breaking news this hour authorities are negotiating with rioters in ukraine you're looking at live pictures where they're trying to storm a convention center where some two hundred police officers are based that's following the opposition's rejection of president bush's proposals aimed at the quelling the ongoing anti-government riots. this as two police officers kidnapped by rioters in ukraine's capital have been released both were allegedly tortured as fears are mounting of radical protestors derailing the concessions of the authorities. and in other news up to twenty nine people are killed in street clashes with security forces across egypt meanwhile a powerful explosion is reported outside a police building in the city of suez on the third anniversary of the two thousand

and eleven revolution. in broadcasting a live direct from our studios in moscow this is r t it is a very busy news each night let's get right to it authorities in ukraine are negotiating with the rioters who have been trying to storm a convention center in kiev members of the country's special police force are inside that building the siege began shortly after leaders of the ukrainian opposition turned it down the president's proposals aimed at calming the unrest in the country they insist of a victory on a step down instead archies peter oliver now joins us live peter thank you very much for being with us through the night now tell us about what is happening in the capital right now in the aftermath of the opposition refusing this deal with the president. well right now what we're seeing just about two hundred or so
7:02 pm
meters over to my left the there's a convention center near to independence square that's currently under siege by rioters and we understand that they are in negotiations at the moment with the riot police that are stationed inside now the writers there have opened up a cold and down the the middle of the steps that go down from the main entrance then are telling police that they should come down those steps and leave the building now this would end up just being another building that has been occupied by rioters during what we've seen of of a week long period over a week now period of violence. erupted not just here in kiev but around ukraine in general. now what this all started after. we heard speeches from literally just behind me here in independence square from the main
7:03 pm
stage here from opposition leaders in which they said that they they weren't willing to accept the. the offers that have been made to them by ukrainian president viktor yushchenko overage now to run through what some of those offers were they were. the constitution would change and that ukraine would go back to a parliamentary presidential republic what that actually means is that the parliament here the the m.p.'s would have far more power it would actually remove some of the power away from the presidency stands at the moment and would basically refer. the constitution in two thousand and four now there was a vicious standoff took place as the rioters moved in there we saw windows being broken molotov cocktails thrown burning tires thrown rocks breaking windows and a lot of a whole lot of fireworks being said self there right now they say they're in the go
7:04 pm
see a sions with the the riot police the special forces people who are in there trying to to come to some kind of agreement now the the offices that were put forward by the ukrainian government came after the latest round of talks between the opposition and the government some of those offers were was the offer of the position of prime minister for one of the senior. opposition leaders are saying the said yeah send your now he's the leader of the the group here called fatherland he's often offered the position of prime minister he has said that he hasn't decided yet and there will be discussions over whether he will accept that all not it's also understood that vitaly klitschko could well be coming his deputy should he accept the position now the option of the office they were put on the table was an amnesty for everybody that has been to anybody that has been

