statements and changing positions both in the russian government and the american government for that to happen i'm not pleased today with the positions taken by other governments. to take a short break right now while we're back will continue talking to dr william perry a former u.s. defense secretary talking about russia u.s. relations and what's going to happen with north korea stay with us. welcome to maximize their financial survival guide. this is what happens to pensions in britain. as a report. the stakes couldn't be higher

and it's happening in syria the goal of destroying the long expat is largely complete now the syrian proxy war is in train a new stage for the players and what are their aims and what does winning. i've. thought. most illusional moves but smelling them. just music to stay in the room with them which is really monaco the new course is a. small apartment for. a little business i love it it was just some awesome trouble.

breaking or middle of the room. and we're back with dr william perry a former united states to same secretary dr perry and then there's the sanctions business despite congress specifically passing of the anti russian sanctions trub actually chose not to enact them but instead he unveiled a list of who is in kremlin and who is still in the russian business so i don't know how you see it but we thought that maybe he was kind of making fun of congress
8:06 am
there. i'm not pleased with that list but i have a few read nor i read a list but you read the statement went with it and make yourself specific statement as. there's nothing listen these people with there's nothing they have done nothing the nothing the line about we intend to take notice that we have no plans to put sanctions on them it's very specific that this is. just in response to the request of congress made i don't agree with many thing the trumpet ministration has done but i think their action on that this was very wise where they explicitly stated that this is not a list intended to impugn these people. or the current congress which is pretty hostile towards russia white house which is last hostile to russia do u.s. russia relations stand any chance honestly speaking or to they have to come back this is silly what's going on right now. i agree that the actions taken by the congress today and particular on the sanction list. made no real sense
8:07 am
but i also observe they were not actually moving towards more aggressive actions to each other it's. i would like to see a much better relations and everything that the united states and russia are doing and i hope we can get to that point but in the meantime we should not be misinterpreting. things like that so-called sanction that was really not sanctioned this was just a list of names i would also like to see statements made by our leaders both the russian leaders an american leaders be more moderate and maybe focused more on the positive aspect of our relationship but i do believe we will get through this i think. we have a history of positive relationship there's no reason why we can't get back to that
8:08 am
relationship again in the many many reasons why we should not pursue this negative track we are today we and by we i mean both the united states and russian governments i don't i'm not pleased with what's happened or the government is doing . dr perry you have said that with emergence of malicious hackers we are now in greater danger than accidental nuclear war than during the cold war i mean i agree that technology brings along a new threats but defense systems have become much more sophisticated as well now i mean how can they still be very vulnerable to external attacks being sophisticated doesn't mean they're not vulnerable to attack in fact the more complexity a system has the more different avenues it has for failure the bigger and more complex the system is the more points of failure you might find in the system so i am not at all in fact when i talked with our. generals about our warning system
8:09 am
at the north american air defense command they say we're relieved we're not so much worried as you are because our systems are old fashioned they don't have the the openings for vulnerabilities that some modern systems have they're not open to being hacked for example. so being modern in complex is not necessarily meaning being better the important thing i think is not the different complexity of our systems or the village attack it's recognizing that any system no matter how modern no matter how simple work how complex and the system is of all the little mistake that they seem to do fail humans make errors as long as that happens we have to be sure that our political system doesn't respond falsely to those errors so the important thing is to do. move away from the position where we believe we have to launch or the russian government believes it has to launch on a warning but instead of willing to step back and say why would the russians launch
8:10 am
missiles or the price of their why would the americans launch missiles at us and once you understand the answer that question they wouldn't do it then you're not so apt to make a mistake so if you machines fail if you whom humans feel the political system has to use good judgment i say this must be a mistake we're not going to respond to it but i still wonder about the technical side of the i have to ask him mean this is just mind boggling to me that so many years on and it still just takes one person and one push of a button to blow up half of the world and their machines malfunction and even the more complex they are the most likely the out of all function in some respect humans are humans the humans there and so any system that depends on machines never failing or humans never and is a bad system we have to have a system that dissipates there will be failures and acts accordingly and that means
