is this. apparently better than. the see heard of redacted the next president of the world bank very. seriously some of. the. syrian government forces with russian support free take a key fortified area held by islamic state and he says he. paving the way for its liberation that comes following the lifting of the terror groups three year long sea which also this hour the russian president wanting pressure on pyongyang will not solve the north korea crisis. let's not be driven by emotion and push north korea into a corner. and rested on suspicion of crossing a terror attack during raids in the paris suburbs it follows the tension of six suspected arson affiliates by spanish a moroccan authorities. hello
12:01 pm
there will be watching our international start this hour with that breaking news because from afghanistan because a suicide bomber has reportedly blown himself up in front of air base the united states main military base in the country the number of casualties is currently unclear although local sources say as many as four people may have been injured in the taliban has claimed responsibility for the attack it does come after a u.s. military leaflet caused outrage among locals for containing material insulting to muslims american officials later apologized for the incident. syrian government forces backed by russia have recaptured a large fortified area held by islamic state in the city of de result.
12:02 pm
you. well after retaking the position syrian troops found a network of tunnels containing weapons medical supplies and food it's also emerged that the area was mainly defended by terrorists from the support sorry it republics and also russia on tuesday a russian warship targeted the militants there helping the syrian army stormed the fortress of the latest operation as part of a larger campaign to totally force eisel fighters out of deer is all which has largely been occupied by the terror group for the last three years since then it
12:03 pm
has become one of the largest pockets of extremist forces in syria. you're. like oh you are god. well these pictures here of government reuniting after the siege on the city was fine and nifty one had been trapped inside for all that time more now on the liberation campaign his. people of duress or won't have to pray for these to appear in the skies anymore for three years air drops with their only lifeline and they prayed for what was really just a handful of syrian soldiers to never let the city fall completely to islamic state while i salute used any means absolutely anything to take their resort it's all
12:04 pm
over now but nearly nine months ago a sea of eisel all around the city and beyond how the country and black as you can see on this map since that point it's only been shrinking two thousand and seventeen so far a nightmare for islamic state and syria i'll break down the milestones for you number one palmira. the city with more than three thousand years of history had really been caught in a tug of war before march when the syrian army with russian air support took full control number two the city of rock the one known as the capital of the self-proclaimed caliphate.
12:05 pm
no more capital in iraq looks like the terrorist commanders ran from there and thanks to the efforts of the kurdish units and other u.s. led coalition fighters the hottest in the city are fully surrounded number three breaking the siege of the errors or. this was one last chance all the remaining war might be had to offer off it went to deir ez-zor according to russian army intelligence crossing islamic state in this area is the next step time to check up on the map now that's progress three black traces left the rooms of the self-proclaimed caliphate international affairs commentator john feinstein says that i so still poses a very real threat is foreign fighters may start heading back to their home
12:06 pm
countries. the war is long way from being over i mean the isis fighters particularly one so foreign will gradually if they've not been captured filter back to their home countries and of course america start doing terrorist activities didn't close as large britain where we've had three days of summer in barcelona or in berlin or in france the threat is still very much alive as the isis is losing territory in syria it's not losing all its manpower. well another syria related story that's also grabbed the headlines this wednesday with a new u.n. report accusing me a sad government of using chemical weapons against civilians and trains it was responsible for an attack a needly province back in april we'll have the details on that story a bit later on in the program. the russian president says sanctions and mounting pressure will not solve the north korea crisis is playing young man feels is being backed into a corner that it may putin made the comments after speaking with south korea's
12:07 pm
leader at least an economic forum in the russian city of ready for stock from his hawkins. it's foremost primarily a place for business and trade interests to find common ground but as you say there's only been one thing really hanging over the four and one key thing on the agenda and that's been the korean crisis the crisis on the korean peninsula and president putin of south korea half an hour concluded the talks they've done a joint press conference where putin again as russia's position has been over the last weeks and months that diplomacy negotiation was the only way long term to solve this crisis take a listen it's obvious that the korean peninsula problem can't just be solved using sanctions and pressure it's impossible let's not be driven by emotion and push north korea into a corner. now it's evident that there are some differences between the south korean
12:08 pm
and the russian position here the south korean government of course do favor a strengthening of u.n. sanctions against north korea particularly targeting the oil sector something that will very much appreciate as an escalation in this crisis the russians of course have favored diplomacy negotiation long term and that still seems to be the case aside from that it's very much business as usual here for quite literally there's delegations here from over fifty countries several thousand people in attendance here hoping to sign trade and business deals last year that equal about thirty two billion dollars so very much significance in the asia pacific region where russia and china did offer their solution to the standoff over north korea at an emergency u.n. security council meeting on monday moscow and beijing proposed what is being called a double free initiative under the plan north korea would stop its nuclear and ballistic missile tests and then in return the u.s. and south korea would hold their joint military exercises however u.s.
