chaos theory we saw gary cone leave and maybe a work out in the end steve but do you think this means that we are into a full on trade world war a trade war that won't just last for a little bit but that may last for years i say he doesn't call it a trade wars fact he has said previous to today that he doesn't think there will be a trade war but all of our all of our all of the people around the world are calling it a trade war and they're the ones going to ryse tariffs on the u.s. goods so he can say it whatever he wants to say but we get tariffs placed on bourbon and denim and things like motorcycles that's going to really hurt so it is a trade war regardless of what he says right well again i think you know there were four people that were pushing for this and donald trump was one of them and every other republican you could find was saying no bad idea but i don't trust the president i don't think he rushed into this again this is something he campaigned on he was elected by saying he was going to do this it's
5:01 pm
a campaign promise kept so it's not something that is just you know i woke up one day and decided i'm going to do this and i'm not organized i don't know what i'm doing he knows exactly what he's doing and again every one of these tariffs if they're imposed can be taken away the next day they're all flexible it's all about getting a better deal for the united states country by country treaty by treaty agreement by agreement. steve is this going to mess up the president working on other things that can impact the economy and businesses and individuals and congress. no i don't i don't think so i think it's just you know it moves on to the next issue the agenda is in full swing he's accomplished a lot of what he set out to accomplish i don't think this is going to hurt his relationship in the long run with republicans and he's got some democratic allies joe manchin for one case in pennsylvania another senator for two on this issue and people in the rust belt the democrats along the way so i think he's alienating
5:02 pm
a lot of people in his own party right now a meeting at least it's not going to be long term and he's picking up some democratic support which also won't be a long terror r.t. correspondent alex behala bichon conservative t.v. and radio commentator steve morals bird thank you both time now for a quick break but hang right here because when we return we'll talk with baron marble from crowdfunding x. about polly cullen eighteen the world's first crypto event dedicated to security still going which is just concluded plus we'll tell you why cuban cigars are in high demand westchester to intermediate brutal close today sixty dollars and twenty seven cents and here are the rest of the numbers at the closing bell the right path .

5:10 pm
joined by c.e.o. of crowd fund axe derren marble who's joining us from los angeles derren welcome so polymath network sponsored an incredible conference called poly con in nassau bahamas it was the world's first security token of vent talking about security tokens which are really the future of initial coin offerings are i c o's absolutely incredible gathering incredible group of people and influencers and very educational. ok let me ask you this there is a d.c. block chain of i'm sorry there's a d.c. block chain of that i know you're not you're not there obviously but all of these events that are taking place all around the world in the one that you're at in the bahamas are they concerned at all the people there about this recent s.c.c. investigation what's going on all these subpoenas that were issued absolutely i mean it's a prime discussion point so look you know four billion dollars has been raised for
5:11 pm
i.c.a.o. in the last two years or so ninety nine percent of the four billion dollars was raised illicitly companies were raising capital without using a proper securities exemption or registering their i.c.a.o. with the securities exchange commission or s e c so the f.c.c. is taking a close hard look at this industry and i think a lot of people are now looking at what are the proper exemptions that they can use to raise capital for tokens legally moving forward and they're particularly concerned derren aren't they about the the i c o z initial coin offerings and the chair of the f.c.c. j. clayton told the senate banking committee not too long ago that it was actually illegal but people weren't abiding by those so all this money has been raised by these ice c.e.o.'s for really some crazy things and we even reported one that may be in the the offing with regard to be the the rapper's son young
5:12 pm
dirty that may be coming up in the near future so i mean some of these things are sort of nutty out there is there a realisation among those who don't want any thing to do with the government there and that maybe there is a role somehow for some government regulation here or they just still want to say no nothing. look there's absolutely a role in the need for government there needs to be regulation otherwise retail investors main street investors are risk of losing their money the role of the f.c.c. is to provide investor protection to mainstream investors everyday americans that are curious intrigued fascinated about this space the good news is there are a number of proper exemptions that innovative block chain companies can use to raise capital in this space primarily raggedy which allows accredited investors or wealthy investors to legally invest in deals and also regulation a plus which we talked about last time
5:13 pm
a more new securities exemption that allows private companies to raise up to fifty million dollars annually so i think we're at a turning point in this industry where you know the last two years companies were going out raising money for so-called utility tokens in fact they were securities that needed to be registered or find a proper securities exemption the f.c.c. and chair clayton have been very clear that on a go forward basis companies need to really think carefully about how they're going to raise capital and issue security tokens so that they are abiding by the laws and i think that's good for everyone involved. i agree with you one hundred percent. by hope that is the view of more people out there but you articulated it very well you don't want anything that really forte's innovation but you want to make sure that there aren't bad actors and and fraudsters out there my old agency derren the c f.t.c. recently done some enforcement actions including with cabbage tech for fraud and
5:14 pm
