i'm. not. ukraine's opposition activists claimed up to five activities have been killed while fetched seven policemen have been injured in clashes that erupted a day after a government on the street came into force. and it's unclear who's fighting whom that as armed man in uniform clash with each other on the streets of kiev. in other news this hour the current us house of representatives approved legislation that would legalize the discrimination or gays on the grounds of people's religious beliefs and. i will survive it all but if only my son came home with

the family members on the floor of a russian jail than big was to say he's still not receiving medical help despite claiming his close the hottest time. international news and comment live from moscow you're watching out international with me here national banks for joining us. unrest has reignited in kiev just a day after the government's amnesty for protesters came into force actually has clashed with police on the streets of the ukrainian capital with reports of injuries on both sides and as you can see in this speech it's increasingly difficult to understand who's fighting whom the footage shows ukrainian riot police being a target by unknown men in uniform this video apparently shows the first victims of today's massive clashes between protesters and law enforcers up to five activists
10:02 am
have reportedly been killed as get the latest now from. this live in here in los angeles. tell us what's going on over there well at this point it does look like the opposition protesters in mass have actually switched from the offensive to defensive they're now pensively waiting for a possible possible strike from the police on the independence square the so-called dream i don know where they have been for months at this point but earlier we have seen scenes of extreme. protesters again starting off in what they usually call it protests have stormed the police who were trying to protect the ukrainian parliament during the vote that was supposed to take place there earlier on tuesday but that of course quickly spiraled out of control we do know from the police who are saying that at least thirty seven off their police members have been wounded five of them according to the police authorities have sustained gunshot
10:03 am
wounds now they are saying that this is the first time that the activists the opposition protesters are using live ammunition however the opposition is saying. that the five dead that they have that they are reporting are also have also been killed with live and also really unclear what's going on there as you have seen there are people who are dual like they could be wearing some sort of special gear was if they are from the police at the same time. the police force as you can see all hell is breaking loose in the in the ukrainian capital right now earning fires burning all over the place actually all over the center of the city and actually one person was also found dead after the police have cleared out the office of the ruling party party of the regions which was earlier taken over by protesters and essentially set on fire by molotov cocktails this is what they have been using
10:04 am
aside from the allegedly live ammunition they've been using knowledge of cocktails lots of stones the police have been retaliating with with water cannons cording to some of the protesters and tear gas and rubber bullets this is what we are seeing but again it does look like the sense of at this point has come down to this pensive. as and kind of waiting for what's going to happen later on at night. but it was rather too common in the city before today how was it reached that well we've talked about the country why. the pardon for for many of those who were arrested during the protests for the over the last several months we know that more than two hundred people have been just over the last several days the government has gone forward to make numerous concessions to the opposition they have also repealed the laws which proved to be highly unpopular which were undertaken in the beginning of january also basically tried to
10:05 am
sort of. ways with the opposition leaders and it did look for a while like we could be reaching some sort of an agreement and then all of a sudden we've also seen the protest leaders go abroad to germany come back and now they're saying the government is not fulfilling their promises there really. are the promises changes and now we hear from the opposition they're asking that the president and the parliament. they're calling for early presidential and parliamentary elections but all kind of reaction how we've seen so far all so far with the we have heard from russia's minister of foreign affairs who have said that partly the blame for what's happening in kiev lies with western politicians who have been from the get go supported all of the ukrainian opposition particularly all of the radical right wing groups which are the ones who generally push the

violence in the street protests. are going to. be very much indeed for violent and they you are some boss of the two ukraine has been quick to react to the latest breakthrough on rest he said he's sorry to see more violence and political marches to be result in the ukrainian parliament but international relations acts but moxley botha feel such statements can't hide washington's religion and in ukraine. they are funding it they are supporting it they are offering their advice but we saw it clearly in the intercepted phone call that was leaked between the u.s. assistant secretary of state for european you and your asian affairs victoria nuland and the u.s. ambassador to the ukraine geoffrey p.r.i. that they were actually stage managing and deciding who would from the
10:07 am
opposition would take control of the next ukrainian government and who wouldn't but quite obviously their plans were not followed and their plans came actually into conflict with the plans of the european union which backs another candidate klitschko so they are trying to right the tiger of this in order to get an outcome for them that is good for their foreign policy and their geo political aspirations. but it cannot be said that they are actually in control of what is going on right there right now the mob is in control. and less of this conversation here with kirk i'm a former policeman on security management and police and set of says consultant mr kerik and of course you're following cetacean camp right now and you have experience in crowd control how do you see the situation in the ukraine

