really know what's. coming up in our two car bombs exploded a key dam is taken over iraq while the body of a u.s. major general returns home after being killed in afghanistan violence across two countries as the u.s. seeks new options more on that just ahead. more violence in ukraine but this time it's in cue mass protests erupt during clashes with police we'll give you an update coming up. and the best of the best in cyber security are in las vegas for the black hat conference our team is there taking all things tech later on in the show with our hosts aaron eight from bots.
4:01 pm
it's thursday august seventh four pm in washington d.c. i'm lindsey france you're watching our team america. the u.s. is considering airstrikes and humanitarian air drops in iraq today in response to thousands of religious minority groups suffering at the hands of jihadist militants who are running rampant across the country's northwest tens of thousands of iraqis mostly from the minority groups are trapped on top of a barren mountaintop in iraq's north after sunni extremists and circled the group cutting them off from water and food islamic state in iraq and syria or isis have uploaded christians and religious minorities throughout the country and now the obama administration is debating how to respond option one humanitarian airdrops with food and water option two targeted airstrikes despite reluctance by the president to get involved since isis began to threaten baghdad the u.s. says the country is now in need. and the violence is not reduced to the northeast
4:02 pm
take a look in and around baghdad a suicide attack killed at least twelve people today at a police checkpoint and fifty one others were killed wednesday night when a string of car bombs tore through busy shopping streets in several baghdad neighborhoods and to the north residents and officials in the region confirmed that isis now holds the mosul dam the largest in iraq in afghanistan fifty five year old major general harold green was killed and fifteen other allied troops wounded tuesday after an afghan soldier opened fire with a nato assault rifle at camp karaka when a group of officers from international forces passed by green is the highest ranked u.s. officer to be killed in combat since one nine hundred seventy during the vietnam war the thirty four year u.s. army veteran will be buried at arlington national cemetery and in the meantime secretary of state john kerry has made an unannounced stop in kabul ahead of runoff elections in the country he's reportedly there to press the presidential candidates to end their feud over june elections and form
4:03 pm
a new government next month i was joined earlier by tony shaffer a senior fellow at the center for advanced defense studies i first asked him what he thought of the united states plan and considering other military options to deal with the threat of isis in iraq. well they're both good and long overdue i think tank london center has been advising congress to be a lot more deliberate and requiring the executive branch to do something and let me be clear on this this is not simply about us saving face it's about the fact that you have individuals who are minorities being subjugated to very harsh conditions by isis so there's two things we have to consider how do we actually do something to help those people and secondly i've actually put forward the idea of something called and i'll say this the proper way to get our stuff back act of twenty fourteen where you basically say crisis if you capture something it's ours we gave the iraqis you will die if you're next to it so i think that the air strike option should be on the table if nothing else to prevent the adversary from using the gear
4:04 pm
we left the iraqis and more importantly then to do something to help those which are being besieged by by the isis folks with the u.s. has hesitated getting involved since the beginning of the isis threat now it looks like it's critical it's aligned been drawn in attack we've got it we've got to do something as a signal of policy change here or do you think it's purely a humanitarian response. that's an excellent question and the answer is i'd like to believe people are finally waking up and again if you but i've been on r.t. a lot i'm not one of those who goes around saying when used must use military action constantly i'm against military action but in this case i think it's necessary by the fact that certain objectives which are shared by multiple countries in the region this isn't just the united states we're talking about centrally jordan turkey saudi arabia all being on the same side on this and so we need to look at this realistically and by the by the way we have serious till we're talking about syria still being unstable we're talking about more instability spreading throughout the region so like the spread of a cancer you've got to pick
4:05 pm
a time when you can actually start treating the cancer to stop it from spreading and i think finally people of recognize that what other options are available aside from some as they say the potential humanitarian airdrops or airstrikes i mean what about turkey getting involved these people are. right for the border that's one of the things we put forward one hundred dot org has a series of recommendations we made to congress one of those actually putting together a nato type organization which consists of jordan turkey egypt saudi arabia which actually will go in there and deal with what we need down isis the others remember that isis is a sunni organization you can organize the sunni nations which we've helped train and equip to go take care of this nobody wants isis to be successful even a sunni muslim so you've got to look at this realistically and frankly the american people are tired of war i'm not saying we should be the ones doing all the heavy lifting we can do or support we can do logistical support but those folks we've trained militarily can go in and do the hard work to secure the the country yeah of course they're in the neighborhood writer well it appears you know isis has taken
