good evening friends we start tonight with the latest on the sanctions on russia president trump has signed a bill authorizing sanctions against russia and limiting his power to ease them in the future after signing the bill the president released a formal statement of his opposition to the bill in particular he's upset with the fact that the bill say he says is hasty and criticized provisions limiting the power of the executive branch to conduct foreign policy russian prime minister dmitri met medvedev criticized the bill as a full scale trade war against moscow he also criticized president from for cowering to establishment interests in maintaining a new cold war with the russians spokesperson for the state department heather knew or was not so skeptical she expressed the view russia and the united states should cooperate despite the recent sanctions i think many folks around the world agree

that the united states and russia should be able to work together in areas of mutual cooperation. if you look at the cease fire in southwest syria that has now taken hold and for the most part succeeded for nearly a month now but to say that isn't it that is an example of good u.s. russian cooperation certainly our relationship is at a low point but we have to find areas of mutual cooperation. artie's election euro shops he has the latest on this story tonight. president signed that countering america's adversaries through sanctions act congress has encroached on the power of the presidency and he signed it in the interest of national unity even the language in this statement by the white house spokesperson suggested that trump signed off on the new sanctions bill against iran north korea and russia which also limited his own powers when it comes to sanctions against his will and the big question now is who actually benefits from the new legislation and deep state the need. and the

media are very very powerful and they can put a lot of pressure on the president so they ganged up on him to do that terrible bill. benefits the people of no contrary not the united states not germany not all three or it away not russia not syria not not any of the people i do believe that these sideshows are out of keeping with the traditions of the united states and how our government functions it is easy to see trump basically had no choice but to sign off on the bill especially if you look at how the legislation was voted for on the hill overwhelmingly yes in both the house and the senate and the president's reaction was quite telling why would you favor tough measures to punish and deter aggressive and the blazing behavior by iran north korea and russia this legislation significantly. to pass the legislation the

congress included a number of clearly unconstitutional provisions. a number of provisions to displace the president's exclusive constitutional authority on thursday morning the president continued his to raid suggesting in a tweet that the congress is to blame for what he called old time low relations with russia which in his view was also dangerous there are a lot of questions about the new bill who would actually benefit from it would it really hurt the intended targets will europe's negative reaction to it be even considered in washington but probably the most important matter now is how will trump work with the congress especially after one of his major campaign promises the new health care bill was killed on the hill but the rift between the president and lawmakers has been evident for months with punches flying from left and right what was proposed yesterday is not what this party stands for i worry about the president's understanding of some of these issues. he's

a race baiting zina phobic religious bigot and a ludicrous pretend clear his hate filled campaign is president does not care about the united states of america a constitutional crisis looming may be well might be too early to tell but clearly the toxicity and ties between the white house and the capitol hill does little for making america great again. reporting from washington d.c. . for more on this we're joined tonight by former senator and governor of rhode island lincoln chafee and also former presidential candidate senator nice to have you with us tonight we wanted to bring you in on this because you've had extensive numerous trips to crimea and have studied foreign relations with russia in the united states for many years and this is kind of new territory these kind of sanctions to the point where other countries are responding to it germany not happy france not happy what do you see these how do you see these sanctions working out

what kind of impact do you think they're really going to have. well i heard earlier on your show here that there was a dispute about the neo con war machine and the media pushing this through and those were in the commentary just before we came on here and i did look at the it was a ninety eight to two vote in the senate overwhelming obviously and so i immediately looked at who the two voted against it and they were two of the brave opponents of the neo con war machine that got us into iraq rand paul senator rand paul from kentucky and senator bernie sanders from vermont and so there are two brave senators that have a history of standing up for the american war machine and the neo cons and here we go again with these sanctions and alienating as you said. our european allies france germany will look at that pipeline trying to negotiate with russia for that pipeline and saying this isn't going to help well taking