12:09 pm
dismissed the proposal as insulting washington said it will continue to deploy troops and weapons to the korean peninsula one top u.s. army if the. says that that to address pyongyang's self destructive actions america's deployment of hardware includes aircraft carrier strike group anti missile ships as well as fighter jets and helicopters and washington so are reportedly preparing to hold more military drills south korea may also ask the u.s. to redeploy its nuclear weapons to the pin enchanters jackley now reports south korea is currently eyeing a possible redeployment of u.s. nuclear weapons on its territory which if approved would bring the military buildup around north korea to the highest level. we would need to find realistic countermeasures by reviewing all the political military options in the serious security situation with north korea's nuclear and missile threats but the question is will this drastic move have the desired effect of making north korea backed out
12:10 pm
well of the past few months have taught us anything now but being young and washington are nowhere near to dialing their saber rattling back only raising the stakes higher and higher kim jong un shows no such understanding his abusive use of missiles and his nuclear threats show that he is begging for war any threat to the united states or territories including. or our allies will be met with a massive military response. the president reaffirmed the commitment of the united states to defending our homeland territories and is using the full range of diplomatic conventional and you can you capabilities so disposal so as a nuclear option the next step would trump make that call looking back trump has always had a rather shall we say unconventional approach to nuclear weapons during his iconic one thousand nine hundred interview with playboy he confessed nuclear war was on his mind and it seems the idea hasn't exactly gone away first of all you don't want
12:11 pm
to say take everything off the table just you know better go shoot or if you do this nuclear weapon nuclear should be off the table but with be a time when it could be used possibly the trouble is when you said earlier even america's oldest allies can't count themselves one hundred percent safe can you tell the middle east or not use the nuclear weapon i never say that i would never take any of my car just to take about europe we won't use and you're not going to take it off today you might use it in europe you know and surprisingly trump wants the u.s. to expand its nuclear arsenal because apparently if you're going to have nukes you better have more than everybody else it would be wonderful a green would be that no country would have no. but if countries are going to have nukes we're going to be. at the top of the pack yes for every major world leader at the option is always on the table and to be fair trump has said that it's highly highly highly highly unlikely he would resort to nuclear action and prefers a world without nukes but even if it's just about scaring the enemy when nukes are dominating the thought processes of kim and trump the rest of the world would
12:12 pm
appreciate more predictability and transparency in the thought process. r.t. washington d.c. . tonight now two men have been arrested in a suburb of paris on the suspicion of plotting a terror attack the news comes just hours after it was revealed that spanish american authorities to tell us six people with alleged i saw a link. has more or two men have been arrested and will be charged with terrorise. some offenses the men were arrested in an apartment in the south suburb of paris school view zhou if now what we understand is that a maintenance worker or plumber had been in the apartment fixing a problem then had to looted the authorities to suspicious materials in that apartment now when the police raided that apartment they found materials that could be used to make explosives and bombs such as gas canisters and wires now. the situation becomes even trickier when we understand that one of the men arrested
12:13 pm
apparently has admitted during his questioning in custody that he had been selling bullet proof vests to another man who is a suspect in a murder case here in france and he is also under suspicion of planning terror activities against churches here in france that's the latest on the situation here in france meanwhile spanish forces have arrested six people who are alleged to have links with eisel or islamic state we understand that one of those arrests took place in a city which is in the spanish territory next to morocco and the other arrests took place in morocco all of those six suspects five on moroccans and one is said to be a spaniard and what we understand is those individuals were arrested today suspected of being involved with ice or islamic states and we understand from police sources that the suspects had been holding nightly meetings including
12:14 pm
holding terror training sessions in which they were simulating assassinations that's come from police sources but we have also heard from the police that there were no apparent links between this alleged terrorist cell in the city of millia and the terrorist cell that carried out those attacks just a few weeks ago in barcelona and income on the mainland of spain. are you watching our stay still to come this hour a u.n. report claims that the syrian government used chemical weapons against civilians we'll have that in detail after the break. in case you're new to the game this is how. the economy is built around. washington washington meet. the. voters elect the businessman to run this country business equals. boom bust it's
12:15 pm
not business as usual it's business like it's never been done before. seems wrong. to shape out. and in. the trail. when some find themselves worlds apart. to look for common ground.
