started working with the medical facilities in the city and around the city supporting them with the medical supplies and and medicine needed to treat the people all the humanitarian organizations present in iraq and working in mosul today are able to deal with the humanitarian catastrophe that the city has witnessed not one single humanitarian organization can really bring what is needed today to more sort. of international news russia's foreign minister sergei lavrov has held a phone conversation with his american counterpart rex tillerson according to a statement through from the russian foreign ministry he criticized the u.s. approach to the north korea crisis. so again a lot of room pointed out once again that heightening tensions over the korean peninsula through washington's aggressive rhetoric towards pyongyang stepping up military preparations in the region is unacceptable a phone call took place around the same time the u.s.

welcome back to r.t. international an explosion has hit libya's largest oil pipeline causing a major supply disruption because that instant spike in the global crude price up to sixty six u.s. dollars a barrel the highest since mid twenty fifteen the incident has reduced libya's oil supplies by up to one hundred thousand barrels per day that's according to

officials there the blast is believed to have been set off by a militant group it's the latest setback for libya's economy which has been devastated by more than six years of conflict since the overthrow of colonel gadhafi are two rival governments are still battling for control of the country. well let's bring in paul president of all associates to get some more insight into this thanks for joining us on the program so good to have you with us tonight now as we mentioned the last it's caused a pretty major supply reduction at least in libya in terms of global markets global demand and how significant is this. well in terms of the global market is

actually quite small if you recall we're still have a north sea pipeline outage of the forty's field which has taken off about four hundred thousand barrels a day of oil supplies but what's really important to remember in libya is that it shows the instability in the market with the supplies and that it any time we could have a terrorist attack impacting significant amount of oil and how damaging could this be for libya's economy it's already been struggling after several years of more than half a decade actually of war i mean is this more of a local issue more of a national issue for libya or do you think. well i think it is ultimately a national issue for libya because you have so much oil production in both the eastern and western parts of the country and it just shows you how the infrastructure is susceptible to these type of disruptions and outages that could really take significant quantities of oil off the market that the libyan government

really needs to finance their budget. in terms of investment in the country if this is an act of deliberate sabotage it's increasingly looking that way it's believed to be caused by a militant group what could this how could this impact investment in the country they're looking for stability for a safe stable profit i mean surely this will put many people off investing their money in a country that simply can't guarantee a return. well that certainly is true because you have a number of oil companies that had returned to get the oil production restarted and when they see these type of attacks they're concerned about not only their investment but their people on the ground so they look elsewhere to spend their money i just would ask you more global question really and i know this many analysts are reluctant swaths of this perhaps it's like looking into a crystal ball but i mean the oil price was recently given a boost by the russian opec deal which will it be extended throughout next year if

you had to take a bet here do you think we're seeing an end to the period of cheap oil that we've seen for the last three to three and a half years. perhaps too much oil prices towards the end of twenty where would your butt be on this. well i think we have seen the end of the cheap oil and i do expect that oil prices are going to drift higher in two thousand and eighteen for some of the reasons that you mentioned but also there's more geo political risk in the market we haven't discussed venezuela where production continues to decline but on a global basis demand continues to rise as the economies around the world are continuing to grow so i expect that i'm going to see west texas intermediate crude the benchmark for the u.s. is going to drift on up to between sixty and sixty three dollars a barrel and i think branded sixty seven dollars to sixty eight dollars a barrel is about where it's going to settle in over the next year or what the
