spanish. visit. a story dominating the news the. president invites two of his most outspoken opponents to lead the government and agrees to alter the constitution reducing his own powers in a bid to quote a wave of unrest sweeping the nation. this is two police officers kidnapped by rogers in ukraine's capital of been released allegedly tortured as fears a mounting of radical protest in the concessions of the authorities we go live to kiev shortly here on r.t. and. in other news this hour up to nine people were killed in street clashes with security forces across egypt while a powerful explosion is reported outside a police building in the city of suez on the third anniversary of the two thousand and eleven revolution.
3:01 pm
this is art international live from a studio center here in moscow which is midnight and ten pm in ukraine where the country's president has pledged to change the constitution in an effort to end government street riots let's get more on the surprise development from. in kiev well this does appear to be a huge breakthrough doesn't it tell us more about what you know. well this is all come out from the latest round of talks between the government here in ukraine and the opposition leaders now president victory on a coach who said he will make changes to the constitution it will see ukraine revert back to a parliamentary presidential republic what that means is the parliament will have far more power than they they have done that they have done before these these
3:02 pm
changes being made now also he's offered the job of prime minister to see any new york who is one of the opposition leaders and the leader of the the farther land opposition group we're also hearing that vitali klitschko could well be said to become his deputy there now also coming out from these talks the opposition and the police have come to an agreement to clear the streets here in kiev now that might be easier said than done. and it's unlikely that some of the more extreme groups here will be willing to come off their barricades that they've they've built in being pelting police with molotov cocktails and and rocks and that's still going on right now just over to my right there's still clashes in fires raging between police and rioters there also we're hearing that he's president and of course has said that there will be an amnesty for anybody that's being detained but that
3:03 pm
amnesty is dependent on riot is leaving government buildings that they've occupied here in kiev as well as in other cities around the country and peter tell us about this story concerning those two police officers who were taken hostage and then released what about that what more do you know about that saga. well this all started on friday evening where three police officers were attacked just near to where. looking over independence square now they were attacked and then taken captive one of those was released on friday evening he was rushed to hospital for treatment for stab wounds now the other two remained it remained as hostages they've been released on saturday and. they've also been taken to hospital of said that they were beaten and tortured by their captors. they the authorities here the interior ministry has said that any threats of violence from rioters will
3:04 pm
be met with force they've they've warned against any any threats of violence against police officers here during the what still is a tense standoff in some parts of kiev in the capital here but there is skepticism about this new deal with regards to the type of violence that we are seeing still going on whether those extremist groups will will listen to them it seems very unlikely we'll listen to calls for them to to voluntarily leave the streets now i was talking to a few people just down here on independence square a short time ago and they were saying they really weren't sure that this would happen that people would the extreme groups would leave. the city streets because in their words they were people are invested in some cases in this violence there's a. there is are groups that just won't listen to the opposition to opposition calls to to move away from their barricades and go home now with regards to this news
3:05 pm
about say. about the moves that's been put forward by president yet a coach to try and bring some kind of peace here my colleague alexey had a chef mickey's over where the violence has been the strongest here in kiev gauging the reaction to that news there. here at the barricades in front of the governmental quarter in kiev which has been pretty much a front line. for the past week we're yet to see any sort of reaction to the news that the president had offered prime minister's job to one of the opposition leaders this it's not particularly tense at the moment tires are not being burned there are no attacks coming both from the police and from those writing here at the scene but still it's the tension we can describe it as simmering last night we saw on friday night that despite the truce which was announced earlier by the opposition for three days still some tensions are robbed and here they have been some attacks from the police and from the protests the tires were burned and still the night was pretty much filled with tension still we as i've said we're waiting for any kind of reaction but the biggest question is whether the forcible
3:06 pm
appointment obviously had to move as the country's prime minister can actually reconcile things happening here we have seen already that the opposition leaders had been booed by the so-called right wing sector supporters protesting here for the past week so it is really unclear whether what the opposition now does and what it says is any more relevant to the people protesting against the government here that's. reporting there i should say. reporting and now we're hearing that a protester has indeed died in a hospital in kiev after three days in intensive care bringing the death toll from this week's riots to three now this is a map of central kiev the heart of the protest movement is over on independence square right here known as my dad that's where the opposition is currently camped out now the fiercest clashes broke out a week earlier earlier this week on this very long street here now earlier i spoke to professor bruno levesque he's from the paris based national institute of eastern
3:07 pm
civilization and he's skeptical about the deal between the opposition and the government and thinks it will come up against resistance from the more radical elements in the protest movement. more radical elements were used to make detention more and more acute and now. there is a compromise on that and a higher level of bugs. in the same time i doubt that the extremist movement will agree to go back home and dogs the real problem that will happen in kiev and in the in the old western ukraine. because they're also their base are there so. that's what we will see but i doubt it will be easy. to bring back stability. or ukraine's police have been coming on the harsh
3:08 pm
criticism for resorting to force over the course of the unrest security units have been facing a fierce standoff with the demonstrators well to discuss this how they've been handling the situation going to cross live now to retire commander charles cid he'll he's from las sheriff's department now said we're going to look at some of the footage from wednesday's clashes in kiev now we can see the rioters are acting violently towards the police from your experience how should those officers react to those sort of circumstances and what are for what i've seen on the video or so or they're shown a lot more restraint and i think you can expect. the ball octon also throwing rocks and bottles of the straightening with. would all be considered lethal force in the united states let's listen to some of the comments from the police officers who claim they were taught should by protest is this just have a listen. i don't know anything about what i'm hoping we should be listening
