rule g.o.p. leaders even his own treasury secretary to reach agreement with democrats on funding the u.s. government and raising its debt ceiling all in apparent effort to get much needed recovery money on his way to those affected by hurricane harvey the three month deal on funding now heads off a government shutdown until sometime in december where does the g.o.p. in the president go from here what battles this is set up for later let's talk about it with representative joe di arrington republican of texas the chairman of the economic opportunities subcommittee of the house committee on veterans affairs he also serves on the house agriculture and budget committees and he joins me from statuary hall in the u.s. capital what do you make of this relief program seven point eighty five billion for hurricane harvey did you vote for it. i did vote for it larry and my fellow texans that desperately need this first phase of funding and they need to

quickly and i'd prefer to have the debt ceiling. peeled off for that for the broader funding discussion and debate so we can get some structural reforms and and and how we spend the taxpayer money but my understanding is that you would need to raise the debt ceiling in order to ensure that the folks in the gulf coast get the money they need so you can play politics with people lives voted for it i support it and get it there soon enough that's seven that's nearly eight billion that's just a down payment is the government expected to pony up more although definitely you know my last stand in the bush administration was the long term rebuilding of the gulf coast after katrina which as you know cost about one hundred forty billion dollars this is going to cost at you know tens of billions more could be upwards of one hundred forty billion this is this is the first phase they'll be targeted funding as we go and as we know more. and unfortunately i think this is going to be

this is historic storm historic flooding and i think we should expect historic resource needs for our friends and fellow americans in the gulf and you might be. you know it's just devastating to contemplate hitting and having another devastating natural disaster we are praying that it's it's diverted and the effects are limited but yeah it's just. all this happening at once it's not good but again our thoughts and prayers are with the men were preparing to do what we need to do here in congress again to come alongside of our fellow americans. on something they quite frankly no one has control me a bill goes through the senate is expected to be good legislation clearing the debt ceiling. president in favor of the. bill. well i'd i would prefer that the debt ceiling be separated so that we can talk about

that broader discussion of reforming our spending reducing deficit and our national debt because larry i think that's the biggest threat to the future of the of the of our of this country in the future for my kids in america but. my understanding is that that in order to assure that the gulf coast gets the much needed emergency relief funding that we have to raise that debt ceiling and and if it's in the sesame they get the money that i'm for it but otherwise i would not be for it but again necessity and the practical reality is going to drive that one and my main focus is making sure those folks get the resources they need to help them in this first phase of recovery that will be in a soon to be leaders in your party are against. well i think most of us are against coupling this debt ceiling with the funding but when you when you understand that with that. raising the debt ceiling you can't get

a met that eight billion dollars or you might put it in jeopardy or you might stall at that point you know i hope every texans in on that and i hope most of my republican colleagues around him not ideal i'd prefer to have the broader funding discussions and the debt ceiling together because i think we're in serious trouble with our budget and our national debt but this is something that i don't think you can help it's not ideal but number one priority is helping our fellow americans when they go oh you're in congress the president has now. what do you make of that decision. oh i thought he was right on i agree with everything that. his attorney general said on the issue i think it was an overreach i think it was an unconstitutional action by president obama who you know he didn't like the wall all too often he would just create it by executive order or regulatory fiala and i

think that's bad for all of us would you vote for him. would he have a dock where we'll vote for something to take care of the situation and what i say as a last on account of. having a president then you respect rule of law so yes we're going to tell you we're going to have to do something about it we're not going to grant amnesty we're not going to deport eight hundred thousand people who by no fault of their own were brought to the united states so we're probably looking at work requirements we're looking at some temporary legal status we're going to ask that they get in line like every other. immigrant that's gone into the wind it to get citizenship in this country that's the way it's supposed to work but we're going to deal with them fairly and compassionately and but appropriately respecting all all parties involved first the american people then those who stand in line who go through the the legal process to become. citizens and then of course we'll deal fairly and reasonably they

compassionately with these folks these eight hundred thousand dreamers but of course they are dreaming those with cause they don't know mexico they don't know. that they only know america. that's right and listen i'll be the first to say the majority of people coming to the united states are coming for a better way of life for their families and listen this is a nation of immigrants and we need folks who are hungry for freedom hungry for an opportunity and who work hard to contribute not just to our economy but to society that's how it's worked and that's part of the greatness of the american experiment wow ever we're a nation of laws and we've got to do it the right way the legal way it's not it's not fair to those who have to do it that way it's not i think it's reckless to have policies in place that circumvent current immigration laws and of course it's unconstitutional for the president to take action where article one clearly spells