4:06 pm
over the model dam and we spoke yesterday with middle east expert daniel pipes that that's what the snow he says about the strategic importance of the democrats' health if you control the dams in iraq you control iraq the two rivers euphrates and the tigris are the lifeblood of iraq. the source of water of course and electricity. ok well very straightforward to the point do you agree with this assessment absolutely this is an issue we've been looking at as experts for over a month now in the administration they're behind this direction seem to be completely out to lunch again this is not simply about a failed policy regarding us being there or not being in iraq this is about trying to preserve whatever is left for the people in iraq we've been trying to supposedly help if you allow this dam to fall this two things could happen first off you lose power or stuff they blow it up you could flood the entire area we're talking about baghdad being under water so either we were going to say we do what we say we want
4:07 pm
to do which is help the people of iraq are going to sit there and watch everything fall further into chaos and see the continued yeah you can only in the government we can only bring up old stuff to us to. need to operate from where you are now which is. taking over now to afghanistan where we've recently had the killing of major general harold green what is the general's killing mean the operations they have in forward in afghanistan look to things for us this is part of the taliban's game plan that the high watermark for blue on green a green on blue killings was actually two hundred twelve we had i think over sixty one with that said now there's been a demented munition of that general joe dunford came in last year and actually have as works to reduce this plus our footprint is lower what this means now is for what's left that is to say the objective is to have ten thousand troops approximately in december going into twenty fifteen the taliban want to destroy the integrity of our relationship with the afghan military thereby further undermining the government which by the way the taliban wants to basically up and as soon as
4:08 pm
possible after departure this is one step closer to that this assassination of the general is meant to drive a wedge between the afghan forces that we've supported and trained and the afghan people for which we're trying to support and by the way you know you you weren't acquainted with him but you knew of his work and he was a very competent general right up until the last for the this is the general was truly a great leader as well as a top a technically competent leader which is a rarity today our generals. i know a number of them and this guy was good he's a good guy all his neighbors loved him here and a northerner a good local guy he was a local guy so i think this is a tragedy and multiple issues and frankly at this point time because of the relationship issues this this this general's weight sort of speak goes far beyond his own individual value just as up and unheard the potential long term relationship between us and the afghan army something that we're going to be very concerned about over the next six months as we transition out what about the long term not in washington has been pushing to strike a deal let's have a karzai to keep military presence in afghanistan past twenty four thousand do you
4:09 pm
see a change well cars are going to sign the agreement you have to present your candidates that the recount or audit has now started up again i get two days ago. and mr guyana both said they will sign the agreement so as soon as one of them are annoying to the president i think the group is going to be something the important thing for the united states is this i don't think we should ever put conventional forces in there i was there no two no three this was a this was a military operation that really was focused on special operations all along the ten thousand years of remains that we are going to and so we should never try to make afghan more like you know not north dakota it was a huge mistake and with that said we need to do what's necessary to understand what's going on on the ground there because al qaeda is moving back into afghanistan ok people don't want to accept this in the white house is reluctant to admit this but as taliban great gains strengths al-qaeda is moving in with them from pakistan so we've got to do what's necessary for the united states the afghan people i think would benefit from that by the fact that we do good intelligence
4:10 pm
operations good anti-terrorism operations that'll give them time to sort their own issues out that they will not necessarily up with a jeffersonian democracy but at least if it's somewhat stable then we shouldn't worry about who you know who's in charge there civility isn't we're not going to be making many paul revere tell me they're going to let them get what they want and with that said i think there's a reason for us to be there for special operations and intelligence assets to figure out what's going on now busy time right now this summer then i can't thank you very much tony shaffer senior fellow at the center for advanced defense studies thanks for having. ukrainian authorities clashed with lingering protesters at kiev's independence square after attempting to kick them out under the excuse of needing to clean a square this comes more than seven months after activists first set up camp there to protest the quite rich led government who has since been replaced.