3:09 pm
to actually what the police officer saying and i want you to comment on it but clearly we can't hear what those police officers say i believe if we can. they tilt towards the roof of my head and bound my arms and legs with masking tape and taped up my eyes as well the little kid not the viewer more than yes we were attacked by a group of masked youngsters they surrounded us to scream of the cops nearest hamzawy could really take everything from us our wallets ourselves along with everything. in them to throw in there we had nothing to them because we were just coming out of a cafe after lunch with the mob surrounded. well here are some police officers who were taken by writers beaten up and some were indeed kidnapped could that sort of situation be avoided what do you do what about that sort of situation. the first thing is i wouldn't accept the statements.
3:10 pm
if it's true i would expect some corroborating evidence one of the things a lot of mob is and especially now when they can win by who's going to create a situation in which they are seen as a big times regardless of how much violence is being humans come out of here again the more autograph. i i would not accept a statement without some kind of corroboration i mean if there is something there certainly we would prosecute right what we put our own money in jail for that now. i was talking to a metropolitan police officer who was saying that really that the worst thing is for policemen to be individually. present in a situation like that they must stick together now as a as a professional yourself what do you make of the tactics the way the ukrainian police were dealing with that and the equipment they were having the way they were dealing with all i'm not sure i understand the question well what about the tactics
3:11 pm
you see there in ukraine compared to perhaps we see the tactics used by police forces around the world is it the same sort of approach. no. well one thing is there are a lot closer in proximity i would prefer to have some type of non-lethal capability first and our most of three percent of the population can throw an object large enough to cost serious injury more than a volcano fifty meters if you can get a stand off distance between your your authorities and your mob of fifty meters or more you can reduce the injuries without having to use force that's very difficult to do except with some type of non-lethal option some type of intermediate option most of the places around the world particularly united states though would be employing not legal options to try to game that standoff since they are not legal options that i saw them use actually quite primitive we're talking about sprays and quotes and shields and so forth sure and look at the weaponry and they give these
3:12 pm
protests as i mean they do look when quick then they would helmets and you mention shields catapults and and petrol bombs and that is that really what officers normally face in street protests and as a professional would how would you advise a force to deal with that well first of all if you're dealing with petrol bombs that's a leak that's a lethal situation in the united states you could very quickly be shot with lethal force or through impact obama house the dragging of the place officer and then calling him while he was now could very easily result in some type of lethal force a police officer. the problem is. there's almost no way of avoiding it well i mean some greater sophistication and some type of intermediate option and nobly the law can be the one finally said give us an idea of the psychological pressure is going through and officers mind does it surprise you we have seen officers beating roxas. this surprised me that well that we have
3:13 pm
seen officers beating rioters what sort of pressures psychological pressures are these people under and does it surprise you that you see them resorting to that sort of tactic. or are. is far from the mobs perspective i can tell you that it's it's got to be. one of the things as an incident commander you can do our whole or in the fact is that. if you can provide some kind of option besides violence you'll eventually come out the sad state of affairs whether you're a peacekeeper in the military or whether you're a law enforcement the societal problems that resulted in of violence you're not going to be able to solve the best you can hope for is just to preserve life and come to a conclusion through politics i said great to talk to you on this thank you very much indeed it's quite difficult at times i know for you to hear me not britain connection but we heard you very well said he'll retire commander from the los angeles sheriff's department there in the states thank you very much. well
3:14 pm
meanwhile in over a dozen regions of the country angry mobs of besieged and in many cases occupied local government forces the city of needs or is one of the latest to fall victim to anti-government turmoil hundreds of protesters stormed the local administration building and they were met by police have so far been unable to drive them away the regional legislature in the city of the valving western ukraine has declared that it no longer recognizes ukraine's state run about for national parliament the west of the country is seeing the worst of the mayhem well while in the south and east support for the government is high literally splitting the country in half senior international relations lecturer at moscow state university says the more liberal opposition leaders have no control over the situation. i mean is this a genuine offer on the part of yannick overage of the year or is he calculating that yes in your bank political will turn this offer down and there's more than
3:15 pm
just the opinion of the opposition leaders to take into account here because there is also asserted opposition leader only john a bloc of the neo nazi leader of the slow boat a party and i don't think at this point that the opposition leaders these liberal opposition leaders have shown that they actually have control of the situation or of the protesters the tally klitschko being sprayed by a fire extinguisher the other day when he attempted to calm down the crowds there any attempt to attack the police lines was a clear indication of this. international life here in moscow and more news just ahead for you after this break. if we are going to reach an agreement with what the israelis israelis have to
3:16 pm
accept the fact that you know the patient has to. put your money to put a student who are huge you must feel they have to realize that you know you have to let it go the good patient the notion of his villainy and to allow them to see in store feet you know like to plant it on futures i still have sold it here over the long to reach it but you know out conditions and vicious conditions to me he goes to state this and this so that it under the control of the stimulus this is going to be i'm just not going to help. us nor the israelis nor the american the force or the possibility of the right decision for the three for the conflict.