a look at the russia's situation right now the president has been up front he wants a better relationship if he wants a better relationship why didn't he stand up to this vote and make a statement to the world that you know instead of after the fact did the president show some weakness here in your opinion. no he was i don't believe so i think he was just stuck a ninety eight to two vote in the senate so it can be a quick override of his veto and you do get to put president george w. bush initiated a signing statements when you sign a bill you put in a signing statement you get to. say that you're not going to agree to many aspects of a bill that's been passed by congress so there's precedent by george w. bush president george w. bush and then by president obama on these signing statements a relatively new phenomenon by presidents but by signing it he was able to put in that statement which you read on your show here parts of it when you're talking

about ninety eight senators who voted for these sanctions do you sense that russia phobia and the negative feeling in washington towards russia is so strong right now that if they were to vote against the sanctions that they would go home and and face a commercial that said that they'd rather sad with vladimir putin then the united states i mean is it that politically toxic that they just don't want to deal with it or do they really believe they're going to change russia when it comes to crimea and the ukraine probably the former head that just the media's got themselves into a frenzy over this russia i really don't think the american people really think that the russians had any effect on our election i don't think anybody in wisconsin of pennsylvania or ohio voted for hillary clinton or for donald trump because of russian influence but nonetheless the media is just it's a total onslaught on this russian and rand paul talked about and his no vote it's

what we do also. all the cyber crimes he said we do that we do it against our friends as well as our enemies he's talked about we do our cyber interference and italy and germany as well as our enemies so it's being hypocritical nonetheless as you said the media is just in a frenzy over this. and it's whipped up or frenzy in the senate would you phrase it that way well when you when you combine the neo-con and the media as one of the commentators said right before we came on that results in a ninety eight to two vote and i've seen it look at the iraqi seventy six to twenty three and there was just no evidence that saddam hussein really had weapons of mass destruction so that's what can happen and here we see it happen again it's a it's a american tragedy what is president trump's best next move with vladimir putin he's in count of a political tight spot right now what can he do well i would suggest going back

to the corporate chiefs yours and and putin has expressed an interest in doing that detente perestroika and and it ultimately the goal working with our european allies is to have russia because they are european eventually join the e.u. i mean from the urals that's most of the populated russia part of europe and that it's what would make sense and slowly integrate their form get them into democracy in some of the issues that we have with. their differences in how they run their government and free press and all those issues but over time that's what does happen if you start work together. do you think that the situation in crimea will change after the people there voted at the ninety five percent our rate to rejoin the russian federation i mean the united states congress just ignores that vote for a march of two thousand and fourteen and they ignore the fact that these are all

president trump they are clearly showing his discontent with where the u.s. russia relations currently live but along all of the stops though made by the vice president a stone for example where he said we stand with you on behalf of freedoms in georgia parents condemned russian occupation in montenegro the veep said the western balkans have the right to decide their own future so add as you can see there it sounds like mixed. etheridge is coming from the president and the v.p. critics are arguing that this administration doesn't have a clear goal or plan as it pertains to russia or the eastern european allies and mike pence a visit there was meant to allay all of those concerns at. all right thanks miguel appreciate that tonight lots of detail no question about it the wall street journal reported today the investigation headed up by former f.b.i. director robert muller has taken a serious step forward the special counsel is presenting the case to

a grand jury the investigation has reportedly issued subpoenas to those involved in a meeting between donald trump jr and a russian lawyer the investigation is also looking into possible financial ties between the president and russia the president recently issued a warning to maulers investigative crew into the trumps family finances saying that they were off limits and would be a red line president trump believes the investigation is a political when china jay sekulow attorney for the president said that there is no evidence or no reason to believe that the president is under investigation granger's are supposed to be secret proceedings evidently you know not so secret right now it's out there i'll just tell you is business again from practicing almost forty years grand juries being in paddling kid situations like this is pretty much standard prosecutorial approach to this and frankly not unusual in that regard so i mean here with the previous folks said it and i think they're right in

that he's looking not only at donald trump's financial issues but his children's financial issues and his company's financial issues this may be why i never wanted to show the tax returns. well michael your take on this because america certainly understands that we hired a billionaire to be present the united states has got business interests all over the world your thoughts on what this means tonight this next step in the investigation well i think it was largely expected i mean you don't appoint a special counsel and not expect him to impanel a grand jury and by the way what is widely talked about and i'm sure you've heard to ed is that. paul man of ford and particularly michael flynn are likely targets here and they could well be indicted the question is if they are and or if they are under investigation or under subpoena do they in any way implicate

