8:01 pm
evening friends we start tonight with category five hurricane irma and it's a monster erma has become one of the strongest storms ever recorded in the atlantic ocean with winds up to one hundred eighty five miles per hour and they're not backing down the storm is plummeting puerto rico as we speak and is expected to make landfall in florida on sunday for more on preparations across the state of florida in the region we go live tonight to marina port in miami marina. ed mandatory evacuations of the florida keys went into effect at seven pm this evening all residents are being explicitly instructed to leave the area meanwhile individuals with special needs began evacuating from miami this morning city officials are advising residents in a few other counties like broward to leave but so far orders are voluntary mandatory evacuations of low lying areas are expected to be announced in the next twenty four to forty eight hours as erma draws closer to the sunshine state now
8:02 pm
officials are urging all floridians to pay close attention to local alerts and follow of occupation directions some grocery stores meanwhile have been struggling to keep water and clean it can foods on shelves as residents stock up on hurricane supplies tuesday evening for gas stations i visited had run out of gas and this morning drivers throughout the region waited in long lines to fuel up florida governor rick scott has described erma as bigger faster and stronger than hurricane andrew. we are being very aggressive in appropriation but this storm and every fluorine should take this seriously and be received to protect their family i cannot stress this enough do not ignore evacuation orders remember we can rebuild your home but we cannot rebuild your life. now hurricane andrew i want to remind our viewers hit florida twenty five years ago killing more than sixty people and damaging some sixty eight thousand homes and while florida officials currently

remain concerned about causing storm surge and extreme winds throughout the state a major concern in miami is the dozens of construction sites and cranes throughout the city miami officials say the tower cranes hanging above residential areas are not designed to withstand a category five hurricane according to the department of buildings the arms of cranes are not tied down and pose a potential danger to residents living in nearby buildings there are so many cranes throughout miami they've basically become part of the city skyline if one hundred eighty five mile per hour winds blow against those heavy structures the damage could indeed be catastrophic going to be amazing no doubt about it be safe thank you marina appreciate it tonight and turning to politics president trump struck a deal with democratic congressional leaders today to increase the government's debt ceiling through mid december the deal was opposed by many republican group
8:04 pm
rational members including speaker of the house paul ryan the agreement also covers crucial aid for the states impacted by hurricane harvey. we had a very good meeting with nancy pelosi injection. we agreed to a three month extension on debt ceiling which they consider to be sacred very important always will agree on debt ceiling. automatically because of the importance of it also in the us and also in harvey. which now we're going to be adding something because of what's going on in florida we had a very good meeting we essentially came to an end of the deal the president has given congress six months to come to an agreement on dakka president trump tweeted this morning that he would return to the matter if congress failed to pass comprehensive immigration reform on air force one this morning the president emphasized the need for immigration reform and for an updated data. so you want
8:05 pm
to see one six to see what happens i want to see what happens in congress i have a feeling that's not going to be necessary i think they're going to make a deal i think congress really wants to do. even surpassing i just think she'd like to see something where we have border security and we have a great. transaction where everybody is happy and now they don't have to worry about it anymore because obviously as you know before it was not a legal deal it was a deal that wouldn't held up and didn't hold up. and even president obama when he did it when he signed it he said this is obviously not something that since he called it short term special counsel robert muller is meeting resistance to the russian investigation on capitol hill earlier this summer a lawyer with muller's team was denied a transcript of an interview between senate staff and former trump campaign chairman paul manner for chairman of the senate intelligence committee richard burr believes the documents are not relevant to his investigation but shapiro says
8:06 pm
somewhat differently than we are that with any criminality. we will see him in russia meddling in our elections and potential collusion of either campaign. not interested in that. we extend the same courtesy. and we will continue to do that now by house intelligence committee has subpoenaed f.b.i. director christopher ray and attorney general jeff sessions the committee has requested documents related to a dossier on president trump by september fourteenth the age of the f.b.i. director did not comply with the earlier deadline set for september first for more on all of this we go to our political panel tonight mitch caesar former democratic party chair of florida and also amy tarkanian former nevada g.o.p. chair great to have both of you with us tonight mitch you're an attorney this stalling of documents what's happening here i do you see it. well it's pretty bizarre i have to tell you it's interesting because the special prosecutor is
8:07 pm
making certain moves in the republican controlled senate intelligence committee is more or less preventing it paul manna for its attorney has requested according to the senate intelligence committee staff that they not turn over certain documents when's it the business or even the legal impact for a person to tell the intelligence committee that they can't release documents there there and that has been made part of the your private record for the moment they're playing a lot of different things or that has to do with meeting a trump tower with jared cushion or and it's beginning to unfold more and more to ravel amy the president chuck schumer and nancy pelosi get together on debt ceiling aid for harvey and also a continuing resolution is this a new day dawning how do you read this so a lot of republicans reportedly are not happy in fact the president said yeah they're not happy but they're happy enough how do you see it. well it doesn't come
