of politicking on larry king were talking about the framework for his proposed tax plan donald trump referred to it as a middle class miracle it's no surprise that democrats and other critics don't see it that way they say mr trump's plan benefits only the richest among us we're going to talk about that and more with congressman roger marshall republican of kansas serves on the house agriculture committee and the committee on small business he joins me from washington tongues before we get to the tax framework is that trump has issued words of comfort for the victims in las vegas prays for the first responders hasn't mentioned anything about gun legislation did say on the way to puerto rico that we'll be talking about gun laws as time goes by. what do you make

should we have tougher if you didn't buy a machine gun in the legally. larry certainly it's a controversial issue and i've always been a very strong advocate of protecting all the amendments and all of our freedoms of americans i don't know why we have to think we can have either or i think we can protect our our liberties that we've been granted in the constitution and maintain public safety my dad was the chief of police in a small town for twenty five years so i think i understand a little bit of that side as well so we can have both but the people can to sit me here to had that conversation and we need to get to work on it. does the second amendment really clear to you. yes sir it sure does raise very clearly that i have a right to bear arms just that plain and simple who says to form a militia. it sure does and i guess what i would say is we need to be able to bear arms in case we need to form that militia so i'm very much an advocate of the second amendment but we can have both we can have both our second amendment and

public safety and you know one thing we've worked on is addressing mental illnesses as a physician the last twenty five years certainly i've seen the number of people with mental illnesses severe mental illnesses out and about there in our there in our parks are the homeless people there are the people that are filling our homeless shelters so we've taken some addressed address some of those issues in the most recent congress to try to have adequate funding to help some of those people so we can have both public safety and our second amendment on one of the big man area you will get through the budget and other things. why is it so hard to agree on a band for semiautomatic rifles of what they. will certainly the high powered rifles are used in hunting there is a used a sportsman is marksmanship some of those types of things i think most of us are afraid just of a slippery slope of what you're going to what are you going to call a high powered rifle but i think. need to have those conversations and i think that

that's why i'm here is to be able to talk about some of these tough subjects. the president's tax framework first what's your opinion of what's been proposed oh i'm so excited larry this is we'll be the next to repealing obamacare that's a probably the biggest thing we get to do here and this may be even bigger first i just am here to show you this little postcard this is a postcard that would show you how simple would be for ninety percent of americans to fill out their taxes can you imagine ninety percent of people you fill this card out in your done. that would be a blessing but they're saying that the rich get richer with this the top grade goes down the estate tax goes out that overcoming that interest thing which helps. these funds helps realtors. increase ten percent to twelve percent on the poorest the middle class sons of the middle class saves nine hundred dollars while the rich saves thousands. i think first and foremost that this bill will help lower the

taxes on middle america is going to help middle america that will be our primary goal and we started this task way back when kevin brady first presented this to us in conference in january that was his primary goal what this bill does it lowers the ten percent tax bracket to zero and those that fifteen down to twelve percent and doubles the deduction from twelve to twenty four thousand that spells relief i'm not sure i used the relief but lowering those taxes from ten to zero from fifteen to twelve doubling the direction that's relief for middle america does the rich get benefits from this. i'm sure that they will get some benefits but what they're going to do is we're going to grow jobs i think that most people if you think about lowering to corporate taxes most small businesses are escorts and l.l. sees if we lower those rates down to twenty five percent those are going to grow jobs for rule kansas for rule america. for main street as well so i think that most

people that own businesses will take that money reinvest it and grow this economy and if the economy grows i hope it'll raise all boats we hope is that trickle down . you know i hear people describe part of it just as trickle down i think that that part of it will be trickle down i think where if this thing sizing is growing the economy any way we can warren buffet and larry think towering figures in american business and wall street said the text friends from civic need to cut us corporate tax rate won't work. will i disagree with them i absolutely think they're going to work well people don't realize we have the seventh highest corporate tax rate in the world so right now we're losing american jobs by people by companies moving overseas so we're constantly losing jobs because of this high corporate tax rate that we have it will work why is there such a divide in this country roger. line that's

a good question i think that they're very times are very polarized i think that people are able to get the news that they want from the station that they want to they can target social media now to the type of news they want so they only hear one side or the other it does become very polarized and that's my job here my job is to bring people together to solve problems to sit down get to know people across the aisle and down the aisle as well so my job here is to help solve some of that divide are you optimistic that it will happen. absolutely i think our freshman class is a great example i think we've had five bipartisan freshman events already where we get together we went to the whole cost museum together we watch the basketball games together so i think it's about learning from each other learning why why is that the culture important in florida why is that the culture important in delaware and then saw and then writing a farm bill that works for all those states so i absolute. we see optimism. so why

