and you are watching our t.v. america question and more. coming up on our to america the white house announces it will release thousands of pages of classified documents relating to president kennedy's assassination despite the intelligence community's worries. then the u.s.s. ronald reagan docked in south korea following a weekend of military drills coming up in a report why this port visit is being seen as more military aggression by the united states. and here in the nation's capital a new study reveals body cameras worn by d.c. police officers have little to no effect on their behavior the result straight ahead.

hello october twenty third five pm in washington d.c. i'm on your part and you're watching our team america we begin this afternoon with a story which has captivated the american mind for decades the assassination of president john f. kennedy on november twenty second one nine hundred sixty three it was a traumatic moment in history for anyone alive at the time and questions surrounding his assassination have kept the mystery alive for those of us who came after this week president donald trump announced he will not block the release of the j.f.k. assassination files declaring on twitter quote subject to the receipt of further information i will be allowing as president the long blog could classified j.f.k. files to be opened meaning this thursday it is possible thousands of documents relating to the assassination could be released but are the files complete i pose that question to the honorable john tonight i'm judge of the u.s.
5:02 pm
district court for the district of minnesota who served as chairman of the assassination review board which compiled documents relating to the assassination in the one nine hundred ninety s. take a listen. well i hope so i think we're long past the time that anything from the nineteen fifties sixties and seventies should still be protected this is important for release for the american people and frankly people beyond the united states that remain concerned about the kennedy assassination whether there was a conspiracy or not i don't think that this release of records is going to contain any bombshells most of the records that i've seen and we protected for reasons that were authorized by the statute but at the same time it's important to say that nothing remains in secret anymore concerning the very tragic assassination fifty
5:03 pm
four years ago of president kennedy right and many people have high expectations for this release but here say i mean to suggest it might put some of these questions to bed by not providing any sort of information people are expecting i mean is that the case well i think that any time there is still records that are hidden about an event particularly ones so. interesting to people and so concerning to be able to show long after the fact you're going to leave an impression that there is something important that speak from the people and i think it's important to release everything so that there is no longer that argument being made because there really is no reason to protect this information any more. trauma certainly suggested he's going to release the documents at the white house released a statement today reading quote the president believes that these documents should be made available on the interest of full transparency on the last agencies provide
5:04 pm
a compelling and clear national security or a law enforcement justification otherwise that could be a pretty significant unless right well. it certainly is i mean it was the reason that many of the pages of the three thousand or so pages that contain redactions why we put those redactions in place because an agency convinced us that there was a reason under the statute to protect that information for another twenty five years. i can't believe that those reasons are still valid today but i'm not privy to what arguments are making to the president to try to protect information i do know that we had a significant battle with intelligence agencies with law enforcement agencies over our work in the one nine hundred ninety s. and we released just about everything so try i just can't believe that there is
5:05 pm
anything here that is so secretive from so long ago that doesn't warrant that warrants protection are you confident the documents are truly complaint just considering you you know are asking government agencies like the cia and f.b.i. having fully open and honest i do think it's possible they left something out. well i think it's entirely possible i mean the records that are being hopefully being released this week are records that we we had our hands on back in the one nine hundred ninety s. we did issue redactions on some based on the statute and then there is a large group of records that upon a quick review by our staff we determine that they didn't look like they were relevant to the assassination there are all kinds of records that were caught up in the sweep of the investigations and some of them frankly had nothing to do with the
5:06 pm
assassination. so that group is also ready to be released this week at the about thirty thousand pages near as i can tell of records that we thought were not particularly relevant it could be that relevant says been determined in the years since then something that we thought wasn't relevant now appears to be relevant but we're really not talking about record central to the issues surrounding the assassination. so that's what i find so interesting i have from what i've heard you say also in the past is there's not really going to be any bombshells about lee harvey oswald in this release and i get the feeling that's what some people are looking for i mean i think still questions could remain after this release. that it's obviously something which people feel very passionate about it's one of the most intense political moments in american history. well certainly i think there's
5:07 pm
always going to be questions but i do think that it's important for the american people and for people everywhere in the world actually that all the government files have been released and there are no further redirections in the government files now that those who account for files that may have been destroyed years ago long before we took office there were some files destroyed after we began our work but we found identical copies of them so nothing was destroyed during the one nine hundred ninety s. as far whether for example the central intelligence agency has found files that they did not disclose to us in the ninety's i suspect those files that not been turned over to the national archives and they might be files that could officially still be missing but everything that we had we reviewed carefully and the result is the remaining releases this week of files that were turned over to us in the one nine hundred ninety s.
5:08 pm
i really appreciate you speaking so honestly had to me about this and i just have one last question which i feel like i have to ask you as someone who has reviewed all these documents and has like i said been advocating for them to come out do you have questions though about the assassination do you believe you know what happened and do you think people will feel comfortable one phase the documents are all out there. well i think that polls show that most americans still believe there was a conspiracy i'm a judge so i deal with real evidence evidence that's admissible in court and can be used for a prosecution and all of those records point of acting alone it really isn't anything else showing up in the files that suggested that someone else was there shooting that day or that someone else worked with him ahead of time. having said that i've always kept an open mind if records that appear or people appear that
