the un back to jordan mission blamed syrian government forces for the chemical attack in the country's italy but province back in april. olympic chiefs dismissed media claims as premature that the russian national anthem will be banned at the upcoming winter games. and revelations about the offshore tax avoidance and money making schemes of the super rich become a goldmine for the media with many publications rooting out and focusing on links to russia. for broadcasting live there but for our studios in moscow this is art international john thomas really going to have you with us we start with breaking news this hour the u.n.
6:01 pm
back to joint mission investigating the chemical attack in syria's eagerly province back in april has found government forces to be responsible the watchdog says they have looked into various scenarios question hundreds of witnesses and examined thousands of pictures and files however they did stress they never made it to the site of the attack. the leadership panel has identified. as responsible for the use of sulfur mustard in. and the syrian arab republic that's responsible for the use of sarin at conseco and their studies showed that the samples from handshake koon match with a particular chemical from the syrian arab republic stockpile that is required to make sarin. and has got more on the story and joins us live now caleb thanks for being with us so tell us the details of what was said during that meeting. well after we heard from the report of the
6:02 pm
o.p.c. w. after that we heard from nikki haley the u.n. ambassador of the united states now she escalated her rhetoric against the syrian arab republic and seemed to be rallying the council to prolong the work of the joint investigative mechanism this is nikki haley. the gym's report not only identifies those behind the chemical attack it also explains how it reached its conclusion it lays out in great detail how the team carried out this challenging investigation and just as any independent team of experts would it makes note of any irregularities it found in the information obtained from the investigation now the russian ambassador was quite critical of the report and laid out before the council how many ways in which the o.p.c. d.w. can convey that many ways in which the o.p.c. w. conducted their investigation were unsatisfactorily he went into
6:03 pm
a lot of detail this is what he had to say. the investigators carried out their work remotely the report is full of omissions and consistencies and discrepancies of very mediocre quality there is a question as to the samples collected by third parties and whether they are from syria toll it is unclear how the syrian was transported and used a visit to show rock the airbase would be crucial to prove it's there and was there and to find out who is responsible for the attack in other words it was the gym's task to find this out now the russian envoy pointed out that it no point did the o.p.c. w. team actually visit the site of the chemical attack in qana shaikh kuhn he urged the world to imagine a criminal investigation in which the scene of the crime was never visited by the investigators now from there he also went on to point out that the third parties that were relied upon by the o.p.c. w. some of the sources were a little bit less than credible for example the white helmets who are known to have
6:04 pm
links to the al nasra terrorist group were cited and used as a source in the report now the united states has said that it's open to negotiating a possible future u.n. security council resolution regarding syria and we have heard from the european union the european union is saying it wants a new sanctions against the syrian arab republic in response to the o.p.c. the abuse report presented at the council. all right artie's a mop and therefore keeping across this story now as more information becomes available i know that you're going to cross it for thanks for being with us now amidst all this we have spoken to an expert who believes that the report is based on fundamental mistakes and flaws take a look let me give you an example whose creator. the crater is allegedly where a corning according to claims a russian designed chemical bomb was dropped and
6:05 pm
a sarin release occurred from it now if you drop a bomb that is designed to release chemicals you will find around the area where the release occurred law pieces of the bomb this is not an explosive bomb it doesn't it doesn't detonate and create many fragments it's almost that it's a canister that is filled with a chemical that's a liquid that has looks a lot like water and behaves a lot like water and it's got a small explosive charge in it and the explosive charge ruptures the canister so that the material will fall out on the ground now. any place where this kind of munition is used is going on in the remnants of the munition will be there . to further discuss this situation we're joined live now by ivan eland
6:06 pm
u.s. defense analyst and author ivan thanks for being with us here on our team international . so interesting developments the report was released before just being discussed now by the united nations how do you view the findings of the investigation. well of course year investigating something on an active battlefield so it's not always you know possible to visit the site and of course as your report pointed out this morning the site like a criminal investigation is a big a big help in investigations like this it doesn't mean that it's impossible to find out you know who did this but it sort of is it is a problem i think so you bring up a good point about you know an active battlefield in fact russia's deputy envoy to the united nations has drawn attention to several examples of why the results may be faulty why do you think that these examples were not considered during the
