joining us from our run the world this hour welcome to our to international mining . into the program we begin with breaking news a plane with sixty five passengers and six crew members on board has crashed just outside moscow shortly after takeoff leaving no survivors. no we haven't seen him for three months he was working now we want to see him again
3:02 pm
. these are the first images of the crash site and emerged online soon after the tragedy the footage was apparently shot by locals now we know the plane came down near a village around sixty kilometers southeast of the mosque zero emergency services reportedly struggle to reach the area first due to heavy snow fall there and weather conditions are among the versions being investigated by the authorities together with human error technical malfunction and others the plane was heading to or skip a city close to the russian border counsel it's been reported that there was no explosion midair only when the plane hit the ground it took off from a port in the russian capital before diverting east and just four minutes in the air the plane disappeared from radar as investigators say the crew did not report any irregularities to that despite before tragedy struck. now the plane was an off

for eight owned by surat off airlines and took its maiden flight back in two thousand and ten the list specific model of plane can reach speeds of around eight hundred twenty kilometers per hour this capable of carrying up to eighty passengers on board the airline is now being examined by the authorities but the company claims it carried out all necessary technical maintenance. well from the crash site is where our correspondent broadcast the file list this report. rescue is here working in shifts there are dozens and dozens of not hundreds of them but one part of one group works at the crash sites another group breasts and then they switch. rescuers a also making use of snowmobiles ferrying supplies to and from the crash site
3:04 pm
itself because there's a lot of snow at the crash site that the jet crashed into a field more trucks and equipment to arriving every hour heavier stuff the conditions of the crash site are fresh the critical because of this though is that they were. obviously they want to get this crash site in order quickly here is another ambulance moved likely carrying the remains of another victim or perhaps victims judging by the frequency by which these are passing us the rescue operation is proceeding rapidly lugol's have also been describing what they've seen. my friend say the bang was so loud said the windows almost shouted. i was watching the t.v. anaconda band everyone. yes i heard
3:05 pm
a loud cluck i was lining the whole badly flooded up and my cats hit it was really loud. i would see it sounded like an explosion our house bounced. reports initially were contradictory some people said that the aircraft was. on fire while in the air others this cried huge explosion when it crashed about a kilometer from here. practice clearing away the snow on the roads there's already been a lot of speculation a lot of discussion as to the potential possible causes of this crash but there's the gate to say they'll be looking at everything from possible technical malfunction stick human error to weather conditions and it's probably best to let the men and woman digging through the wreckage do their job and to give us a definitive conclusive on sr what caused this tragedy. as the
3:06 pm
investigation continues we discuss the tragedy with two aviation experts who gave us their thoughts on some previously possible reasons for similar crashes we are dealing with a great great tragedy i feel very bad that we're communicating in such a context with the tragedy there are common protocol for an investigation to rule out various aspects security and safety factor. a few things really briefly would be the structural integrity of the aircraft the fuselage the engines and so on. and you look at various energy forces whether we're talking a lecture systems. for the engines things like that smart. or really anomalies external to any aircraft that could include anything from up bird strike a missile strike
3:07 pm
a collision with another aircraft interaction with an unusual weather phenomenon and then lastly you have to look you know about human issues it could. be a thing they call we where we just suddenly go straight out. and all to psychiatrists the plane also we have to consider whether it's icing whether they probably the ice the plane before it left. could be that so i spilled out very quickly on the wings. affected the flying ability of the plane so these are all considerations that have to be part of the overall investigation well arty's medina culture is up moscow is dumb and out of her report where the flight took off several hours ago. the aircraft that crashed just outside moscow departed from this very airport the why did the lease one of the three major air transport hubs in the capital and after the tragedy remains fully operational but over and the small city
3:08 pm
of course the airport there tells a very different story the shock has paralyzed it most of the sixty five passengers on board of that plane were from that region dozens of family and friends were waiting for them there are scenes of absolute grievous people come to terms with what has happened emergency crews are present at the airport and psychologists are ready to help those trying to cope with their loss the passengers who were due to fly back to moscow on the crash aircraft are handing back their tickets and even here at this fast paced airport which is forced to keep moving this tragedy has hit hard. yet of course it's a personal story for many today one journalist who was covering the story soon realized the tragedy how just touched her personally yes that was what i'm from the city myself from cost me died in the crash. straight.
3:09 pm
well another man we spoke to had to look on his side after he canceled his ticket one day before the flight lexeme column of who turned thirty seven this sunday was due to fly back to work to celebrate his birthday with his family but changed his plans he says he still can't grasp what happened. so i saw the news and what can i say i felt a chill down my spine everyone says i was born under a lucky star that's not true it's just a coincidence i express my sorrow in deepest sympathies to the relatives of the perished it's scary. well over the past decade or so almost four hundred lives have been lost in accidents occurring in russian skies the plane crash is still way heavy for many.