5:09 pm
every different story and always willing to listen to them because this is an important chapter in american history and one that it's always important to get to the bottom line as to what happened well you've been entrusted with a big job and i again just appreciate you for being very honest i have a lot of respect for what you said here and what you did so the district chief judge john r. to name to hime from minneapolis minnesota thank you so much thank you so is president trends getting it right by not blocking the scheduled release of the final j.f.k. files conservative commentator and host of state house version joins me now from our new york studio high stays what do you think the chances are we'll actually see these files this week. i think they're pretty good i mean you know the deadline is thursday we're already here finishing out monday if intelligence agencies or
5:10 pm
anybody else is going to raise a red flag it object and give donald trump the option to take the out under the law and say nope sorry can't do it it's going to harm our intelligence agencies it's going to put people in danger and you know i would think he would have seen that information by now but let you know the so i'm going to go under the assumption that he is going to release them. and what do you think we could learn from these files i mean if you heard judge chin heinlein i spoke to just before you he seems to suggest there's no bombshells in these files and in fact they might not even be complete so there's a lot of excitement around this but i mean what do you think about that well one thing that they say the experts certainly but one thing that they say we may learn is more about. trip to mexico city in the months leading up to the assassination where reportedly he met with cuban and soviet spies and he talked about the assassination or the killing kennedy but let's be serious here i mean i don't think
5:11 pm
we know the everything that happened in las vegas in the in the horrific shooting there are a few weeks ago do we really think that there is incriminating or bombshell information in these documents that were locked away when they have been redacted when they have been left out so i'm not expecting a huge bombshell or part of the expression smoking gun but it still will be interesting to see what what is released and what is laying there in the the archive certainly will be i want to transition to something else very interesting what happened this weekend former president jimmy carter speaking to the new york times he weighed in on a number of issues but specifically one that was making headlines he told the new york times something about russia what's your take on that. well first of all he kind of defended donald trump on several fronts. on the russian issue he said that he has no problem with trump's relationship with vladimir putin he says as part of
5:12 pm
the carta foundation he says we talk to putin in the russian government all the time and i don't know what relationship be actually thinks putin has our trump has with putin or vice versa but of course the media has made it into some nefarious fairy tale he also said that nothing the russians did affected the outcome of the election in his opinion which is going to drive his fellow democrats and liberals which also equals the media in this country just plain nuts so he came to trump's defense on russia certainly he certainly did speak his mind without any fear in the air did he say anything else you found interesting or surprising oh yeah well he also said that the media has treated donald trump worse than they've treated any other president and i agree one hundred percent i can't believe i agree with jimmy carter on anything but he said that he defended trump against the media he said
5:13 pm
they even feel free to question his stability to serve in office and that's unprecedented he also revealed that he voted for bernie sanders in the primary as opposed to hillary clinton which certainly is in the media doesn't want to tell you about because that doesn't look good for hillary he also weighed in on barack obama who he was with over the weekend he said obama talked a good game he had a lot of great rhetoric but didn't live up to it he's disappointed that obama didn't meet with the north koreans he feels he was a disappointment in the middle east so we wasn't and yemen and he was unhappy with the things that of barack obama did not do. i suppose you have to respect anyone who's going to talk beyond partisanship and just speak honestly about these things but since you brought up north korea carter is looking to get himself involved as any he certainly is he says that he has spoken to the national security advisor of the master about being an envoy to north korea to help mediate the situation
5:14 pm
with the north koreans he did something similar in two thousand and ten i believe it was he went to north korea at one of our prisoners released he was told basically no thank you by make master but he's reiterating hey you said no but i'm available if you want the so you know maybe maybe there was a method to his madness maybe praise trump defended drop because he's trying to endear himself to trump i don't know yet he wants to go to north korea and help solve the world's problems certainly fascinating interview and thanks for coming on to talk about it steve malzberg pleasure take care. coming up on r t wildfires are roaring in northern california and while these fires are being tamed by fire fires wind fire historian looks for a possible long term solution. for you guys i made
5:15 pm
a professional is powerpoint to show you how artsy america gets into the greater media landscape is not all laughter all right but we are a solid alternative to the. liberal or conservative and as you can see from this bar graph we don't skew the facts either the talking head left these talking head righties oh there you go above it all to look at world artsy americans in the spotlight now every really i have no idea how to classify as and it actually took me way more time than i care to admit people have got to know whether or not fair present or support american people deserve to know your difference at this point does it maybe has to guard against the military industrial war we shall never know goal. or should know that. we do what we. think.
5:16 pm
the mission of newsworthy is to go to the people tell their side of the story our stories are well sourced we don't hide anything from the public and i don't think the mainstream media in this country can say that. we're not beholden to any corporate sponsor no one tells us what to cover how long to cover it or how to say it that's the beauty of party america we give both sides tweak your nose. and we question more. mark twain said it's easier to fool people than to convince them they've been fooled that could be why america is so divided because people have been fed fake news feed for by corporate into. they beat you down until you believe they're fairly. well here's a story for all to read and that's a little. bit. welcome

