so i'm wondering whether or not they're going to come up with some sort of rules on crypto currency and maybe block chain maybe if not now later given that we've seen as mother european monetary authority and others the f.c.c. and other regulators saying be cautious to consumers is that reasonable i mean it's always fraud in the financial areas right but it seems like there's more babies just because there's so much going on with crypto currencies but is there more to something we need to be really be worried about if so what the regulators are really concerned about is the consumer and vaster the retail investor being led astray by a fraudulent scam so as with all the new technology and sometimes criminals or some of the early adopters and there absolutely is a legal activity out there it doesn't represent a huge percentage of the actual activity that's happening but it doesn't up taking the majority of the headlines but i would say for the retail consumer who wants to invest in crypto currency is buyer beware because there are scans and you need to
6:01 am
know and understand what you are investing and don't invest in anything that you do not understand or that you're not ready to lose in case you know something something happens so how do we go about you and i talked over the years about this how do we go about sort of professionalizing the crypto space of the blog chain space to make it really to bring the adults into the room and get away from the scam well this is a big reason why we founded the chamber and july of two thousand and fourteen we represent over one hundred sixty companies that are both investing and invading with chain based technologies and we're here to be a resource to the policy community so these are companies who want to deploy this technology for ethical and productive reasons and we want to make sure that the regulatory community is comfortable with this technology and they understand the benefits of it and that we work together to build a regulatory framework that addresses regulators concerns like. consumer
6:02 am
protections but also does not hinder the innovation you know it's really a double edged sword as you know you know for years i was the first financial regulator to say you know we need to regulate these things but it wasn't because i didn't want them around i wanted i want them and i still do but figuring out that appropriate balance between how much do you regulate or too much so you for innovation is a question and i know that we've talked in the past and i think you're involved in some self-regulatory efforts we saw of the the week tyler and cam cameron winklevoss talk about setting up a self regulatory organisation and we say that in their sorrow that means separate from the government and some people would like to only have the self regulatory organisation as opposed to like the f.c.c. and my old agency to see if to see what what's your what's your take on this and how do you thread that needle well the hallmarks to a true self regulatory organisation and that it goes through the congressional process so commissioner quantize from the clintons from the c.f.a.
6:03 am
see it was really the person who originally called for that and called for an us are only asking to kind of clarify what he meant by that and what he meant was either or either something bad goes through the congressional process and really has the teeth in the authority to regulate or just some and entity that the industry formulates on their own what we believe about the chamber is that by having the end of stream proactively. regulate itself or take steps to oversee standards best practices reasonable compliance mechanisms are going to get better results than leaving it to the government and we all know that there are some issues that are between the f.c.c. and the c.f. to see where there are some jurisdictional challenges that again it's going to take a congressional action to really solve so what we're doing at the chamber of commerce we founded a initiative called the token alliance we have over two hundred sixty block chain and token experts from around the world who have come together to write the best.
6:04 am
practices for token assurances and they we're going to take those best practices and implement them so we our company as well voluntarily comply with that and so in a sense this is setting up phase one of a self regulatory system more power to you i mean unfortunately i think given all these s.c.c. subpoenas and everything is if we have lots of negative stories out there that once the regulators put those guys and gals you know put them in their place and find them that they may then come up with changes to laws rules and regulations so i hope that your efforts are successful in that you go about it is quickly as you can i'm thankful that you're out there parry and boring the c.e.o. and founder of the chamber chamber of digital congress thank you so much for being factory shit. and time now for a puny pause for the promotional cause but stay with us because when we return we'll talk with todd shipley of various software about why the pentagon isn't listings so what's gone belly in efforts to build out artificial intelligence plus

i'll let you know about a righteous robot that is out of a job despite the fact that if performed as advertised and as we go to break here are the numbers at the closing bell stocks on the spot a small rebound with dow jones nasdaq it has to be all building up for the day we'll be right back. how does it feel to be a share of the greatest job in the world it's as close to being a king as any job there is one business model helps to run a prison now we do stuart don't like is there nobody obeys the case and they don't no one comes in and more we don't have to serve them anymore is the directive that's what they want to do that acknowledge they don't give a damn if you do the charge on that they're actually paying enough to put it back into the louisiana incarceration rate is twice as high as the usa in breach