some of these folks doing the ice yos are just collecting the money and using it for their own personal goods and let me ask you about another area of potential regulation with regard to the cryptocurrency space and that is the actual exchanges we've seen twice and we reported this your other day on the program we've seen twice this year where the digital wallets have been hacked in total that's up to seven hundred million dollars or at least seven hundred million dollars and the previous high was mt gox of course back in two thousand and fourteen at four hundred seventy five million dollars how do we have confidence in crypto currency is and i'd like us to have some confidence in them when we see people forget about the markets moving up and down in your wallets being hacked and you're losing all your money what what we're going to do about that is that more regulation is that part of the answer. it it actually is you make a great point and look retail investors need to be very cautious as you pointed out
5:15 pm
you know exchanges have been hacked recently a year ago they may be hacked next week part of the issue is that these are unregulated and unregistered exchanges they should be registered with the c.c. and so you know if you're a retail investor you're looking at i suppose you have to be willing to lose some or all of your money if you're going to invest in i.c.a.o. or start trading on exchanges that aren't registered so again the f.c.c. is out not to scare people away they're out to protect retail investors and main street investors and i think moving forward you're going to see more and more exchanges begin to register at the c.c. you know when you buy or trade stocks on nasdaq or the new york stock exchange these are things you don't have to worry about you know you hear your money is carefully guarded and protected and we need to see an evolution here with exchanges again to protect retail investors from you know seen exchanges hacked that were
5:16 pm
unregulated so again i think ultimately these are all good things for the industry and will result in positive changes moving forward derren marbled the c.e.o. of crowd fund x. thanks for being with us. and before we go chinese demand is pushing sales of cuban cigars to record highs reuters reports that revenues for habanos s.a. top five hundred million dollars for two thousand and seventeen an increase of twelve percent over twenty sixteen sales for the year in china increased by a whopping thirty three percent habanos a joint venture between the british company imperial brands and the cuban government produces the premium brand cigars cohiba money cristo and part of this. turn signed an agreement with the china national tobacco corporation last year to increase exports to the country china is still only the third largest market for its cigars behind spain and france while its economy continues to grow quickly
5:17 pm
a bottle's vice president of development told reuters that while hurricane irma hit cuba hard it mostly spared the western tobacco growing area of the country cigars and are cuba's top export but are still legally barred from the u.s. market though many tourists from the united states have purchased them on the island and more traveled there during the obama administration's relaxation a punitive policies toward cuba obama's policies allowed u.s. travelers to bring back as much tobacco and rum as they chose for quote unquote personal use that boost from u.s. consumers likely accounted for at least part of the sixteen percent revenue increase banos reported in twenty sixteen and bottles v.p. says he does not expect trump's regression on cuba policy so stop the increase in demand for cuban cigars. that's it for now thanks for watching be sure to catch boom bust on you tube you tube dot com slash boom bust artie we'll catch you next

slaps tariffs on imports of steel and aluminum raising fears of a global trade war with other world powers fouling to retaliate. and it is calling for dialogue with moscow after president putin recently revealed russia's latest nuclear weaponry. and fifteen humanitarian vehicles reached the rebel held syrian district in a day after shelling by terrorists killed civilians trying to flee. thanks for joining as you're watching r.t. and. president trump are signed an order that imposes tariffs on steel
5:21 pm
and aluminum imported to the united states today i'm defending america's national security by placing tariffs on foreign imports of steel and aluminum the american steel woman in the district has been ravaged by aggressive foreign trade practices it's really an assault on our country when unveiling the tariffs at the white house the president seemed to forget one important detail though like to take a picture in the oval office i assume you've all been many times into the oval office come on let's go and do that let's go into the yes i'm going to well go into the oval office we're going to sign this we're going to the oval office we have a picture ok ok thank you. treasury secretary steve newton you saw there reminding clumpy actually needed to sign the order first before saying geez the tariff plan has received broad support from steel and aluminum firms in the united states the
5:22 pm
new terrace will come into play in fifteen days' time the oblige exporters to pay an extra twenty five percent for steel and ten percent value minium shipped to the united states in a concession to america's neighbors though the tax will not apply to canada or mexico as a trade pact negotiations continue the move has there been widely criticized around the world are these people are all of a picks up the story the steel in our many an industry all around the world very unhappy about donald trump signing what they see is well what really is his protectionist policies when it comes to the imports of steel and what they're saying though is that this won't just directly affect those companies that export to the u.s. it also have a knock on effect across the whole of the steel in business all around the world as competition to offload that product increases as you can imagine and as i said some very unhappy people all around the globe right now you should choose your choosing
5:23 pm
a trued war is surely the wrong crew scription china will certainly make an appropriate and necessary response trade rules are bad and easy to lose i'm convinced the increased terrorists will hurt us all in the long run is the wrong way to go about it protectionism tariffs never really work at it but will defend our interests if need come. what we have heard though from here in europe from the e.u. was that if you do this to our steel and on a million well we'll put a levy on peanut butter on board and whiskey on harley davidsons on levi jeans however following the announcement that both canada and mexico would be exempt now the words coming out of brussels that we're hearing is one of our exemption the offense we're allies we work together we cannot possibly be a threat to national security in the u.s. so we are counting on being excluded by the e.u. has said that should they not get this exemption well they'll be taking it to the
