we will be doing this to look at the rate of increase sort of rates of these instance occurring but i do agree with what your comments just mentioned that this trend whether it's increasing or naught and certainly anecdotally it does seem to be without looking at the figures in detail it does seem to be spreading beyond the united states this kind of headline although it would dominate the news it wouldn't be particularly unusual to see a headline that is even with this kind of casualty figures from the united states as we are well away but now to see that spreading as you just mentioned the spin a second instant in only this one year in russia and indeed instance elsewhere around the world i think is concerning and of course we've got to relate this i suspect to the internet the ease of which you can immerse yourself in perhaps some kind of ideology or be some kind of to put it more widely some kind of transitional commentator just mentioned it's too early to say in this case of course we don't know the background of this person concerned we don't know if anybody else yet was
10:31 am
involved that hasn't been confirmed jets or not and more importantly perhaps for the immediate future we don't know yet what i think the russian authorities and certainly those within crimea will be wanting to look at this in some detail to look at whether there were any ways that this could have been better handled for example were there warning signs before hand that this person posts something perhaps on social media that wasn't picked up mentions something to his colleagues or to former teachers and one of course as to security measures that may be taken in the future but again all of this it's pretty early to talk about this not to talk about it but to come to any form conclusions without knowing of course as we have to be done as yet the full circumstances of this case but if we talk in general what do you think why these mass shootings are inspired by anything that violent movies t.v. shows computer games can influence minds of this young serious. i mean i'm not a psychiatrist or psychologist but i'm sure that there's something in what you say
10:32 am
the fact that people have you've already mentioned people in january mentioned that they were quote inspired by the columbine shootings and of course they're not the first to have said that shows how the media fixating or perhaps perhaps reporting extensively and who can blame these are major news stories these incidents leads to copycat type situations but repeatedly we've also seen situations in which just alluded to where there were warning signs that perhaps in some cases could have prevented these incidents taking place there are also issues around this policy issues for example around the availability of firearms about the degree to which there is security in schools i mean nobody really wants to turn schools into fortresses of course but nonetheless there are questions that will be wanting to be asked in respect for example of the speed of police and security forces response in
10:33 am
this case again once we have more information we as commentators and also of course the authorities as well as concerned parents and those in crimea and everywhere else in the world who want to know what more can be done to stop this and part of that of course is i suggest dealing with the issues that actually foster or somehow encourage within the minds of certain individuals these actions to take place. do you think that for any should be more careful that they should really look for these you just mentioned warning signs. yes i think there's no doubts about that i mean arguably i suppose an educationalist might say that a good teacher i mean this is the next you remember reported so far so it's not meant as a criticism of anybody here for science one spotted because after all he's not within the authorities jurisdiction so to speak or the educational facilities jurisdiction that is current time it would appear butt. unless i think the educationists would say that it's part of the teachers or social workers or anybody
10:34 am
else's job that comes into contact with these people even if they're coming to contact them with them as teachers or as doctors or as in other respects to have in mind the possibility of psychological disturbance or some trauma or some issue or some. shall we say some particular set of circumstances with the individual concerned that could lead to this kind of event taking place and as you say it is now widely recognised throughout the world to that one of the responses to particular sets of circumstances can be to carry out these kinds of incidents particularly if the individuals concerned have access to firearms as appears to have been the case here although again it's too early to say whether that was an unreasonable access or what if example if it was simply a shotgun as was earlier reported whether that could be considered anything that could be possibly stopped burn in mind that so many people of course around the
10:35 am
world legitimately have these firearms now i understand that it's too early to talk about this but add coming back to the attack that we saw in the city of courage and considering the fact that the attacker was armed with a bomb in a gun would this jass dads he would have needed help. not necessarily it suffice to that the son in the security forces were what we wanted to look at they undoubtedly will be looking at his communications on the internet via his phone and so on fire messaging apps and so on to establish the degree to which he had if any previous contact with other people but the fact is that in the days of the internet particularly it's relatively easy to discover the means and ending date acquired the means to make rudimentary weapons such as these basic explosive devices it's not clear at the current time how effective that explosion. device she was my understanding at the current time is that most of the