8:11 am
you have to have safeguards building into your decision process that accommodate the possibility of machine failures or human furious. as you were a policy coordinator on the north korean nuclear problem and even one on that historic visit to pyongyang in ninety nine and i know that your diplomatic efforts almost resulted in success aspect than until it went sour again what is it that the current us administration is doing wrong what north korea i think really is what north korea is working right now they are moving forward with an i.c.b.m. program moving forward of the nuclear program the nuclear program even includes thermo nuclear weapons so they are putting together very. substantial threat in the face of international opposition in the face of un resolutions of the contrary that's the problem we're faced with today and the question is how do we deal with the politically and my understanding of the north koreans suggests that while i'm
8:12 am
concerned about the nuclear weapons program i do not believe they have any intentions of using those offensively against any other country. they are not suicidal. they're not seeking martyrdom they're seeking to protect their country against an attack in other words if they see the nuclear weapons as being for deterrence. the danger there is not that they will use the weapons the dangers with that there was a blunder into a war with them and that danger is a very good danger i think it's very important that the united states in dealing with north korea understand that they're not intending the use of more fancily but we could trigger and that we could mistakenly take an action which triggers a response so we have to be very careful in dealing with north korea but we should not delude ourselves into thinking that they're tending to fire those missiles at
8:13 am
us. there is a lot of hope right now about the resumed talks between the two koreas and there recently i spoke to the south korean president advisor and what he told me is that the only thing that north korea really wants is to tom directly to the united states do you think america should be talking directly to north korea maybe a lot of good things could come out of it i think that's quite possible when. i went to north korea ninety nine that was true they wanted to speak to the united states we had very constructive discussions then we had an agreement. the basis for an agreement by which they would give up all the nuclear weapons and all the long range missiles and then i think we might have been able to pursue that and i don't think we can achieve that today it's too late to get back to a negotiation to get them to go to the nuclear weapons at this time we have to focus on what we have to do to deter the use of those nuclear weapons and then the
8:14 am
diplomacy we use here should be focused on how do we lower the danger of the nuclear weapons if we think we're going to have a diplomacy to get allows them to get rid of the by which they get rid of the nuclear weapon i think we are deluding ourselves they have them they like them they're going to keep them trumps rhetoric i mean he's so-called bloody nose preemptive strike on north korea. it's not very dangerous when you just hear that but it could have some consequences no i think first of all it would be dangerous to conduct a preemptive strike i mean fully opposed to doing that but i also think it's somewhat dangerous to even threaten to do it because if north korea really believes we're about to conduct a preemptive strike on them is going to be significant in a serious preemptive strike that may. they may be. motivated to make it to try to beat us to the blood to have their own first strike
8:15 am
so it's very important to keep the rhetoric down as well as keeping our military we have a very capable defensive military capability and north korea and we can be confident about that we should not be threatening military action that could lead to undesirable consequences when it comes to north korea we hear secretary masses actually talking diplomacy it's trump that's talking war. carefully yet do you think the defense secretary has enough elaborates on trump to actually prevent him from doing anything i can to know whether your personal relationship is but it is certainly true that if the president wants to take military action on north korea he has to take it through secretary trub i mean secretary brothers so i have a lot of confidence and secondly it's after him as he's very. experienced and very. cautious about the use of military power he has and he's not
8:16 am
reckless at all so i. guess it gives me a good feeling dr priest thank you very much for this wonderful inside our shell the best thank you come back to us and our. in twenty forty you know bloody revolution of you tube clip the demonstrations going from being relatively peaceful political protests to be increasingly violent revolution is always spontaneous or is it you know we hear it but i mean you know liz put video and put him in the new bill is that idea splendid of the former ukrainian president recalls the events of twenty four g. and. those who took. it invested over five billion dollars to assist ukraine in