detained so far during the week long violence that we've seen here in ukraine however there was a stipulation placed upon not and that was the riaa says would leave government buildings that they've occupied all across ukraine. so we heard the speeches then we've seen the said these violent scenes it has all kind of calmed down right now but there has been a series of incidents involving the police here recently what we have seen is on friday evening three police officers were attacked not very far. away from where i am right now they were taken hostage one of them was almost well was released on friday evening he was taken straight to hospital suffering from stop where ins the two other police officers were then released on saturday they've been taken to hospital as well and this claims that they've been told should and beaten while they were in custody now. in terms of other statements that we've heard coming out
7:06 pm
throughout saturday there was talk of a an agreement between opposition leaders and the police the rioters and demonstrators would leave the streets of ukraine would leave the streets of the ukrainian capital kiev well that certainly isn't happening right now from what we've seen and i was speaking to some of the people who are being on the streets here and they were saying well it's all well and good for the opposition leaders to say. yes everybody will leave the streets of ukraine all to tell people to leave the streets of kiev however in practice they're all very hardline extremist groups in amongst these people who will not be wanting to leave the barricades that they've built and some of them tell me that when these people are invested in the violence that's ongoing and there's no way that they're going to be told down to leaving their positions and stopping the violence that we're seeing so far all
7:07 pm
right artie said peter oliver constantly changing valving situation there in ukraine in kiev for us now rioters in kiev also shot off fireworks and threw what looked like burning tires into the convention center where members of the country's special police force are based artie's alexy was there for r.t. . chances are far from dying down in ukraine's capital kiev we do know now that the opposition had refused to meet proposals of the president about withdrawing protesters on the street in exchange for reforms or constitutional reform for tweaking the laws described as draconian in the country as anti-riot laws which were passed on january the sixteenth right now we can see the rioters are trying to storm the so-called cranes to dome building which is literally hundred and fifty meters away from the barricades at the governmental quarter. reportedly there are two hundred riot policemen besieging inside sitting inside this building and the
7:08 pm
protesters want them out fearing that they may use it building to storm the barricades from two sides this is the concern of these of these writers right now that we've seen are small bombs most of cartels through and inside the building although there's been no retaliation from the police coming as of now we went to the barricades was full to the so-called riots right wing search for the people who are the core of the protest right now they basically indicated that they will not be willing to move away from this position regardless of what the opposition on any other politician says they are man their main goal right now is to topple the government topple the president that's what they stand for we also heard that the opposition leader speaking from the stage was on numerous occasions booed by the protesters that the euro my done and this suggests that they're not willing to listen to anyone right now and now the only situation the past week has actively fueled the talk which is something unthinkable of in the past several years in
7:09 pm
ukraine that the country may eventually fall into several parts early i did a report explaining this story let's have a look. there are these are the scenes playing out across western ukraine one by one thirteen region so far have been overcome by protest rage rioters have stormed regional administration by. it turned violent in some cases as angry crowds clashed with the police. and all that occurring to the west but on the other side there's hardly any disturbance at all if we're talking about people from cellphone east and boss they are not eager to participate in any sort of military action in the southern region of the crimea authorities have had enough of the national wide uprising they are ready to defend peace and order although they seem confident they want have to. this wave would never reach us but if it does our party is ready to provide help to law enforcers we would set up road blocks and not
7:10 pm
let anyone get inside crimea our party aloneness capable of mobilizing up to five thousand people. we're not talking about seceding from ukraine yet we're talking about restoring constitutional order but we would never accept any orders from illegitimate bodies of power created at the mine don for a better understanding of what exactly happening in ukraine in terms of its territory we have this map over here the parts of the country marked in yellow the ones where the local administrations have already been overthrown the red ones the contest the territories the pink ones where riots and mass uprisings are still taking place and the blue ones where nothing is happening at all there is no revolt no uprising at all and you can see for yourself this is pretty much a fifty fifty division such strawman dragon is in between the two sides of the country have great concerns which had previously seemed unthinkable that ukraine might follow yugoslavia scenario and break apart any sort of splits in the area
7:11 pm
which could happen within the next two weeks must be described as quite possible because government wouldn't have enough forces so ukraine will be splitted probably in two parts. we have two different times on thursday the opposition declared a truce with the gov. for seventy two hours but with rioters in kiev again burning tires and hurling burning projectiles at the police hardly anyone in ukraine feels that the crowds are listening to anyone right now alexey rush of ski oxy reporting from kiev in ukraine and it seems that police officers have increasingly become victims of the rioters and not only during their standoff on the streets several policemen claim that they were kidnapped and tortured by protesters and then released a little details all true from my head and bound my legs with tape and taped up my eyes as well he. was privy to more of the yes we were attacked by

a group of masked wearing youngsters they surrounded us cream and the cops and their wrists hands up because of the take everything from us our wallets ourselves along with everything when them through we had done nothing to them because we were just coming out of a cafe after lunch with the mob surrounded in the with so how are the ukrainian special police of fairing when it comes to trying to maintain order in this chaotic violent situation retired commander said heal from sheriff's department told us that police in the us would have reacted much harsher in the same type of scenario from what i've seen on the video so although showing a lot more restraint then i think you could expect in most places night states the use of the ball all cocked and also throwing rocks and bottles and striking him with all those would all be considered lethal force in the united states you know that's
7:13 pm
a lethal situation in the united states you could very quickly be shot with lethal force with all of. the dragging of the police officer and their clothing and while you can now could be very easily result in some type but we've of course. in artie's alexy hour shift key is tweeting that the special police forces inside the ukrainian house convention center are now leaving the building one by one i'm joined now by geo political analyst eric draitser to discuss these latest events and get some analysis on where the country could be headed and thank you very much for being with us now opposition leaders are willing to talk things over but then they sieged another building and let the police leave in a apparent show of force how much authority and control do the likes of klitschko and yatsenyuk really have over these rioters well i think at this point it's quite clear that they don't have direct control over the rioters what control they do have is purely from the public relations perspective they are the public face of an
7:14 pm
attempt to not only. the u.k. crain into the european sphere of influence but they are the public face of the whole going away of ukraine away from russia they are the faces of the interests who have been attempting to do that now for more than twenty years so in terms of what's happening on the ground it's obviously a chaotic situation it is not an out of control and i doubt that anyone has a real handle on control of the situation but from a political perspective and from a public relations perspective they are certainly still the leadership they are certainly still at least from the propaganda side they are the leaders now why do you think the opposition has refused the offer from president especially considering these are top government posts. because their intention was never to win political concessions it was never to come to a political settlement there their true intentions have been quite apparent all along and that is regime change that we're in for regime change in the ukraine in
7:15 pm
order to overthrow that government in order to pull it away from the russian sphere of influence we see something quite similar in two thousand and four with the so-called orange revolution these are the typical tactics of color revolution it's been done all over the world over the course of the last twenty years or so and this is no different i think we can draw direct parallels to what we saw in thailand in two thousand and ten using protest as a cover for provocateurs and preparing military forces in order to create violence and the so chaos in the streets that's something that we're seeing on the ground in ukraine right now but again i would stress the simple point that there is no political settlement because the opposition has no political agenda in so far as national program their agenda is the agenda of watching it and it is the agenda of the european union and nato and that is to destroy russian influence in the ukraine
7:16 pm
and to bring it into the european and western fold now you mentioned the orange revolution it should be pointed out that that was also against john a covert but by making this offer what kind of message did you send it to his supporters well on the one hand he's showing that he was willing to compromise that he was willing to make. sure meant as sacrifices in order to maintain some kind of stability in the country a weakness of his position the fact that he even made such an offer now it should be noted that we don't know what was happening behind closed doors. with arm twisting was this a calculated move knowing that the opposition would reject it i think that's still somewhat unclear but at the end of the day what we do know is that young was attempting in whatever way that he felt best he tweeted attempting to bring stability back to the country and to salvage what he could of his government all right appreciate your thoughts on this job political analyst eric draitser thank