it out that congress is the body that reflects the will the people and makes law and policy so we got to do it right but i think most republicans all my colleagues are for continuing this experiment which includes the. immigrants from around the world we just want it done illegally congress with thanks so much i hope you'll come back soon you bet thank you larry turning now to the ongoing russia investigation it continues to dog the administration despite president this is attempts to change the subject to anything besides special prosecutor robert mowers look into a possible collusion between the russian government and the trump campaign let's talk about it one of off a would guess which it painted a professor of law at the university of minnesota chief white house ethics lawyer from twenty five to twenty zero seven and he's currently the vice chair of the

citizens for responsibility and ethics in washington he joins me from minneapolis so what do you make of the fact that the prosecutor has not contacted this russian lawyer. well a prosecutor there are talking a lot of people and we don't know when they will talk to her and what they need to find out from her. about the this maybe but they key is what did the truck campaign officials want from the russians what were they willing to give in return or what collaboration was going on with the russians at this maybe as she just set up the mating as opposed to participating in it in a substantial way she would be lower in priority someone to talk to as opposed to the principals who are behind the mating so we'll see who the special prosecutor's office wants to talk to a show that probably get to her but i think they know what they're doing and they

are very much interested in finding out what happened at that meeting you think she hasn't been contacted because she wasn't at the meeting. i don't know you never know why they haven't contacted someone and indeed she says she wasn't gonna die acted that's another thing we don't know whether that's true or not this special prosecutor is going to do business the way he thinks is appropriate rob miller is that experienced investigator and i think he's going to talk to the people he needs to talk to in the order of priority to put together the case he needs as a lot of things that best again. i don't know whether he's talked to her or not probably not a she says he hasn't but we'll just see what happens donald trump jr has no formal role in his father's administration how my discipline the focus of the moon investigation. well he did have

a role in the campaign and the critical question here is whether the campaign collaborated with the russians. and what happened who did what who knew that the russians had stolen e-mails about hillary clinton. who talked to the russians about what was going to be done with those stolen e-mails so this is an issue really surrounding the trump campaign the trumpet ministration has a different problem and that is the number of people lied about their contacts with the russians a number of people may have been engaged in a cover up including the president in firing james comey from the f.b.i. that's a separate problem and that wouldn't involve donald trump jr if he was not working for the government which he was not. and the house intelligence committee has subpoenaed the f.b.i. and department of justice for documents about the controversial do seeing that link to russia what do what do we what do you know about that and i have no idea was

information and find out everything they have got to make sure and comply with the subpoena whether they're compliant good faith or not the pans on who's in charge and who's making those decisions i i would assume that the justice department wouldn't play around with this odd when there's a subpoena you got to provide documents or have a good explanation as to why you did i thought i would expect those documents to arrive shortly is that a good idea to have like three investigations going on at the same time. i think we have to the motor investigation is looking at a potential criminal activity not only in that collaboration with the russians but people lying about their contacts with the russians to get security clearances and on financial disclosure forms the more investigation will look into obstruction of justice whether by president trump or anyone else but the focus of that investigation is potential criminal activity the focus of the house and senate

intelligence committee should be much broader we need to know what the russians did it for whether our election who in the united states was helping them whether or not that was les go or illegal. then we need to think about how we could prevent this type of thing from happening in the future we also need to know if our president is bowing to the russians whether through financial transactions or otherwise and once again this could be a perfectly legal a business relationship the as with people in russia whatever it is needs to be discovered so congress is aware of it because he denies any contact at all business or although. well he does and yet his son has said he has a lot of deals in russia and his lawyer was trying to open up the trump motel in moscow during the election campaign so. there are a lot of inconsistent non truthful statements they made about russia but people feel that a with the trump organization including the president himself do you expect the

scope of the investigation might be limited by congressional action. i don't think congress is going to try to limit bob morris bob miller sticks with russia and the influence of russia on our election and on this administration or on any bottle obstructed justice a connection with the russian investigation he's on safe ground now if he does what can started starts getting into whether the president lied under oath about a sex life or something like that i think congress might get a little upset and say that's that's not where a special council falls to go we been through that and that didn't work out so well what would happen if trump fired miller. oh they're bad. they're bad uproar over that i think congress would probably pass a special counsel statute or put someone else in his life it could also lead to calls to impeach president drop that would be a very bad move the democrats calling for impeachment now are they premature is

that a wrong move. well i they go and fall democrats are calling for a base but i don't think democrats really want to make they cause the longer this goes on the worse it looks for the republican party and right now the democrats get a major and they get to get my pants and they wait till they get control of the house and then they could try to take out trump and path saw i do not see a lot of democrats being very enthusiastic to remove the president right now that may be jewish share politics if i were the republicans i'd be taken seriously about what could be done about this problem because it's a serious problem visitors always great having you with us. thank you very much liar natural disasters fights over funding the government the ongoing washer investigation and over the weekend north korea conducted its six detonation of a nuclear bomb the world is definitely coming at the trump administration from all

