price more on that in tonight's rumble with julio rivera and alex was. the safety and security of americans elections is top news right now but one of the biggest threats to the integrity of our democracy is not getting the coverage it deserves although they were originally supposed to be the new frontier of democracy electronic voting machines have now fallen out of favor with most election integrity experts and for good reason do not only electronic voting machines are vulnerable to hackers they're also the perfect tool for anyone trying to steal an election and it all has to do with something called fraction magic for more on that i'm joined now by mimi kennedy star of the stevia sit com mom activist and board chair of progressive democrats of america mimi welcome back. thanks

a lot tom it's great to be with you it's great having you with us so many what exactly is fraction magic and why should we be worried about it. fraction magic is the name that bev harris gave to something that a code writer named bennie smith out of memphis discovered in databases that bevan black box voting had obtained as a result of court cases bennie smith found that there was fractional counting in our vote counting software this was for de balled which is a global election management systems gems database he didn't know what it was doing there you shouldn't need fractions for one person one vote when you have banking software yeah you need cents on the dollar not for voting so he exploited it by writing a little program that he dubbed fraction magic and he assigned percentages

to races that he wanted to have the outcome be pre-determined and then he loaded it into the database and it was there invisibly and it changed the results since then i remember being on this show and talking about it before there's a demonstration in a video called for action magic on black box voting and youtube where you can see how this works but the big breakthrough i think and what i'm here to tell you is may sixteenth there was a capitol hill hearing with cyber experts ex cia had james woolsey these aren't tinfoil hat people and james scott of the institute for cyber security technology said the payload that a hacker including the hackers of twenty sixteen be they russians or be they posing as russians or whoever it was the payload that the hackers would have delivered after getting all this phishing data voter registration was he said a fractional program based on decimal counting so there are so just

to to break this down to point english in. and you've done a pretty good job of that so far but just so i really understand if if i had the ability to insert this software into say a bunch of voting machines in georgia which don't even have paper trails and can't be audited and i wanted to and i and i'm running against john os off and there's three counties and i know one of those counties is heavily republican one is heavily democratic i could calibrate that software so that in the republican leaning area everybody's vote counts for like a vote one point three votes and in the democratic leaning area everybody's vote counts for like point seven votes is that what you're talking about yes yes exactly and you think oh how nefarious go back to the three fifths rule and the constitution we've been there are a slave could count as three fifths of

a person so that your state could be more populous and have more representatives in the house of representatives this is we're back to fractionalized people and it's based on who you want to win republican and democrats if you have ethnic and race data for a precinct they can do this as benny smith said with a high amount of precision now and the cyber security guy you know wouldn't wouldn't the give away be. when the election results come out. in this county thirty seven thousand point two votes i mean as soon as you see a decimal point when yeah well how do they get how do they cover that up and do we have any evidence that these techniques have actually been put into practice what what recent elections appear to have been flipped this way. well benny found the fraction magic by finding a sloppy piece of a database where there was

a point thirty one or something in writing results that's yes that's how he found it he went oh my god and started to look and found it it's called double numbers in accounting which he knew and he went and looked and found it double numbers you could change it all the decimals so yes it can be left over if you're sloppy and here's the other thing that people have seen that they it is evidence that fraction magic would be at work but we can't do forensics because counties won't let us do it they don't want to because it is sloppy and perhaps they don't want to be caught as criminal but the kind of thing we saw in the presidential was somebody would have two thousand votes and then suddenly they wouldn't have those two thousand votes and that would be the program trying to catch up and apply the right percentage to the winner and the loser and somehow you know momentary landslide

for the person they didn't want to win did happen and i think it happened in georgia because in full county in the april eighteenth the election which had many candidates and if any of the candidates had gotten over fifty percent there would not have been a runoff well went over fifty percent in fulton county and suddenly there was a glitch the tabulating went down for about two hours on what's wrong oh it's it's fixed fixed and when the tabulating began again asaf went down steadily below fifty percent and never went over fifty percent again my guess would be that that was a bad guess on fraction magic and somebody had set the percentage for karen handel to low and there was a big bump for john asaf that took move fifty percent which you. never that wasn't supposed to happen so that's a timing problem as the cyber security guy james scott said this def gets pretty