with what's going on in tahrir square with a supportive forces chief general abdel fatah sisi has come out in droves today holding images of him they say they want him to be president to crack down even harder on the islamist groups like the missing brotherhood and they blame to these bomb blasts what we're seeing here is a very divided egypt and it's becoming increasingly split which is really a been exacerbated by these bomb blasts now i was at the size of the explosions yesterday and i made this reports three years on from the two thousand and eleven revolution egypt was supposed to be celebrating instead deadly bomb blasts rocked cairo targeting police offices as the country descends into chaos gyptian a dangerously split between those who backed the military and those who support ousted muslim brotherhood president mohamed morsy crowds of people gathered at the science of the bomb blast which ripped open the facade of egypt's main police headquarters in cairo the people here like many in government the main the mission

7:23 pm
the situation remains extremely complicated talks are expected to resume on sunday artie's you've got a piece going off is in geneva following the latest developments. i mean achievement of saturday's talks in geneva is that the syrian authorities and the opposition are sitting in the same room facing each other and negotiating u.n. special envoy on syria lakhdar brahimi was there as well mediating these peace talks but given the fact that just earlier on friday the rebels said they were not going to sit down. having them talking in this format is already quite a diplomatic achievement. who is the key mediator of these negotiations has been conducting quite a careful slow sensitive diplomatic tactic taking the whole process slowly step by step for instance. have now agreed to start discussing prisoners and kidnappings on sunday possibly even allowing humanitarian aid into syria there are also talks
7:24 pm
about cease fires but no agreements have been reached as well but what the main problem that we've witnessed here during these few days is that even though the rebels say that the only political solution to this whole problem based on the geneva one agreements the way the understand these agreements is completely different they're completely on the same page the rebels say they want to talk about forming a transitional government without president assad in it while the authorities seem to be ready to talk about almost anything except for president in fact they say the only way. that if the syrian people decide nationwide election but really like i said after three years still ongoing violence and bloodshed even having them in the same room facing each other is already quite of progress right now it's not perhaps the piece of the diplomatic process which

matters but really the direction in which all of this is going. some more world news in brief for you. this hour philippines government officials have met in malaysia with muslim rebels to finalize a peace deal to end the conflict in the nation's south the insurgency has been going on for about forty years with renewed efforts for a cease fire having been restarted in october two thousand and twelve tens of thousands have been killed over the past decades of separatist fighting. three people have been confirmed dead in a shooting at a mall in the us state of maryland a shoppers were allowed to leave the building as police believe the suspect was among the victims officers searched to confirm that everyone had left the building in the mall now remains closed. so let's go back to what's happening in ukraine right now the rioters that laid siege to a convention center in kiev have led several police get out of that building you're

looking at live pictures right now of the situation they were trying to break in by force before authorities began negotiating with them the seizure began right after opposition leaders rejected a series of proposals by president. they neither accepted nor rejected his top offer of top government posts for opposition leaders and a vendor reiterated that their demands they want the president to step down and hold new elections this year that is despite making a series of concessions over the past couple of days including saturday's bombshell decision to revise the constitution which could limit his powers has also promised amnesty to antigovernment rioters on the condition that they leave occupied regional administration buildings however the crowds are seemingly showing no signs of stopping the riots so stay with r.t. and a visit r.t. dot com as well for the latest on what is happening in ukraine.