6:10 am
a good move in fact i think it's probably the smartest move the military can do right now because they've got to get in this game artificial intelligence is going to change you know how we perceive so many things on the internet now and teaming up with silicon valley is probably the best thing they can do in from another perspective too because the chinese are going full bore in this space and we have to have the lead in this space to be able to combat anything that our foreign adversaries are doing in the same same field that brings up you know the decision that was made last week by sci fi the the entity that looks at whether or not we should be exporting any of our technologies and see if under the trumpet ministrations said that broadband a currently singapore based computer company could not buy u.s. based qualcomm and in particular the concern was based upon the five g. capabilities that might be developed in that sense they were based in singapore
6:11 am
that perhaps those could be shared with the chinese if you look at these sorts of things in the past and is it a real issue and a national security issue that people need to be thinking about seriously. well yes definitely it's a national security issue in there's so many things involved with the technology in this space that most americans don't understand how effective they are look at what goes into your computers your hard drives the technology that's there the chips that are manufactured none of this is being done in the united states anymore so it's is a big issue and we have to be considering what technology we're trading for you know profit expression when the companies are looking just about the dollar and not about what the security issues are going to be for the united states is that it let's let's distinguish between things like i mentioned five g. there let's distinguish between speed and true artificial intelligence because i think a lot of people don't know i mean they understand the difference tween speed in ai
6:12 am
but but what is true artificial intelligence and what does it mean for the future. well i mean truly it's what we think about saif i that fact that you have a technology that can think for itself and make decisions based on a situation itself that's not what's occurring right now and we're a ways away from that i mean we have a lot of things that we have to do to get there i know that there's some research mean done about how do artificial intelligence perceive things and is it really intelligent or not but right now we're not quite there yet at this point in time so we've got a period to work on that although things are escalating rapidly just last year we would have thought we weren't getting as far forward as we are but the technology is rapidly changing because a lot more companies are putting the money and the effort and the design into artificial intelligence to make it much better than it did it was just you know twelve months ago todd is that is it when you when you think about
6:13 am
a it's above and beyond like autonomous cars i mean it's not just smart it's intuitive and it thinks ahead so exactly so what sorts of things i mean you talk about side five and it makes me think of terminator and and will cops but but what is the cutting edge right now of a i what actual things are being worked upon in a country or around the world for that matter well the thing is sure that the things that are happening right now are upgraded ability for programs to make decisions it's still an issue of a. computer having to make decisions about things when it approaches something if it looks at an apple and it looks it at an orange somebody pre-code saying i like the apple i don't like the orange did it point at when the artificial intelligence can look at an apple look an origin say i like one of the other based on other circumstances because of the color because of of the texture that's one will know
6:14 am
things have changed rapidly but right now we're not quite there yet. two more questions for you well you could have a zillion questions for eva two more for this time todd so you're on and i know you're not a trader or anything but you may may be interested to know and i'm interested in your comment there are traders the high frequency traders which are fairly adept at that their algorithms but even the largest of the large high frequency traders at the new york stock exchange they want to have actual humans on the floor for a certain circumstances when things are pretty chaotic does that surprise you. well humans at this point time can still make the best decisions based on their understanding of the facts that's we're going to come into this field and i think we'll see it there probably sooner than later that that day trading is going to occur where these traders are going to actually be using this technology to make very fast decisions because that's what's occurring on the trading floor now it's
6:15 am
hard for humans to keep up with the amount of traffic that's going through and these artificial intelligence programs will be able to make those decisions much much faster and we'll see it implemented there probably sooner than later right and i don't want to shift just a little bit for the last question because it's not necessarily about a but about hacking and you know we talk about hacking and we look at places around the world and they've talked about you know north korea a lot and remember that so many hacked it was alleged that it was north korea you're several years ago but you've done these things so i mean you've been in law enforcement and looked at these things had associations on on these sorts of us security electronic security but how does a country like north korea with seemingly nothing other than nuclear weapons to offer their people i mean they're that per capita g.d.p. is like fifteen hundred bucks a year how did they have this place in the dirt the hackers and the capabilities to break what would seem like some of the strongest computer security systems in the
6:16 am
world. well they're doing like every other hacker does they're dedicated the resources to learning to understand the systems and then they're probing it you see you want to move away from artificial intelligence but the thing is if the north koreans ever get a very well put together artificial intelligence package that can do probing on networks they don't have to do the work the artificial intelligence to do the work and find out where the holes are and then the humans can just walk in the door and do whatever they need to do so it's scary that these countries have the resources to be able to put towards this but it's even more scary if they can break in steal a package of something or like we talked about earlier companies by this intelligence and move it overseas we've got some things to worry about touch shipley of various software we've got some things you are talking about further in the future we thank you for your expertise thank you for your time have a great day. thanks bart you guys have a great day too. and before we go and speaking of high technology and