a competent result. it seems that we've seen things degenerate it's very significantly even from where they've been before. the use of the levels of violence that have been saying that i use of weapons the use of live rounds. is sort of moves from police in protest of policing a sort of insurrection if you like the police are human beings if they are attacked then they will obviously use force to protect themselves regardless of their role in protection of the state or whatever. some of your earlier contributors have been talking about the politics that are behind all this from the police's point of view that is all in a. different level entirely what they're faced with these just extreme violence on the streets and it becomes extremely difficult to manage that although they wonder
10:09 am
stand to be authorities need to do that but on the other hand how can they prevent the number of victims from growing. i think it's very difficult to actually prevent these things from the police's point of view because because of people coming onto the streets and the calls of people having. deciding to use violence and becoming extremely frustrated with the causes that they're they're espousing. they're not directly caused by the police there's nothing the police can do to stop that frustration and to stop that. being being a problem being something that they want to protest and resist. something that has to be done at a political level to a certain extent police get caught in the middle of these things have to try and maintain order on the streets and yet they find it very difficult. in numbers you know in any country in the world the number of people far outweighs the number of
10:10 am
police officers no matter what the setup is and so it's extremely difficult for the police to meaningfully stop these things happening before they start to what extent do you think the government remains in control of the city. i think when you look at the situation of you know is a government in control in any context governments are there to provide safety in order within their borders and when they're not able to do that through the use of the place in the army or whatever then you begin to ask the question again something. a former police officer not a politician. and a philosophical question about when they've lost control or not i think that's one for politicians and for police officers and what can you say about the people who are on the streets right now on the streets of kiev who they are what kind of psychology they're. i think you probably got the mix of people that have
10:11 am
got genuine grievance that are wishing to make a protest that are hoping to make change by protesting and by voicing their opinions in a lawful or at least a reasonable lawful why we've no violence and little or no breaching of the laws. but it would seem that you've also got significant numbers of people that are willing to use extreme levels of violence that just can't be justified as part of peaceful protest and again we get to the philosophical question of when do the people resist the government as opposed to just protest and try and make changes when the government. you've got people that are obviously using very extreme levels of violence that are just entirely inconsistent with the concept of peaceful protest. live from london thank you very much indeed for your time and for sharing your perspective whether it's. stay with our sleep or the latest updates from

senate now plans to kill the proposal is again that strict our went to see what people in the u.s. capital think of the richest nation. kansas lawmakers have outraged the gay community here in the u.s. says you know last year the u.s. supreme court ruled that the ban on same sex marriage is unconstitutional so you have states that have embrace this ruling and you have states that are trying to shield themselves from that ruling and here's how kansas is doing it kansas lawmakers have passed a bill that would allow businesses and state government employees to deny services to same sex couples if quote it would be contrary to their sincerely held religious beliefs so according to these lawmakers forcing businesses or state employees to deliver services to same sex couples is a violation of their freedom of religion and speech gay rights advocates are of course outraged over this some say it could be worse than simply not allowing gay marriage because we're talking about services that could include medical care so
10:20 am
state hospitals can potentially turn away gay couples at the door and deny treatment and this bill would protect them from discrimination lawsuits if a gay couple calls the police an officer may refuse to help them on religious grounds that's how broad the language of this kansas bill is we're asking residents of washington d.c. one of the most gay friendly cities in the u.s. what they think about this bill. i think it's really terrible i think that employers should not be able to just like not let same sex couples have the same benefits as regular married couples based on their religious beliefs that's a fundamental contradiction of separation of church and state he might think that's why. why why do you think that. i don't think that the state. should be able to force people to do things
10:21 am
that go against their religious beliefs kansas's not alone so-called religious example law so be. proposing idaho mississippi ohio oklahoma and oregon twenty states have laws protecting residents from discrimination based on their sexual orientation but most states do not and it seems last year's supreme court's decision and the all trend toward equal rights for gay couples have prompted some of these conservative states to take an even more aggressive stance against the gay community in washington i'm going to check on. the lawyer of a russian jailed in the u.s. says his client has still not received the medical help promised by the american authorities constantini or shannon proclaims to be suffering from severe chest pains but so far he's only had a medical scan of everything except his heart he's serving a twenty year sentence on charges of conspiring to smuggle drugs into the your us

10:27 am
sounds nice but the reason these illegal immigrants live their lives in the shadows is because they immigrated illegally why should new yorkers bend over backwards for illegal criminal immigrants this is the same logic that if i catch a guy breaking into my house as a gracious host i should offer him a pizza because it's his home too this is not just a slap in the face to rule of law but also to the immigrants who do go through the bureaucracy and headaches to become u.s. citizens the right way the legal way so the blasio if you're going to provide these illegal immigrants with some sort of document it should be a plane ticket back home with instructions on how to apply for a green card the legit proper way just like everyone else asked a question just my opinion. this is a so we leave the. motions to the. party there's an. issue is that no one is asking with the guests that you deserve answers from.