back to our to america wildfires continue to burn in northern california and today a record breaking heat combined with gusty winds in the southern part of the state make it ideal for those fires to spread meantime one fire historian looks out for possible solutions to these ongoing fires here's our g.'s atocha suite with an update from los angeles anya nearly two sundays ago two hundred fifty wildfires were burning throughout northern california now only ten remain as five thousand firefighters are working to contain those blazes as we mourn the loss of the forty two people killed in these fires there's a lot of reflection being done a red flag warning remains in effect for kern county through san diego the tenth anniversary for san diego's witch creek fire was just yesterday well ten people

died and many are taking these fire precautions very seriously after what they've endured as a community stephen pyne a fire historian says these devastated wildfires in northern california are nothing new and that the effort to suppress all far. only created equal logical insurgency that we could no longer contain pine believes relocating power lines would help prevent unwanted fires he also believes having more local power sources like solar panels and controlled burns could be part of the solution but as history shows this recent case of wildfires in northern california clearly isn't the first time fires have jumped into residential areas so pine also sees fire prevention as a homeowners shared responsibility and the national weather service warns that the fire danger remains high the hot dry conditions in combination with these gusty winds other california could cause any new fires to spread very quickly reporting in los angeles and suites are to texas recently told contractors they wouldn't

hurricane harvey violates the first amendment of the constitution some organizers in houston also say the law is delaying recovery efforts as lots of families remain displaced or in shelters while waiting for homes to be rebuilt meanwhile in puerto rico police officers are struggling to contain crime on an island where roughly eighty percent of people remain without electricity more than one month after hurricane maria pummeled the u.s. territory puerto rico's force of thirteen thousand officers are working longer shifts while responding to an increasing amount of calls for robberies shootings and high speed chases in an interview with the miami herald a police officer from the u.s. commonwealth claims quote it's easier to burglarize there's no alarms no phone systems it's dark the delinquents are taking advantage of the crisis that puerto rico is in unquote due to the island's economic crisis the puerto rico police