4:11 pm
these activists currently in the square were told the new governments were there at to actually hold the new government feet to the fire to ensure a real change takes effect the move by authorities to clean the square came as nato secretary general anders fogh rasmussen met with ukrainian prime minister arseniy yatsenyuk to discuss for the western alliance support for ukraine. as the violence continues in ukraine with refugees continuing to flow across the russia ukraine

civilians in the ongoing crisis in ukraine including children who the organization says have become the most afflicted victims in the ongoing conflict this comes of course as as many as one hundred eighteen thousand people have been displaced internally inside ukraine as well as as many as seven hundred forty thousand people have already fled to russia because of the violence unraveling on the ground this open letter calls for several steps to be taken this includes of closing the airspace over lugansk and pushing the key of authorities to negotiate with the south eastern leaders inside the country as well as involving more international organizations in helping put an end to this humanitarian crisis and a condemnation of the actions by the key of authorities and r.t. new york. russia has suspended food imports from countries such as the united states the twenty eight nation european union norway canada and australia for one
4:14 pm
year it's in retaliation for sanctions those countries issued over the conflict in ukraine or russia is accused of sending weaponry and other support to rebels something it denies here's artie's peed all over with the details of the import ban . russia has placed a ban on certain foodstuffs coming from those nations that backed sanctions against russia so that's the united states canada australia norway and the european union the european union perhaps most significantly it does an awful lot of trade with russia around the export of food stuffs now the type of things that are going to have restrictions placed upon them are meat through to vegetables dairy products and fish press their prime minister dmitry medvedev said that this ban would be in place for around a year would be in place for a year because the under review should their global partners act as what he called reasonably wards of russia that shows an awful lot of money at stake here over twelve billion euros trade is done exporting food from here in europe to russia
4:15 pm
already countries searches finland. contacted brussels and said look if we're going to miss out on this type of trade because of sanctions you've put in place we need compensation our farmers need compensation from brussels to make up the shortfalls particularly in finland in the dairy markets they could stand to lose up to one billion euro from the finnish economy elsewhere we've heard statements coming out across from across europe here in germany the trade union that deals with wholesale trade and foreign trade said that this could have a detrimental effect on the german economy in greece the main opposition party said that well the fact that the greek government the current greek government was just blindly following sanctions from brussels and from washington was going to have a detrimental effect on the farming sector there on the agriculture sector there
4:16 pm
and in ireland the minister of agriculture has said that he's very concerned that there is risk particularly when it comes to cheese exports that last year island exported for half a million euros worth of cheese to russia and they got to be missing out on this over the next twelve months. that was hard to correspondent peter all of our. a ceasefire in gaza is close to expiring and there's no agreement to prolong it talks in cairo between israeli and hamas and meditate mediators have so far brought no results a month long conflict has already claimed up to one thousand nine hundred lives during a positive violence victims of the conflict are trying to recover and as harry fear reports some gaza residents in need were able to flee for help in jerusalem but not all were so lucky. every pair of patients arrive from gaza to palestinian hospitals in jerusalem and the west bank the market said hospital easterners has

4:20 pm
disease artie's america david reports. medicare shelled out two point eight billion dollars for hiv drugs in two thousand and twelve but how much of that actually went to people without the hiv virus probably more than you think according to a new report out by the inspector general for the department of health and human services medicare spent more than thirty million dollars on questionable. medication costs so what do they mean by questionable while for one some of the patients receiving these drugs apparently have no record of even having the disease as first reported by pro publica the washington post in one case a seventy seven year old woman in detroit received more than thirty thousand dollars worth of drugs for ten different hiv medications with no proof that she had the disease and another suspicious case of forty eight year old in miami went to twenty eight different pharmacies to pick up hiv medications worth two hundred
