risks of further escalation and the loss of more innocent life. and that's why we've indicated although we support military efforts by the israelis to make sure that rockets are not being fired into their territory. we also have said that our understanding is the current military ground operations are designed to deal with the tunnels and we are hopeful that israel will continue to. approach this process in a way that minimizes civilian casualties and that. all of us are working hard to return to the ceasefire that was reached in november of two thousand and twelve secretary kerry is working to support egypt's initiative to pursue that outcome told mr john is prepared to travel the region following additional consultations. let me close by making one additional comment. on board malaysian airline once
12:01 pm
flight m h seventeen there were apparently nearly one hundred researchers and advocates travelling to an international conference in australia dedicated to combating aids hiv. these were men and women who have dedicated their own lives to saving lives of others and they were taken from us in the care we were listening in to president obama speaking out. of that we should be in eastern ukraine he touched on a number of issues one of the first things he spoke about was that evidence shows plane was shot down by surface to air missile in areas controlled by anti kiev separatists he went on to say a credible international investigation is necessary including russia's help he mentioned as well and he also spoke at a number of times about the immediate cease fire was vital to allow a probe into the plane crash and stating it is vital to be able to
12:02 pm
a credible investigation to actually happen and he offered us help saying the f.b.i. for instance had experience in such tragedies continued by it by saying he had met with present netanyahu spoken at least present netanyahu for gaza and also before that he said that he had spoken with president putin. saying president putin said to him that he was not happy with the sanctions that were one hundred don to russia . also i think he's just finishing now as well. he mentioned. russia the separatists on ukraine all have the ability to stop the conflict in eastern ukraine let's listen to a little bit more of what president obama has to say not finished quite yet surface to air missile might have. investigations going to be ongoing and i think what we'll see is additional information. surfacing over the next twenty four hours
12:03 pm
seventy two hours the next week the next month. what we know right now. well we have confidence in saying right now is that a surface to air missile was fired and that's what brought the jet down. we know. we have confidence in saying that that shot was taken within a terry story that is controlled by the russian separatists but i think it's very important for us to make sure that. we don't get out ahead of the facts. and at this point in terms of identifying specifically what individual or group of individuals or of. the personnel order that the strike how it came about those are things that i think are still going to be subject to additional information that we're going to be gathering and we're working with the entire international community to make sure that the focus is on. getting to the bottom of this thing and being truthful and my concern is obviously that there's
12:04 pm
been a lot of misinformation generated nice turn ukraine generally. this should snap or of bodies. heads to attention and make sure that we don't have time for propaganda we don't have time for games we need to know exactly what happened and everybody needs to make sure that we're holding accountable those who committed this outrage. with respect to the second question. as you're aware before this terrible incident happened we had already ratcheted up sanctions against russia and. i think the concern not just of russian officials but of the markets about. to be impacted this could have on the russian economy is there for all to see i made clear to president putin that our preferred path is to resolve this diplomatically. but that means that he and the russian government
12:05 pm
have to make a strategic decision are they going to continue to support. separatists whose intent is to undermine. the government of ukraine. or are they prepared to work with the government of ukraine to arrive at a cease fire and a peace that takes into account the interests of all ukrainians. there has been some improved language at times over the last month coming from the kremlin and coming from president putin but what we have not seen is an actual transition and different actions that would give us confidence that that's the direction that they want to take and. we will continue to make clear that as russia. can. engages in efforts that are supporting the separatists that we have
12:06 pm
a capacity to increase the cost that we impose on them and we will do so not because we're interested in hurting russia for the sake of hurting russia but because we believe in standing up for the basic principle that a country's sovereignty and territorial integrity has to be respected as it is not . the united states or russia or germany or any other country that should be deciding what happens in that country. but. we don't see a u.s. military role beyond what we've already been doing in working with. our nato partners and some of the baltic states giving memory assurances that we are prepared to do whatever it is required to meet our alliance obligations steve. how much blame for this you would. do for the person you're.
12:07 pm
we don't know exactly what happened and i don't want to. as i said before get out of the head of the facts. but what i do know is that we have seen a. ticking up of violence in eastern ukraine. that despite the efforts of the ukrainian government to. abide by a cease fire and to reach out and agreed to negotiations including with the separatists that has been rebuffed by the separatists we know that they are heavily armed and they are trained and we know that. that's not an accident that is happening because a russian support so. you know. it is not possible for the separatists to function the way they're functioning to have the equipment that they have set aside what's happened. with respect to the malaysian
12:08 pm
airlines a group of separatists can't shoot down. military transport planes or they claim shoot down fighter jets without sophisticated equipment and sophisticated training and that is coming from russia so that. we don't yet know exactly what happened with respect to the mil to malaysian airlines although obviously we're beginning to draw some conclusions given the nature of. the shot that was fired. there are only certain types of anti-aircraft missiles that can reach up thirty thousand feet and shoot down a passenger jet. we have increasing confidence that it came from areas controlled by the separatists. but without having a definitive judgment on those issues yet what we do know is that.