aircraft carrier carrier like the u.s.s. ronald reagan which with all its might and flanked by forty other war ships and submarines well it's a sight to be seen in blue sand is now the port where the ronald reagan is doctor but a lot of people there aren't too happy about it is simply because the koreans for the most part don't want a war in their neighborhood because they know that they would not be coming out on the bright side nobody would if north and south korea go on each other so some of the people in that area you know have been protesting the u.s. ships that are there basically trying to downplay and that's something that we've seen from south korea itself as well they've been trying to kind of deflate this rhetoric that's been going on between the u.s. and north korea and hoping to get back to the negotiating table to get something a little bit more peaceful like in talks instead of this back and forth that we've seen now as you mentioned these exercises ended last friday but today a new set of exercises has begun for another five days of military south
5:23 pm
saber rattling as as we like to call it sometimes and that's exactly what's happening so if you're north korea at this point you're seeing this you know these exercises are right in your face because they're right next to you and of course the rhetoric comes along with it we heard from president donald trump of the saying totally destroy those were his words when it came to north korea and what he's going to do and then they would probably gang reputed with. darkness for the u.s. now we're not talking about two guys that are posturing in front of each other we're talking about millions of lives at stake and this type of rhetoric as you know is not helpful at all as you know alex these are exactly the kind of war games which north korea continuously cites as their reason they pursue their nuclear program and the north has reached out to the united nations about these military intervals between the united states and south korea what can you tell us. you know
5:24 pm
we have to take a moment sometimes we take a step back and think what is north korea thinking and what is kim jong un thinking and the fact of the matter is that he's seen people like a dog in saddam hussein go down when the u.s. comes into your neighborhood now you have a very similar scenario here i mean yes it's been a very long time decades that we've seen these type of exercises between south korea and the u.s. basically showing their might in the neighborhood but for north korea this is an act of aggression this is in their face so they actually went to the u.n. security council they wrote a letter they're basically saying that these joint military drills that were appealing that they stop we don't want to see this anymore because that's the reason we're building up by our arms because in a reaction to this and you really need to think about this if you're a country like north korea you're not some type of superpower in this world so kim jong un you're going to do everything to save your own by in a world that right now is in the situation it is and when you see somebody knocking
5:25 pm
at your door in that way you're going to react in a way that's very defensive so in many ways that's exactly what's happening now you have countries like russia and china coming to the table they're asking for something that's called a double freeze so stop with these drills for the u.s. and south korea slow that down and with north korea stop testing these missiles and trying to show off to say hey we can defend ourselves that's china and russia coming to the table sounds pretty reasonable the u.s. says we don't like that proposal so as it stands right now this could just continue and hopefully it will stay in terms of just rhetoric and maybe war games if you want to call it games and stead of turning into something much worse about it right now these war games seem to be a lot less helpful than helpful in the region. all right alex mahela vich in toronto for us thank you so much for that report thank you. enough is enough that's the message from activists and peace groups urging universities and financial

institutions to stop investing in america's analyst wars over the weekend the group gathered in washington d.c. to spotlight their nationwide campaign to divest from the u.s. war machine we have a story now from our to america producer priya ready and photojournalist alexander mercer. after sixteen years since the nine eleven attack many of us have kind of the conclusion that these wars are going on and on and on because somebody is benefiting from them and when you scratch the surface it's big weapons manufacturers and so we feel like we have to follow the money and when donald trump goes to saudi arabia and announces a hundred and ten billion dollar weapons deal the stocks of lockheed martin and boeing in general dynamics these big companies they go through the roof they benefit from more they want more or the instability the suffering the misery of
5:27 pm
people around the world is a profit motive for them so we feel like it's time that we start shining a light on what we call these merchants of war we've seen millions of people killed in this global war on terror there is no accountability there is no sense that anybody should be brought before the international court of justice there's no rage instead when people die in these wars the blame for it you know when syria is imploding further into destruction people here say well the cause of this is the syrians themselves are not recognizing the broad apparatus of the global war on terror which is threatening to destroy one country after the other when you have this kind of war machine of us sucking up. a tremendous amount of the people's resources for war then the result is that those very basic human needs that millions of people have or those countries aren't really being address

so to pay for this obscene increase in the military budget for example a budget is now said to be six hundred ninety six billion dollars they have to cut spending by a federal agencies across the board so support for education. pill grants to people who go to college will be cut support for housing section eight and all that and some of the other housing support programs will be cut environmental protection policies will be cut. across the board vital services like you know energy assistance for elderly people in poor people will be cut so the pay for this obscene increase those those human rights people are being denied it's time to say. let's pull our money out from these companies to withdraw any investments they have in the war industry as

a sexual act where he doesn't think that's right however told back told the l.a. times that for the past twenty two years it would have been biologically impossible for him to engage in that sort of behavior saying that he has diabetes and a heart condition that required medication these are only the latest allegations of sexual harassment coming out of tinseltown over forty women including gwenyth paltrow angelina jolie and ashley judd have accused the hollywood producer harvey weinstein of either sexually harassing or assaulting them. however the recent controversy has struck a global debate of sexual harassment in the workplace and now some of hollywood's most elite are speaking out the fact that the consequences have been so severe for somebody as powerful as harvey i think is a real kind of shot across the bow of any man who's engaged in this kind of behavior i think there's a lesson i think there really is a lesson the lesson is that people it's important that people feel safe enough to come forward and that this is an important of their repertoire and we need to now

