12:01 pm
backed forces both closing and. you watching our international live from moscow studio with mina do it today welcome to the program we start with breaking news reaching us this hour north korea says washington will be fully to blame for any response if it decides to give in to the new u.n. sanctions news conference the d.p. all cases and boy to russia accuse the u.s. of using the u.n. security council as an instrument to isolate pyongyang that's often new sanctions were imposed against the country the resolution adopted in the security council was drawn up by washington and we will bring you more details on this later on in the hour. protests have turned violent in paris where people have taken to the streets to vent their anger at the presence of labor reforms which come into effect in
12:02 pm
a week four thousand separate strikes and almost two hundred rallies just cities across the country from. and say projectiles and flies have been thrown by the crowds. the atmosphere has definitely changed just an hour ago it was pretty jovial i was in amongst the fun fact protesters clowns entertainers and now we've seen projectiles go off lez being thrown and we've just been approached by somebody
12:03 pm
wearing a mosque saying you know you need to be really careful because there are people there who could break television equipment who don't like journalists but this demonstration today was billed as emmanuel micron's found his riot by one of the newspapers here in front of the fust large demonstrations to hit the streets of paris since he was elected president earlier this year and it's all to do with the changes he wants to implement to the french labor he wants to make it easier for companies to be able to hire and fire because he wants to shake up the labor market in order to tackle france's stubbornly high unemployment rate he thinks that pushing through these changes will fix that moral dilemma the trade unions to all the dead set against it now that late last week the french president to all those again proposed changes to them no cynics lakas antics three minutes. speaking a little bit earlier on he had this to say about the gaffe that he may age.
12:04 pm
i his was a bit too attached perhaps the opus it's a fact based world oil on the fire they galvanized lots more people to get out and showing these demonstrations we've seen plenty of priest is talking about being slashed his flock is of the world unite and life has hit the streets and people here are saying that they'll like to the end of it again this new york take a listen to what some of the workers we spoke to had to say. this lure is anti social because it's. the body of the world this law doesn't provide workers with rights to work doesn't give privileges in both the public and the private sector as we defend the interests of workers what conditions retirement should be
12:05 pm
for the draft or thanks eighteen million workers the majority of french workers will significantly limit their rights to make it easier to find people even when it's not justified. it's about to lower which is harmful for us this would leave us without any more guarantees of any action today was called by one of france's biggest trade unions we've seen public sector workers private workers people who work for the french rail company traffic controllers even lawyer own head protesting previous french presidents have tried to push through similar reforms but it has never worked because demonstrations like this again momentum and just like earlier this year on de france were launched many of these street protests got violent so you today is really being billed as a showdown between a pro-business president who says that he has a strong mandate to implement these reforms he's feeling pretty confident he's jetted off to the caribbean to the french dependencies that deal with the fallout
12:06 pm
of hurricane earl mr mann you might want isn't even in front so you face these demonstrators on to the trade unions of course you see this as their last chance to change sure but also this law before it's finally ratified in the coming week. prophesying violent antulay below protests in the path let's take a quick look back.
12:07 pm
well to discuss this issue further let's cross live to dr pull smith an expert in french politics at the u.k.'s nottingham university welcome to the program dr paul smith now in your opinion why do you think there's so much anger against the relabel reforms. well it's the same as we've seen over the last ten years the trade union movement or at least part of it in france likes to mobilize people and there's a sense that these these changes are all right a call but i think what we need to what we need to look at very carefully is just how many people really want this test is being seen as what today is being seen as is a test of the strength the depth of position i'd also the strength of one of the trade unions which is the main trade union that called the action today. and its relationship with the other trade union movement there are a lot of different levels in what's happening today in the fall and that we've seen
12:08 pm
is really perpetrated by a lot collection of troublemakers of. troublemakers from the ana cased. black bloc so there's a lot of different things going on here but certainly the there is there is on the these reforms but at the same time i think within forces also a sense that something does have to change so it's it's it's not a clear cut business yeah i mean what you're describing is obviously a complex issue but nevertheless if you look at the pictures today an awful lot of people have gathered across the country so they really not all of them can be troublemakers the anger is obvious isn't it so what about the violence how likely is it that there will be the possibility of more violence in opposition to these new labor reforms. well i still think the
12:09 pm
numbers are disputable you know that the police are. the official sources are saying twenty four thousand people in paris the unions are saying sixty thousand that's the first thing to say i think that there there is a sense of all disgruntlement a. piece about the reforms but i do think the violence has to be. to one side you know there is this kind of group of people who turn up and take advantage of this situation so it's not it's not as straightforward as all that but i do think i think you're absolutely right that there is a sense in france you know this is one group this is the first opportunity that the left opposition. of had to to oppose michael and that's what they're doing but we are talking about tens of thousands perhaps a hundred thousand people across the country we're not talking about a massive strong movement and it's when we sit down to morrow and look at the numbers and the real impact and of course then what's going to happen the