12:16 pm
here with a report out today from the u.n. accuses the syrian government of using chemical weapons against civilians it also blames it for a sarin gas attack and i will need province with the details his. the united nations syria commission has issued a report in which it found that there was a chemical attack that was carried out back in april in live and that those responsible were government forces using sarin gas against the civilian population they based the contributions first and foremost on interviews with eyewitnesses victims and medical workers they also used videos and photographs but what is important is that the investigators themselves did not travel to the scene of this attack and not at the investigators of a previous report that was conducted by the organization for the prohibition of chemical weapons the o.p.c. w and the findings of the o.p.c. w. report also used by the u.n.
12:17 pm
commission as of this time around but what is also important here is that the o.p.c. w. reported not assign blame it really was investigating whether or not this attack took place so what this means is that the question of who is to blame who is responsible is still open now the united nations reported not only focus on this alleged chemical strike it also looked at the question of civilian casualties due to the coalition air strikes in syria and what is not clear is why they mixed these two topics together particularly because the coalition civilian deaths constitute an important part of the report and they are based on solid evidence not least because that evidence is coming from the coalition forces themselves they have a detailed look at civil cases that are confirmed by the coalition forces and you have the coalition as meting to killing more than six hundred civilians although
12:18 pm
activists say that that number goes into the thousands now a huge chunk of those you report is devoted to this question of civilian deaths caused by the coalition forces and only what's at the end of the report. is the main ssion about this chemical attack and yet despite this on twitter the united nations has called those a report into the use of chemical weapons in hind sight couldn't and not a report into civilian casualties that were caused by the coalition forces in syria where this report deals with a number of issues arguably the majority of the report the main emphasis of the report is on the what it suggests are unnecessary or excessive civilian casualties caused by primarily u.s.'s strikes around iraq or for example and even in the province earlier this year talks about a specific strike on a mosque which it found which it says actually happened and caused unnecessary civilian casualties almost as an extra item it talks about the concho clean attack
12:19 pm
it mentions that oh it blames the syrian air force for that but when we look at media coverage of this in the west it's almost certainly will fit into what we've seen is a consistent pattern over the entire span of the syria war and indeed other conflicts . now in her latest memoirs an indignant hillary clinton expose what went wrong in her rollercoaster presidential campaign ahead of the book's release next week it has or will emerge that she does take aim at both bernie sanders her democratic opponent and trump let's get some more details from kalamata and he joins us from new york. one of the juicy details can you tell us kelly. well it's quite a buzz of anticipation as people await the release of hillary clinton's forthcoming memoir now the publisher simon and schuster tells us that the book is five hundred twelve pages long and only
12:20 pm
a small portion of the book has been made available to the public at this time but that small portion is causing quite a stir in one section that has been released she accuses bernie sanders her opponent in the democratic primary of creating lasting damage and she goes on to say that throughout the primaries every time i wanted to hit back against bernie sanders attacks i was told to restrain myself and that she quote felt like she was in a straitjacket and she of course goes on to attack president donald trump and she refers to him using the word creep saying that he was a creep and that he quote loves to intimidate women now and donald trump has already tweeted about hillary clinton's new book tweeting some comedic memes mocking the title the title of the book is what happened tweets i mean it says i happened mocking mocking hillary clinton's title now the book is set to be released on september twelfth and like i said before it's five hundred twelve pages and
12:21 pm
we've only seen a small section of it many people are wondering what new revelations might be revealed in this forthcoming memoir by hillary clinton. ok i'm sure you've all had yours colored thanks very much there was a colored mock in there from new york. and other news the e.u. is putting together a program to help to better deal with migrants that is supposed to cover cultural diversity brought by the newcomers their rights obligations and what they contribute at the e.u. has pledged three billion euros in aid for syrian refugees visa free travel for turkish citizens and fast track e.u. membership talks that's in return for turkey agreeing to stem the flow of migrants to greece let's get the thoughts now of dr hussein bag she joins us from the middle east technical university good to have you on who say i'm sure this is well meaning in everything but some people might point and you know is the e.u. in a position to offer advice considering the migrant problems that they have at the moment
