6:01 am
a very warm welcome to r.t. international my names even only just after one here in moscow russia is mourning the victims of the deadly blaze in the siberian city of camera sixty four people including many children lost their lives in a huge fire that broke out a shopping entertainment complex on sunday president putin who's in the city criminal negligence was to blame for the blaze langridge running high in the city where people have been gathering at the headquarters of the regional government there demanding answers and justice for the victims more people have been coming here through the day it's around five o'clock there are people really chanting one word in particular we've seen truth region three days of mourning.
6:02 am
president putin put aside official business and flew out to siberia he laid flowers to a memorial at the shopping center also visited survivors at a local hospital this is what he had to say. when you hear for the first time how many people died the children died so you don't just want to cry you want to scream but after you hear what's happening here frankly you feel very differently because of the deputy governor of the region was seen asking the cried for forgiveness. you don't you stupid boy when you're going to make good on. ya go out those good though if you get the right get yeah yeah yeah yeah. yeah yeah. yeah sure especially when precious to me before first thoughts were young i know you don't need to be here.
6:03 am
to keep. friends. and you. live to tell of who is in camera forests were just looking at pictures there all day at official advice governor really you know trying to show how sorry he was but that's not going to do a lot is it for the people there who really want unsure as they want their bodies of their loved ones back it's a difficult situation on both sides of course what is the feeling you've been speaking to people or give us a sense of what is happening on camera. well the mood here is borderline hysterical it seems the whole city has been shaken up by the tragedy on a deeply personal level and one of the major reasons why you all these people have decided to show up here at the sporadic meeting is that they believe the local
6:04 am
authorities are deliberately lowering down the number of those who have died in the inferno on sunday the official number stands at sixty four they believe that as many as three hundred we've heard some saying that five hundred people they believe have died in the tragedy now this is of course due to very hard to do to use the situation being very sensitive people are afraid people are very emotional they want answers from the authorities the authorities on their part as you've seen there apologizing to the deputy governor has apologized he has. is time and time again that the investigation will be as transparent as possible we've heard of people it has been sort of an open mike here we've heard people who actually were at the morgue trying to talk sense soldiers speak they were saying that we've been there and there are sixty four bodies from the shopping mall they were booed and
6:05 am
driven off stage taken off stage so people are very emotional here they are asking questions as to how this was possible why the fire prevention system didn't work so really when it comes to me when it comes to the numbers when it comes to how many people died here of the just to give you a sense of how different it is of how how how people are living really in different was here's a taste. the authorities claimed sixty four bodies were found and a few are missing so numbers are not that high and. no one believes that's why because it was a sunday there were a lot of people it was a school holiday free movie tickets were handed out people arrived on tour buses that is widely known information yet luckily i was at the morgue on volgograd street there are sixty seven bodies there sixty four of them from the shopping
6:06 am
center burnt bodies three others are not related to that incident there are a lot of children that i was it is very small so everyone knows someone from the hospital or in the emergency services they may have access to some exclusive list people exchange information and say that you shouldn't believe the numbers it's not sixty four it's three hundred so it creates a chain everyone shares it on social media messages video and screen shots appear but there is a huge possibility that some of the video is not from the shopping center but from another fire some people are exaggerating it. i couldn't take it any more i wanted to find out for myself. so people want to know why the fire prevention system didn't work white people had to break down and had to break through to fire exits the very paths to suit their very paths that are meant to take people to safety why they had to jump out of the windows for their lives really they want
6:07 am
answers as to why security guards were not trained why you very often people in the shopping mall actually hampered those trying to get out have a listen. here they are i ran upstairs cinema stuff didn't let me see through they pushed me my daughter asked me why no one was saving her i asked the fireman to do something but he just stared. around two third floor firemen stood there doing nothing in front of the door my daughter saw me that she loved me and that she was suffocating i told her to get down on the floor and back her not to die the children are dear it isn't a matter of how many are dead now unless we change something hundreds of others could die no matter how long we stand here no matter how loud we shout no one will hear us. who landed here in camera early morning and late flower
6:08 am
who also has met with the some citizens to comfort them he also promised to the investigation will be as transparent as possible and that everyone will be brought to justice the investigative committee in russia has opened as detained to five people in connection with this including the owner of the shopping mall and the fire safety chief they believe no charges pressed yet but they believe that one of the fire one of the security guards actually disabled the fire prevention system on purpose they are questioning him him as well. we're following the events and talking to people so stay tuned we will be bringing you more from the city on the tragedy. and off live from camera well for more on the situation in the syrian city. of live in the studio with me just on the latter point.
