welcome back international monetary fund managing director christine lagarde told the i.m.f. and world bank spring meeting here in washington we've been covering what guard all week says she's concerned about concentration of ownership within the tech sector while dismissing the idea of breaking up the tech giants like guard told an audience at the meetings opening event that quote too much concentration and too much market power in the hands of a few is not helpful to the economy or to the wellbeing of individuals. guard also cautioned her audience to view this concentration of wealth in light of past historic examples a number of internet giants control much of the global movement of data and information and the founders of these companies count amongst the richest persons in the world so. does history repeat itself. and speaking of the i.m.f. their analyst reported this week that spain's per capita gross domestic product is
9:06 am
now greater than that of rival italy the i.m.f. also projects that within five years spain will be seven percent wealthier than italy essentially reversing their relative economic positions from a decade ago twenty years ago italy's economy was roughly twice the size of spain's italy's per capita g.d.p. is also projected to be by the i.m.f. to fall behind that of the czech republic and slovakia by two thousand and twenty three italy's debt to g.d.p. ratio is the second highest in the eurozone after greece and could become increasingly problematic for the eurozone. food banya fact sure nestle has posted their q one earning statement declaring a profit of twenty one point three billion swiss francs on top of a strong two point eight percent increase in sales overall and a one point two percent growth rate in u.s. sales and while sales grew nicely investors say nestle profits are being held back
9:07 am
by low prices meanwhile nestle a twenty three other chocolate trading manufacturing companies have made an agreement with the nations of the ivory coast and gonna to make cocoa cultivation more sustainable and prevent cocoa planting and protected areas illegal planting as harmed ivory coast forest home to rare endangered animal species including chimpanzees and the pygmy hippopotamus. the english premier league is one of the most well known sporting organisations in the world manchester city is enjoying ownership of the e.p.l. title but for the other one thousand nine hundred still success to be found off the pitch world of sports anchor steve crist tacos took a deeper look into the finances of the gold standard in british sports. premier league teams continue to see their profitability rise despite the club's success throughout the season the numbers are astounding and larger than fans might have
9:08 am
suspected according to recent findings by deloitte sports business group total operating profits from the twenty six hundred twenty seven thousand season were a combined total of one billion pounds the equivalent of one point four billion u.s. dollars currently wages across the league rose at a much smaller pace players saw their pay rise by nine percent but their earnings to wage ratio fell to fifty five percent its lowest in twenty years the rise in profits also corresponded to the league's new television deal with english broadcasting stations the three year deal began during the two thousand and sixteen twenty seven thousand season trends for broadcast revenue will continue despite a decline in income from the league's domestic television deals however the league is hoping that revenue from international television deals will be on the rise the premier league both some of the biggest names in football manchester united manchester city and chelsea have fan bases that stretch around the globe with the formula of broadcast revenue incremental wage increases and
9:09 am
a twenty five percent hike in revenues the e.p.l. will continue to break financial records steve her stock goes. and moving to housing new numbers show u.s. home building increased more than expected in march with a rebound in the construction of multifamily housing units but weakness in the single family segment suggested the housing market was slowing here to break it down further and talk more about housing generally is kathy the c.e.o. of the real wealth network kathy thanks for joining us again according to the commerce department housing starts rose one point nine percent and what do you make of the numbers well when we look at closely it really shows that multi-family had an increase that we had a decrease in starts for single family however i i'm multifamily tends to be volatile so we really. are in single family what happened there why did we not see
9:10 am
more starts and that has a lot to do with whether we had a cold a cold march a cold at february and that can slow things down lots of snow but also more regulations and that is slowing down the construction of homes and kathy what about what about the cost in general you know there's been all this trade tariff talk lately not just with china but we have a continuing dialogue over nafta and when we talk about canada we always talk about lumber canadian lumber prices have input costs for construction of homes and multifamily homes has that those costs going up kathy. they absolutely have and across the board of the biggest problem really today is the lack of construction workers and when you have a lack of supply then prices go up so we're seeing wages go up for construction workers which is great for them but not so great for the end price of the new home and add to that new regulations that cost more with the holding cost to to get
9:11 am
permits to get to the point where you could actually build that home and then regulations permit fees have gone up so it costs more than thirty percent now than it used to to build a new home and that's coming just at a time when there's such a desperate need for housing when prices have already gone up and now with interest rates going up it's getting more and more expensive to own a home let me ask you two things that you said there that interest me one on the permit costs those are really those aren't federal regulations all those are usually state or localities right. that's right local planning commissioners and. basically local cities don't necessarily do exactly the right thing when that thing is needed right now what we need is affordable housing and so when you when you do what it takes so long to be able to get permits to build and when there's more fees and more regulations that is exactly what's not needed and some of those regulations involve. costs that make it cost prohibitive to