12:22 pm
. i think the migration problem is a future problem also for european union as for others for turkey at the moment the problem seems to be settled down a bit but it will continue and maybe there would be another wave of my ground turkey in the future we never know you what is going to happen in the middle east but the fact is turkey and the european union signed this agreement in two thousand and fifteen march eighteen and their european union promised to turkey to have to contain this three point five million syrians in turkey and the promised. money was more than three billion dollars until now definitely there is a mechanism between turkey and the european union on how to spend this money which
12:23 pm
is under control of the european union and turkey has no direct if you want impact how this money is distributed turkey's making purred projects and the european union support this and it will be applied i would say on to now it function with all the critics very proud the question is now how turkey and the european union will continue to deal with this problem and the ressam discussions that churches share u.d.p. and you know relations will be cut of all break down and turkish membership is questioned there are all the political statements but on the field between turkey and the european union there are a lot of troubles which can only be solved if the dialogue continuous if there is not dialogue how can we solve this problem from this perspective i will say. p.n.
12:24 pm
. the union side has to think twice before somehow. put sanctions or punish turkey it has a lot of problems for the future of both sides if there is no country ational for political economic and scientific dialogue so from this perspective i will see the european union's critique towards turkish president and the turkish government could be justified in several towns but the migration issue is one of the key issues where two sides have direct domestic political and psychological effects from this perspective i will see the union should continue to improve the conditions of migrants in turkey and to
12:25 pm
prevent the new wave of my grounds why are turkey. contrary to. what turkey has done on till now once again can be criticised to a certain degree about turkey is the only kountry rich has more than three point five million migrants to keep in the country to support them and to educate the children of all those people more than one million people ok i. really appreciate you coming on to our fame fortune we've run out of time now but that was dr hussein back chief from the middle east at technical university thank you. before we go this hour remind of our breaking news from afghanistan a suicide bomber has reportedly blown himself up in front of. the united states' main military base in the country the u.s. military says the attack course the small number of casualties but has not yet given any further information the taliban has claimed responsibility for the attack
12:26 pm
the militants say was in retaliation for an american military leaflet they caused outrage among locals for containing material insulting to muslims u.s. officials had apologized for begins to do it. so that brings you up to date so far today here in our we'll have more news and how often. i was. i. was. was.
12:27 pm
how bad can it get how low can russia u.s. relations go at this point it's anyone's guess but one thing's for sure donald trump's call for better relations is now dead in the water. mark zuckerberg at facebook. arguing about artificial intelligence is going to destroy the world. maybe we'll mark zuckerberg is already the world so much as each year let's.
12:28 pm
greetings and salutations september is finally upon us the kids are back in school university is starting up again the league will soon be turning beautiful colors and here in the united states our lovely elected officials in congress head back to capitol hill to you know look busy talk a lot and ultimately not really do much of anything but one country that is talking a lot lately is north korea they they also appear to be doing quite a bit over the weekend it was confirmed that north korea executed its six and most powerful nuclear tests to date according to the guardian the underground blast triggered a magnitude six point three earthquake it was more powerful than the bombs dropped by the u.s. on the road and nagasaki during the second world war yes the ongoing game of threats and missile tests between the united states and north korea continues to escalate with neither side pulling back on the rhetoric or saber rattling but the
12:29 pm
question that is going to be asked is where where where does all this bravado go what is the endgame for either side what a mother united states sponsored military executed regime change which would would not come without a certain amount of irony a tad. given the u.s. sponsored regime change is exactly what north korea's internal great leader style power structure has been built upon since the one nine hundred fifty s. in the korean war and for a student wonder stands the real history of the united states you can't exactly blame them remember it was the united states in the soviet union who split the country into along the thirty eighth parallel remember it was the us who slaughtered an estimated one fifth of north korea's entire population through carpet bombing during that war which still technically hasn't ended fear is what has kept king.
