russia is is that the climate is getting worse it's worsening it's getting warmer and what you have is a crisis of leadership of the world's largest polluter pulls out i think it's a terrible mistake. that in right after the nato summit happened after which german chancellor angela merkel came out and she said that is taking its fate into its own hands after the summit do you feel like america is losing one of its journey i think president trump is learning as he. gets more experience but. his view about nato being obsolete is wrong i think it's the strongest alliance in the world it's close to thirty countries banding together for democratic values democratic countries and he's obviously changing but his emphasis on nato countries paying the two percent that support but that's not the main objective of

nato the main object of a nato is a political and military alliance and i think as he becomes more experience with issues relating to nuclear weapons troop levels ukraine many others that he will recognize the importance of the alliance but whatever is happening right now dropping out of paris agreement and from what it looks to us like his losing his allies like germany alienating self from germany is this a deliberate step from trump or is this something new for him when he doesn't really know what he's doing well i don't know president trump that well i'm a democrat and i was very strong for hillary clinton but it just seems that he's fulfilling his campaign promises with a very small sector of the american electorate about thirty five percent playing

through his base america for stuff populism. we're going to make our allies pay we're going to find ways to not honor international agreements it seems that almost everything president obama did donald trump wants the turn round hopefully this will change as he gets more into his presidency and realizes that the united states is the world leader but we need allies and alliances instead of always seem. to fight our friends like germany like canada like mexico. it seems that. we're advocating a leadership that we've long but you know right after the nato summit secretary of state tillerson said that actually nato secretary general went up to him and thanked him saying that now the members are going to contribute more into nato do

you feel like maybe tough. tough posturing is actually strengthening nato well i think clearly american presidents of long said that are analyzed and nato should pay their two percent and very few have so that is the positive side perhaps but. it's just the tone coming to a nato summit and instead of talking about issues that unite us like ukraine like finding ways to preserve the alliance like fighting isis like participating in the military effort against terrorism like working together on terrorism you emphasize the cost the two percent as opposed to the importance of the alliance and political and military terms on issues like terrors yeah it does feel like sometimes that president trump is treating his allies like business

partners keith keziah always talks about paying up. well you know he's he won the presidency i respect him for that he ran a very good campaign as an outsider he's a businessman he said different kind of leader. but i think it's important that he realize that. governments operate differently than businesses and you have to have a combination of diplomacy. of negotiation but also finding ways to work together instead of just fighting each other all the time as he seems to be doing to get his final objective. you know alan talk a bit about that trade pacts because a few years ago that that was all everyone spoke about it was all the rage but right now what we have is to chip is debt to fifty's debt nafta nafta i just came under fire what are we saying right now are we back to borders and barriers. i

think it's important to build bridges and not walls and part of the president's campaign but there are a lot of american workers that feel that trade agreements were bad for them that they lost jobs the transpacific partnership the potential trade agreement with your the trade agreement with mexico and canada but technology has been responsible i think for a loss of some of those jobs but on the whole i believe these trade agreements create jobs for both countries because you have free trade you have been a beige and you have the ways that countries interact and increase their exports. my hope is that with nafta the trade agreement with mexico they make some minor judgments my hope is with the transpacific partnership which is eleven countries we don't advocate because china is going to be the beneficiary and maybe after the

relationship with europe is strengthened again and the common market the european union agreement with the united states is brought back again it's not dead yet. let's talk about the apt child border the the the war with mexico that president trump wants to build talents to build this wall in order to stop the illegal inflow of live lands and drugs now you have been governor to the state of new mexico you've experienced this problem firsthand would you welcome such tough measures of control no i think the wall is a very bad idea it's not going to work first of all illegal immigration from mexico is not the main problem it's. migration from central american countries fleeing political oppression they come through tunnels they don't necessarily come through . the border actually immigration from mexico has dramatically decreased i speak as

a border governor i think what we need is yes we got to stop illegal immigration but you do that with more technology with more boots on the ground or more border patrol agents you do it with also recognizing that there are many eleven million illegal entrants into the united states all they want to do is feed their families and they do jobs that in the united states in agriculture and technology are important so obviously mexico is not going to pay for it but trump feels very strong about this wall it's one of those contained promises that up to this day he seems to me sticking to it i don't know what's going to happen in the congress do you feel like they want to pay twenty billion dollars to build this wall is wall that take place in your opinion well the congress has already said they're not going to pay for and mexico's not going to pay for so what the president wants to do is maybe an import tax that pays for i think he should drop