12:09 pm
the violence that's taking place there is facilitated in part in large part because of russian support and they have the ability to move those separatists in a different direction if mr putin makes a decision that we are not going to allow. heavy armaments. and the flow of fighters into ukraine across the craning russian border then it will stop and if it stops then the separatists. will still have the capacity to enter into negotiations and try to arrive at the sort of political accommodations that mr putin himself says he wants to see. he has the most control over that situation. and so far at least he has not exercised . well after that i think that this certainly will be a wake up call for europe and the world that there are
12:10 pm
consequences to an escalating conflict in eastern ukraine that it is not going to be localized it is not going to be contained. you know what what we've seen here is . just in one country alone our great allies the dutch one hundred fifty. or more of their citizens. being killed. and that i think sadly brings home the degree to which the stakes are high for europe not simply for the ukrainian people and that we have to be firm in our resolve in making sure that. we are. supporting ukraine and separates to bring about a just cease fire and that we can move towards a political solution to this make this last question least when we're doing.
12:11 pm
ok that was president obama taking questions after giving a speech in a crieff. press briefing at the white tie so he spoke at a number of issues of bytes a deadly are crushed in eastern ukraine second. question on how much blame to put on president putin was one of the questions he says we still do not know exactly what happened we don't want to get ahead of the fox that was the the main gist of his onto going on the speak about the separatists ukraine russian the separatists have the ability to sort the conflict. also before the. there was a. u.n. security council emergency meeting over the the tragic i mean crush i'm not with helping people who are blaming russia there was a lot of accusations flying around or to bring a port has been following this session in new york for us.
12:12 pm
just what happened actually emergency meeting because russia's own voice seemed to be under quite a lot of pressure a tough session for him. he sure was and it was a tough session russian envoy to the un vitaly churkin did urge council members from prejudging the outcome of an international investigation into the plane crash by using broad statements and insinuations that hold russia accountable because that's precisely what most western countries of the security council did and bester churkin said there are many unanswered questions such as why did the ukrainian aviation dispatcher send a plane or allow a plane to enter an insecure or dangerous territory dave ukrainian aviation authorities do everything they could to prevent a disaster from occurring and why didn't you crane close their airspace to all commercial civilian flights weeks or even months ago and bester churkin says the ukrainian government has not been showing military restraint as western countries
12:13 pm
have insisted he said in contrary keeps aggressive attacks and indiscriminate shelling of areas in eastern ukraine has led to more violence and clashes and this is why moscow insists that responsibility for the tragic plane crash lies with key . we've repeatedly warned of the dangers of solving ukraine's political crisis through the use of force we've been calling for respectful dialogue between the conflicting sides however each stage kiev has chosen the wrong path and their western backers you know i was speaking mainly of the united states up of push them to escalate the crisis and now when facing the catastrophic consequences of this course of action it's going to trying to shift responsibility to russia because that if you just give your boss. a u.s. officials and says that a surface to. on the plane u.s. ambassador to the u.n. samantha powers says it's likely that an s a eleven was actually used pacifically
12:14 pm
to down the malaysian airliner and the international community she says cannot rule out that russian training or help for separatists in eastern ukraine was involved in shooting down the plane now on many western council members also said that the ukrainian separatists have shot down several planes in recent days which establishes their record and capability of activity the ukrainian ambassador told the council that he believes the separatists the anti keep separatists are armed with two missile systems capable of shooting down a plane such as the malaysian airlines plane we saw come crashing down he insists that his government has evidence to back up the claim that the u.n. security council has expressed its condolences to the families of the plane crash victims and has also called for a full sorrow an independent international investigation into the crash that claimed the lives of two hundred ninety eight innocent people the council's also
12:15 pm
urging all parties in ukraine to grant investigators access to the site insisting that if any evidence has been removed it should be immediately returned the russian president vladimir putin and his american counterpart rock obama who we just heard speaking have both called for an immediate cease fire in ukraine as the international community response to this tragedy and actually searches for the facts and the truth there is a lot that we still do not know about what led to this tragedy and the loss of nearly three hundred lives. speaking to us from new york about the latest emergency meeting of the u.n. security council thank you for the. no new information has come to light in the tragedy involving a malaysian airlines plane that went on in ukraine killing all two hundred ninety eight people on board the earth carrier sees that before the disaster the plane had dropped to a lower than planned altitude following a request from ukrainian flight controllers teams are still combing through the wreckage searching for bodies on clues as to the causes of thursday's crash we
12:16 pm
should warn you that there are some graphic images coming out. so far and half of the bodies have been retrieved from the widely scattered debris there up to eighty children among the dead monitors from the organization for european security and cooperation have arrived on the scene we managed to speak to a local woman living right next to the crash site he's lucia a little i heard terrible noise i went out first and then my husband well the woman fell to the ground right after i ran out and first my husband thought it was me. i was in shock i couldn't go further than my. video has gone viral reportedly shot by a passenger on malaysian airlines flight m h one seven just before takeoff an op loaded to his instagram account a large speaker can be heard making final boarding announcements if proved authentic this is the last glimpse of the people that stepped onto the boeing seven
12:17 pm
seventy seven before it embarked on its fateful journey. more ok let's take a closer look at the roots of flight m h one seven was taking at the time took off and. on a long haul journey to kuala lumpur the boeing seven seventy seven was flying over eastern ukraine the zone of ongoing conflict between the ukrainian army and local militia groups now the plane disappeared from radar shortly before it was to to enter russian space. and also coming up we're going to show you a list of the nationalities of those on board the ill fated aircraft the majority of the passengers one hundred eighty nine were dutch forty four victims including all crew members were malaysian there were twenty seven australians travelling on the early liner also among the victims were citizens of britain germany the philippines and indonesia.
