situation develops. our top story the russian turkish presidents have agrees to create a demilitarized zone in syria's adlib province it can lay the ground grounds for a final push against terrorists in the area which is the last remaining extremist stronghold in the country. we decided to create along the battle line demilitarized zone by fifteen it will be from fifteen to twenty kilometers wide we will move radicalize militants although there is including job. according to the u.n. there are still around ten thousand in this for fighters based in the province the question of how to deal with them has dominated international talks for the past few weeks. a question of more on the situation. very important decisions were indeed made during those hours a long talks between a russia and turkey now the deescalation zone was hanging in the year during the
7:03 pm
negotiations but the two leaders seem to disagree all the way through with that's why this particular agreement which was always of the press conference came as a surprise to so many now of the both sides agreed to create a demilitarized zone between the militants and a government troops of around fifteen to twenty kilometers by the fifteenth of october and also during the process conference of the turkish president said that to gather with russia they will read it kate terrorism in the region. together with russia we will make maximum effort to get rid of radical groups from this territory turkey and russia will patrol this territory to ensure compliance right after the talks or russia's defense minister announced that there is going to be no military offensive on at length he also added that all of the details of the agreement which was a reach today will be discussed with the syrian government of very soon during the
7:04 pm
upcoming talks the situation in the province of idlib has been a crucial topic of discussions for weeks on the international stage between syria russia turkey the u.s. and iran so now this decision is surely important as it eases this threat of escalation on the ground the russia turkey tale has received some cautious encouragement from the u.s. intelligence chief who called this encouraging international relations professor hussein back she says the two leaders have taken a crucial step brokering peace in syria the decision is very important. the moment there is no floor of migration there is no. there is no. expect a clash between the government forces and the radical groups side. speaking both president. very unexpected result in

a positive. in the wrong probably does the militarized zone will be the way where the radical groups believe. not only the people about all four. after fifteen or. more probably. will be third to make up from most radical groups and i think. the president indicated once again how these two contraries will continue in the future of the restructuring of underage are together. russia's defense ministry says it has identified the missile which brought down the malaysian airlines flight m h seventeen in twenty fourteen. breaks down the findings so what the russian defense ministry has done is they took the serial number of the missing child published earlier by the official investigation and the
7:06 pm
joint investigative team say that they took that serial number from a piece of the debris from the actual crash site so they blamed that very message directly for the downing of the m.h. seventeen passenger jet so the russian defense ministry they took that serial number and matched them try to find mentions of it in its own documents and what they found was actually the passport of that very missiles that which tracks the whole life cycle of that missile back from the moment when it was produced manufactured in u.s.s.r. to the point also showing which exact army unit was armed with that missile and here's what the russian defense ministry found out that those work at the manufacture date of the missile is the twenty fourth of december one thousand eight hundred six he was transported by train to the military base to. zero one five two today just based which still uses missiles of this type is in the ukrainian district evolve and since then after the dissolution of the soviet union the
7:07 pm
missile never returned to the territory of russia. now that passport and some other relevant documents they used to be top secret and now they have been unclassified for the sake of the investigation in fact they would displayed in the room where the briefing was held so all journalists well mean colluded had a chance to have a look at them with their own eyes the second part of the briefing the russian defense ministry showed some video some amateur footage that was previously analyzed by the official investigation and the russian defense ministry showed how they believe that footage was tampered with and the third part the we were given a listen to an audio recording which was said to be a conversation between a ukrainian colonel and some other ukrainian officer and well a lot of bombs left in there on purpose by the russian defense ministry to show that they did not alter or edit that well that recording in any way and here is the

key bits from it was me about getting me a live. report for me what year it would it what. should you know if you were if your son would. want that already but norman your mother who already now official ukraine has already branded this new information that the russian defense ministry has brought to light as fake but russian and stern is saying that they are open to scrutiny that they are ready indeed to pass on these new documents to the joint investigative team to the official investigation and they can very fine the authenticity of those documents all by themselves so definitely a new twist in the investigation of the downing of m h seventeen. back in july twenty fourth seen the plane flying from amsterdam to kuala lumpur crashed in the region of the height of the conflict in eastern ukraine all two hundred ninety eight people on board were killed included eighty children. russia says the new materials have been handed over to the dutch team investigating the tragedy