12:10 pm
relationship between the various trade unions and. for science releases because this is part of also problematic on the left of how exactly they are responding to mark and so it is this is happening at different levels but i wouldn't dispute i'm not arguing the macro is not facing opposition but he will trouble you to do what other presidents haven't done which is to tough it out ok well if we obviously put the violence aspect aside and you know we can dispute about the numbers but there is a significant number of protesters nevertheless. will their voices be heard in your opinion by the government and you've just said yes can you explain why you think that their voices will be heard. and yes they will be heard the government knows that there is opposition to what's going on but i think the role has said look you know what has happened in the past is the
12:11 pm
government has tried to pass reforms it's tried to negotiate with the trade unions and they in their instructions and previous governments have backed out and i think he's trying to say. he's promised to i say this time we're not going to back down in the same you know we're not going to go down the same path of proposing reform something has to happen we cannot live on. with this you know this builtin rate of unemployment we cannot keep paying pensions at the rate that we're paying them something has to change and we have a democratic mandate for that. so you know it really remains to be seen whether over the months to come whether this government on like its predecessors is able not only to talk the talk but you to walk the walk and that's to say to deliver the reforms it wants to deliver and what will be interesting is to see how the other trade unions follow the c.g. if they back the c.g. if. it's later on build i think this is this is the beginning and if this goes off
12:12 pm
well in terms of the number of steroid then it could build up a head of steam but if it doesn't if we see dissipation then i think michael is a very small it is a very strong position so in a sense this is the beginning of something that might lead to something bigger but it isn't the it's not the turning point itself ok great to have your expertise their expertise in experts in french politics that u.k. has nothing on the university dr paul smith thanks for coming on to the program. with the syrian army breaking the siege of there is our islamic states hold over the country is rapidly collapsing only fifteen percent of syria remains under the terror group's control and that no longer includes any major cities that's according to russia's defense ministry it also says this week alone four hundred fifty terrorists have been killed and a large amount of key eisel infrastructure including ammunition depots destroyed meanwhile ten tons of humanitarian aid being delivered to the previously besieged
12:13 pm
there is. and it seems that u.s. backed kurdish militias are also heading there but from another direction the trying to look at what's at stake as the two anti terror forces close on each other . what has the. american led coalition in northern syria been up to lately rocko short thing but there's more here's this weekend statement by the guys in charge of an hard to resolve syrian coalition commences offensive tools don't resume. their resort it's only the biggest city in the country's east which just had its blockade broken i you are the. government troops are already inside doing the d isolating so why would the coalition get involved. it was a mistake quick correction the coalition's on the way to boot islamic state out of the hub or river valley not quite their ads or but just to the north of the city
12:14 pm
all sort it keep reading the precipitous mistakenly released an unapproved drove regarding the fight in the river valley the draft indicated that. a moment to resume this is not the case i thought first of all they were meant to be anti eisel forces we have very little to do with syria other than killing isis many times in the studio of explain the great strategic importance of controlling their resort and the state islamic state will find itself and if they lose it a different perspective there's still plenty of oil around this area once. you get it but even before islamic state gets fully erased from the map of syria government troops may well come across coalition forces or vice versa trust me this potential proxy conflict would be formidable to say the least earlier this year the pro-government forces were hit by u.s.
12:15 pm
air strike at least five times and the deserts of southeast syria just because they happened to turn up in the wrong place at the wrong time the united states conducted strikes against two technical vehicles later this morning after the. first incident the united states also shot down a suspected progress seemed drone speaking of sudden clashes breaking out as various and forces come together just recently and north american troops along with kurdish units came under fire by the turkish backed rebels the ones that the kurds well when it comes to the east watch this space as it gets a bit crowded here there is or. i still has reportedly got hold of thousands of blank passports something alarm bells ringing. after this break.

12:17 pm
according to. welcome back to the program let's return to our breaking news story this hour north korea says the u.s. will be to blame for any response it decides to give to the new u.n. sanctions meanwhile russia and china have been calling on security council members to adopt a so-called double freeze plan under the scheme pyongyang would stop its nuclear ballistic missile tests and in return american south korea would hold their military exercises ahead of last night's sanctions vote the north korean leader warned that washington would pay the price if the resolution was passed an apparent help reports from seoul. considering this saying sions resolution passed by the
12:18 pm
u.n. security council is the toughest to date concerning north korea's ballistic missile and a nuclear weapons program and is furious before the vote even took place the government issued a very harsh statement warning they will act tough on the quote u.s. gangsters and promised pain and suffering. the fees calming measures to be taken by the d.p. ok recalls the u.s. the greeks used so free its has through its history now to get some perspective on the government in pyongyang i spoke with a member of the national assembly here in seoul that they saw libya. euro. collapse they think they could because they don't have any nuclear weapons if they have nuclear weapons united states war has a. very special. because they have nuclear weapons.