5:24 pm
world trade organization and they're really not going to be happy and they're going to see quite no outcry i would imagine coming from here in europe from steel producers and allan million produces and all of that coming together could well cause quite a bit of tension between some nato allies as well. senators are urging washington to engage in dialogue with moscow to minimize the risk of conflict they've written a letter to the u.s. secretary of state rex tillerson. a u.s. russia's strategic dialogue is following president putin's public address on march the first when he referred to several new nuclear weapons russia was reportedly developing including a cruise missile and a nuclear underwater drone which are not currently limited by the new start treaty and would be destabilizing if deployed well it really does feel like putin's addressed earlier this month did prompt this and really hit its target of getting the west attention and while this letter is directed at the secretary of state rex
5:25 pm
tillerson it urges him to begin strategic talks with russia without delay and within that there's also contain warnings and accusations towards russia the allegation that russia is in violation of the i.n.f. treaty is repeated it within there which of course russia has repeatedly denied and there are also calls to extend existing arms treaties with moscow to cover the new weapons that putin's referenced in his address at the beginning of march so clearly the u.s. is worried but the fact is russia has been alarmed by certain actions being taken by the west and by america in particular for quite some time now not least of which being you know washington's expanding deployment of missile defense systems they have them in alaska they have them in california there's of course also nato is continuous expansion into eastern europe they have that in romania and poland as well with future plans in other parts of the world and what have may have been the straw to break the camel's back here in the situation was an early february we saw
5:26 pm
the us release their nuclear posture review and within that it widened the gamut of scenarios where a nuclear response could be considered and that includes in response to a non-nuclear attack so rather frightening idea there and all that has been concerning russia for some time the balance of power in the world or the lack thereof maybe i should say and putin himself said on march first that maybe the world. listen to those concerns now. russia is a major nuclear power basically nobody wanted to talk to us nobody listened to us so listen to us now so listen to us now says the russian president and apparently there are a lot of things now to be listening to yes what he announced i mean these weapons are nothing to shake a stick at there's the super heavy i.c.b.m. that's a massive missile that putin says is capable of defeating any defense system in the
5:27 pm
world there's a cruise missile with an unlimited range and that's among laser weapons and an underwater nucular drone so quite a bit there and the senators say that due to putin's announcement of these weapons it's more important than ever to come to the table and talk with russia in order to avoid conflict even at the height of cold war tensions the united states in the soviet union were able to engage on matters of strategic stability leaders from both countries believed as we should today that the incredible destructive force of nuclear weapons is reason enough to make any and all efforts to lessen the chance that they can never be used again and that idea of strategic stability really seems to be on the same page with putin's thinking because after his speech on march the first there was a lot of uproar that this was a threat to the world security and whatnot but the russian president himself said that was not the goal that russia has no plans of attacking anyone it's purely defensive and that it's in fact to try and preserve peace in the world so right now
5:28 pm
we have course have seen that u.s. russia relations have really hit an all time low and moscow has already responded this responded to this letter saying that before anything can be discussed any new treaties can be discussed and whatnot that really does need to get fixed so that's at the first forefront right now russia has indicated it's open to the idea of dialogue with the united states we discussed the issue with several experts. the americans started it first and then confirmed that they would look at their nuclear arsenal and modernize it so you shouldn't be astonished at the president putin on first of march also produce the serious of the new developments that are not in the start treaty is very hopeful that america will start talking seriously with russia and stop stopping the russians as they have done for the last months and years russia and president putin in specific has laid out the declaration that if any

russian ally is attacked that there is going to be a response from russia so if this gambit succeeds the world is looking forward to a period of unparalleled peace peace because there is no alternative . around one hundred eighty military troops have been deployed to the southern u.k. town of souls that's to wade in the investigation of an attack on a former russian spy and his daughter according to the home secretary and his daughter yulia remain in critical condition let's get an update now on this story from our correspondent paul eve he joins me from england and polly it's pretty clear that this is no ordinary investigation into what's probably being called attempted murder huge resources being thrown at this. yeah and it's all because of that nerve gas that was used today as you said that the military has been deployed
5:30 pm
and sold very that's the town with her pilot and his daughter was found unconscious on the bench in the city center so among the military there are contamination experts they've been drafted in and also specialists to help with removing objects and vehicles from the scene which may have been contaminated as well apparently some ambulances might be included that sort of that may have been connect contaminated while assisting victims and the investigation appears to have shifted also quite heavily to the script pal's home in souls for you it appears to be the focus of police attention today and the home secretary rod she visited souls very clear on she visited the hospital west eg a script file on his daughter remain on conscious. of the hospital which also has a police officer that treated a script file on his daughter who is.
