very warm welcome you are watching r.t. international with me nicky aaron good to have you with us this hour. but we can exchange has been granted an ecuadorian i.d. card and while some are seeing an attempted step towards ending his five year confinement and the country's london embassy artie's laura smith has the details but after a while of nothing no movement from inside the ecuadorian embassy there's been a series of developments in the last twenty four hours julian assange is posted a photograph of himself in an ecuadorian football shirt which gave rise to a lot of speculation about what that could mean he generally doesn't do things unless they mean something and then we thought reports surfacing from quito which said that he had received a national identity number so he's been entered into the tax register essentially which is something that will only happen to citizens of ecuador so the strong suggestion is that from this national identity number he will then possibly get a passport we went onto the streets of quito to see how people felt about it

to one party remember. imagine that we have a state of fifty people twenty of them are democrats thirty republicans blues living on one side the state and reds on the other now the state needs to be divided into districts with each sending one representative to the house first option to divide them into five separate districts horizontally with three republican representatives and two democrats but if the republican party in the state is more powerful it can be divided in the reds favor with each district getting six republicans and four democrats which means that all the representatives will be republican and vice versa say the democratic party controls the state then its territory can be divided into districts in quite a chaotic way in order to give more house representation for democrats so even though the state has a republican majority democrats win three seats and republicans only two it's constitutionally infirm you know parties are not supposed to redistrict in order to