12:19 pm
has to. test. thinking despite much talk out of seoul underscoring their commitment to a diplomatic solution this week it was announced by opposition lawmakers they will include requests for u.s. tactical nukes in their twenty eight thousand budget proposal i asked mr hall if he supported this action and how it would make koreans safer because the weapons they want to. hear what i have to say sounds clear territory but one obstacle is trying his disapproval try and. convince. china he's putting some kind of sanctions on south korea. and i'm going to survive this week a delegation of opposition lawmakers from seoul will head to washington where they will likely be made. this request for tactical nuclear weapons china is on the
12:20 pm
record saying such an act would be a red line as there stonily against the presence of nuclear weapons on the korean peninsula so if such an action is to be carried out by the trump administration it would surely only inflame tensions further in seoul on your part until r.t. . as you mentioned north korea has responded to the new sanctions blaming the u.s. and we're going to cross over to caleb maupin who's joining me now from new york what exactly has the north korean official been saying well there has been anger coming from north korea in response to the new resolution passed by the u.n. security council that imposes sanctions against them we've heard from kim jong who is the russian the north korea embassador to russia this is what he had to say directly about the new u.n. security council resolution and the sanctions the latest sanctions imposed by the
12:21 pm
u.n. security council a result of the he made a serious attempts to isolate and suffocate a country or a blatant violation of a sovereign see that's why we totally reject and condemn these sanctions. now at this point it's important to know that there is anger coming from north korea despite the fact that this resolution is somewhat watered down than the want to original be circulated by the united states the draft first circulated by the usa included a full oil and natural gas embargo against north korea that would have essentially prevented this isolated country from purchasing any oil or natural gas on the international markets furthermore the original draft circulated by the united states specifically imposed a travel ban and froze the sanctions against north korea's leader kim jong un now that section was just completely removed now the resolution that was passed was much more mild than the one that was proposed by the united states and it's
12:22 pm
interesting to note that we've heard an interesting change in tone coming from u.s. leaders let's take a listen. they will be met with fire and fury the shield stands guard. and the sword stands ready massive military response the response both objective and overwhelming nuclear threats show that he is begging for war. we are not looking for a war the north korean regime has not yet passed the point of no return if it agrees to stop its nuclear program it can reclaim its future if it proves it can live in peace the world will live in peace flick and quite a dramatic change in tone from u.s. leaders but now it's north korea not the united states that seems somewhat reluctant to sit down at the negotiating table it's important to note that the
12:23 pm
resolution that was passed calls for a resumption of the six party talks in order to resolve the crisis on the korean peninsula. ok thanks for the update there caleb maupin reporting from new york. a huge show of blank syrian passports has been stolen from the country's government germany's authorities say that over eleven thousand of them might have fallen into the hands of islamic state adding that fake passports give the terrorist easy access to europe artie's peter all of the picks up the story. eleven thousand blank syrian passports could be in the hands of isis starts according to an investigation that was carried out by the build on sunday newspaper citing documents from the german police and from the german interior ministry once filled in with a person's details these passports codes allow terrorists to into europe undetected using a valid passport disguising themselves as refugees developments in connection with
12:24 pm
the refugee situation has shown that terrorist organizations they using the opportunity to smuggle potential attackers all supporters into europe in germany undetected fake or altered passports are mostly used for illegal entry without further motives like carrying out a terrorist attack this is more news that should to worry germans after it emerged earlier this month that a group of sixty four members of a group linked to al qaeda may have traveled disguising themselves as refugees another group are accused of war crimes and carrying out numerous massacres we've also seen an uptick in the number of those accused of having being fighters with terror organizations facing trial here in germany one of those is the rebel commander a bit of him. who's accused of having tortured people in syria he entered the country as a refugee at the end of this month prosecutors from stuttgart will bring charges of
12:25 pm
murder and belonging to a terrorist organization against four syria nationals accused of being members of joe but. we contacted the german authorities and asked them what they have to say about the potential risks of terrorists arriving here in germany using refugees as cover is long be known but so-called blank post balls was stolen from the syrian regime these documents are listed on the interpol lost documents database so that the possibles can be matched with passports presented on a. that quite bland say attitude to blank passports potentially being in the hands of isis isn't going down well with some the problem itself is far bigger than we actually realized and that the mainstream media is able to it's a broadcast and bring to the attention of you know the citizens of the world the sheer number of terrorist incidents we witnessed over the last three years that are linked to isis in european countries shows that even with
12:26 pm
a small number of terrorists that are off the radar the governments don't have the ability to cope so if we're looking at such a high number you know in the thousands and i think that definitely going to be struggling to do it to cope and woefully incapable of doing such german authorities uncovered a half thousand cases of people trying to enter the country using false documents and twenty sixteen and the news that isis may have access to over eleven thousand blank syrian passports means that migration authorities are going to have to be on watch to make sure the documents handed over at the border much the real identity of those doing the handing over peter all over. so about the round up for the news this hour don't forget to check us out on social media on facebook twitter and of course a website was all to dot com mail holly will be here at the top of the alice so stay with us.