6:09 am
making. but. he didn't mince his words today when he came when he arrived in siberia in the morning time he made sure that authorities were listening . these people tired of mincing their words of understating of keeping information back this is what these protests. about people demanding action people demanding information to be kept in the loop to be kept abreast of the investigation demanding that those accountable be brought to justice and wouldn't putin when putin came out he said that you know reading about this talking to people who had lost loved ones it makes you sad you want to cry it's devastating and then talking to officials you get a completely different picture these people presumably trying to cover their own
6:10 am
eyes trying to protect themselves but putin didn't mince his words and he said that those responsible will be held accountable. you know with the. rest of the ship than. you would. think you would become a ship was looking you know with. president bush and that he said. what we must understand is that these people are traumatized they're shocked they they are themselves if we can save their standard you understand at least what they've suffered what they've lost this is a huge tragedy i mean this is a small city and down to this leak many people will know someone who had lost a child a son a daughter in this horrific fire but the thing with the with the trauma the
6:11 am
psychological trauma is that people need an explanation it is part of our psychology we need an explanation we need information we need to to have a picture of what is going on and we need someone to blame and that is that is part of the problem that people are jumping to conclusions and perhaps you know perhaps saying things that aren't true but they need to say these things they know these things need to be said and vladimir putin has actually given a brief about the investigation so far you've got a pretty good this is our best picture of what happened the fire itself began in the arcade room in the play room it began as a result of an energy malfunction or perhaps faulty wiring a short circuit it was either that or the second version which is that it was an open fire that it was said someone took a lighted matches the something and bang it all escalated very quickly though that
6:12 am
version is less likely say investigators and once the fire began everything that could go wrong went wrong the fire exits were locked they were blocked far along the system had either. disabled or was broken malfunctioning for more than a week since the nineteenth so that was out of service there was a backup alarm system that security had to press a button and everybody would be aware that there was something wrong evacuate that didn't happen for whatever reason security did not activate that system and as a result you had you had people and the first warning that something was wrong is a huge think would have smoke rushing towards them and smoke is the real killer it isn't the flames by the by the time the flames will reach you you know the smoke will have done its thickness in the darkness it's job exactly that the body shuts down in the smoke but the other problem is and this is perhaps as
6:13 am
a human being this is perhaps the most traumatizing is that the doers in the cinema in the screen rooms the doors were shut so all the people inside were trapped usually you have someone on the man who checks tickets lets people in they shut these doors and the doorman left once it all began the route began filling up with smoke and you had cartoons running in them many of the many of the people in there were kids they can't get out because the do the shut and they start pulling their mothers their fathers begin them to come rescue them eventually got to the point where you had kids realize that no rescue your son is going to realize that they were going to die cooling their mothers and their loved ones and saying final goodbyes you know i love you so it was it was horrific what happened in there many of the kids of course were also left alone as their parents went shopping or whatever else attended their business hooping to pick those kids up later didn't
6:14 am
pan out that way didn't pan out those one story of a man who left his three daughters aged five to eleven he was down the first floor the cinema was on the first fourth floor he rushed up on it and he got a call from his daughter saying that the room was filling up with smoke that the rescue us he ran up he couldn't get through the smoke. and she kept calling and calling and calling until the calls stopped. you can understand what sort of state that man is that man is in now but. the geisha is ongoing and it is incredibly important to wait there's a lot to sift through there's a lot to get through and we can't jump to conclusions is just from happening in iraq by the way. just signed a day of national mourning on the twentieth of march so about is tomorrow wednesday about just coming in that the president who is in camera who arrived there this morning has officially signed off on a day of mourning and well absolutely absolutely fitting and i put together
6:15 am
a report about you know names and names and numbers and numbers but when you realize that these people were just like you and i when you get to know them just a little bit you understand the gravity of this this tragedy but the viewers may find some of what we're about to show you the stress in. rural youngsters a visit to the big city is always an adventure these twelve year old classmates went to town and they went bowling ice skating to the cinema it would be their last adventure. this. dozens and dozens dead but they aren't just numbers they all had names
6:16 am
lives all the compensation in the world won't cover their family's loss especially given that so many of the victims were children masha was there with her grandmother and she only turned ten last week and posted this photo in line exactly a decade is all she got in this world. both she and her grandmother perished. tiana an english teacher she was there with her daughter who survived that got out of the building before hearing that others was still trapped she went to help rescue who she could strangers but she never came back out you were the best teacher in the world right or former students you didn't deserve this we will all remember you did ask if you don't have it to you
6:17 am
in this. is what you did. little ratable or pictured here with his mom and dad she wasn't with them but imagine her pain when she had to identify the bodies of her child and husband or even surviving is easy. some say he jumped others that his father threw him out of the window in a desperate effort to save his little boy before succumbing to the smoke him self we won't know until say gave weeks up from his coma alone his parents and little sister. there are too many to mention here but the point is made a list of names is one thing but it's only when you get to know them just a little that the depth of this tragedy really hits you. i want to bring you know
6:18 am
some pictures from the scene i suppose it might help us understand the ferocity of the blaze the scale of the devastation the surrounding streets all of this complex there still blocked off we can see clearly look at that the roof collapsed in and inside the building it's completely burned out and indeed we can just about make item one of the litter shelters here rescue teams emergency personnel still working there with the remnants so they are in their orange and working on the remains of that charred people incredible scenes that. well the care of a vice governor was approached by a young boy after a meeting in this city he wanted answers over his friend's death this is their conversation. because i believe.

