president from slops more sanctions on north korea over its nuclear weapons program they target individuals undead things with trade with pyongyang. tensions rising in the french capital of tens of thousands of demonstrators hit the streets to vent their anger or is the labor reforms. the united states of retaliation if you pose to prevent further attacks on syrian government positions in paris or by washington backed rebels.
2:01 pm
are getting to you my name's neil harvey you're watching international. our top story this hour u.s. president donald trump has imposed new economic sanctions on north korea over its nuclear program he made the announcement after meeting with the leaders of south korea and japan in new york and i am announcing a new executive order just signed. that significantly expands our authorities to target individuals companies financial institutions that finance and facilitate trade with north korea well here is the big announcement that we were anticipating from donald trump regarding new sanctions on north korea now from what we understand these sanctions will target individuals who have transactions with north korea. as well as any financial institutions that facilitate these
2:02 pm
transactions what we will do is identify new industries including textiles fishing information technology and manufacturing that the treasury department can target was strong sanctions now donald trump has specifically talked about how the chinese central bank will be enforcing and preventing the entire chinese banking system from having any transactions with north korea since the beginning of this crisis there has been a proposal from both russia and china for deescalation from both sides china and russia have united and called for south korea to end its provocative military exercises and to and the bad missile system which which is considered provocative in a strike enabling in exchange for north korea ending its nuclear proliferation and ending its provocative missile tests regardless of this proposal from russia and
2:03 pm
china the crisis has certainly escalated let's take a look at what's happened over the past several weeks. this is the most stringent set of sanctions on any country and a generation. these sanctions will cut deep. and. today's resolution builds on what we're already the deepest cutting sanctions ever leveled against north korea those sanctions are nothing compared to what ultimately will have to happen.
2:04 pm
in the past economic sanctions and isolation of north korea hasn't really led to peace it has really not deescalated the crisis at all so the world will watch now and see what happens next as we hear this announcement of a new sanctions imposed on north korea from the united states. and that's because three further now with former u.s. diplomat jean jacques to see joins me on the line could speak to you jim it's only days or remember they could do well the u.n. sanctions and now we have the u.s. imposing more unilaterally what you make of this this latest move well i think it shows that at least in my opinion that the russians and the chinese miscalculated on going along with that u.n. resolution which they admittedly got the u.s. to watered down somewhat maybe it hopes of getting even everybody on the same page and setting the stage for a real. horse trade of some sort that obviously did not happen that that washington
2:05 pm
simply pocketed those same sions and bolshevik style and now is demanding more and these the same issues i think will inflict a lot of harm on south korea the terms of their economy shutting down foreign financial dealings with them especially from china but will it result in giving up their nuclear weapons i don't think so you have president trump demanding total denuclearization of north korea and offering nothing in return on the security front i don't i don't think it's going to work i think it makes the chances of hostilities all the much greater don't trump insists the sanctions on the target north korea but don't they specifically ended individuals and entities the trade we so on they're always going to be of the victims. well that's right obviously we're talking about third countries here whether it's china or russia or wherever they might be that have any dealings with north korea and hurting them in
2:06 pm
a sense it's somewhat parallel to the bill that congress passed on russia china russia iran and north korea then imposed on president trump that sanction business dealings with them with those countries so yeah they were broadening the net of sanctions against third parties in order to hurt the target in this case north korea but whether that will accomplish the stated goal is highly questionable it would appear that china is on board with the pressure on north korea in the sense that the country central bank has reportedly told interest banks to stop doing business with north korea do you think that those banks will follow such an instruction and how much money does the country stand to lose from this. i don't know it's a good question i don't know if they will follow through and i don't know whether the u.s. authorities are really willing to take that step of starting the sanction the the chinese financial institutions for dealing with north korea because of the very
2:07 pm
strong. economic and financial relationship between the united states and china as we know we have bigger problems with china having to do with our trade imbalance with china that is supposed to be very important to president trump does he really want to start monkeying around with that before we even get to the bilateral issues with china. what are the options say jim i think outside of the pentagon very few people want to see any kind of military conflict what are the other options is is this the the best solution available sanctions. no of course not and as far as the pentagon i would hope that military men and of course almost everybody around trump of any weight now is a professional military man you'd think they would know what a disaster any kind of hostilities with north korea would be not only the loss of the thirty thousand americans that are on the d.m.z. but hundreds of thousands maybe millions of south koreans how many million north koreans to accomplish what and what i don't see any evidence of is any desire on