12:18 pm
now these are pictures from kuala lumpur international airport the flights destination families of the passengers and crew gathered there to try and find died what happened to their loved ones some lashed out at the earth carrier demanding it release the passenger manifest it's also a time of grieving in the netherlands from where the plane took off reports from amsterdam. even though it looks like business as usual back to normal at amsterdam airport there is a very solemn mood in the end now malaysian airlines have said that they are providing financial support to him psychological assistance to the victims' families they've said that they are willing to fly any victims' relatives over to ukraine to be closer to the scene of the crash and to the investigation now the european boasts of the airline has defended m.h. seventeen's flight path over eastern ukraine saying that the flight to the flight
12:19 pm
path was declared safe and that other international airlines were using it until this tragic tragic incident but other details a slowly emerging we know that dutch politician dutch member of parliament was on board the flight with his family as well as a number of australians and delicates headed towards an international eight summit in melbourne but of course the majority of the victims' families. they are based here in the airport where the ill fated flight took off from being kept well away from the press you can imagine how difficult a time into is for them now but we know that they are waiting for news about what happened to their loved ones and more importantly why. russia's defense ministry says truck the activity of the ukrainian military's radars on the day of the crush and seize an exchange took place between military officials concerning are targets
12:20 pm
president pushing to see if the rebels don the plane with a rocket but the government fighters say they have no weapons capable of this one are blaming the crimean forces earlier ukrainian security sources released what they claimed was a leaked phone conversation between local militia members the scuffing how they had mistakenly shot down a civilian aircraft. that conversation was referred to by the united states on voice of the u.n. samantha power in her statement at a security council emergency meeting she said the militias were heard saying the missile had been launched from a small village in eastern ukraine where a crew from artie's video agency ruptly went to that village to check whether there were any indications of we received these pictures from the area showing no signs of the presence of militias there will russia is calling for a thorough investigation as edward cullen reports. well earlier in said that ukraine must take responsibility for this tragedy that happened over their
12:21 pm
territory and if they had been pace in eastern ukraine then this tragedy would never have happened so we have to do everything in our capability to make sure an objective picture of what happened is made public and known to people in our country as well as the people of ukraine and the whole world what happened is completely unacceptable and no one has the right to walk away with the. conclusion of what happened for as you put it i want to point out that this tragedy wouldn't have happened if there was peace on the ukrainian land russia's foreign minister sergey lavrov has also issued a statement about the recent shelling by the ukrainian army of russian territory which has happened a few times over the last few weeks this is what lavrov had to say. a little if you crane continues to shell russian territory almost who has the ability to retaliate against the area where the firing is coming from with which so far
12:22 pm
according to our estimates is these shellings as a result of nonprofessionals some of those working there. during wartime now moscow has also said that it hopes the u.s. will review its support of kiev's military operation in eastern ukraine. now there are plenty of unexplained details surrounding the flight from amsterdam to kuala lumpur to some all the plane diverge from its usual flight path and passed directly over a war zone second the according to the airline ukrainian earth traffic controllers requested that the plane reduce its altitude the reasons for that remain unclear finally the fact that passports of the victims were released to the media appeared to be on damaged after the crash joining me live now is asia times roving correspondent pepe escobar thanks indeed for joining us so plenty of strange fox there is there anything about this crash that seems personally odd to use. well to
