put sanctions on so people more and more people would say maybe i should use the u.s. dollar. israeli tanks opened fire on a un schooling garza where hundreds of civilians were sheltering from the daily air strikes it follows the destruction of the areas only power plant worsening the plight that palestinians face. the u.s. and e.u. look to pressure russia's financial and energy sectors in a fresh round of economic sanctions targeting some of the country's largest institutions. heavy artillery attacks target towns across eastern ukraine leaving scorched houses and residents dead while government forces claim they're ready for dialogue.
9:01 am
welcome good to have your company my name's neil harvey and you're watching r.t. international. just the last hour assured cease fire has been declared in the gaza strip it's expected to last for three hours more after least nineteen civilians including children were killed in israeli shelling of a un school hundreds have been taking refuge there in the hope of escaping the daily bombardment very theories in gaza as this report. well this incident follows another heavy night of bombardment in gaza this incident of the united nations school being used as a shelter hit by israeli tank shells were understand more than one shell hit first the courtyard and also secondly part of the school which is primarily used by the female to go pupils we understand that civilians were of course sheltering in these
9:02 am
areas this shelling of united nations school constitutes the second act of violence against a un school in less than a week last. united nations school in the north of the state in beit hanoun was struck in similar circumstances of course. under contention with regard to israel and hamas both obviously giving different explanations for the violence but certainly on the ground we're seeing again continued hostilities of course and this is another significant incident now over five united nations schools working close up in the fighting which is now of course beginning. to move now into its twenty day well we've been catching up with some of those hit most horrendously with awful injuries in gaza's main hospital the al sharif the hospital. it's hard to fathom how such a vast devastation can occur in three weeks of fighting. thousands of homes damaged
9:03 am
or destroyed tens of thousands internally displaced well over a thousand killed inside gaza's main hospital in its burns unit are a small fraction of the surviving injured this girl three years old. this israeli is demolished the house of this family. so we do see of the girl her mother two brothers with severe burns. this morning this woman is in a very. conditionals she is she presented to us about five days ago with her son and her husband her son and husband died with severe burns and she's still. surviving with a very critical condition the doctors and nurses here look as stunned as the civilians who've survived in heavily bombarded areas it's hard to imagine how the

medical staff can cope with these truly horrendous cases a human being if i see whole family is the killed under the rubble of their house the house. and these people and all the families killed in one on the instances i have a child here he was all the time crime kids he lost all his families he lost his father his mother his brother his grandfather and all the time he's crying he wants it's further his mother so i closed the door of my office and i sat crying those that survived this war will have to bear the physical and psychological scars for years to come. as for what weaponry is causing these injuries it's not entirely clear that type of injuries we are having is very severe the magnitude of destruction of the of the human beings those ones are intended to kill a mass mass mass casualties of people the bodies and faces are very very badly on
9:05 am
the ground it feels as if during this war israel is fixed on stopping her master's rockets once and for all regardless of being incredible civilian toll. here r.t. gaza. the attack on the school comes after a severe bombardment of the gaza strip and so the only power station destroyed a misting international has already denounce the destruction of the plant calling it a collective punishment for palestinians to see shortages in already devastated region worsening the problems with the water supply and medical care uli novak a form is rarely air force officer believes that her country's tactics are hard to condone. i think. to make a phone call or send a message or drop a tiny bomb minutes before you. destroy a tire house and to think that the fact that we noticed them five or ten minutes
9:06 am
before is enough to sentence five or ten or twenty five people to death is something immoral i don't think that even in times of war we can do whatever we want without boundaries the reaction as you probably know and here. are not very gentle but i'm not sure it's only the public we see when our officials in our government ministers in our government calls to raise gaza to flatten whole neighborhoods in gaza well this is sort of violence that have to have to be drawn down to the people so the sentiments this is are very harsh it's hard to make any criticism these days in israel but they do believe that this is our obligation as israelis who care about our future to make those statements and to speak out loud. in going operation in gaza has already seen more than twelve hundred people killed
9:07 am
with israel getting little support from across the world in protest of the violence chile and peru have recalled their ambassadors to israel following the example of brazil in ecuador in mexico meanwhile hundreds have taken to the streets to voice their anger over the israeli offensive people shouting slogans and carrying banners calling for televisa to end hostilities protests also took place in new york where several activists blocked a road next to the building hosting the israeli mission to the un police stepped in to break up the demonstration arresting twenty six people in the process. where we are right across the unfolding events in palestine if you want to know more just simply log on to our website that's r.t. dot com where you can find the latest pictures analysis and eyewitness reports or just a click away. next year says expanded its list of individual and economic sanctions against russia building on emotions we announced
9:08 am
two weeks ago the united states is imposing new sanctions and sectors of the russian economy. scuse me few technical problems there we'll get back to then the second washington is once again picked up some of russia's biggest financial pellets take for example as the country's second largest bank the group also operates in europe asia and africa one of its subsidiaries the bank of moscow is also on the list another major institution russia's agricultural bank which funds the farming sector has been hit as well all are barred from u.s. capital markets should they apply for medium or long term loans also on the list the united shipbuilding corp russia's largest holding in that field will be prevented from importing certain equipment and gun education reports now on what's behind the new measures. the previous round of sanctions targeted certain russian banks more were added to that list their punishment is that they will not be able
9:09 am
