so how do we go about it you and i have talked over the years about this how do we go about sort of professionalizing the crypto space of the blog change space to make it really to bring the adults into the room and get away from the scam stores well this is a big reason why we found of the chamber and july of two thousand and fourteen we represent over one hundred sixty companies that are both investing and evading with chain based technologies and we're here to be a resource to the policy community so these are companies who want to deploy this technology for ethical and productive reasons and we want to make sure that the regulatory community is comfortable with this technology and they understand the benefits of it and that we work together to build a regulatory framework that addresses regulators concerns like. consumer protections but also does not hinder the end of a shot and you know it's really a double edged sword as you know you know for years i was the first financial regulator to say you know we need to regulate these things but it wasn't because i didn't want them around i wanted i want them and i still do but figuring out that
2:01 am
appropriate balance between how much do you regulate or too much so you for innovation is a question and i know that we've talked in the past and i think you're involved in some self regulatory efforts we saw of the the winkel by tyler and cam cameron winklevoss talk about setting up a self regulatory organisation and we say that in their sorrow that means separate from the government and some people would like to only have the self regulatory organisation as opposed to like the s.e.c. of my old agency to see if to see what your what your take on this and how do you thread that needle well the hallmarks to a true self regulatory organisation and that it goes through the congressional process so commissioner quantize from the clintons from the c.f.a. say it was really the person who originally called for that and called for an us are only asking to kind of clarify what he meant by that and what he meant was either or either something bad goes through the congressional process and really has the teeth and the authority to. regulate or just some and entity that the

industry formulates on their own what we believe about the chamber is that by having the endace tree proactively. regulate itself or take steps to oversee standards best practices reasonable compliance mechanisms you're going to get better results than leaving it to the government and we all know that there are some issues that are between the f.c.c. and the say after you see where there are some jurisdictional challenges that again is going to take a congressional action to really solve so what we're doing at the chamber of commerce we founded a initiative called the token alliance we have over two hundred sixty block chain and token experts from around the world who have come together to write the best practices for token assurances and they were going to take those best practices and implement them so we our companies will voluntarily comply with them so in a sense this is setting up phase one of a self regulatory system more power to you i mean unfortunately i think given all
2:03 am
these us you see subpoenas and everything as if we have lots of negative stories out there that once the regulators put those guys and gals you know put them in their place and find them that they may then come up with changes to laws rules and regulations so i hope that your efforts are successful in that you go about it is quickly as you can i'm thankful that you're out there a period boring the c.e.o. and founder of the chamber chamber of digital congress thank you so much for being fat free shit. and time now for a puny pause for the promotional cause but stay with us because when we return we'll talk with todd shipley of vero software about why the pentagon is the listings to what's gone belly in efforts to build out artificial intelligence plus i'll let you know about a righteous robot that is out of the job despite the fact that it performs as advertised and as we go to break here are the numbers at the closing bell stocks on the scene on a small rebound with the dow jones nasdaq and s. and p.

all building up for the day will be right back. for a world cup twenty eight team coverage we've signed one of the greatest goalkeepers available to us but there was one more question and by the way who's going to be our coach. you guys i know you are nervous he's a huge star among us and the huge amount of pressure to come out you have to put me in a percentage of the problem here with you and we'll go through all the great game the great game you are the rock at the back nobody gets us to you we need you to get the ball going let's go. a low as does everyone in europe and i'm really happy to join the for the two thousand and ten world cup in russia meet this special one come on south appreciate

me to just say the radio beyond the team's latest edition to make it up as we go so i need to just say look. it would appear the more the political left and their allies in the corporate media attack donald trump the more we learn about the corrupt behavior of the deep state the firing of andrew mackay but the f.b.i. is seeking some point is this the beginning of a perv. the most expensive fish in the world each one is selling for tens of thousands of euros it continues to grow its entire life if it was thirty years old you might have a two ton fish out there and yet they don't get that big today because we're way too good at catching. it's only women themself a much larger mission was once there and that was much more widely distributed we have politicians that are in office for a few years they have to get reelected everything is very very short term our

2:09 am
and is it a good move. well thanks part for having me on today yes it is a good move in fact i think it's probably the smartest move the military can do right now because they've got to get in this game artificial intelligence is going to change you know how we perceive so many things on the internet now and teaming up with silicon valley is probably the best thing they can do in from another perspective too because the chinese are going full bore in this space and we have to have the lead in this space to be able to combat anything that our foreign adversaries are doing in the same same field that brings up you know the decision that was made last week by sci fi the the entity that looks at whether or not we should be export ing any of our technologies and see if under the trumpet ministrations said that broadband a currently singapore based computer company could not buy u.s. based paul com and in particular the concern was based upon the five g.