7:09 pm
meanwhile the joint investigation team reacted to the newly released documents saying they are ready to examine them as soon as they're provided by moscow experts told us this new evidence is is important to the investigation process. i hope they will take it seriously and take what evidence the russians can provide i mean they they refused to take a lot of evidence over the last few years seemingly more content to just immediately point the finger to russia within the first few days after the incident i think it should absolutely impact the overall investigation russia said right from the start of this investigation that they should be included in it and were excluded so it just came down to the dutch ukrainians strains the malaysians we have a situation where the evidence as presented by the russians today actually seems to back up some already publicly disclose some very important information released by the joint investigation team well on the first that this is very important new evidence has been presented by the russian defense ministry it's only just been
7:10 pm
released we're going to have to look at it in great detail and of course that's going to be the position that the joint investigation team will i'm sure take they will be came to look at it and also be keen to be seen to be looking at this evidence very closely it's a very it's a fairly obvious piece of evidence actually the only imagine the jade i've been expecting to receive or at least i wanted to see the fact that they were bitter identified the missile concerned through at least partial or full serial numbers of course the next obvious step would be to trace and track work that happened with that missile from the point of its manufacture to the point of its destruction or deployment or scrapping and that's what the russians seem to have done by filling in that missing picture. crowds gathered in the libyan capital on sunday calling for the president and other top politicians to quit they were protesting over the disastrous situation in the country which remains a deep political crisis sometimes struggle broke out seven years ago libya remains
7:11 pm
divided by rival governments and armed groups. one government is based in tripoli and backed by the u.n. the other isn't a brick and controls a large part of the east of the cunt. some sciences still controlled by militias and isis is after they helped take nights of the violence some european countries are now starting to express regrets and their involvement in the nato led intervention in libya jacques gover ports in march of two thousand and eleven norway committed to the military intervention in libya leading to the ousting of gaddafi and the ruin country we see today but a shock norwegian state commission report now admits the country knew next to nothing about what they were doing and actually went to war relying on media reports norway had very limited knowledge of libya when the uprising started in february twenty eleven in such situations decision makers of the malone
7:12 pm
information from media and other countries colonel gadhafi tin used to slaughter his own civilians and he viciously targeted americans the international community offered the final chance to stop his campaign of killing or face the consequences for attacks by regime forces on the libyan citizens when they turned to us and asked us for help stopping a massacre how do you say no so also jumped on the bandwagon playing an alarmingly significant role and why shouldn't they it was by the book there was even a un security council resolution on the situation to cover them if you ignore all the commentators warning the resolution did not green flag the mass bombing of libya norway's report also reveals there was practically no one else this before jumped in. the room. indicating that before deciding to send warplanes to libya the government assist the type of conflict norway was
7:13 pm
taking part in. now that failure could hardly have had more serious consequences the country now lies in ruins seven years on libya is still being ripped apart by rival governments militias armed to the teeth and islamist militants just last week i supplied responsibility for a shooting that killed two and wounded ten more at the headquarters of the state oil company at the top of the water there were invited to come over the oil for government by the way oh oh oh perhaps unsurprisingly some politicians in norway are now distancing themselves from the decision given what we know today this was a war for a regime change norway should not have participated in the libyan war when you look at what happened next with libya becoming a terrorism hotspot this is not
7:14 pm
a decision to be proud of. of course they're not the first to come to that sorry conclusion the u.k. parliament got there two years ago this report determines the u.k. policy in libya before and since the intervention of march two thousand and eleven was founded on a road use assumptions and an incomplete understanding of the country and the situation and barack obama infamously admitted the aftermath was the biggest mistake of his presidency but that's likely to bring little comfort to the civilian still reeling in the shattered nation more news after the break. i would hope to change to. put themselves on the line to get accepted or rejected. so when you want to be president. or some want to.