9:12 am
a to provide affordable housing when that's exactly what they're asking for so it cities would be more understanding that developers are trying to bring on the new housing they need support now l.a. los angeles did something that is unusual will california in general and that is allowing accessory dwelling units these eighty use this is new regulation that will actually allow people to convert their garages or put in a guest house that will increase density in in just single family home neighborhoods let me ask you one final thing before we go we talk you mentioned there the shortage of affordable housing are there any positive signs for this we talked about the problems anything positive up there kathy well we're seeing more innovation more technology we're seeing tiny homes and like i said these eighty used in california local cities don't like it so much because it basically means
9:13 am
a city can't say no you can't convert that garage they're not allowed to do that if somebody wants to convert their garage into living space they can do it and if they want to bring in that guest house they probably will be able to do it so that should help. thank you so much kathy you sure appreciate i know i've seen those tiny home shows and i'm not sure i'd want to be in one of those however if that's the option you have that may be what you take anyway thank you for being with us cathy effect the c.e.o. of the real web the real wealth network c have a great weekend. netflix stuffing their game in the european union by making a one billion dollar investment this year alone including new and original content that amount more than doubles netflix budget for the e.u. which is expected to expand english and foreign language programming into the area in fact it's reported that new dramas are already being produced in spain italy
9:14 am
germany france the netherlands poland and turkey the move is seen as a reaction to other streaming content competition from providers such as amazon and here to discuss more about netflix the media and disruption in general is holland cook host of the big picture here in r.t. america holland thank you as always for being with us what's your reaction to netflix first of all well not surprising at the consumer electronic show last year their c.e.o. reed hastings spoke and said it took us it took cable twenty years to attain what they had already attained seventy million viewers and as he spoke they lit up one hundred thirty other countries including russia and india so now who's wondering why susan rice is on the board of netflix a state they need a state department it's a very global thing but there is more to success than scale because content has become a commodity if you're just showing other people stuff they can get at other places
9:15 am
so acts like the crown orange is the new black house of cards which you can only get from netflix is a prudent investment and they bet those shows are. early shows that people sort of binge and you and i were talking earlier about how binge watching became into effect sure and when the sopranos was a big hit on h.b.o. people didn't just subscribe to h.b.o. they got connected to cable so they could see the sopranos when howard stern went to satellite radio people subscribe to satellite radio so content is driving consumption and they really are getting a bit bigger i mean netflix now is one hundred twenty five million subscribers they've got a market capitalization get this one hundred forty four billion dollars one forty four that's more than g.e. and i.b.m. combined but this disruption is not happening only in the media space i mean we talked about before about time warner eighty and t.
9:16 am
bird spoke about that on the program a little bit earlier today but disruptions happening all over the place right and this typifies that the world's largest movie exhibitor doesn't own a theater it's netflix the world's largest taxi fleet doesn't own a car it's the world's largest accommodation provider air b.n. b. they don't own any brick and mortar so what netflix is doing is not only an example but it's survival because they started out putting d.v.d.'s and snail mail to you and i remember the end it was to get them quickly which is a big deal that you get them in a day i don't know how they did it and you had a list and they gave you the next item on your list but you notice they didn't call it d.v.d. by mail dot com it was netflix because they were thinking down the road you know absolutely they that they morphed into new markets and if they don't continue to morph like they are doing in the e.u. perhaps they could be surpassed before we go when your program actually airs tonight seven o'clock the big picture with you and cook what's on tap for today it
9:17 am
is earth day weekend so we're going to talk about mother earth and the circular economy how we're evolving from the linear sense of take make and dispose into reusing the stuff we pull out of the earth and because easy waste is such a. big problem we have top radio tech talker dave grave line talking about why not to bring your computer to the landfill and while we had them we talked about the i phone battery controversy is planned obsolescence baked into apple's recipe will tell you that seven in ten thirty eastern on r.t. america we will be watching it i will be watching it hala cook coast of the big picture here on r.t. america thank you my friend and that commission we shade it. and as we round out the week we wish you a happy birthday which as hollande said is this sunday will have some environmental business news next week thanks for watching or you boom busters be sure to catch will bust on you tube you tube dot com slash boom bust artie ever great weekend.

