numerous challenges including economic reforms artie's alex mahela bitches and toronto with more alex thanks for joining us president raul castro is stepping down next month allowing a new generation of politicians to take the reins what do you think we can expect and see with the change in leadership. well the process has already started last sunday cubans went to the polls to choose a new national assembly april nineteenth of that national assembly assembly will be choosing a new president and as it stands it looks like the favorite going in is fifty seven year old vice president the country right now it seems miguel diaz can now he is not a castro which is something very new for the nation and which could be a bit to mulch was and still yet to see how that's actually going to go down with the public about you know some sort of that we've heard of too much outside of cuba but obviously the man is entrenched in that nation and he has a number of challenges in front of him as you mentioned economic being one of the biggest concerns cuba the growth rates but i will just over two percent for the

past few years so we're not seeing too much growth in that nation and of course he has to take that home and focus strongly on what's going on there foreign investments going to be one of the big things he needs to look into we know the way things stand right now the relationship is quite sour with the united states donald trump came in so big changes from that respect you'll have to go to different countries to get that kind of investment manufacturing another big aspect of what cuba needs to do they need to up their manufacturing most of what they have they're what they consume are actually imports so creating jobs creating factories creating basically their own goods that they can consume is very big on the list as well as a new sector that's growing there small businesses when it comes to small businesses the laws that are in fact right now in cuba don't really address the growth of small businesses so they're looking at changing some of the legalities so that this sector can grow but if you think for one second that rule castro is gone and over with he is not he will still be there as the all powerful communist party

chief in cuba and that's going to last until at least two thousand and twenty one he's also written the book until two thousand and thirty so the country has a path to follow for the next decade or so alex i know that you listed a bunch of challenges there i don't know if there's more that seems like a full boat right there but internationally talk about how you think this administration may be impacting the future relationship with cuba. you know this is the issue of improv president trump has made it very clear the way he feels about cuba as a nation and this is the time if you're going to interfere in somebody who's country this is the time to do it when the something the big change like this happens changes like this can be dramatic for a nation we saw it with venezuela when you go chavez passed away we saw in the former yugoslavia when tito died the country crumbled so this is one of those situations that you have an icon or a conic family that has led this nation this guy does not have the historical clout

the new president didn't wasn't even around during the revolution so he was too young or wasn't even born to fight in that revolution so you know you this is the whole thing this man does not have the same clout as that castro name so he has to prove himself domestically and domestically that some of the the big hurdles he has are of course there's a to get this a two currency system that's in cuba right now as a traveler as a tourist in cuba we use one currency the locals use another that has changed over the years to the point that that currency is what divides the wealthy from the poor for example a cab driver can get this currency that foreigners years while doctors were under the government paycheck can't so these are things that this president's going to have to put together things that he's going to have to change and the way to stabilize the country will be the economy moving forward hopefully he'll be able to do it it's a lovely nation i've visited many times and you know you don't want to see things go bad especially when you have

a neighbor so close to the united states are key correspondents alex mahela bitch we thank you so much for your expertise to chime in on this one alex thank you thank you. and with us now to add more texture and policy expertise to the specifics and what's going on down there in cuba is john cavalier president of the u.s. juba trade neck anomic council john thank you for being with us again we sure appreciate it so tell us what you think's going on leading up to the. the change down there it is going to be a transition it is going to be a succession you still have the combined ages of the three elders nearing two hundred so. there are optically there's a lot that's changing and that's good vice president canal it will be the first non castro and that's going to play an important role unfortunately the relationship with the united states more now we've missed hasta sized and it's not moving expansively it's not moving constructively it is in place what president trump

wanted in place and pretty well u.s. companies are hostage to it i want to get to that in just a minute but i want to ask you just i mean is the election just a formality that they go through here or is does it ever mean anything while in in countries that have government structures as cuba does the election is pretty much a foregone conclusion we've known that vice president was going to be president for a year and a half or so no surprise and are people required to vote is there or do they take attendance how does that work i'm not sure that i'm probably the best person to talk about the inner workings of the electoral system cuba but. they're very proud people and you know we always in the u.s. have that problem where we're always looking at from our standpoint toward them as opposed to within them looking outward so there's people that are excited about the

