with at least twenty inches of rain which brought flash floods that swamp the already packed local shelters forcing hundreds of the residents who were in those shelters to retreat to higher ground the shelter of our civic civic center was overrun by floodwaters forcing people to stand on chairs and tables let's take a look at some cell phone video that was captured by an evacuee. we came here to see. going to get away. to get away from being trapped in our house and we end up being. exploited by small boats with a big speed toward. we don't quite know what it is coming in from every angle. the mayor of port arthur says the whole city is underwater and we have to keep in mind how polluted this water is there's everything from insects to garbage in there and many are also extremely worried about the damaging effects if there is

an accidental toxic leak but officials say that they're working around the clock to get residents to safety so far thirteen thousand people have been rescued but the harris county sheriff's office has confirmed two more deaths north of houston bringing the death toll to at least nineteen trinity you mentioned not only are the shelters overflowing now they're dealing with floods of their own how are officials responding to this. that's right while female reported that they have over two hundred and thirty shelters operating with over thirty thousand people in them but most of the shelters are nearly at capacity the energy convention center has opened its doors and that shelter will hows about ten thousand people officials said that everyone will have a cot to sleep in the lake with seventeen thousand mega church has also opened its doors but officials say that they are still thousands of people who need to be rescued and around thirty percent of harris county is under water between thirty to forty thousand homes have been destroyed along with over five hundred thousand

park the recommendation congress president trumps national monument review moves forward earlier this year president trump signed an executive order allowing national monuments sites like yellowstone to be reduced but water would make more federal lands available for mining drilling and development which has drawn opposition from conservation groups are just on has a story from los angeles that what kind of mining will be banned exactly yellowstone bridgette i don't know people are still mining there first of all just north of yellowstone this would ban gold mining now this comes up as a two year review of that area is underway now this is examining thirty thousand acres of land in montana just north of yellowstone in paradise valley and that's where two new gold mines have been proposed one of these has been proposed by a canadian based company called lucky minerals and the other by a washington based firm called crevice mining group now both of these involve

what exactly is the status of the review of lands which may be reduced under the president's executive order. so earlier this year is inky began reviewing twenty seven national monuments that could be affected by this executive order now pending the results several things could happen here first of all it could potentially reduce the limits on oil and gas production as well as undue protections for millions of acres of federal land or it could do the opposite and pass further protections for federal lands and i think he has taken measures like the ones in yellowstone to ban the mining of minerals but he has also recommended shrinking the boundaries of several other national monuments including oregon's cascade siskiyou and also utah's bears ears and grand staircase escalante and he has delivered a draft to the president just this week but that draft has yet to be made public so