2:10 am
capabilities that might be developed in that sense they were based in singapore that perhaps those could be shared with the chinese if you looked at these sorts of things in the past and is it a real issue and a national security issue that people need to be thinking about seriously taught. what a yes definitely it's a national security issue in there's so many things involved with the technology in this space that most americans don't understand how effective they are look at what goes into your computers your hard drives the technology that's there the chips that are manufactured none of this is being done in the united states anymore so it's is a big issue and we have to be considering what technology we're trading for you know profit expression when the companies are looking just about the dollar and not about what the security issues are going to be for the united states is that it let's let's distinguish between things like i mentioned five g. there let's distinguish between speed and true ai artificial intelligence because i
2:11 am
think a lot of people don't know i mean i understand the difference between speed in ai but but what is true artificial intelligence and what does it mean for the future. well i mean truly it's what we think about saif i that fact that you have a technology that can think for itself and make decisions based on a situation itself that's not what's occurring right now and we're a ways away from that i mean we have a lot of things that we have to do to get there i know that there's some research mean done about how do artificial intelligence perceive things and is it really intelligent or not but right now we're not quite there yet at this point in time so we've got a period to work on that although things are escalating rapidly just last year we would have thought we weren't getting as far forward as we are but the technology is rapidly changing because a lot more companies are putting the money and the effort and the design into artificial intelligence to make it much better than it did it was just you know
2:12 am
twelve months ago todd is that is it when you when you think about a it's above and beyond like autonomous cars i mean it's not just smart it's intuitive and it thinks ahead so exact so what sorts of things i mean you talk about saif and makes me think of terminator and and robo cops but but what is the cutting edge right now of a i what actual things are being worked upon in a country or around the world for that matter well the thing is sure that the things that are happening right now are upgraded ability for programs to make decisions it's still an issue of a. computer having to make decisions about things when it approaches something if it looks at an apple and it looks it at an orange somebody pre-code saying i like the apple i don't like the orange did it point at when the artificial intelligence can look at an apple look an origin say i like one of the other based on other
2:13 am
circumstances because of the color because of of the texture that's when we'll know things have changed rapidly but right now we're not quite there yet. two more questions for you well you could have a zillion questions for eva two more for this time todd so you're on and i know you're not a trader or anything but you may may be interested to know what i'm interested in your comment there are traders the high frequency traders which are fairly adept at that their algorithms but even the largest of the large high frequency traders at the new york stock exchange they want to have actual humans on the floor for a certain circumstances when things are pretty chaotic does that surprise you. well humans at this point time can still make the best decisions based on their understanding of the facts that's we're going to come into this field and i think we'll see it there probably sooner than later that that day trading is going to occur where these traders are going to actually be using this technology to make
2:14 am
very fast decisions because that's what's occurring on the trading floor now it's hard for humans to keep up with the amount of traffic that's going through and these artificial intelligence programs will be able to make those decisions much much faster and we'll see it implemented there probably sooner than later right and i don't want to shift just a little bit for the last question because it's not necessarily about a but about hacking and you know we talk about hacking and we look at places around the world and they've talked about you know north korea a lot and remember that so many hacked it was alleged that it was north korea you're several years ago but you've done these things so i mean you've been on law enforcement and looked at these things had associations on on these sorts of us security electronic security but how does a country like north korea with seemingly nothing other than nuclear weapons to offer their people i mean they're that per capita g.d.p. is like fifteen hundred bucks a year how did they have this place in the dirt the hackers and the capabilities to
2:15 am