4:21 pm
thousand dollars that's almost ten times what an average patient receives in a year in total the government watchdog found that almost sixteen hundred patients have a regular utilization patterns over eight hundred of those beneficiaries have shown no indication of hiv additionally the data reveals that patients are receiving excessive doses of the medications that they're getting drugs from an unusually high number of pharmacies or that they're being first scribed medications by multiple doctors all of this raises a red flag on part d. it's a special medicare program in place to subsidize the costs of prescription drugs and insurance premiums for people age sixty five and older now this isn't the first inspector general review to come out criticizing the centers for medicare and medicaid services which oversees the program previous reports have criticized c.m.s. for the way it handles doctors and pharmacies saying government oversight is just
4:22 pm
too lax in recent years pharmacies have come under fire. higher for billing medicare for hiv drugs without actually dispensing the drugs however in this report the inspector general is expanding its focus taking a look at the patients who may be complicit in this fraud and abuse that means beneficiaries could be receiving the drugs and diverting them for sale on the black market it also means the patients may be misusing the hiv drugs to get high some of the drugs have psychoactive effects and can enhance the effects of painkillers is actor general now says c.m.s. needs to remedy the abuse perhaps by issuing more regular reviews of patient pharmacy interactions and so far c.m.s. says it's open to the inspectors recommendations and washington i mean david r t one of the biggest international information security events in the world is going full throttle right now in las vegas hackers and cyber security experts alike have
4:23 pm
head up the black hat cyber security conference a sort of comic con for the tech crowd and we've got aaron aid there with the very latest for us you know when the yesterday dan gere here he's a huge name in the cyber surveillance industry and you know speaker here at this event he sat down with us following his keynote address yesterday morning to talk about some of the deeper and more esoteric concerns surrounding the doubters surveillance community take a look at what he had to say. we are frequently right now most focused on issues of roughly speaking confidentiality data breach privacy etc etc you know that that might all be. collected on the word come from. going forward it could well be that we inadvertently or maybe just decided we'll give up on confidentiality but integrity. is in the biggest. well there you see there you're here it's
4:24 pm
a pretty interesting stuff and he went on to give us a lot more one on one detail about what he he sees as the deepest biggest concerns and he made some really controversial suggestions following his keynote as well which we're hoping to get a lot of pushback from and which we will air on boom bust next week. well sounds great now we hear a lot about the internet of things lately what can you tell us about what that is and why we should be concerned about it. yeah the internet of things that is a huge catchphrase here and we're hearing it over and over and over again and basically the easiest way to describe it it refers to the interconnectivity of basically computers via the internet ok so what does that even mean basically it's like the best way to describe it in real time what we're seeing the nest or there's another one called heat genius these are home thermostats that basically know you understand you and can heat or cool your house depending on your schedule or your desires which is not but you know this gets
4:25 pm
a little bit tricky and and dan was very concerned about things like heart monitoring implants bio chips and farm animals automobiles as the internet of things gets bigger and bigger we're seeing more of these in our everyday life just regular citizens dealing with their life online but one place where it's really scary is insulin pumps they've already had major problems with this people can hack into insulin pumps that are used by diabetics to have the info they need to survive and they can add a lethal dose of insulin up in it and that's something that's really very concerning and dan had interesting things to say about the integrity behind that check this out. electronic health records already so for more on the black market and credit card records do so it's not as if this isn't something for which the first glimmers can be seen or for that matter the integrity of. configuration for all the things we rely on being automatic. well there you have it you know really interesting stuff and when it comes to confidentiality and
4:26 pm
