a directive and in some cases i have seen where the focus is to ensure that the officers do not hurt the crowd that they will take a pretty restrained position they've got shields they've got pretty good body armor and apparently some message was given for them just to hold the line and not proactively react so when you talk about proactively react what do you mean by that what should they have done. well it depends on what the mission objective was the lines that i'm seeing if they're holding a physical position to protect the building then what they should do is exactly what they were doing which was hold the crowd from going in. crowd control has to be emphasized that there has to be some focus and mission first and the absence of knowing what they were trying to accomplish it's impossible to assess the tactic. again if they're protecting property they're going to hold the line but if their goal is to disperse the crowd you certainly wouldn't just stand there and take the punches stunning then taking the punches maybe a direct order from high comodo maybe some kind of compassion coming from the lower