break what would seem like some of the strongest computer security systems in the world. well they're doing like every other hacker does they're dedicated to resources to learning to understanding the systems and then they're probing it you see you want to move away from artificial intelligence but the thing is if the north koreans ever get a very well put together artificial intelligence package that can do probing on networks they don't have to do the work the artificial intelligence to do the work and find out where the holes are and then the humans can just walk in the door and do whatever they need to do so it's scary that these countries have the resources to be able to put towards this but it's even more scary if they can break in steal a package of something or like we talked about earlier companies buy this intelligence and move it overseas we've got some things to worry about todd shipley of various software we've got some players who are talking about further in the future we thank you for your expertise thank you for your time have
2:16 am
a great day. thanks bart you guys have a great day too. and before we go and speaking of high technology and artificial intelligence a robot that is said to be able to flip two thousand hamburgers per day and was able to do it is now off the job the sixty thousand dollars bought named flippy isn't that cute was working well in pasadena california at cali burger and it's said to have been able to sense a burgers temperature and know exactly precisely when the all important flip should flop but the human workers couldn't keep up with making the pad isn't time for the but so it has been taken offline at least for now perhaps they'll add some padding making bots as we go forward with more high tech an artificial intelligence the question will continue to arise to bought or not to but that would be the question and that's all for this time thanks for watching and be sure to catch boom bust on

2:21 am
you for watching the news headlines with me kate could hear it on t.v. international broadcasting live from moscow. how the twenty three russian diplomats expelled by london have arrived in moscow this comes cheering the ongoing spat between the u.k. and russia over the poisoning of former spy said ghostscript well these are the pictures from vnukovo airport in the capital a total of eighteen russians have now left london these include family members of the expelled diplomats and other staff artie's point boyko reports on the latest in the standoff. is twenty three diplomats and their families so close to one hundred people who were waved off by the remaining embassy staff here in the u.k. they boarded a russian government plane bound from moscow and the russian ambassador to the u.k. alexander yes convention he is school them to the airport this is what he had to say take a listen with the three diplomats means forty percent reduction. and that's the
2:22 am
world already embassy that's why there will be doing these in the issue of the visas is becoming a little bit more complicated these days you know to work here in the u.k. but this is the new reality is this is the different level of. the major problem for us you know all this. is that we don't have any evidence no evidence were presented to us and for the time being you know we don't have a need for a mission about the poison the diplomatic expulsions are all part of this fall out between the u.k. and russia following the poisoning of sergei script and his daughter in souls very over a couple of weeks ago now over two. weeks ago last week to reason they blamed the kremlin for the attempted murder of the former double agent and his daughter she said it was highly likely that the noisy child nerve agent originated in russia and
2:23 am
she announced a raft of measures in retaliation the kremlin responded on saturday as well in turn with a list of twenty three british diplomats who were being expelled from moscow that's yet to happen the kremlin's also announced the closure of the british consulate in some petersburg and the closure of the british council which is sort of the cultural shoots of the british embassy in russia for tat measures and to resume a met with the national security council today there had been some expectation that she might introduce more new measures further measures against the kremlin but her spokesperson has just been talking and she said that there is action being taken at the border to monitor and track people whose activity threatens the security of the u.k. and its allies she's saying there's work by international inspectors to get samples of the nerve agent going and the prime minister is looking forward to more talks with the states on the spy poisoning later on this week so she's really reinforced
2:24 am
what was unveiled last week but stopped short so far of adding to the list of measures she has however said that all the measures are being actively considered and they're going to be ready to deploy by to resume a at any time now in the meantime the investigation into what actually took place how that nerve agent was administered that is still ongoing and is being handled by london's anti terror police unit their latest statement says that this is an investigation that's set to last for many months to come they have some two hundred fifty detectives working on collecting evidence around the clock and on top of that investigators from the hague from the organization for the prohibition of chemical weapons. they have arrived in the u.k. this week they're collecting samples of the nerve agent used from the lab that's handling it here as part of an independent investigation into what happened and the results of that are expected to take at least two weeks well the u.s.