sixty four people many of them children six people remain missing recovery teams are continuing to work in the complex in the siberian city as that is happening though people are rallying in the city center demanding answers from authorities president putin has flown to camera he's promised that everyone responsible for the tragedy will be brought to justice. was. ok just moving away from the story for the time being let's get an update on the poisoning case of a former russian spy in the u.k. australia is now to expel two russian diplomats joining over twenty countries from across europe as well as the u.s. canada in making similar or more extensive moves it's being done in solidarity with britain which blames moscow for the poisoning of sergei script and his daughter
6:23 am
earlier this month here's how the russian foreign minister has reacted. to it will replied. no one would be willing to tolerate such parishioners and who will not either across the story for us from london is polly boyko. collective response from the e.u. donald tusk the president of the european council he announced these collective measures saying that the e.u. agrees with the u.k.'s assessment that it was quote highly likely that the kremlin was behind the poisoning of a gay and script how to resume a spoke in parliament earlier and she was clearly rather pleased with the support from brussels and from the us canada and the ukraine for that matter as i have some great solidarity from our friends and partners in the e.u. north america and nato and beyond and even though morse code denies the allegation
6:24 am
that it was behind the attack in seoul's worry the list of expulsions of diplomatic expulsions is extensive among the countries that russian diplomats are going to be departing from france germany poland lithuania denmark the czech republic the list continues however not all e.u. states have signed up to kicking out russian diplomats austria notably has announced that the russian diplomats there can remain and also vogue area has said that it won't be expelling any russian diplomats that are currently stationed there also at the e.u. summit last week that you summit went to resume a so successfully argued for this collective european response well shown called younger the president of the european commission he advocated a rather different approach to moscow. really.
6:25 am
need to move to discuss for sure all of them i'm not sure so not all e.u. states on the same page and not all figureheads agreed to the extent to which to punish moscow or to. cooperate with it perhaps instead nevertheless what's happened today is being billed as the biggest collective expulsion of russian diplomats in history this while the investigations that police investigation and also the independent p.c. w one they are still ongoing however despite the incident occurring in england some are suggesting it's washington rather than london taking the initiative against russia the u.s. even claimed it wasn't diplomats they were deporting rather spines. the president spoke with many foreign leaders. our european allies and others and encouraged them
6:26 am
to join the united states in this. in this announcement as you've just heard the u.s. was the driving force behind these expulsions with trump encouraging others to take similar measures now the u.s. will be expelling the most number of russian diplomats out of all the countries that have decided to do so the white house will be sixty diplomats twelve of which are u.n. staff members and they'll have approximately seven days to leave what would you put in for months on learning about the explosions are expressed our strong opposition to the move i pointed out that to date there's not been a single shred of evidence of russia's involvement in this tragedy the most productive way to address this case would be a calm and professional investigation by the o.p.c. w a u.n. representative was grilled about this whether this move will violate an agreement that was made between the u.s. and the u.n. does the u.n. believe that this in any way violates the u.s. agreement with the u.n. of nine hundred forty seven the host country agreement given the sensitivity of the

matter which is ongoing we will not comment further at this stage the u.s. mission says that and i quote our actions are consistent with the united nations headquarters agreement do you agree with the statement we were informed of the u.s. decision to take action under section thirteen b. of the un us headquarters agreement. you can you can look at our tree section and read section thirteen b. for yourself and evaluate it for yourself story for you told us to read thirteen b. and see whether what we thought it said was like the secretary general think to for the reasons i just explained i wouldn't venture an opinion on that for just out of sheer niceness inconvenience to you i will read to you section thirteen be at the stage bear with me because it is long as the united states need to provide evidence of this espionage to the un to russia i've said what i can say at this stage. we spoke to former u.s. diplomat jim gentry assume believes that london is trying to channel the attention away from other issues. this is
6:28 am
a coordinated political warfare against russia it's global in scale it really has nothing to do with solsbury this is a political pretext just like the cut like the kind of accusations we've seen against syria on chemical weapons to ratchet up the pressure on moscow to discredit the recent russian election and also i think it's aimed at the world cup this summer look i don't think we go under and underestimate the degree of danger we're talking about here this is not just tit for tat this is just not the are we in a new cold war or not this is extremely dangerous that with the crisis that is brewing internally within the e.u. i think there was the necessity to to somehow shift the terms of the debate to say it's not about what's wrong with brussels what's wrong with the e.u. it's what's wrong with the russians and i think this will simply increase the pressure on countries like bulgaria like austria who don't don't want to go along with this. just before we go to break i want to update you on the top story from

greetings and salutations spring is here hark watchers as we grow into summer you can feel a great energy charge in the air we saw it in action over the weekend is roughly eight hundred thousand protesters took to the streets of washington d.c. demanding an end to the uniquely us nightmare school shootings and gun related violence but as the old saying goes the more things change the more things stay the same you see as these kids teenagers parents and teachers applauded the powerful speeches demanding an end to violence their elected officials both democrat and republican when about business as usual and guaranteed over seven hundred billion dollars worth of violence.