3:10 pm
from. this is a bird's eye view of the crash site now as you can see rescue teams are continuing their operations there currently run six hundred people are involved in a vast wide area record snowfall in the past week or so has made the crews

job much more problematic as they sweep that area. was. ok leaving our breaking news for two more stories this hour a run seven hundred fifty thousand children are struggling to get basic medical services in the war torn iraqi city of mosul that's according to the u.n. children's rights body unicef an estimated seventy four million dollars are needed to rebuild health facilities for children there seven months after the euphoria that greeted the liberation of mosul from islamic state the iraqi city struggling to get back on its feet. i.

know that there are a number shargel thank . the number of. health care centers or hospitals is very limited the extent of the damage has affected it i was there in one of the health centers the other day the one family came in with their baby is a two month old baby they wanted a vaccinated there was vaccine there was everything there and starts were seeing over one hundred children a day were able to vaccinate this child but those families have to walk far i also saw the baby unit there were nine incubate has six of which which were filled with premature babies who would not have survived unless those incubate as with their
3:13 pm
it's a wide area wide level of levels of devastation families have to walk enormous distances to be able to get the health care what we're saying is that the cumulative health care that is required of any child anywhere else in the world is not available yet in mosul. more than half a year since its liberation the city remains strewn with corpses and warning you may find the following scenes distressing the condition of many of the bodies is making it difficult to confirm who they are most of the victims appear to be civilians women children and elderly people residents are calling on the government to do something about the situation given the risks to unicef's representative in iraq peter hawkins describes the situation in mosul is worrying. i think what we need to understand is the extent of the problem this is a massive city mosul city probably faced one of the biggest urban warfare since

world war two and. two point two million to two point four million people affected it's a an enormous challenge for everybody to try and clear everything up and get the people working again. so another of the week's big stories so at korea welcome the world to the winter olympics on friday a lavish opening ceremony was held in the host city p.r. and check close to three thousand athletes from ninety two countries took part in the event however before those celebrations in the olympic arena there were demonstrations and scuffles outside the venue people supporting peace between north and south korea gathered for a rally another group protesting north korea's participation in the games clash with police.
3:15 pm
but the olympic stadium meanwhile north and south korea march together in an iconic move to show their warming relations they also want a unified korean flag and the olympic torch together the south korean president says he's ready to accept an invitation meanwhile to visit the north if certain conditions are met potentially sets up the first meeting between the countries in more than a decade the invitation was delivered by kim jong un sister who's attending the games she's the first member of north korea's ruling family to visit the site since the one nine hundred fifty s. . when russian hopes were dashed just hours before events got underway in south korea a last minute appeal from forty five russian awfully turn two coaches against the doping balun failed meaning they couldn't complete their lawyers branded the decision sanctions in the skies while this was the official announcement made i
3:16 pm
sports highest court. because arbitrators of concert the process created by the i used to establish an invitation list of russian athletes to compete. at least from russia could not be described as a sanction but rather as an eligibility decision so there you have it according to the court of arbitration for sport ridding the russian athletes of their own pick invitations isn't equal to punishment and cas is perfectly happy with the criteria that the i.o.c. and mission lee shows for these invitations the president of the world anti-doping agency is pleased he says that the timing is great and that all the clean athletes should now be reassured the i.o.c. are happy to they have applauded the verdict as you can see and this tweet though the russians are obviously totally devastated i don't know what to say i'm really
3:17 pm
disappointed i can understand the cast decision first they cleared the athletes and now they say sorry you can't go to the olympics this is some kind of madness it's terrible not just for our athletes but for all of international sport did i expect cas to reach this decision fifty fifty especially after thomas buck in one of his later speeches pressured the court of arbitration for sport after root in our favor he was literally threatening the court he was almost saying he would dissolve the court if it root again in favor of russian athletes coach albert dempsey who was by the way one of those to the i.o.c. was referring to all the things that were being said about the court of arbitration for sport ahead of the hearings including these statements by the president of the i.o.c. council the decision is extremely disappointing these decision shows the urgent need. for reform. in there is the
3:18 pm
internal structure of class here thomas bach was referring to the previous cas verdict and that requires a bit of background the forty seven russian athletes and coaches who were suing the international olympic committee were two groups thirty two hadn't been sanctioned by the odyssey investigators as a result of the russian doping scandal at all fifty received a lifetime bans their medals were taken away by the i.o.c. a few months ago but then the very same court of arbitration for sport last week cancelled these lifetime bans due to insufficient evidence the abuse of held the sanctions and the. individual results achieved in such reinstated so the decision that we have right now completely contradicts the previous one and this is
