good evening france we start tonight with a high level meeting between two diplomats from the united states and russia secretary of state rex tillerson met with russian foreign minister surgery lever off during a meeting of the association of southeast asian nations over the weekend the meeting was the first since congress passed a new set of sanctions against russia rex tillerson criticized the damage done to us russian relations why alleged russian hacking into the two thousand and sixteen elections in the elections was certainly a serious incident we talked about it in the discussion we had with mr la roche yesterday and trying to help them understand just how serious this is and it has been that how serious it is days of the relationship between us and the american people and the russian people that this is created a serious mistrust. the secretary of state also said the united states would not

react to the russian decision to remove over seven hundred diplomats from the country until after september first foreign minister lavrov commented on the meeting emphasizing the rise in russia phobia in the administration of this in the pitch we explained the reasons for the decision we made after long expecting that the united states would not move towards further confrontation but unfortunately the recent phobic attitude in congress one analyst. for more on the future of russia u.s. relations we're joined tonight by jim jatra former u.s. diplomat jim always a pleasure likewise how can the united states and russia move forward with these sanctions as a backdrop it seems like both secretaries of state understand the severity of the sanctions but they also know how important it is to move forward how they're going to navigate through this i don't think they can't tell the truth and i think we're

personality to defy congress what powers does he have that would show the russians that he's beyond these sanctions that this was not his choice and it seems like tillerson and trump together have conveyed that this is not the route that they would have liked to have taken but they couldn't politically stop it what about all that was the first one that comes to mind he is the commander in chief of our armed forces and presumably he could do something for example to stop with some of the provocative behavior on russia's borders and territorial waters but actually we see in the wake of vice president pence's trip to a stone in montenegro in georgia the stepping up of nato exercises right against russia's territory so i again that's a that would be a good place to start but i don't see it does the trump administration the president himself have to reach out to the european nations to assure them that there will be good times with ian ited states despite these sanctions because as

you know some of them have already expressed their desire to side with russia on a number of issues that they they think these sanctions go too far and hurt their own economy the that would be a prudent step but again you wonder where is the the prudent sense of responsibility here what i what i see instead is recklessness let's keep in mind ed that whatever trump might try to do you could always anticipate well maybe they'll be another bill passed with a veto proof majority to shut off whatever avenue that is i again i'm not very optimistic all right jim jack trysts nice to have you with us jim thanks so much. the u.n. security council has unanimously agreed on a new set of sanctions against north korea the sanctions will target the country's economy in response to two ballistic missile tests in july u.s. ambassador to the u.n. nikki haley praised the severity of the resolution the price the north korean

leadership will pay for its continued nuclear and missile development will be the loss of one third of its exports and hard currency this is the most stringent set of sanctions on any country in a generation. in the response to the sanctions tour of korea issued a stern warning to the united nations and threaten the united states mainland with a potential nuclear strike meanwhile the foreign ministers of both south and north korea met briefly over the weekend in a failed attempt to normalize relations artie's election has further details tonight while these measures are indeed tougher than before they were adopted over the weekend by the u.n. security council and they involve ban on the exports of a lot of things that basically form the north korean economy such as coal and iron ore seafood and many many other things also including the reduction of the current numbers of north korean laborers working abroad and also prohibiting u.

joint ventures with people and investment in joint ventures with north korea obviously one of the biggest instigators of these sanctions was the united states and the u.s. ambassador to the united nations nikki haley said that this was the toughest set of measures against any country ever it does indeed look like that and it's also one of those cases where all countries members of the u.n. security council all fifteen members came together and voted unanimously even the countries which have not had. a stance as the united states when it comes to north korea such as russia and china in fact the russian envoy to the united nations mr new bands actually said that they do want the north korean bit of the korean peninsula to be denuclearized but at the same time by adopting this resolution it also russia also wants these six party talks to continue on the peaceful solution to this matter also we've had reactions obviously from pyongyang which reacted with