artificial intelligence a robot that is said to be able to flip two thousand hamburgers per day and was able to do it is now off the job these sixty thousand dollar bot named flippy isn't that cute was working well in pasadena california at cali burger and it's said to have been able to sense a burgers temperature and know exactly precisely when the all important flip should flop but the human workers couldn't keep up with making the pad isn't time for the but so it has been taken offline at least for now perhaps they'll add some padding making bots as we go forward with more high tech an artificial intelligence the question will continue to arise to bought or not to but that would be the question and that's all for this time thanks for watching and be sure to catch boom bust on you tube at you tube dot com slash boom bust our team will see again.

they're no longer about running the most t.v. spots or spending the most money they're about to spend the smartest money finally a political communications company that really knows how to pitch and then they came originally sikka house prestigious and academic connotations to again very convincing small money must mean smart ideas right we have a unique extra layer of data about personality decisionmaking and motivation this creates an unparalleled rich and detailed view of voters in the issues they care about so you know exactly who to target with exactly what type of message cambridge i'm going to skip claim they can do all this with a mix of data analysis and strategic communication that current list is want to base about trump cruise cost and the list goes on so impressed so far but how exactly do cambridge and its a cat's ha get voted is a company now accused of using the private data of tens of millions of facebook

users to directly target potential american voters facebook is under growing pressure to explain how to protect americans personal information from people wanting to exploit it for electoral gain data analytics firm that harvested information from millions of americans without their permission tricked by tens and conditions wow suddenly data collation doesn't seem so impressive especially when you end up in a legal feud with social media giants and it tends outs cambridge on earth to have a not small skeletons in their closet according to britain's channel four news and they're on the cover investigation they pose as potential clients interested in the outcome of the share line collections last month they found cambridge analysts secretly works to influence over two hundred elections worldwide and the tactics when so squeaky clean the two fundamental human drivers when it comes to taking information on board effectively our hopes and fears and many of those unspoken and

even unconscious. it's no good fighting an election campaign on the facts because actually it's all about emotion but that's not what cambridge i mean it kept publicly admit of course publicly they say that advertising is not coercive they'd also tell you they never use any ditty tactics by us you mentioned intelligence gathering as well as parts of the mix didn't you yes we have relationships and partnerships with specialist organizations that do that kind of work you know who the opposition is you know their secrets you know their tactics so in some girls around to the candidates house we have lots of history of such things with years of practice cambridge and then i think i have become real prize at having the result they want if we are working and then we can set up fake i.d.'s and websites we can go in as students doing research projects attached to university we can be tourists there are so many options we can look at i've had lots of experience in this at

