it's thursday june thirteenth four pm in washington d.c. i'm ashley banks and you're watching our team america we begin today with this week the department of justice announced it will not bring charges against a white police officer who shot and killed a black man and ohio walmart beaver creek police officer sean williams fired the fatal shot at twenty two year old john crawford the third who was carrying a toy rifle around wal-mart one another customer called the cops r t simone del rosario joins me from the news room with how crawford's family is reacting to the news it's been nearly three years since be written ohio police officers shot and killed a black man carrying an unloaded toy air rifle through the aisles of wal-mart store surveillance video from august fifth twenty fourteen shows twenty two year old john crawford the third with the merchandise he picked up from a store shelf walking around while talking on his phone a customer called nine one one claiming crawford was loading the rifle and pointing it at children are. according to authorities the video proves otherwise but that

call is what prompted beaverton police officers to storm and shooting and killing crawford in the store this week the department of justice announced it will not bring federal charges against the white police officer sean williams who shot and killed crawford a decision that family attorney michael right calls disappointing. if this is not a case where officers should be prosecuted i don't know under what set of facts will the department of justice prosecute any police officer you know a young man that was walking in a retail store in wal-mart with a product that was sold by that store in minutes later he was shot and killed according to the department of justice and u.s. attorney's office investigators found insufficient evidence to pursue charges against williams stating it would be required of both to disprove his stated reason for the shooting that he was in fear of death or some serious bodily injury and to

establish that williams instead acted with the specific intent to violate crawford's civil rights police say crawford did not obey commands to drop what later turned out to be an airsoft rifle crawford's family says he was shot on sight and the any command from police came simultaneously with gunshots the family believes if police simply stopped to assess the situation the son and father of two would still be alive but months after the shooting a grand jury investigation found the two officers involved were justified in their actions the case has prompted protests in the street and another demonstration in light of the latest justice department announcement is now planned outside the courthouse next weekend now that the state and federal government has failed to bring criminal charges in this case the crawford family's only recourse is a civil lawsuit against the city and wal-mart which is set to go to court next year in washington simo dollars r e o r t. now on to georgia where an officer was caught

on video beating a homeless woman with a baton inside of a gas station the incident took place in the cater georgiou on june fourth and the video you can see officer p.j. were she to hitting the woman identified as stacy zachary several times with a metal baton while she lay on the ground at one point the officer places his knee on zachary's back in the middle baton on her neck exactly then places one of her hands on the baton an officer was she'd then shouts quote let it go or i will shoot you take a lot. you are going to shoot you know please go sure you. do. and it's video was originally posted online on june sixteenth several days after an internal investigation was pursued clearing the officer of

any wrongdoing now that this video has been charity through social media countless times over the last few weeks it's led the department to reopen the investigation joining me now to discuss this further is reverend green once got a haggler senior minister of plymouth congressional united church of christ thank you so much for joining us reverend now originally this officer was cleared of any wrongdoing there was an internal investigation before this video came out now we want to be seeing a reopening of this investigation on must this video obviously was published now in your opinion should police departments do away with these internal investigations of the internal investigation always generally pharms the police justify i mean the reality is that that's a standard that something has to be so agreed just in order for them not to be justified so it's biased towards police officers and as you can see right here in this in this case. decatur georgia he's not some doing her he's beating her there's

a difference right he's not doing her to handcuff her or to arrest her he's beating her before the arrest because you can see that he repeatedly beat her and beat her and what would be characterized as resistance is only human reaction of somebody trying to defend themselves from somebody who's mercilessly beating them and that's what's going on in this videotape is that he's not doing he's beating being the person right and you can also hear in the video people are like don't resist just lay there but naturally if you're getting hit by a baton you're not just going to lay still and like you've said these internal investigations are by and so usually they are a fact and a fact of nouns and let me point out that that's why you have police officers operating for impunity because they know that if they end up in the process in terms of investigation it's still slanted towards them it's biased towards them and so they can go on the act with impunity they can they can treat the community any a way because they know that there's really going to be no consequences that they will have to pay unless something is so egregious and yet it has to be discovered

there's to be verifiable evidence so it's all it's all slanted in the direction the department is saying that they're reopening the investigation what do you think is going to happen the outcome of this well i think that what should happen obviously is that the officer needs to be disciplined and probably needs to be fired for that kind of force that is being exercised because it's not judicious in terms of what he's doing it in dangers of the police officers law because if that's my attitude the way you're going to approach me is the way you can approach are that i'm going to be obviously on god i'm going to react in a particular way just like the appearance of police officers because i know that they're looking at me as non-human they're looking at me as somebody that they can beat up on and prey upon and that's the kind of perception that is going on in the community is that people are saying that there is not a regard in which police officers see other people as human beings and right now the officer is on administratively we don't know whether. it's paid or not usually paid usually about usually the case that we're not sure

a vacation so i on my next question to you when it comes to officers usually in these cases video hasn't surfaced and so it's their word against the victims the word but shouldn't in your opinion these officers all be equipped with video cameras but we even seen the however when this video cameras with the quip that officer quit they can still do what they do and they still walk because everything is still slanted towards the officers you've got somewhere video cameras a cut off at the crucial moment i mean that's but happen in the past or you have things that are actually recorded by the video cat but it still is just in terms of the in the process of the law enforcement process a. justifiable way because the argument is oh they've got a dangerous job and their lives are at risk and they have to make split second decisions and all of that type of stuff well the issue is that most of them are not trained properly most of them talk to look at a community through

a particular lens of stereotypical lens in terms of the criminality or the animalistic nature of people of color much the way they respond and so the training is not is not adequate. even the psychological screening that happens very often with law enforcement is not adequate when you have really ill equipped officers that are out there in the community so called serving but really sort of riding roughshod in many cases all over the community and unfortunately it seems like we are seeing this obviously time and time again like you said no matter whether there's video that surfaced or not like in the case of randall could still and how the officer was acquitted of any wrongdoing even though video surfaced showing what happened in that situation so do you believe that this is just going to continue that there's absolutely no solution to this to this issue here in the country one of the things is that we really need to have true civilian review boards i'm not talking about civilian review boards that's controlled by the police or controlled by the government but a real civilian review boards that. senses acting as consumers looking at how these

officers are patrolling the community and whether it is justifiable only because every place we've had generally civilian review boards has been taken over by law enforcement has been taken over by government or they've made sure that they have not had the legal kinds of teeth and want to prosecute police officers so there's still it's been it's been a ruse when they set up soviet review boards because they really lack the power in order to be able to implement judgment so we really need true civilian review boards that have the legal authorize legally and want to prosecute and police officers that are particularly caught doing wrong and they were hoods and communities and i want to get back to the video we can see the officer yelling at the woman and count leslie beating her with this metal but time we hear him saying let go of this but on or i will shoot you now amazing comment now coming from his officer he's threatening this woman's life after brutally abusing her with this metal but time and your opinion did he go too far when he would do far first of all