fact that this will be the first non castro you know different generations thirty years younger than raul castro he is a corrective he's a bureaucrat he's a technocrat you know when you look at the leadership of the house in the senate for both parties in the united states very few of them are in their fifty's well let me ask you go on back to where you were leading actually about what's going on how do they look at the u.s. and how are relations. going on we see rex tillerson secretary of state just left all sorts of moving parts in the u.s. does that matter to the cubans with regard to u.s. cuba relations live the good news for the cuban government is that during the last two years of the obama administration they did take advantage globally of the perception that the united states is relationship with cuba had changed and would not change for the worse everyone expected hillary clinton to be donald trump so

for the cuban government where they were able to be successful as renegotiating long term debt billions and billions of dollars written off able to reestablish some trade relationships so they were able to do some good things the problem is that they didn't take advantage of enough of what the obama administration was permitting thus allowing an election result that no one planned for and everything stopped should have struck while the iron was absolutely for things one away and so just we're running out of time but what do you what's your prognosis for what is going to happen and what you think should happen what is probably going to happen is nothing good during the next year and a half to two years likely there will be some more what the u.s. business community would and u.s. travelers to cuba wouldn't like to see and from the cuban side they're going to hunker down they're basically going to say we're going to have to sacrifice again the revolution is paramount and we now have donald trump we're not going to be able

to do all the things we wanted to do sacrifice is going to be the key word sell for the cuban people it's not going to be a pretty couple of years for u.s. businesses we're going to just be looking and watching the russian federation people who are going to china india canada brazil and other countries. do much of what we would like to do now you can still they do allow certain. cultural products that are health related products from the u.s. to cuba and you can still go down there if you're a u.s. citizen but you have to go down as a as a as a group on a cruise or something and have it approved in everything that's the case right well individuals can still go if they are under the support for the cuban people category basically they stay in a near b. and b. they go to a holiday ours they do other activities but. travel is down it's not it's not down as much as everybody thought it would be the cruise lines have been able to pick up a lot of that slack. the rich so many opportunities on both sides that were missed

certainly in the world of diplomacy and major world politics it's not every day that we hear someone tell another major world player to go away and shut up well also in that speech the u.k. defense secretary gavin williamson was asked whether he thinks the relationship between the u.k. and russia has reached cold war proportions again he's gone on to say that he hasn't used the term cold war but he described it as exceptionally exceptionally chilly certainly it will probably continue to be that with this kind of terminology being thrown around williamson also went on to really blame russia for quite a few events around the world let's take a listen to what is also clear is that the kremlin is ripping off the international ruble using its growing hybrid capabilities to undermine and influence countries around the world u.k. foreign secretary boris johnson today talked about how there is quote overwhelming

evidence that russia was behind this cripple incident although however when he also was asked about his certainly a certainty on a scale from one to ten he described it to be at nine point ninety eight and he talked about russia being full of smug sarcasm we also heard from nato secretary general talk about this whole ordeal let's take a listen to those i'm afraid the evidence is overwhelming that it is russia and something by the way in the kind of smug sock stick. it's the we've heard from the russians to me indicates their fundamental guilt do you try to stay completely against the backdrop of a reckless cut them all of russian behavior. over many years well we saw some reactions from france as well yesterday they were saying it's too early to make any rash decisions today they seem to support london with the understanding that there

is no other option in terms of what's going on we do know that the reason may the british prime minister is in cells read today to meet with members of the public we do know that the u.k. has plans to provide a sample of the nerve agent that has been discussed and revel in in connection to this poisoning to the organization for the prague bishan of chemical weapons which russia is also a part of but it's not providing a sample to russia despite requests messages multiple times from russia throughout this past week to be able to analyze this nerve agent and try to assess what exactly it is and we do know of course the foreign ministry in russia has been saying they would like to know what the substance is we've heard from foreign minister sergei lavrov said russia that russia will definitely retaliate in connection to the expulsion of the twenty three russian diplomats certainly. scenario is sort of traditional in these kinds of scenarios but he did underscore