2:08 pm
the american side to say yes the chinese are right there should be a double freeze let's have kim freezes nuclear missile program let's take a step back from our decapitation drills and our and our and our thread deployment and freeze the situation start to talk about a political solution i see no evidence of any willingness to entertain that on the u.s. side jim thanks for coming on giving is your take on the story former u.s. diplomat thank you. what russia has warned the states of retaliation if syrian government forces once again come under attack from the territories that are controlled by washington backed rebels this comes after russia's minister of defense reported two such attacks during the ongoing operation by syrian forces to break islamic states siege of the city of there is still on the correspondent run because the it has more from syria. isis collapse and data sort of continues just over the last night the syrian military backed by
2:09 pm
russia has liberated sixteen square kilometers they've taken to villages the russians say that eighty five percent of dead his own city is now being liberated and the rest will be retaken within the week there's been tremendous progress in recent weeks they've taken over dozens and dozens of settlements villages towns thousands of kilometers square kilometers from isis on the ground are russian special forces and the syrian military however very close the s.d.f. syrian democratic forces u s backed forces and there has been some tension the russians say that. over the last week or so the s.d.f. shelled syrian government positions while they were engaged in fighting isis new less than two times utilizing more. generally they say cannot be allowed to happen they got in contact with their american colleagues via the hotline that the
2:10 pm
russians and the americans have established and said and strong words that if this happens again the russians will use all available means to make sure that the syrian personnel and the russian personnel on the ground is safe to suppress any fire coming their way from u.s. backed forces more than that the russians say that the syrian democratic forces being redeployed from the rack up to date as or rock of course the former capital of isis that. still holds twenty percent of the city that has lost it for many many months nevertheless before its completion. back five years of being redeployed from that today it is or provence which is a little bit suspicious because the russians also say that over the last week they haven't detected a single clash between us back. and i said in there it's not. going
2:11 pm
to guess now syrian political commentator right to dad joins me live on the line good evening to you so we've heard the claim coming from moscow that u.s. backed rebels and isolate effectively aren't fighting each other in the dairy resort area what do you make of that claim. i wouldn't call them doubles but to answer your question yes we've been observing for the last couple of months. or so called battle started. confrontation was made. there only but does that happen or the only strikes were airstrikes against civilians against the syrian population in dhaka. leading them to do land and homes leaving deserved to destruct the city behind ban would lead to
2:12 pm
a look at of investment for the coalition. that is leading the strikes the more destruction the construction money as. and the more the land is empty of people the more it's easier to control it to control its wealth. but i believe the russian side has unfolded this information it's been known for a long time just to say that enough is enough we will expose everybody from now on we will not tolerate child's play we will not tolerate hypocrisy and schizophrenia and dealing with. the united states needs to rise to its name as a great nation. and to issues to be a partner. of peace in this and i believe this is that even a surge of russian side. situation in the sense that russia and the united states
2:13 pm
is supposed to be fighting they say to me islamic state terrorist but russia now threatening possible retaliation is that realistic to think the u.s. will listen. to us needs to listen. that is there is many examples there are many examples in syria that the us to listen. example of. if you could remember. the amount of flies they drove against the state in syria and against. against russia and the nice of syria. when it was liberated eighty eight percent of people remain in aleppo and didn't leave which makes all the sportbike and ally same same same things happened in
2:14 pm
a couple of months ago but with the stuff stand off syria and are lies. the united states backed off. i believe this time as well. the united states needs to understand that. they need to honor our verbs signature and they need to on the promises because no matter what they do that is final decision. that syria will be united for its own people and only for its own people so i believe it may be difficult but they will comply they were. many thanks for coming on to speak to as my guest syrian political commentator and writer that bring. violence has erupted in paris where protesters have thrown flares and stones at the police clash as

2:17 pm
a reform during weeks and weeks and i was elected on his reforms i do believe in democracy. and democracy is not in the street. it's a vault. said to catalonia now what tens of thousands of people have hit the streets in support of the region's upcoming independence referendum. catalonia was seen another day of massive street protests local journalists scared though brings us more on the public's reaction to the arrests of pro referendum figures. we are here at the supreme high court where people have gathered to protest against yes this arrest the protests house removed from the.