don't we hear more about that we keep hearing that in the old days republicans and democrats got together they were best friends they went to each other's weddings and parties and bar mitzvahs social events that we had that doesn't exist. i disagree i think it absolutely exist i think if you come and watch it's basically the price win in iraq from both the democrat or republican party you'll see us hugging each other we know about what's going on in each other's family lives a big group of us went to israel together another group of us just went to china together working on trade and understanding national security so i think behind the scenes we get along marvelously i think that we get on the house floor we're professionals but for some reason we get in front of the t.k.o. and part of a t.v. camera we kind of get pushed a little left or a little right and i'm glad to hear that rogers thanks so much for joining us larry thanks for having me i enjoyed getting to talk to you joining me now is bill press

nine killed now's not the right time to talk about it and now we've got even even worse tragedy in massacre in las vegas fifty nine. was not the right and this is the time if not now when and you know if we don't do it now will never do it and that's exactly what the n.r.a. wants never to talk about it i just say one other thing there is no way you can tell me that our founding fathers when they wrote the second amendment wanted some it it to be able to buy forty two weapons of war and train them on a crowd of people out of country music concert no freakin way. todd not to agree with the. other areas president drum for spoken frequently about the need to protect us from radical islamic terrorism justification for his latest travel ban yet vox not tom ford says in the eight months since drum to god was

white american men with no connections to islam have killed far more people in the united states than muslim terrorists or foreigners. indeed and you know. it's first of all it's a fact it's not fake news it's a fact right. and again again what was this in las vegas other than act of domestic terrorism just like the shooting down in charleston was an act of domestic terrorism the shooting at the theater out and aurora colorado you know we're so and then trump is so obsessed with is a law make terrorism with muslim keeping all muslims all those country but they'll do nothing about domestic terrorism particularly again using high powered guns that i don't believe anybody has a has a right to own so the whole fundamental basis for his. ban on muslims the seven countries that he originally mentioned there'd been

not one act of terrorism committed against any american anywhere in the country from the seven countries originally part of his ban it just it just doesn't add up it's unconstitutional i think it's un-american and it's unnecessary is trumbull good console. well i think i must say today. a lot is a little late to discover what happened in puerto rico but this is a time when our presence has to stand up to the plate right we saw all ronald reagan do it after the challenger larry you and i were at c.n.n. i think at the time right. we saw bill clinton do it in oklahoma city barack obama down and down in charleston and i think finally when president trump went to a puerto rico today he did fill the role that a president that was good for him to be there heartwarming for the people to be there i just wish it didn't take two weeks for him to discover that puerto ricans are americans and they deserve the same attention the people of texas and florida

renting apartments in the queen to african-americans right you know then he gets the terms of people of color he's always got this problem even as president we talked about the muslim ban we talked about look at his his his criticism or his attacks on the n.f.l. players seventy percent of whom are black and where did he go to make that he goes to alabama to make that statement on in terms of voting rights in terms of prison sentencing reform in terms of police community relations all of which president obama had started some real efforts to improve situations there donald trump and jeff sessions have reversed them all and then he says he's going after the n.f.l. players because it's all about the flag it's all about love for our country every racist tries to wrap his racism every slave owner tried to wrap their racism in the flag this has nothing to do with the flag it is about the constitution the first

amendment and people's right to peacefully protest the a.b.c. news washington post poll says sixty six percent of americans believe the donald trump is doing more to divide the country than unite it can he turn that around he could you know first of all i think that's very instructive you know because we've seen nine months of donald trump already and the american people see that you know where they get that impression mostly larry i think is from his tweets. one way to turn that around would be to put the damn phone down. and stop it stop attacking anybody who agrees with him. and start pulling some people together i think he could do that but there's something about him. that takes any criticism you know as a personal attack and he feels he has to fight back and that's what they all say my

line is says john kelly the chief of staff said if you attack donald trump he's going to attack back you know when you're president of the united states you can be i think a little bigger than that so i would hope that he'll grow into that larry but we haven't seen it yet he calls his new tax plan a middle class miracle do you agree. that if the miracle is that he that he gets away with that that is such a bunch of crap luck first of all they don't have a bill they just put out a little framework right if you look at the framework it cuts the top tax rate from thirty nine to thirty five which that's fine. but then it raises the bottom rate from ten percent to twelve percent for the poorest people in the country that still pay taxes it get does away with the estate tax it does away with the alternative minimum tax it doesn't do anything about that carry forward interest that the hedge

fund managers use this is a bonus for wall street the best analysts analysis i've seen it says if you're making over four hundred fifty thousand dollars a year you will love this tax rate but nobody knows that will do anything for the middle class at all so they say right it's sort of a. shell shell job here they say it's going to help the middle class when in fact all we've seen is a big bonus for the wealthiest of americans who had a tax break under ronald reagan had a tax break under george bush they don't need another one you think it could pass. it depends if they if the senate can do it only by fifty votes they make it and they might be able to get fifty one or fifty of republican votes but at the one thing they're running out of time i counted up there like thirty nine days working days left in this session of congress so they had nine months and they couldn't repeal obamacare i think it's going to be tough for them to get the tax reform done