that issue i think his political base is satisfied he's made his case let's move on and build bridges and stronger ties with. mexico i think the message has been said but this continued division you know twenty percent of the american people or of hispanic origin president trump got about ninety percent of that vote against him it doesn't make sense and that the wides families it hurts human beings that. it is something that like in europe i respect the fact that there are refugees and people like bongo and merkel have welcomed them they strengthen the fabric of a society i know there are some security concerns but let's find ways to integrate these people that all they want to do is better of their economic being or they're fleeing political oppression so while white house is looking for ways to find money

and build that wall we have secretary of state tillerson who is actually defending cuts in foreign aid and at a recent senate hearing lawmakers argue at that decreasing foreign aid actually hurts american south but i'll spoken personally to many presidents and geo leaders who are saying that foreign aid often spend is misused stolen bring sometimes as much about things as good things maybe trumps cabinet is right actually when cutting what it sees as a wasteful spending first of all the congress makes a decision on spending and i don't think president crimpers going to get it is thirty percent cut in the state department of the united nations it won't happen because the congress are strong supporters of foreign aid programs because they are advance or security or economic or educational interests so but it's still sends a message that the united states is retreating that it's isolationist that

international agreements and international assistance is not important when it is when you've got so many other problems like endemic diseases countries and abra three. women being abused these are funding programs said advance us entrance into great great now what we're rad will continue talking to governor bill richardson about. how successful he is and implementing them stay with us.

that kind of hostility but i think eventually the president is going to be forced to change either by the congress that refuses the big these cuts or i think he learns international understanding is better off when you're working with other countries not fighting them all the time but also like it when inside his cabinet we see controversies like the latest was i guess the confusion on qatar crisis if tillerson that came out and sat that you know we have to stay calm and that process has to be thoughtful where all four thoughtful dialogue and hour later trump joined the anti qatar. camp and he was like saying qatar is sponsoring terrorism so we're a little confused what's going on there are they just playing good cop bad cop or they really don't have an agreement on major issues well every new administration has trouble speaking with one voice but i think the drumcree of the situation here

. i think so exceeds that and yeah you know the president tweets in the morning and he does this all of the good the sometimes doesn't was that there was cabinet that's his style i don't think it's good for the united states and they've been many other instances where the u.n. ambassadors talked about human rights and the president the secretary of state or not you know the hopefully this will change but it is a problem of messaging and now allies and friends than even those get confuse where do we stand i think this is something that hopefully will be fixed as the president gets a street on the ground there is more unified message but you can't get a lot of things saying to every address saying for now like rex tillerson actually sat that u.s. allies have personally asked him to improve relations with russia i just want to read out a quote from him he said i have yet to have

a bilateral one to one input side conversation with a single contra part in any country middle east in southeast asia that has not said to me please address your relationship with russia it has to be improved so the question is is it going to be able to pull that off or is the opposition at home way to strong. i think the u.s. russia relationship is very important and has suffered and we need to make it better there's no question about her we need to cooperate on so many issues on nuclear weapons on syria on iran on energy on trade so how do you see her in relation. in this paradigm one you know there is so much antagonism against russia but yet americans feel like the relationship to improve what's the technical thing to do because if trauma goes on easing sanctions against russia said it is not going to be ok with that so what's

going to play out well i think we're sanctions should be maintained because of russia's action in the ukraine. russia's involvement with. the election i think of russia changes its be a viewer. you change the sanctions now that does that mean there are other areas where you cooperate i think you're seeing maybe a little more cooperation on syria. i think the president has felt that the russian relationship is needs to be improved i think he should be supported on that at all as what trump has done so far a bit more because everything that he stood for. he did the opposite for instance he says he had a strike in syria is ramping up the fight in iraq is not lifting sanctions on moscow we're no longer calling nato obsolete actually no longer calling out and he's also not starting a trade war with china so everything that he can paint for his not really doing or