2:25 am
state department has voiced its support for the expulsion of the russian diplomats it's also hinted at possible u.s. measures over the script ok so the understand and support what the british government has chosen to do in terms of kicking out. the russian diplomats from its country as i just said to leslie a minute ago we're not going to preview some of our activities but we're watching closely and we may be taking actions. through more on this we can now cross live to investigative journalist dave lindorff day thank you very much indeed for joining me i can now see you which is a good sign well as we just said the u.s. may take action against russia i mean do you expect them to follow through on that threat you know who probably would do something i mean you know the britain is america's closest ally so. of course the u.s. has already i think. thrown out some russian. embassy people and the
2:26 am
russians retaliated so both embassies are down already so if they could go some more. who believe and russia does this and presumably the same thing at the u.s. embassy it'll be even harder to do things like process phases and kind of activity well let's also look at going back to the u.k. i mean russia's urge the u.k. to provide proof to back up the allegations it's a question of evidence again or to apologize i mean is it surprising the u.s. is joining the dispute before seeing that evidence. well i would say yes except that you remember that the u.s. jumped to conclusions about a number of things including. the the use of poison gas supposedly poison gas or the. bomb to
2:27 am
the airport in syria before they had really investigated who was behind it or or you could look at the anthrax attack in the u.s. after nine eleven during which they jumped the gun and pursued a guy who went to end of it ultimately committed suicide and then they found out that he wasn't guilty because they jumped the gun so. you know it's something that goes on all of the time jumping the gun in reaching conclusions that aren't supported by evidence and looking on the other side that i mean as we've been hearing here the u.k. opposition leader jeremy cole being he said that russia should be given a song full of the nerve agents so that they can run the right tests i mean what is that the governments unwilling to do that well it seems to me that this is all reeks of the old cold war. days when you know you're trying to portray the other side as evil and i think that's what they're doing to try to gin up this. picture of russia as you know this evil empire again.
2:28 am
that it had in the cold war so. i think corbin is right that you know the logical thing to do would be to send some samples to russia and let them strike to explain their way out of it. and just let the the metropolitan police force continue its investigation to where it leads and then act after you have all the evidence and they did not investigation as they said he set to last for quite a while yet dave lindorff investigative journalist thank you very much indeed for your thoughts thank you. well meanwhile russia is demanding the u.k. either proved its accusations in the script our poisoning case or apologize as we heard earlier my colleague andrew farmer discussed the developments with our tease daniel hawkins. so far over the last fifteen days it's very much been a predictable different tit for tat the expulsion of those russian diplomats and the british diplomats likewise from moscow what we do know in terms of the wider
2:29 am
fallout the support u.k. has received chancellor merkel one major european power leader has been in conversation with the polish prime minister mr. morial work where she has condemned russia and divided russia provide proof of what she describes as it's known involvement in this case proof of its innocence this is what she had to say we are of the opinion that there are very serious indications there russia has something to do with this now it's up to russia to show this is not the case the president of france likewise joining in the chorus implying that russia may have stockpiled or perhaps even lost control of some of those alleged chemical weapons chemical agents it does possess calling on russia to reveal any of those two that this is the statement from the french. the french president has called on russian authorities to shed light on their role in relation to the unacceptable attack in salisbury and
2:30 am
to take back full control of any programs not to clear to the organization for the prohibition of chemical weapons further to those talks in warsaw the polish government also saying unconfirmed sources at the moment but saying they are considering expanding russian diplomats in solidarity with the u.k. also considering apparently bringing in sanctions against certain russian government officials and certain companies as well the whole. onus here of course being on russia to prove its innocence and prove. evidence of a lack of involvement in this case as opposed to the other way around the u.k. provide evidence of direct concrete russian involvement to the obesity to these countries that cetera very much of things perhaps like being turned on their head here how do you ask somebody to prove their innocence in a vacuum prove you didn't do something how do you do that when the russians have a request of the british to give the same samples they've given to the o p c w to the russians so they can they can compare and.