2:18 pm
scene discourage us from here is where the tourists the politics the spanish police arrested came from person to. get us as you say this morning the logistics of the referendum are a real danger after these arrests and also after an entire base and up to nine million leaflets. that were taken in the uni post office. as you can see behind me people are just peacefully protesting people have just left for the scum with their promise to protest against what they think it's a minister that went just too far from the spanish government and the spanish police that is a problem or that is something that we have to solve so that is a way that it's like. how many people want something i'm from a southerner and i'm here to fight with my rights. to make the story the story and
2:19 pm
to show them to the world to both live in this important to remark to remember that this is the spanish police i was the one doing the arrests but they did it under the protection of the government course you have. to protect your partner from spain the spanish government is trying to stop the referendum from actually going ahead national paramilitary forces raided more than twenty cattle and government offices detaining at least fourteen people the previous night so protesters clashing with the police. god . was after a day of rest and searches spain's prime minister can't alliance to abandon what
2:20 pm
he's called impossible dream. i'll respond chambliss there are generally those in charge of the catalan government who are the protagonist in this challenge to our core existence on oil some to cease in the illegal activities they should abandon their objectives they now know that this referendum cannot be organize it was never legal all it just some of it is now no more than an impossible dream or what is worse the excuse that some seem to have found to deepen the splits that they have provoked in catalan society. was was. while an eight hour standoff in barcelona between police and demonstrators ended with offices abandoning their attempts to enter the office of the region's king pro independence party apparently doing so without an official warrant mentions president branded recent moves by spanish authorities as quote

coordinated aggression and also accuse madrid of putting in place a state of emergency in the region. so that a look at the one year i started ject of we are going to catalan government has been subjected today to a coordinated aggression committed by the police forces directed by the spanish interior ministry the objective has been to stop the catalan society to express themselves freely and didn't peace on the first of october this aggression is outside of the law it damages the state of law and all of the constitutional guarantees it also damages the european union bill on human rights in the last few days and particularly today the spanish state has suspended the self rule of catalonia and has put in place a state of emergency. madrid's used a range of measures in his bid to stop the referendum from actually taking place it declared the upcoming vote illegal and conducted numerous raids to seize pro referendum materials currently more than seven hundred mayors are under
2:22 pm
investigation over their support for the vote and most recently madrid's announced plans to take control of catalonia as budget cuts in order to ensure money isn't spent on the referendum let's take a closer look now what spain would lose if catalonia became independent of the region make supposedly about six percent territory with sixteen percent of the population living there it accounts for a fifth of the country's entire tax rate and a quarter of all exports of assembly member adam price believes that the catalonian people have a fundamental right dependence. ok let's discuss this further now with leslie really she's a columnist for the national joins me on the light good evening to you leslie the u.k. knows a lot about bids for independence we've seen brags that u.k. looking to break away from the european union and scotland had its own referendum question is though are these isolated incidents or can we go so far to say that there's a trend developing in europe well there's times of ways that nationalism crops up
2:23 pm
there's the nationalism if you like with rags it which is quite a protectionist thing it's quite a sort of it's anti migrant it's separate sections to and it's wanting to take control back from larger institutions that if you like is a sort of thing that for the catalans and for the scots the case that's being made as an aspiring thing these are nations who want to become state they're not particularly radicals movements and they tend to well action so two different types of nationalism at work sitting under the same label i think when we saw the referendum in scotland it was pretty peaceful negotiation discussions were very different situation in spain one thing that is. well it's it's the kind of franco it's the fact that the constitution there is a written constitution which states that spain is a single indivisible state and that means that any attempt to have some sound determination by the nation within that like catalonia that is in direct
2:24 pm
contravention of the constitution person famously has an unwritten constitution which basically means as you can see but brag says that the u.k. government can make it up as it goes along with only occasional challenges from the courts which are very often completely ignored so yes in twenty fourteen there was an agreement made the edinburgh agreement between scott the scottish and u.k. governments which allowed the referendum to happen in a way that was agreed by both parties now let me even if come to learn the referendum does because made it pretty clear that this the result which ever way it goes will not be accepted as being legal d.c. anything being achieved by going ahead with people getting up and actually voting on the. well there is that difficulty i mean the cattle and catalans had a referendum in twenty fourteen as well it was on a special it was an eighty percent yes vote but there was a very low turn right until madrid had come in in this very heavy handed maybe
2:25 pm
onlookers imagine that the easiest thing preventing was to simply let the same thing happen again those who don't want independence for just stay at home and they would question the validity of the referendum and thus i suppose against any any result now do you tend to think as an onlooker what else can the catalans do if they're attend to it and haven't vote is resulting in such heavy handed approaches and it looks now that the vote isn't out since ten million not voting slips have been removed by madrid so it looks like it will be in practical terms it may be impossible to hold but the question is what next the european union has some very clear mandates about the right to self-determination it's one of the things that is an obstacle for those states who are in the e.u. so if that's the case if the new aspiring members are made to improve their

democratic credentials what does it say about spain that they're able to crush a self-determination movement like this in such a heavy handed way but we greatly appreciate you coming on the spear as columnist for the national lesley riddick is my guest thank you. for the line retail giant amazon is under fire for potentially helping would be terrorists on this is after it was revealed that his website which displays other products you might like to purchase suggested the various components needed for a homemade bomb the details. what to do when a computer algorithm takes on a life of its own that's the question facing online retail giant amazon after channel four investigation revealed the scent suggests the ingredients required to make a homemade bomb when used as search for one of its components so if i type in the