not able to do why do you think it's spring so hard to stick to this american first policy. well i think he's learning and i think the american people don't support some of this excess of actions and rhetoric that he had in the campaign many got elected you got close to forty percent but he is changing on nato i think with north korea he's doing the right thing getting china to pressure north korea i worry about too much talk about preemptive strikes with north korea but i think here's an area where russia can help to russia has a strong economic relationship with north. area not as strong as china but i think there are a lot of areas of cooperation where the president is learning however he's still talking about the wall with mexico he's still talking about getting out of a climate change agreement he dead that's that was terrible he's still it we're

having a little bit of a trade war with canada a great ally were we fight australia back and forth you mentioned the relationship with germany is kind of fraying you know we've got some. building to do one improving our past strong relationships that president obama and the other thing that we're seeing right now is that president trump is handling handing more authority to the military for instance with the defense department now in charge of the troop levels in afghanistan as well as syria as well as in iraq what's up with that is turning into a mission creep well yeah i'm concerned about that i think diplomats and the president and civilian should make the decision on afghanistan it looks like we're going to increase troop levels by five thousand this not that much but there should be a full debate an issue to include the congress should be a war powers issue i believe where the president is authorized to take some of

these steps. you know in my view i think it's very important to have military advisors at the highest level of the cabinet but you know i'm a little concerned when the secretary of defense is a military person that the national security advisers a military person secretary of homeland security is a military person you know i think military persons are very good but you know there has to be a balance and i think the president is abdicating some of his diplomatic leadership . a little bit too much in my view but i'm concerned about it as maybe him handing this authority to militaries actually than it is. the responsibility of the president and the state department to what's going to happen and the consequences in those countries like iraq and afghanistan where yeah i want to see more of the state department have a stronger role i think secretary tillerson needs to assert himself more. i believe

the secretary torsion has the expertise at the state the part we have the problem is a lot of the key positions the under secretary of the assistant secretaries for asia for europe for a lot. erica not only not been confirmed many have not been nominated i think the president needs to get his sub-cabinet in all departments but especially in the foreign policy in the military even at the argument defense for the staff then it's not happening there's a real slowness which is not good for the country so you brought up north korea present wrong that has a tale to strike in syria or iraq do you feel like it will take on north korea no i think it be a big mistake to do a military strike with north korea because we've got treaty relationships we've had thirty thousand american troops in south korea fifty thousand in japan and they'd be vulnerable twenty five million south koreans in seoul just the brushfire now

we've got to deal with the north koreans having an i.c.b.m. that hits the united states we shouldn't let that happen but i think the answer is diplomacy the answer is a six party countries that include russia. working on an agreement with north korea perhaps to freeze their nuclear and missile development freeze it and then over time the goshi eight or north korea get something in return they get the end of the korean war they get the food big get sanctions relief it's a negotiation but it's very hard with this new leader of north korea was very unpredictable nobody knows what he wants that why aren't we seeing a joint force joint task force like russia china south korea japan actually working to solve this problem because they all have stakes in it like have said well because south korea north korea doesn't want to talk to anybody they don't even listen to their main benefactor which is china which gives them food fuel eighty

percent of their trade they're not listening to anybody so it's hard to negotiate with a country that doesn't want to talk to you and that seems to be a kim jones modus operandi right now. do you agree with secretary of state when he says that right now north korea is the most urgent threat to international peace and security yes i think north korea is the most urgent national security threat to peace and security not just in the korean peninsula but around the world north korea has twenty at very least nuclear weapons as i.c.b.m. such as over a million purse men and in arms. even with conventional weapons they could very adversely affect south korea we have a treaty relationship with japan and south korea where we would become embroiled so i think that's the most urgent national security threat followed by terrorism and

isis and then syria would be the third thank you have recently helped and reckons to be released from north korean prison but. there are american prisoners other countries they're prisoners in and it's well in iran and president hasn't exactly been friendly towards those countries lately what's going to happen to the prisoners in those countries well we've got three remaining prisoners i think many of us my private groups the government is trying to get those three out there's also one canadian my foundation's involve are trying to get one prisoner josh holt out of venezuela several in africa i'm going to give president trump credit he got a dissident. out of egypt and that was good that was important it was about a month ago with the. president sisi that was a smart move i want to see more human rights cases where the president and the