in thirty nine days though press always love talking to you things for your time today i will catch at the palm live lives larry got to see it as a reason to headline in newsweek as dave donald trump might go to war with north korea so people forget about the russian probe that's plagued does it ministration from the beginning the article is based on a recent report from the u.k. based defense then security think tank royal united services institute the report was authored by rosie's deputy director general malcolm chalmers malcolm a service advisor to the british parliament strong committee on national security and he now joins me via skype. from the royal united services institute has released a report written by you titled preparing for war in korea you write war is now a real possibility how real and those that are involved great britain. well

i think there's a number of trouble spots around the world which potentially could involve war involving major states and potential war always between russia and nations between india and pakistan but i think at this particular moment all the risks and the greatest risk is in relation to the korean peninsula because of that time pressure at which the rapid development of a north korean i.c.b.m. program is pretty on the united states so there's a considerable risk i think in the in the coming two to three years in terms of british involvement in the u.k. is a member of the un security council who it is a global power and i'm there for it's bound to be affected by whatever happens there whether or not the u.k. was involved militarily in a conflict is far too narrow to say and it really doesn't depend on the nature of the conflict and i think a lot would depend if there where god forbid to be

a war and who started hostilities and i think of a different situation between a situation which north korea for whatever reason start this still to send one in which the united states you've written the president through might even started to boost his popularity rating you well. banks are analyst on american politics than i am but certainly one can't rule out the possibility that he's going to make that domestic calculation he's a good distractor he could some think you could do it to distract away from the russian investigation while he has to do that and i think in all probability he would misfire because of course if there where to be a korean war a war between both the united states and south korea in one hand and south korea and north korea in the other then it's very unlikely i think that would be limited

for long and given the degree of. struction casualties including the casualties amongst american citizens in south korea and the large number of chinese citizens the consequences for all a parson paul who'd be pretty considerable so it would be all domination in use i guess it would be a distraction yes but not necessarily a welcome one. decision to attack north korea would define the trump presidency surely is the iraq war define the first george w. bush one expand on that. well i think just as the nine eleven and then events that all that and particularly the wars in afghanistan and iraq and dominate has so much of that time of the bush presidency but also i think historically will be seen as one of the key features of it as it was for tony blair in this country so to see if there where to be a major war and potentially it would have severe significant political implications

for the u.s. its role in asia but i think it would also have profound impact and tension how we looking back in the truck presidency in ten or twenty years time in terms of the most significant events i suspect one of the. previous wars. we'll have the me mention in this one nuclear one time no war would be. is there where to be a war and i think it's still unlikely but it's a real possibility if there were to be a war then it would be a war in which nuclear weapons were central to that start of the war in the sense that it's the rapid development of the north korean nuclear program that is creating the time pressure for american action but it's also distinctly possible that north korea might use it you could weapon i think it would certainly try to use a nuclear weapon area in a conflict in order to force a cease fire and force

a halt to an american action against it whether it was possible for it to do that i think we just don't know certainly and then a classified level we don't know what we do know is that the likelihood that north korea could use a nuclear weapon bearing in a conflict is increasing over time as they are proving their their capability and of course the use of nuclear weapons even one nuclear weapon against south korea upon which a panel would have fareed devastating consequences over the weekend certain. so the united states has open lines of communication would last korea president trump then the savior will do or has to be done what do you make of that inner conflict that might be a good guy bad guy show for north korea. well it it could be a good bad good guy bad guy show but certainly what we see of the trumpet ministration

it doesn't feel from the outside as if it's quite as coherent as that. i think we are all dismayed by the. use of twitter by the president apparently with anymore without any moderation by his staff to intervene in. a sensitive foreign policy question i think in broad terms it's clear what the strategic intent to the north korean. regime it is intent of acquiring this i.c.b.m. can build the trial after many years but that doesn't mean that the entirely understand the american policy making process i think a real danger and they may misinterpret some like the president is saying if the american president struck the first row with the british prime minister to support him. i think it would depend on the exact scenario i think it be very

difficult for the british prime minister to commit forces in that scenario because he she would require parliamentary authorization for that commitment and have but of course the u.s. and north korea would not be the only party since such a conflict and i think the u.k. first of all if it had not be consulted. mrs may would want and would say to present i think we need some time to understand exactly what happened and also i think we want to consult with south korea. to see what their view was and still what was happening because those were would be the countries that would suffer most in such a conflict and finally i think we want to consult with our european allies will be any automatic support for the united states in such a scenario and it's very clear to me the british government like other european governments right now is urging both caution in american rhetoric but also extreme

caution and contemplating a preventive strike of the sort that is being talked about. well in some ways of course they're they're similar in the attraction they have both tough for extreme rhetoric nothing new from north korean leaders pretty new from the american president i think. by both appear to be easily riled by by others including each other i think extra dimension of instability to this crisis that contrasts to china is pretty evident chinese leadership much more careful in the area should. to their rhetoric of both those states and in many ways in stabilizing factor not thanks so much for your