but i will defend. free speech. headlines here live from moscow. welcome to q. and a u.n. special envoy for syria has said peace efforts have to be launched following the u.s. led bombing of the country last week america. and france launched more than one hundred cruise missiles at syria saying it was all in response to an alleged chemical attack stefan de mistura discussed the issue with the russian foreign minister sergei lavrov who said the bombing has derailed the peace process. we never expected this to be sure. and very very potential
9:22 am
danger of it do peace and security is this what this happened last week. and it's not looked after now for cheap in geneva through by the three countries the u.s. the u.k. and france have not only bombed imaginary chemical facilities in syria but also bombed the geneva peace process reports about the alleged chemical attack on the former rebel held enclave of duma of only come from various media outlets and controversial activist groups and although no actual evidence of chemical weapons being used has been put forward the assad government of course was quickly accused of gassing civilians even before the international chemical watchdog could even start its official probe into the allegations the u.s. u.k. and france launched a barrel of strikes on the country. we

cannot launch the united states cannot launch a military attack based upon innuendo and without real facts you saw this in two thousand and three and we're still living through the disastrous consequences of that decision but if you're going to launch a military attack particularly in this part of the world where so many other players are potentially involved such as russia iran. and as well as syria itself it could easily cause a slippery slope of a catastrophic disaster in that region if not in the world the ability for
9:24 am
escalation at that point military escalation is great and we saw that in iraq so are we going to be seen history repeating itself but on a larger scale. boyko now takes a look at what's being portrayed in the west as a humanitarian intervention in syria. after allegations of a chemical attack syrians were immediately reassured because in case you missed it heavily armed western wall plays well known that way with a humanitarian intervention. missiles from france britain and the us are like no other because they combine high tech killing power with good intention there are plenty of other countries involved in the syrian cluster but it's only the really nice ones doing it for humanitarian purposes beyond our saxons on the poles all traditionalist self rolled when it comes to weapons that they think the conventional kind they've tried the chemical was on the

biological arms and you play a lot and well the one world war two korea vietnam iraq one i'm drawn to so when they tell you they'd really rather you didn't use them they are all tools even from experience say the message to just put some terrorist is sick to a bunch of weapons on the possible buying it from western homs deal is because that way you can fire them safely from the moral high ground these three amigos dumped them friday for a into syria i think humanitarian intervention they need via millions of dollars worth of humanitarian aid into the country storm shadow missiles were humanely interleaving out and million bucks apiece while every poll christmas sell represents a one off a million dollar aid package only premier place and getting help to the people who really need to look to the syria mission really achieve apart from going up

a few empty buildings where everyone has been told to take them myself anyway for leaders under the carpet in washington london and paris this kind of p.r. is the ball subject a striking a lesson into the area makes for much better headlines that story. good of you to join us today north korea is halting all missile borne truce with immediate effect shutting down the country's nuclear test site the country's leader kim jong un made the announcement at a party meeting according to the country's state news agency. now that nuclear ization is complete and verified circumstances we do not need any further nuclear tests medium long range an intercontinental missile tests what we have from the korean central news agency the official state agency as kim jong moon has announced
9:27 am
from the april twenty first the country to be suspending all nuclear tests and all ballistic missile tests shutting down one of the key nuclear testing facilities and focusing instead its resources according to the north korean leader on building a strong socialist economy and mobilizing people to increase the country's quality of life they've also added to that of course a clause. that was likely to be one stating that north korea will never use nuclear weapons unless there is a nuclear threat or nuclear provocation to the country so that is the clause we have to bear in mind here they've also said they're willing to intensify dialogue and negotiations with both neighbors and the international community so that's the context here of more of a thawing of relations with the southern neighbor out of course coming up to that crucial meeting in june with president trump should that go ahead as planned that will be the first meeting between a current sitting u.s. president and a north korean leader and of course we have a tweet from trump to be expected to be without that stating very good news from
9:28 am
north korea announcing those suspension of nuclear ballistic tests and looking forward to the summit so he's taken the news positively while it is an optimistic and while this is good news of course it should be taken with a pinch of salt this could be a bargaining chip some sort of bluff of course on the part of north korean leader that's what mainland this will point out nevertheless it is a part of pattern a very much changing rhetoric between north korea its southern neighbor and the united states so certainly a big reaction tomorrow from world leaders from the u.n. and of course all eyes on june when that historic summit may very well take place. the u.s. vice president has said this progress could not have been achieved without president trump and his maximum pressure strategery but antiwar campaign a brian becker things the latest breakthrough comes in spite of u.s. threats this is a major stab you can see that from the beginning in this process north korea and south korea have been the drivers this diplomatic offensive i would call it the
9:29 am
u.s. government has been caught flat footed if you saw a way of trying trying to do when he said my pants arms folded glazed eyes are sitting down when everyone else was somewhat ready when the two koreans marched into the olympic games and the whole crowd was cheery careers and both the koreans and both sides were cheering the american government looked like an instruction of the peace train was starting to leave the station and so down on trump ended up in jump under that tree. the european court of human rights has halted the deportation of an influential islamic preacher convicted of hate speech in front of france plan to deport him on the back to algeria following his conviction for provoking a hatred towards jews shiites and women in public speeches he reportedly made slurs against jewish people and argue that women should not have the right to even leave their own homes without permission the police have warned the amman poses
9:30 am
a significant threat and his speeches encourage acts of terror and we discussed the issue with a number of analysts. people who come into the united kingdom you know france the european union have to sign up to the values of tolerance and respect respect for different faiths different ways of life it wasn't any kind of laws within europe freedom of movement of free speech he wanted to admit deny people that the issue is you can't be talking about freedom of speech and integrity and then silence people i will defend your right to free speech but when that free speech is the supreme oh the denying of all those their rights the nuts when the actual boundaries because stopped because you cannot say to somebody you have free speech well that in that free speech you're trying to deny all the people that i'm one of the problems we've got.
