. is or includes civilian unprotected soft targets as very little it can be done to physically prevent that attack and i on the limited information we have so far i would suspect that the state of emergency being lifted or otherwise don't actually have any impact on this for example when we look at the state of emergency we saw in france a lot of military a lot of extra police deployed onto the streets while those police were doing extra shifts and so on and so that of course will have an impact on protecting certain key points places that people might suspect might be terror targets for example train stations concert venues all the kind of places that have attracted terror attacks in france and elsewhere in the past but what that would tend to do of course is just displace those attacks elsewhere perhaps to a small town perhaps that's what happened in this case where there won't be so many armed officers there won't be any troops on patrol and so on and so really once again if this person was known to the police and intelligence services if he was not on some kind of watch list and yet wasn't being watched questions out have to

be asked really about the decision making processes that those intelligence services are made to not places person under surveillance and of course depending on circumstances it may have been the decisions were justified given that of course resources aren't infinite nevertheless it's perhaps inevitable that some people are going to call for more security at the dish no security to be put in place but is there really much more that france can do without seriously eroding civil liberties . yeah you're absolutely right to bring this up and of course what we see is its shores night follows day and day follows night that we see a terror attack and instantly it's jumped upon by certain sections of society particularly the media particularly the security industry and the intelligence services to demand more powers and especially more resources especially in terms of funding we see that especially united kingdom we see in us and no doubt in france

but the fact is that again and again powers and resources for the intelligence services have increased and in france for example particularly after the charlie have their attacks and also of course attacks you referred to earlier in paris the police and intelligence services were given a great boaster abilities particularly and their powers particularly those that even impacted quite greatly on civil liberties the fact is that those powers haven't had a great impact on preventing terror attacks as far as we know terror attacks like this will continue to occur simply because especially at a time when somebody can shall we say self radicalized or can act alone as this person may well have done and given the prevalence or the availability of firearms and other weapons such as for example knives of just very coarse it's actually very difficult to stop these attacks taking place but of course it may be that another factor emerges here which is that yet again we may well find and again it's too early to say that this person has had some kind of contact of some kind of

involvement in the situation in syria or in libya and again if that proves to be the case once again there would have to be questions asked by the french population as elsewhere in europe whether their country's foreign policy is in destabilizing those areas empowering groups such as isis narco dealing terrorists whether that that foreign policy of intervention in those ways will have been proved why it's given this blowback that repeatedly has taken place although it's too early to say in this instance whether that is true in the wake of this latest attack to what extent do you think we can expect to see a backlash against france's ethnic minority communities. i think it's clear that most whether it's in france or elsewhere that the majority of those ethnic communities minorities of whatever form they take find these attacks repugnant not least because in many of the attacks for example the seven seven bombings in london is a good example muslims as everybody else have become victims of these attacks. there

may be some sympathy of course among some groups for the motivation here but in terms of if we don't know what the motivation is but if emerges that motivation was a protest of some sort in response to french interventions for example against isis belatedly it should be said in places to syria then there may be some sympathy for the message but of course i doubt very many people will be sympathetic towards targeting civilians in this way and again we need to know a lot more about this attack is motives and what his background is it's also should be said that a lot of cases like this of proved to be involving people with psychological disorders although again we shouldn't use that as an easy excuse to brush away the reasons why in many cases terrorism happens but again let's wait and see what the facts are and then we can perhaps make more informed judgment on this notwithstanding that many of course as we've said earlier many including those that would wish to get more resources for intelligence services and so on will jump on this is
