but by all accounts there are growing numbers of demonstrators in the streets now where are you and what do you see. right now we just heard from alexey right then and basically between the area what he's looking down on independence square where the main body of the of people have gathered here in kiev now i was in independence square for much of today and say what we've seen there is as writers go through the surrounding area like a plague of locusts they've they've taken down road signs they've taken down advertising hoardings they've taken down anything that they can use to to sure up

the barricades and they've reinforced those barricades of all of the entrances into . into independence square now while we were there as well we also saw. teams teams of people working away with hammers breaking up paving stones to make to make rocks that it could be hold at the police and other people dragging away sacks of these rocks over to where that wall of fire is that separates the rioters from the riot police we have those rocks that are being mined if you will from independence square and i'll be hurled at the police just behind me in front of the they did nama stadium you know. what we have seen as well most of cocktails being made i went over just a short while ago to where the us the separation between the the rice is in the riot police is that it's really it's thick with black black smoke roll of the tires that are being burnt there. but of course earlier on wednesday we saw that whole

area be cleared out by the riot police it didn't last very long leap the rioters were right back in there almost as soon as the the riot police could have said well we've achieved that we've cleared the area but while we were clearing it's a juror in the day here i was actually on the ground there we were able to capture on film what was going on as they riot police moved in as they surged into these demonstrators to try and clear the barricades. who. scene is a series of explosions going off a plea police are trying to clear out the square as you can see a lot of people we're going to be moving this way a sun it comes the cover can move to the left here yes huge crowds of people as everybody tries to get away from those barricades that were were up there can i please we begin with actually police the move again they're very very. they're but they're pushing back very forcefully here. hopefully we're going to be could be fine where we are police have moved everybody off the barricade moved everybody

away from where they were almost our case yet we're going to have to get inside now we're going to. we're going to go inside to get all the way of what's going on this is that. the police have decided that they are they getting rid of and they're clearing out everything that was those barricades this has been the position of such a a standoff between rioters and the police. or see the police deciding there this it was time to to put an end to the often to into clear people out we saw a huge wave of people huge huge wave of people fleeing from those barricades and as police try to to disperse stores oh that's. oh that is that is. to say a policeman no hitting a somebody who's on the floor right there repeatedly beating that person so yes the police have now cleared out all the way some explosions you can see that we've had

to come inside to the hotel which is nearby where those barricades were set in order to to get away from from what was going on. there are some wounded demonstrators some people who'd been beaten as the police have now completely cleared all of that area away this all happened very very quickly it all happened in a space of just a few minutes we heard a few loud explosions i believe they were. they were noisy grenades that were flash bang grenades and then a charge by the police which is completely clear now that whole area of where demonstrators police have been in a standoff for the last the last few days but all of this does seem that it's it's set to continue for a while yet will be trying to get back out there was soon as it's safe for us to do so to see what's going on on those barricades where they were located. but yes it is now seeing demonstrators trying to move back into the territory that they were

just expelled from by the by the riot police. well that's how it looked earlier on on wednesday right now we're back to the standoff again you can see just behind me between rioters and the riot police with as i say that wall of fire of burning tires and thick acrid black smoke separating the two sides as we continue to. wait to see what happens here we are it would be a colossal optimist i would think that we wouldn't see any more violent clashes here in the capital or his people over there live in kiev thanks very much indeed for that peter no doubt more from you as the day goes on now the two months of protests in kiev turned into outright rioting over the weekend in the first day of clashes left over seventy police wounded and that number has since doubled suffered head injuries stabbings and gas poisoning or financial commentator patrick young says the rioters off a few little arguments and compares them to an organized terrorist group. in kiev

we certainly see a large number of protesters but do they really reflect the viewpoints of the entirety of ukraine well i don't think that's the case intimately we have this tragic situation where the ultras affectively a thuggish element to seem to have links to very extremist politics in many cases i mean some of them are national socialists or fascist some of them probably have some sort of harkening towards communism certainly they're not the sort of normal average everyday people who really can be reasoned with these sorts of people existed all societies the truth is that normally when you have a reasonable rule of law you can manage to keep everything going from day to day on occasions of these sorts of fringes where their views have been inflamed unfortunately by interventions from the european union and the united states of america which i think are wholly unreasonable in the domestic politics of ukraine and you will see them try and rise up under dede those people are rather extreme some of them have very very ugly views indeed and of course they're demonstrating

