12:30 pm
joined by my guest adel darwish in london he is a political commentator and author of the book the edge of war in beirut we have become a was a he is a political analyst and founder of the center of american studies in beirut and in damascus we have danny makki he is the syria commentator and co-founder of syrian digital media group all right gentlemen cross talk rules in effect that means you can jump in anytime you want and i always appreciate adel let me go to you the best dressed man in television love the bow tie of course adel you know we over the last few days we've seen a. whole series of diplomatic activity trying to bring some kind of closure to this very long and bloody and destructive conflict in syria it's being spearheaded by the russians and the iranians and the turks they've been in consultation with other players in the region including israel and also a telephone call between putin and trump are the pieces falling into place go ahead
12:31 pm
adele well let's hope so we have. historic context. with the russian rule these two major developments in the region would have not achieved one is the celebrated and now counter version and the iranian. control over the program and second the ending of the war in syria by defeating terrorism it could have ended in different way the russians the main objective as i can see is to keep the geographical integrity one country of syria which is on the objectives of the other says important. what happened between that phone call between mr trump and mr ford and very important the superpowers because this the can actually pull the strings on regional powers that might have
12:32 pm
a different edge and i don't want to second guess whether there is but is very actually important that all the powers account thirdly you mentioned iran and turkey the are the neighbors in the region and obviously this controversial role for iran so let's hope again some russian diplomacy would kick them into she can let me go to you in beirut to reflect about what dell said because you know it looks like it is going to be the political will and i thought it was very interesting was the conversation between putin and trump here can trump fulfill any kind of obligation that he would like because his administration is very divided and how to approach the closure of this conflict in syria we still hear this lingering assad. ok will just interrupt our programming there to bring you the latest on that
12:33 pm
breaking news from central london where circus chief station has been evacuated after an incident on straight is also being placed but due to overcrowding we're told police were responding to reports of gunfire let's cross live now to set the scene for us. they said what more do we know at this point. but what we do know at this point is very little has been confirmed but. it's a very busy day here in london it's black friday a very busy shopping day in the busiest shopping district in london and what we know is that in this part of london august because there was screams as people were being told to evacuate shops and big call to get off the streets by police have been some people who have been locked into different shops around here and we also know that the police are investigating it they say there's an incident they haven't
12:34 pm
explicitly named it this is a terrorist incident we still don't know exactly what is going on but we have reports from the metropolitan police that they're treating it as if it was a terrorist incident there's also been reports of people running up from regent street which is this shop behind me again all of these roads are now absolutely empty but just an hour or so ago they would have been full of people thousands hundreds of thousands of people as they try to get those free christmas deals so it would have been a very busy area they have been conflicting reports about exactly what has happened there were some reports that there was a huge incident inside just like a station itself and that's where people were being told to evacuate from the panic spread into surrounding streets and when we arrived on the scene not. two far away we immediately had police screaming at us to get as far away as possible but it seems that things much calmer here we are about six maybe fifty two hundred meters
12:35 pm
away from us a cycle station and things quite calm the last few people who are sure shaken off an upset by more probably by being told very very celtic way to evacuate from the area but still waiting to find out exactly what's going on it would appear inside of a second station sure and he said just tell us about the mergence he responds to my man i think we can hear a helicopter flying above you to sort out the whole array of emergency services there at the scene at the moment we're showing. yes we've seen as you mentioned the helicopters above us in the sky i've seen fire engines inside this cordon behind me and also armed police rushing in and out and the big vehicles the b.m.w. x five which they have and some of those policemen must stop by the club or so called see exactly what they are who they were so we are of course in
12:36 pm
a state where you know myself and my colleagues who are covering the london bridge attack and this is very reminiscent of the way the police are rushing in and out of the cordon it would suggest that this is a very very serious incidents of course at this point we still don't know exactly what's happened to the motivation but as you said the fact that all of the emergency services seem to be on location would indicate something very serious has happened inside and outside also all that said acer at the moment no reports of casualties but of course that doesn't mean that people haven't been hit i suppose at this stage. of course and you know in these incidents that there's always a lot of speculation on social media to begin with we've already seen reports that there's a huge gang fight inside station which is what happened other reports are indicating . that gunfire was fired inside but we haven't heard anything about the casualties that one killed that one injured just yet if again and it's
12:37 pm
a big if this incident has taken place inside the station but my explain why it's so difficult to get any information out here on the street but assuming. that's mostly operate. through ok thanks lisa that was our faces here ali there live in central london for us. take here ok these are live pictures from the center london that we're looking at an oxford street where a reported incident reports of shots being fired probably just under an hour or so ago a huge police presence at the moment emergency services to as we heard from our correspondent no reports yet of injuries although we do know that the oxford circus change the nation was evacuated very quickly after days of course we're we're still waiting really for confirmation on
12:38 pm