sides lately one of the most viable options for dealing with kim jong un and his weapons program as talk about it with joel rubin he served as deputy assistant secretary of state for legislative affairs in the obama administration and he's president of the washington strategy group and he joins me from the nation's capital joel over the weekend north korea conducted its sixth detonation of a nuclear bomb. on a scale of ten how dangerous a situation are we in. well larry it's great to be with you and we're clearly at a deep breath moment with north korea i would put it at an eight point five we have never seen a test of this magnitude from north korea it's made in fact been the largest test in the last four decades globally so it's a real serious moment and it requires us putting all of our efforts in that that

means not just military threats in extensive sanctions but also more aggressive dynamic and creative diplomacy to resolve this before worse consequences occur doesn't diplomacy involve talking to the other party. diplomacy involves talking to the other party and we open venue's to north korea and talk to them well we should be we should be exploring that we should be exploring it through back channels we should be exploring it through our allies through partners through adversaries i love the to use the example of iran when the united states was pressure pressing iran five six years ago most aggressively to come to the table on its nuclear program we opened up a back channel we started speaking with them about how to get to the table we gauged with russia with china with the international community on multilateral just group discussions in a framework that ended up getting a negotiation under way we need to explore this and currently we're not doing

enough to really use that tool set is it possible that they are doing it without our knowing it. well it is possible certainly there have been discussions about human rights issues behind the scenes and with the release of americans from north korea and that has not been easy it's not as if this will lead to wonderful al comes but it is possible and hopefully it is happening but my sense is that that's really not what's taking place right now the rhetoric coming from the white house is very much opposite the type of rhetoric one would hope to hear if there were backchannel discussions underway the president recently tweeted the talking is not the answer when it comes to north korea a lot of putin says resolving the crisis is impossible without a dialogue you agree with putin that. putting it out of ten.

do you do you think we would do first right so i agree with the idea of using diplomacy and i agree with the idea of ensuring that the discussions that would take place would get to a point where we have confidence in north korea's nuclear program is rolled back to a place where it is not threatening its neighbors but right now we're not in that position so it's important for every country in the world has a stake in this and that means russia that means china i mean south korea japan clearly the united nations security council that they get engaged because if they don't what we're going to see is what we've seen for the past six months which is additional testing additional potential provocation by north korea north korea seems to be testing how far they can go and my fear and i think the fear of many people in washington is that we are not prepared for a military conflict the american people don't support it congress has an authorized

one and yet we may end up through miscalculation and miscommunication stumble into one that nobody will find beneficial to their long term security what about the idea having countries doing business with north korea turning off trade. well that would require the united states cutting itself off of perhaps up to a trillion dollars worth of trade around the globe including a significant majority of that with china it's not practical and the challenge is that economic pressure alone is not what's going to turn the switch with north korea if we were to have china completely cut off north korea this is a country that went through famine and this is a leadership that is oppressing its own people does not seem to care about how its people live clearly there are major human rights violator so would they be affected it's likely not pressure needs to be integrated into

a fuller strategy of diplomacy if it's not it's just pressure we're not going to be seen the kinds of and game results that we want to see. can china does he have a lot of clout. in the. china has significant call outs but it also appears that they have limits we have been outsourcing our diplomacy in north korea to china since the beginning of this administration and for many years we've been asking china to do more to pressure north korea china has a real interest in not seeing a war on the korean peninsula they don't want to see millions of north korean refugees flow up across their border in the case of a conflict they have deep economic ties and security ties with north korea so they could turn north korea but there's also no passively to the north korean leadership and china is afraid of destabilizing that position where those outcomes of refugee flows in particular occur are so that the dance here is how to get china to put

enough pressure on to get north korea to change its behavior if we threaten regime change that is not going to create those kinds of outputs the president to south korea's new president of appeasing north korea also thinking about pulling out of an important trade deal with south korea what's your reaction to that. it's a contradictory type of of discussion when the president is saying that we want to provide security guarantees and supports our allies in the region like south korea he can also say that he wants to undercut our economic relationship with south korea if i'm a south korean i'm really scratching my head as to what kind of confidence they should they would have in the united states in our guarantees we have a trade agreement with south korea it was supported by congress it's clear

legislated free trade agreements and we can't just unilaterally unilaterally pull out of that and expect south korea to have confidence in our security guarantees and in our diplomacy so it's really confusing message and on a broader level what it does is it confuses our allies for those who want to work with us on regional security threats like the north korea situation they need to know that the united states word is ironclad and threatening to undermine agreements that we've made in the past does not help advance that objective and nikki haley our ambassador to the u.n. said that. is a big gain for war if you knew that. again this is this is the kind of rhetoric that puts us into a corner and it makes it very difficult for us to get out of this corner the president used to fire and fury language several weeks ago and the response from king john was to test more advance missiles and to explode