8:08 pm
as a surprise because you had. you had the new chain actually earlier actually say that this was going to happen so i don't see why republicans are shocked i know that there were some members of the freedom caucus that weren't so thrilled with the idea of combining the two issues. but it doesn't surprise me and actually it's probably a good thing to see finally democrats and republicans coming together well the republicans have campaigned amy for years about the federal budget deficit and the debt never thing else and now here they are going along with this in some corners in seeing their president go with democrats not a political issue. well let me just put it this way i mean it could have gone several different ways you could have had either just a clean bill or you could have had where you had spending reform actually attached to i know that was one recommendation as opposed to having to raise the debt ceiling but then once again secretary mineta and said that in order to give the
8:09 pm
amount of funding needed for the people of texas we were going to have to raise the debt ceiling now me as a republican i don't like hearing that but if that's the case then if that's the way you know it has to go this route so that way those people can get the help that they need at a quicker pace so be it they're connecting it to hurricane aid which is out of political death still i mean that good on him for a while well it's hard to tell at this point listen donald trump's model his brand is he's a deal maker and it's something he has failed to be able to successfully portray for is entire presidency this shows he's willing to make a deal even with democrats he's willing to do that he annoyed some of the republicans on the right but he got his deal and perhaps even playing to a larger game down the road putting together a grander deal and saying look i'm trying to work with all parties amy let's talk back on for a moment is the president softening his position on this was this move just to get
8:10 pm
congress to do something or does he really want to deport people. no i don't believe anyone wants to deport people at least not not the people i speak with it's a very unfortunate sad situation you know you had a president who unfortunately took the executive route executive order route and it was unconstitutional which actually made this a bigger mess so now we're left to try to clean it up and try to help these individuals still continue on with their lives now whether that be. you know just there's so many different ways to reform the immigration system but it's a huge uphill battle do you think the president is mean when we're looking at is the president calling their bluff i mean he's obviously trying to get something done but it's been called heartless by chuck schumer no i didn't know obama went into this well this this once again force is the democrats and republicans who have
8:11 pm
been in office for so many years that have actually been sitting on this and just let it continue instead of trying to fix that they're now being forced to have. this six month window span where they have to talk about this and get this accomplished and they got to doing good they're going to done mich. it's a big question i think you're right there where i think it's it is a set up in the context that if they fail he could say look they failed remember congress has a lower approval rating that even than the then president trump does if they accomplish it he finally has his first legislative victory if they fail will say hey these guys can get their act together and put it dumps on them all together i think there's a good possibility you get done but he's in effect doing it this way he's insulated himself from failure no doubt caesar amy tarkanian great to have both of you with us tonight thanks so much. president trump was in north dakota today in a push for tax reform the president believes north dakota
8:12 pm
a state with billions of dollars in budget surplus serves as an economic model for his plan a surprise guest on air force one with the president was the state's only democratic senator heidi heitkamp manila chan is been following the story and joins us for more tonight that was an interesting mix oh it sure was but the president though not probably not too surprising chose to speak at an invite only event at the north dakota oil refinery north dakota as you know is an oil rich state which has been very business friendly proof in the state's budget surpluses in the billions as you said and he called his new plan the american model. now today the president spoke about simplifying the u.s. tax code and cutting across to cutting taxes rather across the board for both people and local businesses he also called me as state tax the death tax and said it was a tremendous burden that crushes the american dream under our plan ninety five
8:13 pm
percent of americans will be able to fill their tax and file their tax returns on a single page without having to keep receipts fill out schedules or track angelus paperwork we're giving hardworking americans their time back and we're giving. them their money back. second we will cut taxes for middle class families this is a major major tax cut the biggest since ronald reagan and the president is getting a political bomb from the u.s. chamber of commerce lobbying group which is set to launch a multi-million dollar multi-state campaign starting in new york looking to woo bipartisan support and heidi heitkamp the democratic senator from north dakota is
8:14 pm
