2:02 pm
i. was. in the protests of frequently turn violent an explosion on a street in caracas injured a number of people including seven police officers off a dozen others were wounded when a grenade was thrown into a polling station the position which run the election is being illegal has called for yet more protest. oh. it's you know the ball again we know if we don't have a republic we have nothing we may have a home food we can start a family raise children die there's no need if we don't have a republic that's why we went to vote. this is
2:03 pm
a legal no one asked the people where they wanted or not i don't think you know and i believe people are tired of violence they can ask the government to fix the things that should be fixed but basically we need peace. still defiant a ban on on protest which is supposedly and sort of moral there are roadblocks there are people on the street corners waving banners people will tell you that they don't recognize the vol that they had already on as a result they opposition of lisp. it's committed to peaceful protests but we have we are beginning to see these i hope that's not only a trend they really hold as your somebody one of their wales or even our rules from sections of the government other want to portray the opposition by a land. president nicolas maduro called on them as well as to throw their support behind the new assembly which will be formed in the near future would be tasked with rewriting the constitution and it will have the power to dissolve the current
2:04 pm
parliament positions defied a ban on public protests as you heard there and denounce the election as a power grab by president maduro well over the last four months have been particularly violent one hundred people have been killed let's take a look back at just how that unrest grew so out of the end of march the powers of the national assembly were seized by the supreme court which first triggered public anger then in april the court revised its decision that wasn't enough though to calm the tension the national guard was sent to the streets as the protests turned violent next president do announced this plan to change the constitution that sparked further off the deadly unrest united states the european union and several latin american countries have already rejected the election results for the venezuelan president to sit back at the criticism. we have the constituent assembly now. the spokesperson of the employer donald trump said they don't
2:05 pm
recognize the election results how the hell could it matter to us what trump is saying it matters what the people of when israel are saying. in other news german federal prosecutors say that the suspect in friday stabbing rampage in hamburg appears to have been a self radicalized islamist who want to die as a quote martyr of these peter all of a has been following the story federal prosecutors have taken over this investigation now and they've been speaking to journalists giving us an update on what we know about the main suspect the only suspect in friday afternoons knife rampage in a supermarket in humbug they describe made a who was arrested nearby the scene is a twenty six year old failed asylum seeker they also say that he acted on friday on islamist motives according to federal prosecutors investigating this case they say
2:06 pm
that he'd given long thought into extremist ideologies and in the days leading up to him carrying out this attack that he had started to add here to a life coherent with that ideology is how they put it they also say that he intended to die as a martyr at the scene of this attack well friday afternoon in a busy street in hamburg the northern port city here in germany that this man went into a supermarket took a knife from its packaging there and then once removed that kitchen knife we're hearing around a twenty said to me to kitchen knife from the authorities here that began a brutal attack what's been described as a really horrific attack on a fifty year old man who later at the scene there he day and wounded a food that two people inside the store before fleeing now this is where eyewitnesses who were nearby reported to that he was shouting allahu akbar god is
2:07 pm
greatest in arabic he wounded another four people while trying to escape the scene he was eventually detained by passers by and then arrested. by the authorities but this is the latest. wolf attack because it seems to have been put by the prosecutors back in twenty sixteen in the summer we saw a number of incidents that were put down to these type of lone wolf attacked swear by a self radicalization as it's termed by authorities have taken place and that is now what they're saying was behind the attack on friday evening in hamburg a self radicalized lone attacker who wanted to die as a martyr while he left one person dead many more actually wounded he needs now in police custody as this investigation progresses. syria has called on the u.n. to help to washington's quote massacres against the civilians. the u.s.