6:07 pm
investigation. well. i mean i have to i haven't seen the details of his of his critique he says that there's a missions etc and i would have to see the you know his his. specific critique of this but i will say that those sides this is been a nasty mean conflict on both sides and i don't think either side is blameless however chemical weapons don't really kill that many people on the battlefield that you could make an argument that it's a prohibited way of warfare and it's indiscriminate but so are you know. bombs and bullets and that's where the thing so many civilians have been killed in this war by both sides i on purpose and i think. the
6:08 pm
terrorists in syria the terror groups have used. sulphur mustard which is a more primitive gas and serin so i think there's enough blame to go around on all sides and certainly no one is blameless in the world or the theatre of war that's for sure one of russia's main points is the fact that they didn't actually go to the site to investigate the site specifically itself making so a lot of their evidence here say or the equivalent to there of what you make of that. well i like i said it would be doctor if they had that that evidence because i think you know what if you're going to examine things you need to look at the residue the ground etc around this where this was allegedly drops it's a chemical substance so i think it's you know it's a problem now whether it now of flies the investigation that's another matter for
6:09 pm
the technical experts to to. you know sort out i think there is some hope that the united states is saying hey we could have another you know some sort of negotiation on the entire syrian matter i'm not sure sanctions against anybody are going to do much good other than symbolism in of course the e.u. is always very big on symbolism but i'm not sure you know the sanctions are that they're proposing are the way to go i think that if there there should be a way to solve this whole problem and prevent all sorts of death was it whether it's from chemical weapons or just bombs and bullets which have killed far more people on the battlefield probably ninety percent to ten percent versus chemical weapons so i think you know that's that's the way to go instead of you know you know blaming every one side or the other here all right very interesting to hear
6:10 pm
your thoughts hopefully there is some hope on the negotiation from between the u.s. and russia i've been e-mailing us defense analyst and author always interesting to hear your thoughts thanks for being with us here in our to international. all right the international olympic committee has dismissed the reports the russian national anthem could be banned from the two thousand and eighteen winter olympics the claim was made in the new york times ahead of the i.o.c. his decision on what action to take against russia for alleged state sponsored doping but he showed minsky reports now from the olympic headquarters. in switzerland. well the article by the new york times suggests unnamed sources from the international olympic committee have said that they are discussing a possible ban on the russian national anthem at the winter games in twenty eighteen there also it says in the article discussing a menu of other possible penalties against russia including not allowing delicate and athletes to take part in the opening ceremony now we are asked the i.o.c.
6:11 pm
for a response to that report and whether those suggestions of those possible sanctions being discussed was actually true this is all premature speculation before the world and schmidt commissions have even completed their work and before due process to which any individual or organization is entitled has been followed what it all comes amid allegations of widespread doping following the sort she games in twenty fourteen against russian athletes that led to the the russian track and field team being disqualified and barred from the rio twenty sixteen olympics and the entire team being barred from the rio paralympics in the same year now the i.o.c. is currently investigating some of the allegations against russian athletes from the sochi games in twenty fourteen and so far they have removed two medals from russian athletes from the skiing events now the athletes in question have said that they will appeal those decisions and their lawyer has described them as being
6:12 pm
a scandalous the i.o.c. is also due to decide next month whether or not the russian team will be able to participate in the next winter games in twenty eighteen we've spoken to sports radio host alan moore from capital f.m. moscow he believes that the i.o.c. president knows that a blanket ban is the wrong move. it's wrong he understands that in terms of human rights it's a wrong. tree because he knows himself and the insiders no doubt there's a very small group in every country who are able to facilitate this what are doctors who are their coaches so. people already as we know russia have tens of thousands of athletes competing from track and field especially so he knows the movement know was well do you know the group knows what a blanket ban is just completely wrong. international law mornings after