known for standing her own when it comes to voting on policy and with her reelection to the senate at risk high can't may be looking to show her mostly republican constituents that she's willing to work across the aisle especially on the subject of cutting taxes for the average american and i'll add the president went on to rail about the present tax code calling it a waste of time a waste of money he reiterated his goal of bringing u.s. businesses who moved offshore back stateside creating jobs of course here back home we didn't hear any specifics about the details of the plan but we did hear the goals and the outline so we'll be looking to see what those steps will be in the coming weeks getting a tax cut in washington is one of the easiest things to do i think at the white house republicans of the senate and the house they ought to have smooth sailing learing no doubt thanks but no washington has said it will continue to deploy troops and weapons to the korean peninsula south korea may now ask the united states to redeploy nuclear weapons to the dance floor meanwhile protesters have
8:15 pm
clashed with police in south korea over the deployment of bad missiles or to jacqueline bogo reports tonight. you know the. it's reported that there are around four hundred demonstrators there who were protesting the deployment of four additional rocket launchers of the u.s. missile defense system and they clash with the police now the protesters protesters reportedly trying to break into the administrative building of the u.s. base but were unsuccessful the local media has reported that dozens of residents and several police officers in fact have been injured in this class clashes and they've been taken to a nearby hospital a number of arrests have also been made at the demonstrations around eight thousand policemen were sent to the area in the south of the country near the future site of the rocket launchers some three hundred kilometers southeast of the capital now
8:16 pm
america's deployment of hardware includes aircraft carrier carrier strike group anti-missile ships as well as fighter jets and helicopters now the protests follow an announcement by the south korean defense ministry to add the rocket launchers designed to protect south korea from the threat of north korea but south koreans have long objected to their installments not wanting america to increase their military presence in the country fearing the move could move to only further escalate the crisis and likely make them a primary target should kenya decide to attack and they are of course not alone in their disapproval of thousands deployment in south korea both china and russia have strenuously opposed installment viewing the move as undermining their security interests the step past sunday north korea tested an underground hydrogen bomb prompting the speed up of the program which the u.s. will consider a win as they have long wanted more control in south korea but the move itself is
8:17 pm
clearly leaving few others happy and russian president vladimir putin says sanctions and mounting pressure will not solve the north korean crisis but where putin made the comments after speaking with south korea's president mugabe in that in eastern economic forum in the russian city of lot of awestruck you'll hawkins says the details tonight it's. almost primarily a place for business and trade interests to find common ground but as you say there's only been one thing really hanging over the forum one key thing on the agenda and that's been the korean crisis the crisis on the korean peninsula and president putin and south korea half an hour concluded their talks they've done a joint press conference with putin again as russia's position has been over the last weeks and months that diplomacy negotiation was the only way long term to solve this crisis take a listen. it's obvious that the korean peninsula problem can't just be solved using sanctions and pressure it's impossible let's not be driven by emotion and push
8:18 pm
north korea into a corner. now it's evident that there are some differences between the south korean and the russian position here the south korean government of course do favor a strengthening of u.n. sanctions against north korea particularly targeting the oil sector something that will very much as an escalation in this crisis the russians of course have favored deploying we've seen it go she should long term and that still seems to be the case aside from that it's very much business as usual here for quite literally there's delegations here from over fifty countries several thousand people in attendance here hoping to sign trade and business deals last year that equaled about thirty two billion dollars so very much significance in the asia pacific region. for more on the situation in north korea tonight we're joined by jim jatra former u.s. diplomat jim nice to have you on board united flight amir put down he seems to be are merging as a possible problem solver here there are reports that he may end up meeting with
8:19 pm
some north korean representatives that of course would be something no one else on the globe has done from a superpower perspective what's evolving here what do you make of it well i think look if he could pull a rabbit out of his hat on this and talk to both careers and put something together . as opposed to the impasse we have now it would be really something i think that's going to be a very tall order because frankly i don't think the south koreans are really independent actors here and that to a very great extent their options are determined from washington and i don't see them pulling apart from us there was a split between the president of south korea and president putin and that was on sanctions the south koreans that's what the saying it's how big a deal is that i don't think is that big a deal because the chinese and the russians won't go along with the sanctions the what the president moon of south korea says really doesn't matter in this context so the elevation is taking place the united states is willing to arm south korea
8:20 pm
and japan and sell arms to him and they're even talking about nukes on the peninsula. where where is the default and did the deflation in all of this is there isn't and that's why i think you see these demonstrations now in south korea with the completion of the thread deployment of all we're getting is threats of counter threats and it doesn't seem to is any deescalation scenario that anybody in washington is entertaining no lawmaker on either side of the aisle in this town is standing up saying president trump this is what you need to do. i find that really interesting no one is going in front of cameras to say and let's put a diplomatic team together not to say that that's the answer but there is no solution of coming from capitol hill why not i a couple things what is i think the idea has been so thoroughly discredited not deservedly so but discredited in the in the in the political imagination in this town that dialogue is bad that's what led us to that's that's what obama did and i