a lot of what has happened details are sketchy but these are certainly the latest pictures and people are being told to stay away from it. meanwhile an attack on a mosque in egypt's north sinai region killed at least two hundred thirty five people earlier today according to state media it is one of the deadliest in the country's modern history more than one hundred are also reportedly wounded. this all took place during friday prayers the perpetrators are said to have arrived in for off road vehicles and set off a bomb at the site they then opened fire as people try to flee the country's president has called an emergency meeting to decide how to respond no one has claimed responsibility for the attack but the government drones have already reportedly killed fifteen suspects cairo based journalist jacob bush after has more
12:39 pm
. security services are not saying a lot about the details of this attack but we already know what the attack means to the egyptian people this is an attack on the state supported mosque in the north sinai this is an attack on the kind of islam it's promulgated by the egyptian administration one that denounces amber announces terrorism and we see that the jihad is now it decided to go not only against up against the government and up against christians but against muslim were the person who are choosing the path of moderate islam that is the mainstream form of that religion here in egypt we do know who operates terror organizations in the sinai and there are groups that are affiliated with isis there are groups affiliated with al qaeda and the egyptians of course are very angry and we see that there is really a stark ideological confrontation here between the kind of islam promulgated by
12:40 pm
isis and al qaeda and the kind of islam that embraced by the egyptian administration and so this is becoming a religious war inside of islam that has implications way beyond egypt itself but but to the wider sunni middle east. who are just returned to those live pictures we've got for you from central london the subway station has been evacuated for an instant we're told by police and he said they were responding to reports of shots being fired at both oxford street and the subway station of course the center of london packed we shall pass today being black friday no reports of injuries as yet although we have heard that one woman was slightly injured following many people fleeing the scene in the station just stunned and the . police response was rapid they've cordoned off the area you can hear from the shells to these live shots police helicopters above. a large number of fire engines
12:41 pm
and ambulances saying we're told were on the scene but no reports yet of injuries we were speaking to our correspondent is rally just a few moments ago and he said the still a lot of confusion as to exactly what is happening the rippin it's be much speculation social media too some people speculating there's a gang fight on the at the tube station but none of this confirmed and also not confirmed to the extent of injuries apart from that one one one one woman sorry he were perceived slight injuries as she was trying to see where. to flee from oxford circus cheap station so that's the latest looking at live pictures from the center of london where that there has been that terrorist scare the same evening many shoppers were there but as you can see the church streets are pretty much empty at the moment and police seem to have the situation under control although there's still a very heavy police presence there at the moment that's what we know seem to be
12:42 pm
getting more we'll bring it straight. now we've got a special report for you because it's a unique look inside one of russia's most notorious prisons the black dolphin as it's known has is some of the country's most dangerous and violent criminals all a locked away for life for heinous crimes. the facility was built in the eighteenth century today it does hold hundreds of inmates and is known for its brutal rules and grueling conditions while our correspondent were gassed there was granted access to the site. in this provincial town at the edge of siberia is a prison but it's no ordinary prison this facility has spawned legends meets
12:43 pm
scandals and investigations the mere sight of this statue has broken the most so lists butchers the black hole thing russia's highest security prison it is here but some of the country's worst maniacs serial killers terrorists and even cannibals i held in this cell a man who raped forty four miners and killed five children aged seven to eleven some of the people in this prison will never be allowed out so we dread for the things that they've done and then the man in a drunken killing frenzy killed six of his friends in this cell a murderer killed eleven people. seven hundred inmates sentenced to life between them they've killed almost four thousand people
12:44 pm
everything is procedural everything intended to minimize risk from sleeping schedules to how inmates are a school that bend to the waist and blindfolded so they can't memorize the prisons layout. it may seem excessive humiliating even but do not forget what these people did to be here to that end every cell door has a description of the inmates crimes any sympathy the guards might feel disappears immediately. you ask me if i do it again i thought about it and it would have been better for died with them i probably wouldn't have done it it is better to die than sacrifice others eagle was just over twenty one. he and his father took on a rival gang after killing their enemies they attempted to get rid of witnesses
12:45 pm
ordinary civilians in a restaurant seven dead eight injured both he and his father and castrated here do see each other sometimes when he fell ill they transferred me to help him for a while the most important thing is to avoid becoming him bittered it is so easy to turn into an animal here but staying human that's harder that's why we try both with each other and with the administration to stay human some say a life sentence is worse than the death penalty. but i've been here for seventeen years and i've never heard anyone say they don't regret it or they'd kill more i'm sorry but that's nonsense. i regret it everything is lost and the years go by your health worsens everything passes by i think there are a few people left in here who think they did the right thing they are show you that you were wrong totally wrong you can't do that. dmitri saluted his family his
12:46 pm
father his mother and his brother he was twenty now he's forty five. he said we watch t.v. we see people who've committed two or three murders get sentenced to seventeen or nineteen years that isn't so terrible yes we are guilty before the law and yes we are guilty before the public but if they're left out after twenty years why are there fraid of letting us out who in their fifty's could be bothered to do anything all they would want is a normal life here the difference is that life sentences are mostly reserved for cries of such brutality that they escape reason for individuals deemed a permanent danger to society one inmate released early from the black dolphin committed the murder on the very train that was taking him home most will never see release. inmates can pick where to work in the wood