to borrow from the u.s. longer than ninety days president obama was asked if this tension could effectively mean the beginning of a new cold war he disagreed he said he does not see another cold war coming but that's not the way many people see it there was a hearing in the u.s. congress several hours before the president's announcement or you could hear the usual voices calling for increasing tensions and pressure on russia and then there was this one congressman the chairman of the house foreign affairs committee who offered different perspective you know. there was a tremendous potential to make our friend of tremendous potential they withdraw their troops from eastern europe. the russians. were open to all kinds of interactive human being korean part of the world community and. a tremendous opportunity i should say was squandered in the last few weeks we've seen. one after
9:10 am
another not even related to the crisis in ukraine the u.s. has just announced its conclusion that russia violated an arms control treaty from nine hundred eighty seven american officials say russia tested cruise missiles as early as two thousand and eight so this accusation has been years in the making but u.s. officials to formally announce this accusation now tension between moscow and washington is already high on the other side of the atlantic the u.k. government announced an inquiry into the death. he was poisoned in two thousand and six in london whether or not that case will ever be close to russia will be the headlines for weeks to related to a murder case then in the netherlands the international arbitration court has ruled in favor of the shareholders of the defunct oil company and ordered to pay about fifty billion dollars in damages that lawsuit was ten years old now. and all these countries say that decisions had nothing to do with the current tense political environment but the events did raise
9:11 am
a lot of questions about timing. the leaders of banks the us sanctions safe also agreed to impose their own measures on russia which could potentially hurt the country's financial and energy sectors from our correspondent peter all of whose got more e.u. leaders have put forward sweeping sanctions against russia in a joint statement the president of the european council home and van rompuy the head of the european commission or is it manuel but also said that these sanctions were intended to send a strong warning to russia where it's previously sanctions imposed by the e.u. it targeted individuals or one particular company these are targeting huge sectors of the russian economy so what they are looking at is energy where russia will have restricted access to technologies in the financial sector would be blocking russian access to to e.u. funds that are available and in defense a arms embargo banning both the import and export of weapons into or out of russia
9:12 am
however any previously existing contract won't be affected by that now the united kingdom has announced that it wants to push ahead with even further stronger sanctions against russia what we are expecting is to hear the full wording of the sanctions agreed on by all the e.u. heads of government and these are expected to come into effect on the first of all just will be reviewed after three months whereby they can be scrapped all continue depending on what european leaders decide. for more on this let's bring in stuart elliott who is the senior managing editor europe in africa or new street thanks for joining us for a long time it seemed like the e.u. wasn't really willing to get involved in this they weren't keen on imposing heavy sanctions against russia what would you think is change their minds. i think obviously the downing of the plane the civilian plane over ukraine has had a big influence on brussels decision to get more involved in this there are set of
9:13 am
sanctions against russia the most far reaching they've ever done it it's a historic moment in that respect i don't think they necessarily wanted to target as economy certainly not its energy sector which the first one they are. but i just felt that they had no choice the stronger it's ok some of russia's biggest state run companies are involved in from european in and u.s. financial markets but that actually mean for them. well i think in terms of the energy sector there's going to be much impact rosneft is one of the companies it's on the u.s. sanctions list and they are barred from from getting financing from american banks but they already have a lot of financing in place with china and some deals are done previously to get financing in the loan for oil system so in that respect they're not going to be affected the banks two won't necessarily be hurt by by the e.u.
9:14 am
measures the bigger factor for russia in this is long term i think in the oil sector they're being bombed an hour from receiving technology from e.u. companies and countries and down the line further down the line that could definitely have an impact on russia's ability to maintain its energy sector to maintain its oil and gas production at current levels but in the short term i don't think there's going to be necessarily any impact on russia and its trading with. from this this set of measures. ok another interesting element to this i think that the new measures they've got an expiry date i mean you'd almost feels like ok we want to hurt russia but not to the extent that we hurt ourselves or did you think that europe's actually trying to safeguard its own economy. absolutely i don't think they would make any and he did not know about either i think when they were considering sanctions they've said quite openly that they wouldn't want to in
9:15 am
impose any measures on moscow that would have a detrimental effect on the only economy this is not the first time they've done this and by the way when the e.u. introduced sanctions on iran few years ago they banned the import of iranian crude into the e.u. and at the time they said look we're going to have a look at this in six months to just check that we're not ruining our own economy or at least damaging our own economy by doing so they did that and they realize that things were ok so it's not that exceptional that has given itself this kind of get out clause of three months but i doubt very much that there will be any impact on your economy from these rather limited measures i would say at this stage even though they are they are quite important and interesting so scheme of things i should say he was also restricted moscow's access to funds from its development bank what about this do you think this is something that will actually hurt russia . i doubt it i mean you have to look at russia as a superpower in
9:16 am
a lot of ways they have access to a great deal of funding they have investments from all over the world they have major companies investing in russia you have deals with huge oil traders like the told your people in russia financed in some way so i don't think that russia is going to be. hit as badly is as perhaps the e.u. the u.s. would like i feel this is more of a kind of. show of strength if you like from brussels and washington just to say to vladimir putin we're not happy with what's going on we need you to to recognize that we're taking this seriously and what we've done so far perhaps won't hurt moscow that badly they're prepared to to go a little bit further down the line you know really interesting to talk to you interesting to hear it put into context for us thanks so much stuart elliott senior managing editor at europe in africa or news. stay with us here on out international