8:21 pm
don't see the democrats changing the. narrative either and frankly i maybe i'm a little bit too conspiratorial here ed i think a lot of people would like to see a disaster they can blame on donald trump well donald trump is now talking about trade barriers the you win is also considered an oil embargo how much more financial strain can you put on an isolated country already do you think the u.n. security council will go along with an oil embargo on north korea and of course not and that the russians have said no already the chinese won't go along with it but the real sanctions argument is not so much with the security council can do to north korea but what that united states will consider saying sions against china in particular and the chinese are not going to do anything that's contrary to their national security interest which is to bring down the north korea what more can president trump say without taking action that we've never seen saber rattling at this level arms sales to countries in the region trade threats of deals being you
8:22 pm
know the trade deal with even south korea we've got a terrible steel situation with south korea they're dumping on our market yet we're supposed to be protecting them against the north this is the strangest scenario that i think the world's ever see it even though we spend a bigger percentage of our g.d.p. on military and south korea does which is right there next to north korea with forty times their g.d.p. if they don't pony up for their own defense but they do eat our lunch when it comes to a trade deal look that could be a back door for president trump to start talking a trade deal with south korea. maybe that forces the south koreans to divorce themselves a little bit from us and pursue their own interests here right now i think they're stuck is it too much of a risk for the president of the united states to say and i'm going to seoul i don't think it's too much of a risk but i would it would be too much of a risk is independence that nobody wants to take and certainly the people of vising the president say why not consider other alternative wind on this double to double freeze offered by the chinese it's always
8:23 pm
a pleasure great to have you with us syrian forces have forced isis fighters out of the city of delos or to government army brigades were reunited after the siege was lifted heliotrope go has more on all this tonight the people of doors or won't have to pray for these to appear in the skies anymore for three years air drops with their only lifeline and they prayed for what was really just a handful of syrian soldiers to never let the city fall completely to islamic state while obviously used any means absolutely anything to take their resort it's all over now but nearly nine months ago a sea of eisel all around the city and beyond how the country and black as you can see on this map since that point it's only been shrinking two thousand and seventeen so far a nightmare for islamic state and syria i'll break down the milestones for you
8:24 pm
number one palmira. the city with more than three thousand years of history had really been caught in a tug of war before march when the syrian army with russian air support took full control number two the city of rock the one known as the capital of the self-proclaimed caliphate. no more capital in iraq up looks like the terrorist commanders ran from there and thanks to the efforts of the kurdish units and other u.s. led coalition fighters the hottest in the city are fully surrounded number three breaking the siege of errors or. you know if.
8:25 pm
this was one last chance all the remaining war might be had to offer off it went to dare resort according to russian army intelligence crossing islamic state in this area is the next step tom to check up on the map now that's progress three black traces left the rooms of the self-proclaimed caliphate. a report from the united nations is accusing the syrian army of using chemical weapons against civilians or to use paula sawyer with the story tonight the united nations commission has issued a report in which it found that there was a chemical attack that was carried out back in april in and that those responsible government forces using seven gas against the civilian population they face on occasions systems on interviews. with eyewitnesses victims and maybe called workers
8:26 pm
they also used videos and photographs of what is important is that the investigators themselves did not travel to the scene of this attack and not that investigators are even still call it that was conducted by the organization for the prohibition of chemical weapons the open the c.w. and the findings of the o.t. c w of course also used by the un commission is this time around but what is most important here is that the o.p.c. w. recall did not assign blame it really was investigating whether or not this attack took place so what this means is that the question of who is to blame who is responsible is still open now the united nations reported not only focus on this alleged chemical strike it also looked at the question of civilian casualties due to the coalition air strikes in syria and what is not clear is why they mix these
8:27 pm
two topics together particularly because the coalition civilian deaths constitute an important part of the report and they are based on solid evidence not least because that evidence is coming from the coalition forces themselves they have a detailed look at civil cases that are consumed by the coalition forces and you have the coalition as meting to killing more than six hundred civilians although activists say that that number goes into the thousands now a huge chunk of those you report is devoted to this question of civilian deaths caused by the coalition forces and only what's at the end of the report is they mention about this chemical attack and yet despite this on twitter the united nations has called those a report into the use of chemical weapons in han shy couldn't and not reports into civilian casualties that were caused by the coalition forces in syria. and a final note tonight we're pleased to announce or to america is well. buried and