welcome back to. president's own will trump has announced a new round of tariffs on imports from china they cover a broad range of goods with hundreds of billions of dollars we can cross to our correspondent in new york caleb could you tell us more about these new terrorists. well we now have a statement from the white house it's been a long anticipated there's been a lot of talk of these big new tariffs being imposed on china we now have an official white house statement about what's going on now the statement cites what it calls unfair policies and practices related to the united states' technology and intellectual property accusing china of foul play and from there it says that additional tariffs on russia's roughly two hundred billion imports from china are being imposed says they will take effect on september twenty fourth it will be set at ten percent and then they will rise to twenty five percent on january first of
7:17 pm
the coming year now this statement did come out and as you look at the statement it goes on it's interesting to know that donald trump actually cites his duty to quote protect the interests of working men and women farmers ranchers businesses and the country itself for the reason for passing it now this is obviously not the first tariff that has been imposed on china there's been ongoing trade negotiations between the united states and china in recent months people are calling it a trade war now interestingly. peter navarro two economist in the united states who have been kind of known for bashing china and accusing china of foul play have been included in the trade council of the white house and have been advising donald trump in these ongoing negotiations with china so this is been much anticipated people were expecting trump had threatened
7:18 pm
a new tariff of two hundred billion dollars it seems we have that tariff now before us with this white house statement now what is interesting about the white house statement i will add is that the statement actually does end on an oddly positive note the final sentence of this statement announcing this new tariff on china reads hopefully this trade situation will be resolved in. the end by myself and president xi of china for whom i have great respect and affection so despite the fact that they're imposing this this big tariff despite the fact that they're accusing china of play the statement itself does end on a rather positive note so we're going to have to see how the market will react we're waiting for a reaction from china to this announcement from the white house different predictions have been made in u.s. media about what this will mean for the global marketplace as well as for the wall street the new york stock exchange so a lot of questions are being raised to see what happens next but we now have the much anticipated announcement from the white house of
7:19 pm
a two hundred billion dollar tariff so a lot of people are waiting to see what happens next. move tonight from new york thanks to the update. well to discuss this further we can now cross live to check free outfit teka distinguished fellow with the foundation for economic education jeffrey you're very welcome to the program good to have you on now these new terrorists will cover two hundred billion dollars worth of chinese goods how much of an escalation is this. well that everyone all the major corporations the governments in the world are trying to think about what trade looks like in the multinational world with complex supply chains in a way that excludes the world's most powerful economy least for now the u.s. and so what we're seeing right take place right now is a redrawing of the geo political economics of the of the world
7:20 pm
itself it's a tragic decision on the part of pretty much one man and something like two or three advisors to do this like i say i think everybody is going to survive this at some level but it's going to be very very costly for the american economy and american consumers and particular businesses as i say many many people have been hurt so far but as far as i'm concerned looking at this package of terrorists that's been dropped this is this is really just the beginning i mean afraid and he touched upon this trump claims the tariffs obese the u.s. economy what's your opinion on that. you know it's going to have the opposite effect but. you know it's actually a remarkable thing that. it's i'm very started to say this but bed. but the u.s. president has never learned the basic message of adam smith in the eighteenth
7:21 pm
century which is that the larger the division of labor the grave of the chances for wealth creation the more cooperation we have between people businesses consumers and nations the better off everybody is going to be he has never believed that he got it in his head pretty much as a young adult that protection of protectionism is the way towards prosperity this is where i think everybody goes wrong in analyzing dollar chump they have assumed all along that his negotiations have been in more or less good faith that he was trying to extract concessions from china but you notice that his negotiations the terms are always changing when they it's about trade deficit next day it's about intellectual property next day it's about their industrials subsidies next day it's about the value of the currency you know it's constantly changing the only way you can explain this kind of behavior is is that the u.s. president believes very strongly in high tariff walls and he wants production
7:22 pm
production to move at home because he thinks this is the source of prosperity but in two thousand it's never been true but it's certainly in two thousand and eighteen cross all of our prosperity depends on economic cooperation with each other now more than ever so this is really taking us back backwards in time but if warbled were to unfortunately take a leave it there for now thank you very much for your thoughts jeffrey out at second distinguished fellow if of the foundation for economic education thank you very much thank you ok we're now up to date without a label news headlines i'll have more top stories in around thirty minutes time fever. now.
7:23 pm
two thirds of american households do not have five hundred dollars
7:24 pm
emergency. as crazy. population doesn't have money and you money maintaining such areas around the world why why do you change your policies and do something that is good for the legacy. and good in the long run. hello in welcome to cross talk for all things we considered i'm peter lavelle grim memories ten years ago the start of the great recession began a political reassessment and fueled on a sense of anger and resentment across the western world then donald trump intrade the picture this in much more uncrossed.
7:25 pm
crosstalk in the great transformation i'm joined by my guest here in moscow mark sloboda he's an international affairs and security analyst we also have dimitri bobbitt he's a political analyst with sputnik international and we have these and he is a professor at the higher school of economics. rules in effect that means you can jump in anytime you want and i always appreciate glenn let me go to you first here this is the tenth anniversary of the beginning of the great recession and what's really interesting about the last ten years that if you were wealthy in the one percent you could say recession what recession you have a greater concentration of banks greater concentration of media and you have tens of millions of people across the western world that that is the defining moment in
7:26 pm
their life it will probably be for the rest of their lives but if it depends on what side of the divide you want because you know these elites were just too big to jail. well that's correct and they're only become much bigger since then. and they're also much more exposed. to. volatility in the markets so i think. this crisis is far from over and i think the next crisis comes along it will be much worse because let's not forget this crisis caused a great extent by too much borrowing too much spending. you know too much debt to get out of it the specialists borrowed more in order to spend more and you know in twenty to the easing it inflate this. so i think that once they take away the. kool-aid let's call it there then things will go quite this point it will be much
7:27 pm
worse than the previous time i think what the political ramifications are immense mark when you can draw this as a fundamental moment phenomena that actually created the demand for somebody like donald trump and. right wing populism in europe i mean austerity is a hard thing.