it through the violence that they're propagating on the innocent people of kiev and ukraine at this moment is not a huge majority movement demanding change it is all timidly a very well organized terrorist rabble we're now joined by political analysts martin the he's in london martin the rights of the calling for revolution is that what we're seeing here is yet a coach in serious trouble now. when you talk about a revolution situation there's one key factor the protesters have to convince the police who are over run the police so that a significant number of them begin to doubt whether there should be protecting the . government and therefore the key event will be if the riot police and police begin to doubt the job they're doing and if they crack

then you have a potentially revolution situation where they're under one thousand. nine hundred they're certainly under a huge amount of pressure and indeed the way that the police and the authorities have reacted to these rights has been criticized you think that is likely to happen that we could see them turn. we have a situation in which they protest as will continue because they will believe that if they protest and throw rocks at the police long enough then the police may crack and the. riot police may in fact then question whether they should in fact continue defending the present regime but much of like much of the ban and slaughter in italy has been seventy that was a key event right but apparently much of the violence is coming from the nationals have they in effect hijacked the liberals cause i'm doing the liberals no favors here or are they are they helping the liberals. revolution situation you have a very large group. some are nationalists some very radical on the left some

radicals on the right and so on and they all merge the thing with a revolution situation is that the crowd then takes on a life of its own and there's no way you can really predict what's going on if you like there's a surge so therefore the protesters hoping for that they can achieve a surge which. the riot police will begin doubting whether they should they should really protect the existing regime what do you make of the empty protests malls that have come into force today has the government acted reasonably. i think that if you are on the government side you will enact legislation which will in fact make it illegal. that this type of protest if you in any country if you throw rocks at the police you're going to be arrested and you're going to undermine public order so therefore what are you creating a government is doing is in fact putting on the statute book legislation which permits that permits it the government to take any action which it deems necessary

to defend the state but it's been heavily criticized as namely the u.s. he importantly government the u.s. and the e.u. have heavily criticized the authorities there in kiev but what we have seen similar protests allowed to get this far in the likes of paris madrid london. that there are thing happens in paris in fact the french government. if you take the view the the outskirts of of paris when you get the minorities fighting so on and so forth the french usually the riot police sometimes they succeed and if there's a huge demonstration then the then the french backed away and given if you like in the short term so therefore it's a situation which is really unprecedented in ukraine because you've got the protesters are really from the west of ukraine and the east of ukraine in such a very few in fact support these protesters so therefore martin just very briefly.

if you if we do have a divided country here is it not right then perhaps that there should be early elections in the for the people to decide or should they wait now till spring twenty fifteen just briefly. the problem is in this type of situation where there's violence in the streets and this type of thing you can't really have free elections because the elections would be disturbed and the more violence and so on it might provoke more violence so what the government is hoping that they can pacify they should probably make some type of concession start talking to them because the protests to say the government will not talk to them start talking to them and you don't have to make concessions are talking to them so that you can some way pacify the situation let's have elections say in six months time and hopefully resolve this this pass rush now that it's live in london great to talk to you martin thank you very much indeed martin mccauley. well xander mccurry is an expert on

international law says ukraine's government has shown a lot of patience with protests that would have been dispersed if they were in any european or american city. the authorities have shown extraordinary patience in this matter i mean you heard some of the other commentators. discussing this there is absolutely no conceivable way that this sort of situation would have been allowed to happen in any other european city or in any or in anybody's united states the authorities found out and did speak to long ago the government exactly great distributed its matter did to test is. encouraged in this by the opposition leaders have not and that if you take the security of this is being wiped away through this whole crisis right to begin with you've got the opposition leaders who crocheted i mean extraordinary sense of entitlement insisting on the things to be done the way they want it to be done. that is not the way to achieve compromise or

using big sticks heavy stones so we have all these injured people on the side of the police that means there is you know great patience on the government's side and that seems to come closer to an end right now and today do you think the moderate opposition should be distancing itself from the nationalists and the radicals here who are accused of this violence the of course that is my opinion because if you do not distance yourself as some kind of serious constructive patriotic opposition from this kind of you know indiscriminate violence by if you thugs and criminals then you will be held responsible by the people and by the government and you will ultimately of course damage your own go that will disqualify you in a way from discussing with the government russia accuses the u.s. and the e.u. of interfering with developments there in kiev would you agree with that.