10:36 am
victims were killed with gunfire but nonetheless we've seen in other incidents terror related instance for example where you can kill large numbers of people without any access whatsoever to these kinds of traditionally criminal or terrorist associated weapons for example we've seen vehicles used knives used as weapons and these have been very very effective in terror attacks and there's no reason of course why they wouldn't be equally effective in the hands of a disaffected accident for example and so it's possible certainly to using the internet freely available information to make basic explosive devices what you need of course if you want to be effective in carrying out an attack or using such devices is a degree of luck that things work as i supposed to and secondly of course if somebody had some training in a place like syria libya and so on perhaps with rebel forces then of course that would make their attempts at counting our bomb attack like this far more effective
10:37 am
but of course at this current time there's no suggestion whatsoever that's taken place here. can you call these mass shootings school personnel crime that's we're talking about students that basically turning against their fellow classmates. well it certainly appears to be the case here again we don't know yet the details of this person's background in terms of what contact he's had with psychological psychiatric services but clearly common sense alone tells you that if somebody turns on his classmates or former classmates in this way or even if he doesn't know it in particular but launched an attack on somewhere that is a former employer or former school then that suggests some kind of psychological disturbance even if it's temporary one that actually resulted in the person snapping in some way but again we need to know far more detail here but again. these are the kind of indications that perhaps can come to the attention of people
10:38 am
i've had contact with him even if it's contact that isn't related to medical services for example and again this kind of incident i think raises the possibility that those in authority will be dr wecht to advise to be more alert perhaps for warning signs if there are any that take place to actually mean that somebody should be perhaps more carefully monitored or given assistance of some sort or specifically make sure that he's kept away from weapons not withstanding that as i've just said if you've got the desire to do so there's plenty of precedent that shows that every day items. knives and so on can be used to inflict similarly large kushti numbers right now just a few details on. this particular question what do you think is it common that a shooter is repeat some one else or the details so for crimes that they perhaps on
10:39 am
social media. there's no question whatsoever i think that again we're talking generally these incidents particularly perhaps with young people or perhaps people. mentally disturbed in some way and i'm not saying that young people are mentally disturbed but people are perhaps are vulnerable and perhaps more impressionable there's no doubt whatsoever that such people are susceptible to some degree c. carrying out or being inspired by previous instance to copycat attacks or copycat incidents we've seen that for example in the terrorism field i speak as a former counterterrorism officer where when attack and attack takes place for example we saw in london just a year ago where one attack takes place and it seems to inspire others to carry out an attack either on the spur of the moment or so. something i've been thinking about for some time people have got
10:40 am
a show of some sort as may be in this current case and then it triggers them to actually think well actually i'm going to carry that out to a particular of course when inevitably and this isn't a criticism of the media but inevitably such incidents attract wide and very long standing degree of publicist see which again appears to some people of course that if they're going to go out they want to go out in a blaze of glory but again we need to know the more detailed incidents details of this incident before we can come to any conclusions but undoubtedly one in the place like this there is a danger. that it can be repeated in the weeks and months ahead and it may of course be that this person also was inspired by similar attack either in russia or perhaps more likely because it gets more publicity somewhere like the states particularly going oh wait that's a columbine well in your opinion can parents be at ease when letting their children go to school or should clearly be introduced to protect students more for instance
10:41 am
there was a solution back in the united states to start arming teachers what do you think about that. yes i know that was suggested and of course there's a very powerful gun lobby in the united states which especially the national rifle association of course which funds a lot of american politicians and perhaps a lot of the media too and so there's a powerful lobby in favor of firearms and of course many american people generally believe in the right to freely carry firearms and i guess it's true that if for example an attack takes place and a teacher happens to be armed then of course he's or she's in a better position to better deal with that but we have to keep these things also in perspective we have to ask whether parents really want their children to be in a militarized environment such as that that perhaps makes it difficult for them to study and be relaxed in order to study effectively. when although these attacks