other members of the trump team also clearly and you can tell this just by the amount of money that's been spent and attention that's been spent gathering a really outstanding team of all star lawyers jared cushion or is is also very likely to be some kind of target and would president trump attempt to actually try to fire bob mueller it's going to be very very hard for him to do that with jeff sessions having recused himself and then having to go through rod rosenstein and the potential of a new attorney general it's that's a political disaster for the president. what about that mitt caesar is this just bluster saying that there's a red line if they go down the road of trying to figure out the family finances of the trump family what about that so much we know is trump bluster that's his old days as a builder in new york it's interesting that a bipartisan bill is winding its way through congress with significant support saying that if a special prosecutor is fired in effect that firing goes before

a multiple federal judge panel within days to see if it was correct or not and if it's ruled in correct that person stays i think what they're trying to do is is put into federal law a lot of protections because even republicans in congress now don't seem to trust donald trump what's interesting is it's also coinciding with all these polls that are coming out today and yesterday showing his support dropping and also showing in the latest quinnipiac poll that sixty two percent of americans do not believe donald trump is honest that's beginning to believe in the republicans so there is a bipartisan bill coming through to in effect protect the special prosecutor. michael do these polls matter does does trump need p.r. work with his own base. he probably doesn't because the polls indicate he remains very very strong with the republican base but i will tell you the one thing that

was encouraging to me was that ty cobb who is the part of the president's own legal team said finally the right thing today and this is what the president should say he should welcome this investigation because this will remain a cloud on his presidency until the investigation is completed and director mueller clears him and i assume that that will happen and frankly if president trump really is hiding something malignant like money laundering or something like. that in the past and then there i do think that republicans and democrats and conservatives and liberals and trump supporters and trump critics should agree that that material has to come forward because it would really go to his ability to execute his office. michael medved mid caesar gentlemen thanks so much for the conversation pre-shared

it to the middle east new deescalation zones came into force in syria today renu in hopes for a sustained peace in the country daniel hawkins has more on that tonight according to the agreement today on the third of august starting from midday local time moderate opposition forces as well as government troops will cease fire from all types of weapons will this latest the escalation zone as a result of intensive talks in aston are the kinds of capital and also incorrigible for deescalation zones discussed in total two are already in operation in southern syria this is the third one be put in place it encompasses around eighty seven towns and villages in those areas of syria one hundred forty thousand people living there so very substantial progress indeed now while the ceasefire covers effectively all sides and all weapons as we heard mentioned just there of course. exempt from both internationally recognized terrorist organizations and will be

fair game for all parties as always the rebels the moderate rebels in these areas they will be tossed with actually pushing them out as a general question cough said let's take a listen. so is this didn't go down this according to the agreement the moderate opposition assumes responsibility for pushing eisel and really it's out of the areas it controls. not only has russia played a key role of the negotiating table bridging these very major differences between these opposing sides they will suffer all on the ground russian military police will be observing the cease fire really closely they'll be separating the warring parties as well as controlling some crossings and checkpoints that also have a very important humanitarian role in making sure humanitarian aid medicine etc gets through to the areas where it's needed and facilitating the evacuation of wounded civilians they will also have the chance to be treated in russian field

much baltimore police are under fire after allegedly tampering with evidence newly released a body camera footage appears to show baltimore police officers planning drugs in a car this is the second time in less than a month baltimore police have been accused of tampering with evidence or to use trinity chavez has the latest on a body cameras were rolling during a traffic stop last november but newly released video of the incident has raised some serious questions the video shows seven officers searching a car for drugs and for thirty minutes they didn't find anything that was until they allegedly turned off their body cameras and then after some time passes the cameras turned back on. anyway check this guy for them and moments later a shocking discovery yeah. yeah couple. of hundred three contests that we took over here defense attorney josh inslee who obtained and released the video says the video suggests drugs were planted and the