12:47 pm
shop on the suing machine. and money with which they can buy extra food personal items make calls and pay compensation to the victims even have visits four times a year with one last thing up to three days i think that. if you take the period when we came into solvent and compare it to know the conditions are entirely different now we have work puts unity for self-improvement access to the media. prisoners now have special terminals where they could review their cases complain about abuse or apply for work. they have a library school church which was built and painted by the inmates themselves and they certainly wasn't even the walls have to be painted in light colors so that they lessen the psychological stress on and mates and staff so they can also take
12:48 pm
walks sort of the exercise yard isn't anything to write home about but everyone prisoner has the right to spend an hour and out of here every day walking around exercising war just sitting still so long as they don't mind being watched a far cry from the infamous hell hole described a decade ago but control is total god's check on everyone every fifteen minutes in cell cameras a monitored twenty four seven and there's three doors to every cell this is a cell for those sentenced to life it's locked with a full metal door a cage door and another one for complete security we essentially have a cell within a cell. it's easy to see why no one has ever escaped from the black dolphin
12:49 pm
and for most the uni sure way out is in a coffin or i guess the r.t. from seoul in let's russia. ok let's return to our breaking news because that story from central london where police are responding to reports of shots being fired at oxford circus jeep station place of people in nearby oxford street to take cover inside nearby buildings oxford oxford circus cheap station has been evacuated bond street has also been closed to prevent overcrowding while our correspondent isa rallies at the scene for assisting alex cross live to eighty just brings up to date then what's happening. with what i'm sure this is one of the busiest if not the busiest shopping day in london as people get ready to take advantage of many sales just before the first missile period and so this road behind me which is now completely empty would have been full of tens if not
12:50 pm
hundreds of thousands of shoppers but surrounds twenty to five live a soft rule this evening there were reports of gunshots inside of circus station which led to that evacuation an eyewitness reporting that hundreds of people came running up the stairs as police screamed at them to evacuate the area and then many people also in these many side streets just next to ridge of the street here also being told to evacuate the area as soon as possible there were reports of many people hundreds of people crowding into shops in the local vicinity others restruck it's people here who were due to attend the royal variety show at a nearby theater they were also told to evacuate the area very quickly now what we've heard from the metropolitan police is that they are treating this as if it's a terrorist incident so they haven't confirmed it is one but that their response is treating it as if it is one. we know more that we've already seen a number of police on site the ones that i've seen personally wearing balaclavas
12:51 pm
covering the faces you see habilis and a fiver gate on site as well so far we haven't received any reports about deaths and i am actually now joins for more of an update by afshin rattansi is of course the host of going on the ground on r.t. action just bring us up to speed with everything that you've heard in the past two minutes the police have said that there are no major injuries certainly no fatalities which makes it says seem all the more remarkable that albeit the royal variety performance was supposed to start at seven tonight the entire area of one of the most busiest shopping areas in the whole world should be evacuated this is a testament to how panicked this country is at the moment it's different and the country understands fully that britain is under a sharon lurch they understand the british foreign policy and the blowback on the streets of london very clearly tonight and this will take of course the news of the
12:52 pm
hundreds of dead or wounded in egypt right off the headlines here in britain you did mention as well just to me off camera that you've heard of report of an injury that might have been more from the comic than the actual incident which might take place inside of a circus ironically the british transport police are saying that there was one minor injury incurred during the evacuation as we can see there are no ambulances around here they may be helicopters or maybe police telling all journalists to get out of the area they may have turned off the internet in central london for at least off an hour as the first reports came out in the past half hour or so but three fire engines they were called no ambulances hopefully that suggests that there were no casualties but that the city took not taking any chances and certainly not letting journalists anywhere near the area make sure that that will be a get out there from have should and as he mentioned be true to the factory of how kind of nervous the country is. at the moment we're following up way of sites that we have this year especially here in central london. just.
12:53 pm
like a thanks to that was that they certainly there are speaking to also after. to going underground thanks for the latest there will come back to you no doubt throughout the evening to be looking at live pictures from the center of london. there was a terrorist scare there just over an hour ago there were reports of shots being fired at oxford circus oxford street station sorry in the center of london no reports though of any injuries no ambulances on the scene as we were hearing which is perhaps a good indicator a report of a woman being slightly injured in the stampede that followed as people tell the police told people to evacuate that sheep station quickly but at the moment it does appear that there have been no serious casualties in the center of london tonight of course we'll keep across this story for you any more information we get that
12:54 pm
will bring it straight. and i'll be back in about two minutes to do just that just after this quick break. i think it's at least partially. responsible you could you could say for breaks it one could say she supported which is good because with their policy he she made it easier for advocating to leave it to leave because they could see how we are struggling with the policy and with the millions of migrants coming