2:08 pm
led international coalition continues to commit massacres against innocent syrian civilians but conducting systematic and strikes those attacks contributed to the spread of chaos killing and destruction damascus presented this letter to the united nations essentially calling on them to dissolve the u.s. led coalition in syria pointing out that they feel it is responsible for a large number of civilian deaths now this letter is presented just after we hear about an airstrike in which six civilians were killed now according to some estimates in july as many as four hundred fifty civilians were killed in u.s. coalition air strikes in syria let's take a listen to some of the reaction we've heard. there was no more water for irrigation the land has been in record province and there is no harvest and if any crops did remain we were not allowed to use them to hurt if one of them
2:09 pm
did it the coalition struck some schools so too didn't own studio anymore many more civilians were injured when the coalition. and the dust so i'm now going. jets bombed our school so we stopped there most of civilians were killed in that airstrike as they were sheltering in fear at the time now the letter from damascus was expressing concerns about those very things that we recently heard about about civilians being killed about chaos in syria however back in may we heard from secretary of defense james mattis who said that he felt that in the fight against terrorism the deaths of civilians were inevitable casualties are a fact of life in this sort of situation now it's important to remember that the u.s. coalition in syria is there without the permission of the internationally recognized syrian government at no point have they ever given permission for the united states
2:10 pm
and its allies to interview. and set up shop in their country and they have now called on the united nations to take action to stop the activities of the united states in syria. lebanon's hezbollah fighters a recaptured the last stronghold of the al nasra terrorist group in the country they are sol mountains are located in eastern lebanon right near the syrian border the area's been a hotbed for extremists since the start of the syrian war six years ago all these are highly traveled to the newly liberated territory these are the our soul mountains in the east of lebanon it's the latest scene of the victory of hezbollah the lebanese resistance groups who have defeated the al qaeda affiliate. and that's all ended just a few days ago and you can still see the remnants of that with bullets and shells
2:11 pm
all strewn across the floor and we've seen burnt out vehicles on the way up here and doing that victory against hezbollah managed to capture this cave which was used by terrorists as a base so we can go inside and have a look around. inside the cave we make the shocking discovery what appear to be prison cells it's unclear why exactly needed prison cells in this isolated area perhaps punishment or perhaps to prevent their own fighters fleeing in the middle of the night these are some of the weapons which were captured from ships and we've got these. rockets lots of tactical vests. and there are rocket launchers anti tank guns and all sorts of artillery which were abundant binder so when they were defeated and they left this cave
2:12 pm
there's even a room where. battle plans are drawn up where fighters receive instruction they take this seats and listen to the commanders ninety militants were killed in that battle and those who survived many of them fled to italy where infighting continues between different rebel groups but some of them remained and just a few kilometers away behind these mountains behind us pops more ominous lee many more of them decided to defect to the so-called islamic state and some of the hezbollah commanders here tell me that they're only four kilometers away from where we are now a sally r.t. in out of eastern lebanon. the high court in london has rejected an attempt to prosecute former prime minister tony blair over the iraq war and has the story. well this is a highly anticipated decision as the high court here in the u.k. blocks a bid to prosecute tony blair for his role in kick starting the iraq war back in
2:13 pm
two thousand and three now this is a case that was brought forward by an iraqi general who accused tony blair of quote a crime of aggression but the justices here in london did rule that because no such notion exists under domestic law in england and wales this case is not going to go forward they also said that this is a decision that is not going to be reversed by the supreme court we have to say that the defense team did argue that the chilcote reports the massively controversial report published last year justified bringing tony blair to justice because if you remember this is a report that underscored the questionable intelligence used when it comes to the issue of weapons of mass destruction in iraq as well as brought to light information on not all peaceful alternatives having been considered before the iraq war was launched let's take a listen in the house of commons on september twenty fourth two thousand and two mr blair presented iraq's past current and future capabilities as evidence of the
2:14 pm
security to civility of the potential threat from iraq. the judgments about iraq's capabilities in that statement and in the dossier published the same. we're presented with a certainty that was not justified. despite the fact that tony blair is not going to clearly be appearing in court in this particular case the issue of the massive death toll as well as the consequences that this war has had for the region and the rest of the world and the fact that the families continue speaking out about the need to bring him to justice it doesn't seem like this issue is going to be going away anytime soon and this one terrorist in this world that the world needs to be aware of these names tony but we were proud of the swedes so it was signed on to the country but we can be proud of the way on. the street. so it's obviously clear that despite the fact that this particular case has now
2:15 pm