10:42 am
when they take place are horrific and have an impact on a very large number of people they are particularly outside america extremely rare and so you have to make sure i think that the measures are not just going to be effective but also that proportionate to the threat that's actually faced and i doubt that certainly within the russian experience at the present time that parents and politicians generally would want to see teachers armed or armed guards on all scores just because every now and then there will be an attack of this place of this nature also of course it's worth noting that the presence of armed guards in mind a shooter can quickly kill a large number of people in circumstances like this after all there are a lot of people sitting in classrooms it may be that the presence of an armed guard may not even be able to protect students from this kind of incident happening particularly you've got a case where the shooter in the end and it's often the case of course in the
10:43 am
shootings is actually shot not by armed guards or by police arriving but by himself . all right thank you so much charles for your inside to bring us here in our national there was the charles shoebridge security analyst and former u.k. army officer. well charles just told us that it might be a trend we're talking about and it's a very scary one again and the. mass shootings or violence school incidents seems to only increase you know we've talked a number of over the last few hours since this news came in and talking about how it could perhaps be prevented people talking about as you mentioned maybe arming teachers maybe encouraging pupils or teachers to pick up on signal students who are going to be for that one reason or another it's a huge topic it's a difficult one to find a direct solution with regard to. let's just bring you up to date with the facts that we know so far because this blast happened at
10:44 am
a technical college in eastern crimea in the city of. just under six hours ago as a result after that blast was also a shooting nineteen people were confirmed killed as a result of that and around seventy injured as a result of an attack and bomb attack on the college in crimea sixteen of the injured said to be in a serious condition and are also undergoing emergency surgery all the victims are said to be a locals investigators have now furnished searching the college and say no explosives been found russia's investigative committee has reclassified the incident from a terror attack to murder them more elephants are said to be held on thursday and three days of mourning have been declared in the region the main suspect is a student at the college and has been named as ladislaw frostily cough he is said
10:45 am
to have turned his gun on himself authorities say he was not known to police. before the incident and he is thought to have shown no aggressive tendencies in the past security measures have been ramped up on the peninsula at all schools and colleges and universities across russia as well the military helping to evacuate from the sea in crimea was declared three days of mourning russia's investigative committee says the explosion happened in the college canteen and the vice was packed with metal objects that's why so many people have received serious injuries the death toll currently stands at nineteen but there is still a lot of concern and could rise further over the coming hours and. investigators are starting c.c.t.v. footage and witnesses reported seeing the suspect carrying out a rifle and r.t. crew is on its way to the scene video from the scene captured the attack under way . there was a pretty good. look at. the top of the cyclone though she stuck with pretty.
10:46 am
much right that this was. what. i did with. the scenes there just moments after the attack took place well let's have a look at the details of the chief suspect. the russian investors the committee said that they believe he was a student at the college aged between eighteen and twenty two he's also been named to his blood. was found dead on the second floor of the building apparently after
10:47 am
apparently killing himself with his. this year just over one thousand students have been studying at the technical college with which has seventy three members of staff it's actually quite an old building it was founded back in the nine hundred thirty s. it's one of the alders colleges and the city over the years some twenty thousand students have graduated from it and next year over four hundred students are due to enroll in that place local media post says an unverified vary of who they say is the director of the polytechnic college room that you speculate is going to five or ten minutes after i left someone broken all the window glass was shattered after the whole explosion then someone was writing about who shot a gun store or something opened all the closed doors and killed everyone inside i could have been dad now all my coworkers were shot children my colleagues were down
10:48 am
. ok let's go live now to our correspondent hugo she daffy's down in sochi at the moment because that's where he's going to cover the russian president's meeting with the egyptian president so obviously today's events overshadowed those but the president has also spoken about what happened today he could even just take us through what he said. you see the reason why all journalists myself included gathered here in seoul today was to cover the meeting between the russian president and his egyptian counterpart but as all of us including some members of the press service of the presidential press service learned we're learning new details about what unfolded today in the city of courage that kind of all the limelight all the spotlight and the agenda it kind of moved to become the bag drop of. just just the bag drop really and there's