these and other goals that will ensure a secure and prosperous and democratic. for most illusional nice but. just music first thing in the both of them which is the business in monaco the new forces a. small apartment or. a little bit some of it is just almost a trial of. saddam for us to gather some awesome all this.

the u.s. secretary of state meets turkey's president as america begins to adjust its rhetoric regarding the call fight between ankara and the codes in syria. the olympic spirit is being embraced by competitors from around the world of the winter games in south korea but the rivals helping get. it makes me really proud to be able to help another nation. it always feels good when we get help from them as well. now the french president emanuel moves journalists out of the presidential palace which has been their home for a decade. friday worldwide headlines live from moscow from all of us here at r.t.
8:21 am
international very warm welcome to you. the u.s. secretary of state is in turkey in an effort to mend ties with ankara rex tillerson has held talks last in more than three hours with president of the one of the nato allies have been at odds over kodesh forces in syria in the run up to the meeting the turkish defense minister made clear. from the united states. we demand that this relationship and by that i mean we want them to and all the support given to the syrian arm of the p.k. k. the y.p. g r let's take a closer look at the two groups just referred to by the turkish defense minister the p.k. k. for example dakota start workers party a group that's been fighting took to use for more than three decades calls them a terrorist organization now why p.g. on the other hand is a mostly militia based in syria regards them as a branch of the p.k. k. however the us led coalition sees the y.p.
8:22 am
as allies now in january the pentagon announced it was creating a code its led security force are right on turkey's doorstep in northern syria and in response launched a military campaign against kurdish militias well ankara has long been complaining about the us being syria's kurds however washington insists that its weapons supplies are limited. we have never given heavy arms to the wife e.g. so there's none to take but we need to arm and train and equip our pressure and help the kurdish government in our view and they're strong and starch allies we should be using we should be doing the kurdish region to be the bin smoothers really proving to be the most reused long standing. of supporting the kurds or the pressure on the frontlines fighting isis now the turkish government considers these kurdish forces operating in syria to be
8:23 am
terrorists and feels quite threatened by them and has been a long outspoken in demanding that the united states and its support for these forces there already why you still here why do these weapons still arrive america is in the process of creating a terror army on our border do not encroach on our borders do not provoke us we will run out of patience tillerson has arrived in turkey and he'll be going to an embassy a u.s. embassy in turkey that is on a street that's actually named for the military operation against those kurdish forces armed by the united states operation olive branch that's sending a pretty clear message to washington that they do not approve of this policy of arming kurdish forces the united states is caught in a strange place between two allies it's aligned with the kurdish forces and it's also aligned with the turkish government a member of nato that considers those kurdish forces to be terrorists one expert
8:24 am
told us that turkey is losing patience with washington and needs more than just words from its ally. actually there i don't know what the united states want but in turkey the government and the people of turkey believe that it actually is of you are fed up with these words it's coming from america and they're saying good to be you know i understand the security teams of turkey at the same kind of big kurdish forces and now turkey is expecting you know not promises to do something related to syrian issue now turkey is you know not waiting any diplomatic sentences from the united states just want to keep his promises to deliver his promises to turkey otherwise i think it doesn't work you know this kind of diplomatic meetings for kochi. is now one week since the winter olympics in
8:25 am
south korea officially begun but while athletes and coaches have been embracing the olympic spirit some fans have resorted to making online death threats. to reports from pyongyang unfortunately with these winter olympics the story has been that every other day yung chang treats the media with some sort of scandal so far perhaps one of the most disgusting ones for me was when a canadian short track speed skater was receiving death threats from the locals after she finished fourth first but then a south korean athlete was disqualified and then her position was upgraded to start place and that's when the ugly things started happening but you shouldn't get the impression that the a look big games are doomed because in many forts there is such family spirit it's the kind of family spirit that goes first after nationality rivalry

politics it said sure there was one good example when jordan. cross-country skiing competition a russian skier lost a part of his equipment and then an american coach rushed to help him out if the russian skier had to do this u. turn you don't come back to pick it up that would have been a disaster for the race but thanks to the american coach it didn't happen and we talked to the man in the cross country ski family is this exactly that it's a family we often benefit from russian or no region coach is giving our fleets a pole in a race and we'll do the same i would say it's very friendly when you walk by a russian athlete or coach will always say congratulations or if we've had a good race they will say congratulations to us three years ago and most of the entire russian women's team came up to our hotel. tea and cookies with our own or continue and not many people spoke the same language we know
8:27 am
a few words of russian a couple of them they knew some more english than we knew russian but we had a great time and it was one of those moments in my career that i remember well i guess when it comes to whole what i call rivals russia and the u.s. when it comes to helping each other out in sports it works both ways and here with me i got the yeah chang silver medalist in luge bris master who definitely knows what i'm talking about and he's ready to tell us about a story that happened to him a few months ago as far as a distant chris hi again congratulations and what's that story with the russian athlete i guess helping you out yeah thank you very much so as it was a couple weeks ago where i was having a very difficult last season people were starting to reach out and help me and there was a specific russian athlete he offered me help like technical help with with my i pod with with fiberglass with with aerodynamics and although it didn't work because
8:28 am
i'm much larger than he is the fact that he was willing to reach out and. i mean such like a desperate time shows that sport can bridge you know cultures that can bridge politics that we can connect on the human level through sports and that's that's really what embodies the olympics here is that so many countries are coming together connecting through sport and it really shows the power of the human spirit absolutely this is a small little step it takes a lot of people to get one of these and i can't think simulate enough for thinking about me and just trying to help me out and it's a time of need i am very close friends with with so many different russian athletes and yes there's been a lot of scandals and i'm really i can't wait for the day that we can move past this and we can just be right back to sport clean sport it's so easy to talk about negative things but it's really difficult to highlight these positive situations you know who knows maybe one two a lympics this will all be behind us and we'll get right back to you know clean competition and

a lot of fun and for them pick out the news from russia it's another day and another medal the team has just won another bronze. denise's came third in his race just last hour it is the seventh medal for the olympic athletes from russia team. now the winter olympics on the only major sporting event you might want to follow this year with the football world cup now just months away. host stan collymore looking into the history of one legendary football club that despite its enormous influence on the game never actually hit the big time. which could spoil all white kicks. which quote gave. to three separate england guy which inspired one of brazil's bright football clubs ladies and gentlemen i give you corinthian casuals.

what actually happened was in nineteen zero seven there was a split between the f.b.i. and what became the i. and it was quite acrimonious to do with amateur and professional and the f.a. refused to allow any if i play as all clubs to appear on the pitch is all there so there was a complete split their spirit was. just the song of the first world. after the first world war the two clubs struggled over one hundred players between the two sides were killed in the one nine hundred twenty s. it was as strong. as they enter the f.a. cup. the first tonight entered a new competition. is a. romance around the club because romance doesn't this is sarah the tie up with fact.