cambridge analytic and we are creating the future of political campaigning. and donald trump's campaign was not the first to use facebook's data gathering for political purposes a former official on barack obama's campaign revealed how in twenty twelve they're obtained much more personal information than their republican rivals carol davidson added that it was all thanks to loopholes and facebook's privacy terms at the time . facebook twenty five election we got people to opt in and the privacy policies of that time on facebook were that if they opted in they could tell us who all their friends were where this gets complicated is that freaks facebook out. so they shut off the feature to the day is out there you can't take it back so the democrats have this information we invited our richard goods to you know former adviser to hillary clinton's campaign as well as a legal and media analyst vinal to discuss whether the political use of social

media inside the u.s. is more dangerous than the claims of potential foreign interference looks like it's undisputed that they did things that either were clearly against the law campaign finance laws the involvement of foreigners in u.s. election campaigns let alone kind of the moral approach of basically pretending to be something that they weren't. so they either clearly would over the line or they they went right up to it and i think that's what investigators where the state attorneys general i'm sure congress will look into it whether this justice department looks into it because donald trump was the beneficiary of his campaign that they worked with i wouldn't exactly hold my breath on that happening they entire point is being missed here is not cambridge analytic is the fact that facebook is a tool a proxy if you will of that government and it's a surveillance unit it was conceived it through darpa through seed money
6:27 am
this this phasing this oh do you think they use the information against there are you kidding me facebook apple everything that we do is basically sucking up every bit of information we have where has the world been you're living in and up an optic on and when bharat go by no was the you. beneficiary of facebook data i'll be not cold and gleaned by these characters like especially don't forget legs and get in shape and american you say that and that immediately turned that's the dog whistle went missing the point this is about a surveillance world that we live in that's being utilized by everybody constantly look we've already had facebook why publicly about what they did and didn't know they finally had to come clean right because i actually think they have a bit of

a guilty conscience having worked with the trump campaign to do things that are frankly kind of un-american so you know we'll see i understand that's the kind of party line which is whatever whatever the russian box may have done was to war by you know this large things we'll see what did they do that was un-american what well again they picked they they ran messages that pitted blacks against whites they got under the skin of blacks because some of them claim that they were whites were coming after them and vice versa you are telling me that all of a sudden the russians are who are the russians is the russian government that lattimer putin is at the kremlin some guy with a russian name who are these russians so let me get this straight we we had prayer president barbaric obama who basically went and absolutely not only colluded with but actively campaigned against bibi netanyahu no problem then he when we guarding brags that he said you're going to be waiting in the queue if you don't or if you
6:29 am
vote for braggs it may be also when actually involved himself in the scottish independence movement as well so we we don't seem to care about this and i can't believe it that we have gone from that to this dainty miniscule didn't move him in miss micro staffing buying a facebook ad and somebody is going to say oh wait a minute hold it i have. i'm going to vote for hillary clinton but now what i just how did you say this facebook ad that said i mean really this is it with all due respect this is the best the russians have facebook if lionel is of the view that all the billions of dollars that spent worldwide on advertising on news channels like our teacher and others is just absolutely just wasting money to say you might as well throw it out the window if that's your attitude then obviously i'm not going to persuade him or anybody who believes that that by you know that's what
6:30 am
he's going to affect anybody's opinion line oh no she's me i didn't really know what so i said my point is my point is my point is that yes i think facebook should be ashamed of itself because the evidence seems to be that it knew exactly what it was what its role in this was and in a sense it was kind of facilitating this in the interest of making a buck and i think that's wrong. the future of the iran nuclear deal remains unclear despite expectations that its fate would be decided in the talks between donald trump and the saudi crown prince. where we're going to see what happens iran deal is coming up. it's. probably another month or so and you're going to see what i do. where there was talk about how to do. them had been zalman on the u.s. president actually preferred to talk about a fresh sales however that meeting was met with protests as activists.