know that it's not their fault and to hold people accountable for their actions there has to be something good that comes out of it you know there has to be something that. for instance women have to feel safe to be able to come out and they have to be feel that they're going to be believed and the men who do this the people who are committing these assaults have to not feel safe feel less safe or feel that they will be exposed or. prosecuted in response to the weinstein controversy women took to social media to share their stories of sexual harassment by using the hash tag me to today that hash tag has been used over twelve million times reporter getting your trinity chávez r t. in recent years many high profile killings by police officers and excessive use of force that dominated headlines across the country one idea constantly suggested to reduce these numbers was to outfit officers with body cameras in washington d.c. a surprising new study found police officers using body cameras had no effect on
5:47 pm
the use of force or even citizen complaints are actually being spoke with one retired d.c. metro police officer ronald hampton to discuss. well i'm not really a desk because i think that. that i believe that the cameras have had some impact but probably the impact has been minimal in the sense that looking at the twenty six hundred that has worn and that was the cameras there's another twenty six hundred go another for almost two thousand that didn't wear the cameras but they have received complaints in the department i think it also points up that policy as it relates to not only the communities knowledge of the cameras but policy as it relates to for example how the offices will where the cameras when you call them when you call them all because we've had a couple of instances where the authors have cut the cameras off for the cameras having been on do in the days from it so what is the metropolitan police
5:48 pm
department's policy as it relates to offices when the cameras and when you cut them all so i think that is some of the kind of things and i remember reading some of this information so there's some things that i think some positives i would say rafa's to the cameras but if you want something really go airing i don't think that that's going to be the case here and maybe also enough to see this to they believe obviously there are other factors at play here i want to mention a researcher at arizona state university suggested maybe there was little impact on the behavior of police officers in d.c. because a force for the past a decade and went through federal oversight to help improve the department's debt that can be dechen be good and that can be good and i do think the ten year oversight or the involvement of the federal government in the metropolitan police department when it came to homicides and came to the investigation when it came to
5:49 pm
. racial profound all those things i think it really made a difference is that we have some good policies and practices as it relates to the department but the fact of the men. it is that cameras addressed in the additional comment component of that and i believe that there's been some positive result because office is ongoing to record bad behavior i mean that's just common sense to any human effect but there are examples where again offices have corrected cameras or would have cameras one or they. didn't even issued to cameras so what is the policy as it relates to that it is also from the city's view what do we do with the cameras how how how would this is how long is the film how long do we keep the film who can have access to the film almost on the issues of policy issues related to the police department and then like i said how the police department is going to

well the bush's and the clintons and their club members they've all been banding together to bash our current president former president jimmy carter has come out to defend him yet the democrat is daring to stand up to the hive and say what he really thinks in an interview with the new york times carter said a lot of amazing things he said that he doesn't think there's any evidence that what the russians did changed any votes and that the idea that russia had a big impact on the twenty six thousand election is ridiculous he also isn't bothered by the idea of an american president having a positive relationship with russia's president he also said that the media has been harder on trump than on any other president that he's ever seen and that he

can't believe how reporters feel like it's ok to call the president mentally deranged or unfit or all the other terrible things they say about him he totally got terms back when it comes to the war on the media saying it's not trump that's the only one fighting this war it's the media themselves who are saying all these horrible things about a sitting president carter also said that the declining image of america on the world stage precedes trons and that trump is not the spent on and that just happened and changed everything it's not like everything was fine one day and then terrible the next but terrible mess has been creeping along day by day for a long time and trump inherited and america whose image was already soured carter said he thinks the u.s. is no longer the dominant character in the world but that it's not just all trump's fault like the media keeps saying he also had the audacity to say something negative about the media's they've written president obama he put down obama's decision to bomb yemen and he also blamed obama for not holding more serious

discussions with north korea and carter even stood up for trump stands on n.f.l. protests. this is how pro trump carter was in the interview so since it was the new york times the way they chose just spin it was to give their interview a crappy headline jimmy carter lusts for a trouble posting last they actually wrote they just had to put him down because they just hate the fact that carter won't join their trump bashing high and for writing such a crappy had lie and such an interesting interview they did a smashing job of proving carter's point about the media and their obvious bias. it's.