been dropped that families are going to continue to hope for justice for the ones that they lost in the iraq war former you can bust of the libya told is that should be prosecuted but probably never will be. of course opinion in britain is divided but now i think the majority is very much critic or condemns the war on terror in the war i think i think i'm right in saying that lots of people would love examining the story to see whether there is any legal recourse but i think the truth is that i am on record as saying that i think tony blair is a war criminal but then of course george w. bush. in a sense it wouldn't be very satisfactory if tony blair was to be brought before a british court but nothing was to be done about america the fact is we don't have a world government we don't have an international criminal court which is fully effective we do have an international criminal court but a number of countries america russia israel have declined to commit themselves to
2:16 pm
it so we're stuck with the fact that this has to be dealt with politically the only way that this could change in britain and my opinion of a lawyer is of parliament so decided. the u.s. ambassador to the u.n. issues one of her strongest threats yet so against north korea find out more of the stories after the break. the economic development is all about numbers really leads to more of this quarter we are one hundred six points. but what do we know about the other figures. that. might do. over twenty million dollars last year more than one hundred times the average wal-mart. i have to say i don't think
2:17 pm
that's right. just know a free market works. people went from pretty simple financial lives pre nine hundred eighty to the point now where people are. totally submerged. accounts and they're all in debt. and what exactly devalued society did the protests of the government try to do. it might be making things work. work this is. hopelessly disastrously wrong. i suppose it's time to speak the obvious cold war two point zero is officially on though this cold war is different and possibly far more dangerous these are uncharted waters as the white house attempts to find its footing.
2:18 pm
welcome back let's return to our top story this hour clashes in the venezuelan capital continue following sunday's vote for a new constituent assembly president nicolas maduro branded the result a victory for the country but with only a forty one percent voter turnout the opposition said that it will continue to protest the results trouble over the election to spot the deadly wave of violence right across the country. let's bring in miguel think he's a professor of history and law to the american studies at pomona college in claremont california miguel thanks for joining us the situation as i see it prism a duros claiming victory the opposition are going to continue to protest and it's it would seem to be violently so. how strong is the president in the in the current climate. well i think that both sides are engaged in a. level of brinksmanship that doesn't really benefit the country the reality is
2:19 pm
that and it's well and needs dialogue needs negotiations needs to find some solution to this crisis it doesn't need a continued hardening of the positions that we've seen from both the government and the opposition the reality is that people did vote yesterday and people can contest it but the reality is that throughout the country we saw a significant voter turnout and there was support for a constituent assembly undoubtedly it does not represent the entire country it didn't in one thousand nine hundred nine when with similar results of forty percent were used to revise the constitution in one thousand nine hundred nine but it does speak to the fact that you have these two important segments of the national instance they need to find ways to broach the divide and to find common ground to begin to resolve the serious economic problems political problems of the country faces does not vote to turn on don't tell is a big part of the problem though forty one percent voted. to just an even bolder
2:20 pm
role for whatever reason can the president really claim a victory not a situation. he can claim a victory it has limitations for many will it will ring hollow the reality is that it did not represent the entire country but again it's very difficult to find a scenario in which any of these votes either the opposition's plebiscite on july sixteenth or the government's election this time actually speaks for the entire country i think what it speaks to is that there's an entire middle in the country that is that is not represented by either the opposition or by the government and would like to find some way of resolving this crisis that does not involve violence the dislocation of the economy and constant upheaval of their daily lives what do you think is the root of the violence that we're seeing that been reports the police used excessive force against protesters they have responded violently themselves have been fatalities on both sides the protesters will say well how are we expected to respond if we are attacked violently by the authorities. but again
2:21 pm
this is not a opposition that is engaged in dog whistle politics on the one and it says this march is or peaceful on the other hand that was an improvised device yesterday that was used to detonate in front of the police as they were going by so that was what you would find in iraq or in afghanistan that's not a peaceful way of protesting like why is the government must respect the right of people to protest in the in if it's peaceful and its aims are to provide a context for that protest the reality is we need to bring some context by which the tensions can be brought down you can't continue to expect to resolve the crisis after one hundred ten days through simple protest there must be other mechanisms there must be dialogue particularly in the seventy two hour period we have now between the election yet sunday and the convening of a constituent assembly on wednesday it's an opportunity to engage in conversation and dialogue and to try to find some way to broach that divide. u.s.