10:49 am
that and so when vladimir putin finally came to the journalists in fact when both leaders came out they started their statements with talking about what happened in crimea offering their condolences and you can listen to what vladimir putin had to say. but you know what it is simple is that when you want to express my deepest condolences to the relatives of those who have been killed i hope that all the victims will recover as soon as possible we will do everything we can to help them we already know this is a crime and we are looking deeply into the motives and versions of what's happened all the results of the investigation will be made public dear friends in memory of all the victims let's honor them with a minute's silence. so you saw it everybody stood up and stayed silent in commemoration of all those lives
10:50 am
lost today in courage now before as we were just expecting vladimir putin to make his statement there was briefly some speculation that maybe vladimir putin would wrap up he's program here early and leave for current himself i asked the presidential spokesperson the president spokes person for score of about whether or not this is the case and he he said that those reports were unconfirmed so at least so far vladimir putin is staying here and again we can only speculate why he made such a decision but my colleagues are also a journalist here made this well made this guess have a listen. the president will not go to courage even a quick visit by the president will disrupt curch crimea and all its services and people need to work there provide help conduct an investigation the president will not go so their work is not ended. so though it could be just that the vitamin putin allowing all those professionals on the ground to focus on what is really
10:51 am
important right now what is crucial and that is to see to all those wounded to take them through their injuries and to help them recover and also of course to find out what led to this horrific tragedy in the first place. ok thank you hugo that was. well we have. ok so just bring you up to date then because president putin was speaking earlier today about those events in crimea which you know if you just change in. scene our coverage let's just bring you all up to date at about six hours ago so midday local time was a mass shooting and an explosion two at a technical college in crimea in eastern crimea in the city of. it was carried out by a lone gunman that gunman was a student a forty a student at the college it's believed he planted a bomb in
10:52 am
a canteen the bomb went off and he also started shooting students fellow pupils and also teaches as a result nineteen people have been fatally shot a number of people were also injured as a result of the explosion they were recovered from the rubble but some of the massive ailie injured i think the number is auti also critical total number injured seventy but it's feared that the death toll could go up tension because of the severity of their injuries the gunman was then found dead in on the second floor of the building shortly after the shooting initial reports were conflicting they were saying that there were two explosions that there were many gunman at the scene some were wearing balaclavas it transpires that that is not true so we're looking at now is the chief suspect and he's aged eighteen to twenty two. he was forty students at the college studying at the time that college was packed with students today. i think has some of my over thousand students studying there the sheer four
10:53 am
hundred more were due to enroll at the end of this year over seventy teachers are also present so you can imagine the devastation we've heard some harrowing eyewitness accounts of what's happened well firstly investigations that might be it might have been a terror attack just a few hours after the incident investigators has reclassified what happened. in the city of courage and treated the attack as murder the pulling the minute preliminary examination of the bodies of the victims indicated that they died of gunshot wounds and that nobody was killed by the blast we throughout the day we received conflicting reports. about the number of for explosions there was a confirmed information that and other explosive device was found within the building at the college and it was found by the bomb disposal squad we heard
10:54 am
the russian president speak on this incident and calling it a crime and telling that the investigation is now under way soon afterwards that the suspect it's called the attack was identified as the students of that college and. the case was reclassified into a mass shooting at a school that that student was even caught by a c.c.t.v. camera with a rifle in his hands and he allegedly committed suicide on the second floor of the building the situation remains a very. a russian city of courage just an hour after the attack. at the college of the transportation system within the city was part of the these other educational institutions were closed parents were asked to take their
10:55 am
children back back home so of course it was the tragic event in it's still the investigation is underway and we need to hear from the u.s. or it is real motive behind this incident that's a key question what was going through his mind why he decided to carry out. this is . to do with you watching o.t.r. rolling coverage of the mass killing at a technical college in crimea today we're back with the latest on that and the headlines to the father. join me every thursday on the alex salmond show and i'll be speaking to guests of the world of politics sports business i'm showbusiness i'll see that.