3:17 pm
and he's twenty seven people are being killed in street clashes across egypt throughout saturday islam a supporters of the ousted president mohamed morsi faced off against egypt's security forces on the third anniversary of the two thousand and eleven revolution and he's used to gas to disperse the crowds and this comes a day off for the country was rocked by a series of terrorist bombings true is in colorado for us. another car bomb has exploded into police building this time in the key city of suez this is the sixth such explosion has taken place in two days we had four bomb blasts in cairo on friday and this morning egyptians were cannot similar bomb blasts in the east in the suburbs of cairo this comes of course on the anniversary of the genuity five evolution which ousted hosni mubarak and there have been rival protest groups that have taken to the streets across the country it's been seeing lots of violence
3:18 pm
security forces are essentially not allowing any on to government groups to gather in the streets whether the islamist supporters of ousted president mohamed morsi or whether they're secular activists has been heavily contrast it with what's going on in tahrir square with a supporter of forces chief general abdel fatah sisi has come out in droves today holding images of him they say they want him to be president to crack down even harder on the islamic groups like the missing brotherhood and they blame to these bomb blasts what we're seeing here is a very divided egypt and it's becoming increasingly split which is really a been exacerbated by these bomb blasts now i was at the size of the explosions yesterday and i made this reports three years on from the two thousand and eleven revolution egypt was supposed to be celebrating instead deadly bomb blasts rocked cairo targeting police offices as the country descends into chaos gyptian a dangerously split between those who backed the military and those who support
3:19 pm
ousted muslim brotherhood president mohamed morsi crowds of people gathered at the site of the bomb blast which ripped open the facade of egypt's main police headquarters in cairo the people here like many in government the main the mission by the heads and say this intervention attack on the states on the house of islam is president mohamed morsi with anger mounting there is likely to be a harsher crackdown on the islamist group. exit the brotherhood they are to blame for the terrorists want to break the country in half. some are afraid to leave their homes but most are more determined than ever to go to the streets against the brotherhood for the revolution anniversary the military installed government accuses the brotherhood of being behind a rising insurgency and the spike in terror attacks the media has observed the scheme announced by the brotherhood at the meetings abroad we want to disable the country's political roadmap and disturb the referendum on the constitution the muslim brotherhood is just a tool our enemies the foreign element that controls these tools all egyptian
3:20 pm
people know about this but hundreds of brotherhood supporters are in jail and they say they are under attack from the power hungry military this month the majority of the population approved a new constitution that broadened the army's power as it shields the military budget from cuts gives the armed forces the right to approve defense ministers and try civilians in military courts we are a war together to oust and to crackdown this kind of regime. who was told the the illegitimate power from the illegitimate elected president elected government three years after the uprising which saw the country unite against a dictatorship egypt is now increasingly divided rather than celebrating a new democracy and much needed change egyptians steeling themselves ahead of more violence. for our cairo. syrian government officials and their main political rivals have held a second meeting at the geneva two conference the talks in switzerland were
3:21 pm
mediated by u.n. envoy lakhdar brahimi the diplomat says both sides have agreed to negotiate the terms of a limited ceasefire and the creation of humanitarian corridors in the war zone your position has been trying to focus the talks on the resignation of president assad which has been rejected by syrian officials the u.s. and its allies are also calling for regime change but moscow which helped set up what he says foreign meddling is unacceptable what is going to set off he's been following the latest developments in geneva. has more on the latest talks. the mean achievement of saturday's talks in geneva is that the syrian authorities and the opposition are sitting in the same room facing each other and negotiating u.n. special envoy on syria lakhdar brahimi was there as well mediating the talks but given the fact that just earlier on friday the rebels said they were not going to sit down at the same table with the authorities having them talking in this format is already quite a diplomatic achievement. who is the key mediator of these negotiations has been
3:22 pm
conducting quite a careful slow sensitive diplomatic tactic taking the whole process slowly step by step for instance. have now agreed to start discussing prisoners and kidnappings on sunday possibly even allowing humanitarian aid into syria there are also talks about a localized ceasefires but no agreements have been reached as well but the main problem that we've witnessed here during these few days is that even though. the rebels say that the only political solution to this whole problem based on the geneva one agreement understand these agreements is completely different they're completely on the same page the rebels say they want to talk about forming a transitional government without president assad in it while the authorities seem to be ready to talk about almost anything except for president in fact they say the