that russia will continue to use diplomatic language germany france america and the u.k. has now issued a joint statement on the poisoning which they say was highly likely to have been orchestrated by the kremlin it calls on russia to oncet all questions that have been post concerning the incident in seoul spree it was over quests that moscow provided the organization for the prohibition of chemical weapons with information about the nazi chalk nerve agent program. the u.k. government on wednesday accused russia of breaching the international chemical weapons convention that statement came at an emergency meeting of the u.n. security council called by london after the attack. the u.k. government concluded that it was highly likely that russia was responsible for this reckless act we haven't seen anything but highly likely as of yet we have concluded that mr scruple and his daughter were poisoned with a nazi shock a military grade nerve agent of

a type developed by russia. if britain is so confident that it was not a truck gassed then that means they have the chemical formula samples and the ability to produce it the united states believes that russia is responsible for the attack on two people and the united kingdom using a military grade nerve agent. we demand that material proof be provided before making any accusations against us in this high profile case. we requested the russian government to provide an explanation by the end of tuesday the thirteenth of march on how this russian produce nerve agent could have been deployed in salzburg. they provided no credible explanation goodwood we are ready for open and constructive cooperation within the framework of the organization for the prohibition of chemical weapons we don't speak the language of ultimatums and we won't allow anyone to speak to us this way. according to the rules of the international organization for the prohibition of chemical weapons if any state

believes that another country might have used chemical weapons the accused has to provide all the necessary evidence within ten days after the request one common site the commentators we spoke to told as he bit one commentator we spoke to told as he believes it's not russia rather the u.k. which has broken the rules the o.p.c. w.'s got set procedures in place that need to be followed through with and those are not being followed. those procedures investigation and formal steps are not being followed and from my understanding russia has offered to jointly cooperate but but they would like a formal request and they would like samples in order to do the analysis which makes complete sense to me and why wouldn't you want to cooperate together sometimes if you're trying to hide something or to shift the narrative in certain direction and maybe you don't want to cooperate it's unfortunate but i i do not think this looks very professional of the u.k. they're not following the conventions you've got set procedures in place and

they're just not being followed or kind of a complete disregard to international law rule of law or rule of agreements that are in place mosco has called the u.k.'s measures a crude provocation and announce that there would be countermeasures the u.k. now says it has damning evidence of russia's guilt and will submit it to the i.p.c. w. the investigation into the attack on the former russian intelligence agent and his daughter is still ongoing and there are still many unanswered questions as artie's daniel holkins that explains an attack by the kremlin on u.k. soil so done in the street it seems the case is all but closed russia is the culprit no questions or rather. the prime minister taking the necessary steps to make a full request for evidence from the russian government given the gravity of the accusation. at official request seemed like a reason the mosque but last year though says no such requests were forthcoming. we

haven't received any official request from london we've told britain we're ready to respond if they file the request instead of filing the official request the u.k. continues to pull political stunts and moscow also said it would cooperate in a joint investigation within o.p.c. w. parameters it seems this offer was unacceptable to the u.k. government. has high resolution trace analysis been run on a sample of the nerve agent no answers from to reason may on that but the prime minister believes there's already enough evidence to make it highly likely this was an attack ordered by the russian state guilty as charged mr script atlantis daughter poisoned with an. a military grade nerve agent developed by russia means motive and opportunity are usually needed to prove criminal guilt the nerve agent

shark allegedly used in that attack was actually developed in the soviet union decades ago and the o.p.c. w. officially confirmed that russia had concluded the destruction of its entire chemical weapons stockpile last year but apparently it was not only russia that had access to research labs and the scientists working there in his back to stand for example which became independent after the breakup of the soviet union it was the pentagon that helped to demilitarize the facility it was in that very facility that nugget shock was tested so they didn't even last the global's up at least in the mid one nine hundred ninety s. western special services recruited a number of our chemical specialists their names are known they also brought some of the documents and continued research in this area including in the us in the u.k. the results achieved by those countries in creating new poisonous substances that for some reason classified under the common name in the west are confirmed and represented in more than two hundred open sources from nato countries.
