good evening friends we start tonight with action on obamacare but the trumpet ministration frustrated with congress's lack of action the president signed an executive order today chipping away at obamacare the signature legislation of the last administration the order directs agencies to develop rules to expand cheaper less comprehensive insurance across state lines the president believes the move will help small businesses first we aim to allow more small businesses to form associations to buy affordable and competitive health insurance this would open up additional options for employers to purchase the health plans their workers want i'm also directing secretary accustomed to consider ways to expand these associations and these health care plans all across state lines

earlier today i spoke with north dakota congressman kevin kramer about the impact of the president's executive order here's what i think it does for it's going to be it's going to be interesting to see how insurance companies respond to it what i think is that there's an opportunity for states. to be that place that provides the best product. for the country so it will be competitive again but the real winner here are the small businesses the groups that don't get big employer coverage to be able to group themselves together we pass the bill in the house that does exactly what the president's executive order does not allows is to allow soci actions so it might be small market broadcasters it might be restaurant owners who can't come up with the type of a benefit for their employees that a big company can have but now they can go out of state get well what they can associate across state lines so what i think remains an open question is if you associate across state law. winds are can you then buy the insurance and in one

state that applies to your whole association across state lines i don't know the answer to that but employers do that now so how is this going to be a game changer this is what the republicans are only for along well i think the game changer piece of it is that it treats it treats people in the individual market and the smaller employers provides an opportunity for their employees to get the same kind of coverage that people who work for large corporate corporations who provide a very generous package are able to provide that makes that makes their workplace competitive it also creates a more of a competitive market among the independent or the individual markets and i spaces the individual market is what's being destroyed by obamacare or you can visit this is going to bring down rates yeah i think i don't know why wouldn't i certainly don't know why it would raise rates it provides more coverage more opportunity for coverage to more people it creates a competitive market that should bring down rates but there's no reason that it

a network of providers and say north dakota where he hails from they're not allowed to just simply come in and not have doctors or hospitals in their network some of that has already been allowed under the affordable care act insurers just simply haven't been interested so the protections are being stripped away with this that there would be the guidelines of mandated coverage that it's the beginning of junk insurance all over again i guess is the question well i'm afraid that it is i think there is some value to the idea of associations purchasing health care that's been done in states like washington but the idea that you're not going to have state regulation apparently even federal regulation and they are going to allow individuals apparently on affiliated individuals to purchase insurance through association health plans is just going to lead to ruining of the insurance marketplace for everybody it's it's not going to be to the benefit of small

businesses and it's going to hurt the individual market or hurt the individual market from the sense of quality is that a fair statement. i think in the sense of quality but also add in the sense that you have to spread risk around the market in order to make it stable the present is also proposed to allow sort of the junky short term insurance to be sold and that would be subject to mandates you need for people to enter into long term insurance a grievance in order to smooth out risk and keep premiums down for everybody sort of fly by night plans or having associations that don't have the capital necessary to insure against the risk that they're carrying that's that's a recipe for disaster well that's the next point i want to bring a stable secure or a liability i mean that sounds like you're going to be paying for almost nothing and you're sure the rates will be cheaper but what kind of insurance to really have

does that overstated that no i don't think it is and i'm worried about solvent see issues as a former insurance regulator you want to see an insurance company have sufficient reserves in order to pay for a few months of claims without any revenue a lot of these schemes have in the past not possessed that type of collateral and i'm afraid that we're going to be returning to the bad old days or something even worse i mean arguably this doesn't just go against the affordable care act it goes against a risk and its application to multiple employer plans that goes back to the nixon days so this really is a play into the hands of the big insurance companies what do you think why i think that some of the insurance companies could certainly affiliate with some of the associations but it sure is generally have been opposed to this idea add it just doesn't make any sense it's not a business that they're going to want to get into ok. always a pleasure brendan williams thanks for your time thank you. the rumor mill here in

democrats going to give in and move the corporate rate down to twenty percent well here's the other part of the nine point plan unprecedented expensing of capital investments that means if you own a business and you invest in it who have they got some goodies for you it's good to expand business but they're going to double the effort and they're going to double the a benefit to the tax people who are paying the taxes of the businesses to get that done now the american model for competitiveness these last two are just so generic this is going to be an american model for competitiveness whatever that is and bring profits back home now let's look at this one for just a moment. think about this a tax plan is going to dictate to businesses to bring their profits back home know it's more republican theory and that's just tell them like it is they're trying to make this all simple for you