sophisticated pretty quickly but not all of that the usage is sophisticated and when that happens you see these glitches but they're called glitches and we have not been able to do we activists or anybody forensics although there's a lawsuit in georgia because this election system did receive a hack was intruded upon and did have stuff stolen and it was left out on the web for six months and kennesaw state you was warned about it and they went no don't say anything and don't do anything and the people downtown will eat you alive don't do anything so there's a lawsuit i don't know how it will go but it's against secretary of state brian kemp and the three election registrars of boards of those three counties saying shouldn't use this stuff you should have gone to paper as we said as we beg how much how much of an outlier is the united states in that we use electronic voting machines and the rest of the world doesn't just how how widely distributed are

there around the world. we're an outlier now as we are in so much alas which is why i'm sounding like a broken record i'm not going to shut up till we get the election thing straightened out but i believe that was germany that banned electronic voting saying it was against their constitution because of wasn't verifiable netherlands of course went to paper ballots last year you know one marine le pen in france it looked like there was going to be this wave of right wing nationalist xenophobes elected and other ones when i don't think we want that we're a little close to russia we don't really feel like we want to be vulnerable and they had a paper ballot election and it turned out i do believe they did not object to rightwing seen a photo. so we are an outlier member being in the. and making in the loop and telling my friends the british actors don't get electronic voting here and you'll

have a progressive movement and they do have a progressive movement and i don't think they have electronic voting but we got it with the help america vote act we have to tell that history i think ignorance was a large part of that maybe even the road to hell is paved with good intentions but we have to stop it now this fraction stuff is in ninety percent of our voting and if we don't manually audit our paper ballots we can be fraction magic and every time we use touch screen with no verification whatsoever we can be fraction mansion if if i were a voter in a in a district where i suspected there had been this kind of. fraud for lack of a better word do i have any recourse is there anything that voters can do. yeah what we we and when i say we i mean the whole election integrity community nationwide which is an enormous amount of people and it's a cross party it's trans partisan there's one dreadful people to whom honesty

matters and to whom one another as americans matter no matter how we were voting for ok what we asked to happen in georgia was that people would vote on paper ask for a paper ballot so we blasted this message from progressive democrats of america and you know what i found the on line application for an absentee ballot in georgia did not have an r. no reason as a check box and yet election code said n.r. no reason was a perfectly legitimate reason to ask for a paper ballot well it wasn't there in the on line form you have to say you were military you have to say you were going to be out of town there were specific reasons which you lied on you'd be committing a criminal act so you would have to go into your county office one of these three counties some of their offices and then they would direct you to a d r e they all had a direct record electronic machine there for early voting and they'd say why vote on paper but some people demanded paper anyway and karen handel's campaign the republican sent out applications for absentee paper ballots with some of their

mailings and you know what happened john a loss of one on the paper absentee ballots something like four hundred thirty five to one hundred sixty one and that's nother reason we want to do forensic in georgia because if that happened on the verifiable paper we want to know was that was that our wish for democrats to vote was that karen handles wished for her people to vote on paper what happened there four to one the most for asaf than than what happened at the polls so you know it's very smelly people ask for a smoking gun and the point is who cares we know there's fractional decimal counting in our vote counting software it's bankers stop. it's bookkeeping stuff it doesn't belong in voting we are one person one vote for get one hundred one hundred search any other fraction get it out of there and we need to return to paper we need to hand audit the paper and we need to get rid of the touchscreens completely

drugs not only is this a man break the republican party's promise to protect people with preexisting conditions it will also according to many experts and to blue cross blue shield today it will send the insurance industry into a death spiral this bill really does keep getting worse worse and. worse as we go on is the fundamental problem for republicans here the fact that they're trying to conform their policies to the lies they've spread over the last seven years about obamacare will listen their it's not lies the fact of the matter is obamacare itself was going to collapse under its own weight there's no old we would just find most places doing it this way no there's no way to sustain it's doing just as i and people with preexisting conditions should pay more are you just going to show up in side up for insurance when you get sick the people that are penalize are the people who are not maintaining insurance for a significant part a significant amount of time and let's say you know as far as if you're a young person the young people that the liberals love to hoard these guys these