ambassador to the u.n. nikki haley said them enduros sham election is another step toward dictatorship she added that they will not the u.s. won't accept an illegitimate government and the then israel and people and democracy will prevail rhetoric like that does does that suggest that the u.s. and other maybe other side bodies such as the e.u. has expressed similar thoughts is there a danger concern you think they're going to interfere in the venezuelan business well the reality is that the u.s. assad regime change in minister since the election is the idea that they're going to intervene. to be put to be pretty straightforward they have been engaged in regime change we saw under barack obama declaring venezuela a clear and present danger to the u.s. sanctions being imposed on individuals in venezuela we saw trump administration continue to impose those sanctions and threaten new sanctions i think that none of
2:23 pm
that is productive in the context of venezuela it simply segments in the existing positions what is needed is if possible intermediaries such as the vatican. dado the former spanish prime minister the offices of the union of south american nations or other countries in latin america that might serve to broker some sort of dialogue between these opposing sides but even within these opposing sides there are different factions this is not simply a unified opposition or a unified government there are opposing factions contending with each other that particularly in the opposition side who want to push to see dialogue as simply a betrayal and are not willing to engage in that miguel great to have you an ati thanks so much for being our guest miguel tinka salis professor of history of latin american studies that pomona college in claremont california thank you. thank you.
2:24 pm
now the u.s. ambassador to the u.n. has warned speaking about a moment ago she also warned north korea that quote the time for talk is over nikki haley added that any security council resolution that does not quote significantly up the ante against the hermit kingdom would be pointless this comes after north korea on friday test fired an intercontinental ballistic missile and additional security council resolution that does not significantly increase the international pressure on north korea is of no value the time for talk is over. it will donald trump accused china of being willing to seriously tackle the north korean issue the president vowed he would let the situation continue as it has been so no the u.s. flew to supersonic bombers over the korean peninsula the b. will be land soon as its quickest plane and also has the largest internal payload flanked by south korean fighter jets being seen as a show of force in the wake of the recent missile launch by pyongyang. and we

tensions running high in the region china's been flexing its own military might to during a parade that none of the ninetieth anniversary of the people's liberation army the country showcase some of its newest army where china affairs specialist andrew long told us solving the korean problem can't be redirected to china it's not beijing it is agitating pyongyang. north korea have huge battery of heavy artillery aim at seoul the capital of solve career i mean you push comes to show. me that collect collateral damage is is that this there's a sure that we entire korean peninsula. just by using military coercion is that unlike your solve the problem all these threats and also shoulder of military force is not going to solve the problem. and of course the problem cannot be all sourced to china because clearly. career that the g.

is targeted in america which is sees as a threatening change as a super secret agenda. but even putin says that the time has come for russia to show it will not leave the u.s. sanctions announce that explain moscow's response to washington's restrictions in an interview. the suspicions that more than a thousand people both diplomatic and technical staff are currently working in russia seven hundred fifty five of them will have to stop their activities and that's painful. because because that america has taken a step to jeopardize u.s. russia relations and the important thing is that that step wasn't triggered by anything this is a move to impose a legal restrictions to attempt to influence other countries including u.s. allies which are interested in developing ties with russia that i knew. was.

going on longer than we've been waiting for quite a long time so that maybe something would change for the better we had hoped that the situation would change but it looks like even if it does change and it won't be in the near future i decided that it is time for us to show you that we will not leave anything unanswered he's alone there will be a political. opinion and of course we have more to say there are fears that we could restrict which would be painful for the united states but i think we shouldn't do that it's only going to harm us russian relations as they are but it's also going to affect us as wealthy also russia ordered the u.s. embassy to stop the use of several facilities we can see them here now new sanctions against russia are expected to be signed through by president trump the document which was approved by congress aims to target russia's lucrative energy trade with its european partners what new claims the measures are in response to

alleged election meddling. now the u.s. house of representatives has allocated more than a billion dollars for the construction of a wall on the mexican border after president trump made the wall and cracking down on drug smuggling a focal point of his election campaign but some including the state of arizona still think that the government's efforts nuff they're taking matters into their own hands. i've built this basically myself for one thing to over two hundred fifty volunteers in seven years.