3:23 pm
only way he could step down that if the people decide so nationwide election like i said after three years still ongoing violence and bloodshed even having them in the same room facing each other is already quite of progress right now it's not perhaps the piece of the diplomatic process which matters but really the direction in which all of this is going. back now to our top story opposition leader vitaly klitschko has addressed protesters saying the opposition does not accept the current proposals from the government this is the latest news now they want and protest laws to be abolished and presidential elections held this year but he says they will continue to go shares and that's after the. decision to change the constitution giving up. in an effort to end mass government. but also one of the opposition leaders. the job of prime minister another position boxer turned
3:24 pm
politician. klitschko could become deputy prime minister in a cave which is also probably amnesty to antigovernment writers on the condition that they leave occupied regional administration buildings after several rounds of talks the government and the opposition of finally agreed to clear the streets of protesters camped out in the center of the capital police are due to leave. now there's still no reaction from the crowds in kiev to this announcement and these are earlier pictures from the city and there are fears that the extremists the nationalist element of the opposition will not be convinced by these latest developments. so more news for just over half an hour from now in the meantime from the news of

3:26 pm
knew exactly who they were letting into the university remember college football makes a lot of money i always had a feeling that something like this was going on i mean according to usa today many college athletes claim that during the season they put in more than double the amount of hours on sports that they are allowed that's fifty to sixty hours a week how can they possibly learn anything maybe it isn't so sad that this goes on it is a reflection of economics what is sad is that the whistleblower is getting death threats just for saying that it is going on by those stupid hardcore fans but that's just my opinion.
3:27 pm
hello and welcome to technology updates on today's show. some pretty cool. gets caught up in the next industrial revolution. materials make the medical marvels. and we hold our very own my tea party. but first into this fast paced world the race is on to get more done in less time but the old saying more haste less speed was never a truer than on the road to the world's megacities where crippling congestion slows progress to a snail's pace so perhaps a dose of high tech decongestion will help cities breathe easier. second when.

moskos traffic jams are legendary in fact the capital was awarded the g.p.s. title of the world's most congested city last year by g.p.s. make it tom tom with the average muscovite driver spending over five full days a year sticking tailbacks which altogether can stretch of to two thousand kilometers. high tech gadgets like the head up display for sadie's show collision and lane departure warnings making for a safer driver reducing accidents and helping keep the city moving while certainly an improvement over traditional dashboards they do still require the driver to focus on the windscreen leaving the rest of the road a blur once again skolkovo lived up to its reputation. this contraption in the foyer may look like an arcade machine but under the bonnet it has more uses than just entertaining visitors the way you are a navigation system puts mental reality into the driving seat by projecting the route onto the road ahead so the driver's eyes are kept firmly focused on the road

this simulation of the device also display speed fuel and ref counter information rendering car does boards a thing of the past as well as helping drivers get about town or not the gates treacherous cliffs holding roads the finished product will display up to date traffic information and can be installed in any existing vehicle. where it is now on the drawing board and in development but the simulated. far from redundant. we decided to build a simulator to refine the user interface in order to test the way the display works before installing it in a real car. to demonstrate the focus to infinity effect so that people quickly understand that this new type of navigation system is indeed more convenient because it doesn't distract you from driving. the way a team have tons to network way re navigators with each other and the rest of the

city to coordinate traffic and relieve roads of congestion so the burning question is when can we see them in our cars. just people with the optical design for both the holographic part and for the diffusion part is almost ready and right now we're working on building up pre-industrial prototype just as soon as possible. a lot of the scientific legwork to create way race being carried out to physical in. the entrance technology updates regular the institute's long standing expertise in lasers mentioning one of the main challenges is producing a three d. image on a flat windscreen that appears up to twenty meters in front of the car very nicholai beach here has worked wonders helping the way reteam overcome some of the practical and scientific stumbling blocks once you get past. you finally treating it. out of thin air.