a short break they would. apply to many clubs over the years so i know the game and so i got. the ball isn't only about what happens on the pitch or the final school it's about the passion from the families it's the age of the super money. and spending to get to the twenty million. it's an experience like nothing else because i want to share what i think i know about the beautiful game great so. in terms of foreign policy donald trump has already earned himself the title the low expectations president this title is now being put to the test during his tour

of asia because the u.s. is status quo power in the asia pacific region. challenging china. welcome back you are watching our to international live from moscow. so excuses and embarrassment appeared to be the order of the day for some of the world's wealthiest people and companies comes in the wake of the leaking of a massive trove of financial files the so-called paradise papers have exposed where the richest are hiding their money and now they dodge paying taxes.
6:15 pm
trillion dollars is held offshore and this means that hundreds of billions of dollars worth of taxes go uncollected and you end up with what i would call apartheid but the billionaire class escalating we know this and meanwhile the poverty levels are continuing to rise because people are being gouged they're being ripped off and into the mix comes the social uprising more violence because naturally if you have everything stolen from you you have nothing to lose so you
6:16 pm
become violent. well as you can see here there is a whole host of famous faces in the papers not least queen elizabeth and she's got millions of vested in a fund in the cayman islands then there's the u.s. secretary of state rex tillerson he is named as a director of an offshore firm used in oil and gas deals the man next to him is billionaire george soros man whose name is infamous he's used a law firm based in bermuda to help manage offshore companies and a couple of famous pop stars at the very end veterans bano and of course madonna made investments through companies in malta and bermuda but for the mainstream media it's also about finding a political scoop amongst the mass of information now that member of the trump white house is now under scrutiny for his ties to russia to be hearings and if he fails to provide a convincing and compelling explanation he ought to resign it probably will not
6:17 pm
surprise you that a lot of news outlets have been trolling it through the paradise papers files and efforts to find it in a fairness links between russia and the us or hawkins a looks at how they have been getting on. it's one of the biggest leaks of private documents in the world revealing the financial dealings of the super wealthy and powerful four royal families to global corporations but for most media the focus has been east putin's cronies kremlin meddling team trump's ties to putin's family all the elements to grab the reader's attention so let's break it down meet wilbur ross u.s. commerce secretary an investor now he has interests in a shipping company called navigator and one of that company's clients is russian energy seaboard now two of the shareholders there are fish alley and u.s. sanctions with another claim to be putin's son in law and those alleged ties to the
6:18 pm
russian president and his family could create a conflict of interest for ross now the commerce secretary himself left navigator's board back in twenty fourteen having joined it two years before that he's adamant he's done nothing wrong i don't know when the of those individuals have never met them through there's nothing wrong with the that it happens to be a russian company does not mean the only evil in it though it's important to note to see war as a company is not subject to sanctions and it's been left pretty buffel by the reaction so i bore it sort of was there in saying sion is nails in sieber expresses it surprised at the politically charged interpretation in certain media publications of regular could push an activity over many years which from the outset were reflected in the company's published accounts now if all this
6:19 pm
sounds complicated and confusing it's meant to be offshore dealings through third parties often aim to avoid regulation and taxes but that's not the main thing find a connection any connection to russia and you. you have a catchy headline now if you're still with me the evidence of russian influence goes even further from these airlines one might think the kremlin all but owns these social media giants but again let's take a closer look to banks controlled by the kremlin provide the cash to third parties or investment vehicles to buy stakes in some of the world's biggest companies russian tech investor you remailer is a key link in these operations and also invested in cards that's a start up founded by donald trump's son in law surely there's a smoking gun on russian meddling and here's what the protagonists in this conspiracy have to say themselves we announced via an august twentieth. that d.s.t.

asked congress in washington for an extra four billion dollars for missile defense and handsome and to counter the north korean threat and another billion it to support his plans for the wider region samir khan now reviews trumps tour of asia so far. after meeting with triumph the japanese prime minister said it was time to apply maximum pressure on north korea suggesting that intercepting pyongyang's missiles was possible through coordination to which trump responded that if tokyo purchase arms from the us they'd be capable of shooting him down he will shoot him out of the sky when he completes the purchase of lots of additional military equipment from the united states he will easily shoot them out of the sky why because north korea is apparently a dangerous state most importantly were working to counter the dangerous aggressions of the regime in north korea. the regime continued development of its unlawful weapons programs including its illegal

nuclear tests and outrageous launches of ballistic missiles directly over japanese territory are a threat to the civilized world at international peace and stability. we will not stand for that the era of strategic patience is over while this is expected to be a major theme on this sweeping asia tour and it all sounds too familiar in essence almost identical to what he said throughout his middle east if it really is the here and we will be sure to help our saudi friends to get a good deal from our great american defense companies this past summer trump signed the largest arms deal u.s. history saudi arabia worth one hundred ten billion dollars but who's the enemy in this scenario for decades around has fueled the fires of sectarian conflict and

terror threatening the region and causing so much of by alliance all nations of conscience must work together to isolate there is a growing realization among your arab neighbors that they have common cause with you and the threat by. it was by iran and it is indeed a threat there's no question about that so the solution sounds fairly simple by u.s. weapons and the world would be a better place i would love to be able to get along with everybody right now the world is a mess but i think by the time we finish i think it's going to be a lot better place to live but selling weapons as diplomatic outreach has been an age of old tradition of u.s. presidents the question is doesn't just have to fire. some air con our team washington d.c. . that does it for me i'll be back in about thirty five minutes of the full picture news you are watching our to international.
