split separate what are the legal procedures for doing something like that on a country scale. well there are no legal procedures for doing it and that is one of the fundamental problems. if i can give an example which is a recent example from the russian history the well's actually legal procedure for seceding from the u.s.s.r. there is no legal procedure for seceding from the ukraine the ukraine is a unitary state constitutionally but i think it's absolutely clear now that the constitution of the ukraine is not is no longer functioning the way the authorities if one can call them that in kiev are behaving it has absolutely nothing to do with the constitution any moment so in such a situation what i think is more likely to happen if there is a split is that people in the local regions will make decisions by themselves and

will simply ignore whatever comes from kiev which they don't like if that's what it is if it does split do you think that there could be centralized control reestablished at some point out the time when all this settles out it is very difficult to say i think it depends an awful lot on what happens in kiev. at the moment the situation in kiev is basically controlled by radical people with with arms who are pursuing a very very militant and as one of your reporters said are driving through the parliament laws faster than a printing press which have been passed in a remote completely unconstitutional and illegal unparliamentary way if a central government is established and which is legit legitimate and which is accepted as such by the rest of the country then that might change but at the moment that is highly problematic to put it mildly we'll just have to see what do