indignation said that there will be a righteous response according to the state agency to the new sanctions and also one of the officials quoted by the state agency in north korea said that if the united states things that it will be safe. by imposing these sanctions against pyongyang it's a wrong assumption so clearly tensions are running high but it's again not the first time that these sanctions came into fruition the biggest change to the sanctions this time is that it concerns the things that north koreans see as the main boosters of their economy and one of the biggest hits there would be the axe the ban on the export of coal because just last year the north korean economy made nine hundred fifty million dollars on exporting coal and still the budget of the country was one hundred sixty four to forty million deficit so apparently with this new band it will hit the north korean economy by at least four hundred

million dollars since they can or will not be able to export oil basically the only thing that the north koreans will be able to export this time is clothes which makes up about four hundred million dollars annually worth of exports but then again it's a really tough set of measures against the country this time and one only has to wonder how the economy will feel after that because north korea is a reclusive country it's a closed off state it's really hard to know what is actually going on there economy wise but clearly it is the seventh time that sanctions have been introduced by the united nations against north korea in just eleven years this time definitely the hardest time of all seven because the previous six times clearly did not stop north korea from holding the ball a ballistic missile tests and these new set of measures against north korea are in fact the response to the two missile ballistic tests held in july so we'll see how the situation develops and where there will be a more escalation of this already serious situation on the korean peninsula. for

more on the north korean situation let's turn now to the principal the trilogy advisers john john nice to have you with us tonight always good to be you know these these sanctions. it sounds like they're going to have a real strong impact on their economy what if it does doesn't that put kim jong un in somewhat of a desperate situation your thoughts on these sanctions and how crippling they could be i think we in the united states had in the west forget what kind of punishment the north korean regime the grandfather the father and now the son kim jong un have been willing to put their own people through basically and send a slave colony in order to prop up the regime i don't think these sanctions will have the kind of devastating effect that policy planners believe is probably going to have to ratchet up before we start to see any real reaction coming out of kim

jong un in a tangible way what does this mean no talks there will be no talks between the united states and north korea so word of this or does that leave us well unfortunately for us with diminishing options in terms of a more hopeful outcome the chinese i think a very much concerned about the economic sanctions that will hurt chinese businesses and chinese business officials they're probably also concerned about the possibility of ramped up sanctions that will prevent chinese businessmen from owning american real estate so the chinese are very much concerned there but it's still not enough to force them to take the kind of steps that we've would like to see out of china to try to paint in kim jong un look to see how they might denuclearize which is an almost impossible concept to imagine today or maybe either offer of kim jong un some type of a pseudo north korean state laid inside of china to live luxuriously in or

ultimately possibly assassination. well those are pretty extreme options there's no question about it but they're backed up possibly by this unanimous vote by the u.n. security council fifteen to zero including russia and china so china knows that they hold all the cards right now but it you get a sense that they like the fact that north korea continues to aggravate the united states because of all the nasty trade talk that's gone back and forth between the united states and china and the threats that have been made from the president himself with that being all of a backdrop where is the solution here outside of a military option which could be devastating in all only too hard to calculate the real loss of human life what's the solution there is some key experts said who understand north korea better than as i mentioned before most westerners who think these types of sanctions can actually affect regime behavior in

a positive direction two steps would need to be taken most likely one is that china would have to end its policy of providing free oil to the north korean regime to the north korean government that could produce to kind of public organic grassroots uprising against the regime the other option is of course to have the international community send back to north korea tens of thousands of north korean laborers whose remittances helped to prop up the regime as well then you could start to see not only the potential economic collapse but the elite military around kim jong un looking at alternatives or maybe overthrowing the leader themselves. john sinhalese great insight always pre-shared your time tonight thank you thank you and if you think that this isn't a big story worldwide hawaii's public schools will now conduct nuclear drills in response to north korean missile tests a wise emergency management agency recommended the drills in