3:19 pm
a real disaster for the country the athletes both the ones who are still going to compete and young saying under a neutral flag and those who are banned the coaches the fans they are baffled by how unfair it could get i have no words. i was hoping that cas would rule in our favor or right now i don't know what to do i'm disappointed but of course i won't give up on subordinates i've got a lot ahead of me and i will compete and win medals for my country. to the very end we were hoping the decision would go you know favor you know i feel sadness and so rude but i would. have enough strength in the opportunity to compete in the next villain because i would prepare for the way i had no emotions left we had our bags packed we were just waiting for it it is the only thing surge situations make you stronger emotionally. ok let's return some live reaction just
3:20 pm
a moment to our breaking news this hour in our international a plane with seventy one passengers and crew on board was crushed shortly after takeoff from moscow's damage out of her port everyone is confirmed dead at what you're seeing there was a bird's eye view of the crash site rescue teams are there continuing their operations on the ground currently run six hundred people are involved in what is a vast area record snow fall in the past week has made the cruise job much more problematic as they sweep the area ok let's get some expert analysis now on what we are seeing what i've heard from the president of the international aviation safety solution is jack welcome and we know that the first black box has been fall and containing flight parameters the other one has the the voice box doesn't it pilot speaking to the copilot and possibly other crew members on the ground what
3:21 pm
was followed and what kind of information can give to help determine why the plane crashed. well good evening thanks for having me first of all the fact that the flight data recorder was found is a huge prize in an accident investigation because it reveals a great number of parameters such as aircraft system operations. various. vibrations that can take place because of systems but it does a lot of systems monitoring so if any of the systems on the aircraft fail then the flight data recorder will be able to. reveal that the cockpit voice recorder is important because it will reveal the discussion in the cockpit that was going on at the time so between those two black boxes a lot of information can be revealed about what may have caused the accident and
3:22 pm
this happened just minutes after takeoff talk us through if you will what would be the normal protocol for a pilot who understands something is wrong well first of all the basics of any pilot. one of the basic things we learn about flying as a pilot is to aviate navigate and communicate so normally you would be climbing out you would be going through your after takeoff and climb procedures and route to altitude and if something came up ok then there should be some what we call. crew resource management that takes place where the pilots will divide the duties one pilot will fly the airplane while the other pilot tries to determine the problem. so those are the
3:23 pm
kinds of activities that would take place in an emergency now the first thing the crew would do is fly the airplane second they would do is navigate not to hit anything and the third thing they would do is communicate their problem ok we're waiting to hear what all of those actually took place in terms of the accident itself jack the extreme conditions that we're seeing there snow and ice lots of clouds as well in the skies over moscow today how would that impact on a flight we do know that russia's main weather center said that it wouldn't because of you know the amount of months here whether there are similar conditions here and pilots you know they learn how to fly in those conditions but what is your take well first of all the pilots to fly an aircraft like the aircraft that crashed are very experienced pilots so weather should not necessarily be
3:24 pm
a factor and that's not to say that it can't be under certain circumstances but typically as far as the pilot the crew's ability to deal with weather that in itself should not be a factor unless some extreme weather phenomenon took over the aircraft one of them in striking aspects of this as i said is the seven minutes after takeoff the plane was descending what could go wrong in that time is there a multitude of things or does it take longer into the flight for for for the majority of things to go wrong with an engine fuselage etc or can they just happen as soon as not after tickle. you know there are a multitude of reasons and we could spend all night trying to figure out what they are and we might not even hit get it make a dent in what the actual cause was but for example. an engine can fail at any time of flight it can be during takeoff it can be on climb out it can
3:25 pm
be in route descent landing can happen any time the issue you have with engines during takeoff and climb is that they operate it pretty much maximum power so if anything is going to go wrong typically it have been at maximum power but that's just one of many issues. the fact that an airplane is coming down at a high rate of descent during a climb sounds like something fairly catastrophic happened and probably very quickly so whether the crew could react or not that's the big question that the cockpit voice recorder and flight data recorder will answer ok we have been speaking to the president of the international aviation safety solution is jack astor jack always good to have your take and we do seem to speak when there's
3:26 pm
a when there is a tragedy but that is how it works sometimes in the jack thank you for your time well thanks very much for having me you have a good evening sure. ok another solar story so for now i'll be back in half an hour's time with more developments from our breaking news story and plenty more besides stay with our teachers. leveled war hawks selling you on the idea that dropping bombs brings peace to the chicken hawks forcing you to fight the battles based on. the new socks for the tell you that will be gossip and probably biased files of the most important news today . on the box of advertising telling me you are not cool enough and want to buy their products. these are the hawks that we along with our loved ones. join me
