prime minister meets with european leaders in a bid to save her brags a plan after failing to get the support of the u.k. parliament. and israeli troops are raiding palestinian news outlets in the west bank allegedly firing tear gas and confiscating surveillance footage we speak the agency's english desk editor. of broadcasting live direct from our studios in moscow this is our john thomas glad to have you with us we start though with a breaking news this hour four people are now confirmed to have been killed and eleven injured after a shooting at a christmas market in the french city of strasbourg president of money micron is now holding an emergency meeting at the interior ministry the government has declared wednesday a day of mourning
7:02 pm
a video of the shooting apparently filmed by witnesses has now been posted online. i am. i am. the attack has been called they said it's going to be investigated as a terrorist incident by prosecutors at the scene the gunman who opened fire on those people remains at large i say good man because authorities have released some details about the suspect that they're currently hunting down in the city of stroudsburg they say he's a twenty nine year old man from the city of stroudsburg who was on a terror watch list there are some media reports that is house it actually being raided earlier on choose day and he wasn't at home police had been searching for him throughout the day what else we know from this is that said it's being considered a terrorist attack the interior minister of france as the sea reporting back to
7:03 pm
president. we are hearing reports that there was an exchange of fire taken place in an area in the south of the city a major operation that is going on we can only presume it has something to do with that it's the attack itself took place near to the iconic christmas market in the city of strauss book two million people every year visit that christmas market the one of the busiest times of the year for tourism in the city it's also an incredibly busy time right now in the city of strasburg because the parliament is sitting in session there in fact the plenary hearing plenary session was taking part place at the time of the of the shooting the european parliament was put on lockdown some members of the european parliament some of their staff as well were amongst the first people to be tweeting out and reaction from the scene as they were in the captain's bars or restaurants or even the christmas market itself in
7:04 pm
the case of one m.p. from the northern irishman fane party in fact it's not the first time. the christmas market has been the target for what we are calling now a terrorist attack two years ago here in berlin we became the target of a fatal truck attack that targeted a christmas market. the strasbourg christmas market is a major tourist attraction drawing in hundreds of thousands of visitors each year it is a unesco world heritage site and it dates back to the sixteenth century we heard from a journalist who was in the city center at the time the attack. was out at this moment it was. near the center of. sort of twenty zero.
7:05 pm
zero scene people running from from her. show doing. they had children in their arms. and. pretty. true from all of the boss of the city. but nobody knew exactly what was going on. should we be just so the there have been some shoots shooting shooting. we can now cross live to u.s. defense analyst and author ivan eland thanks for being with us here on our team international as we discussed when we were talking just a second ago it's always such a tragic circumstance to have to discuss these situations. right now we know that four people were killed and police are still searching for the gunman how would you assess the way that they've handled the situation so far. well it's hard to say
7:06 pm
from so far away but i mean you know they had very tight security on this christmas market because of the you know other attack a couple years ago as you mentioned in berlin on the christmas market and this isn't too far away from the german border it's in strasbourg france they had security that. kept vehicles out of the area to combat truck bombs or car bombs and of course then they had checkpoints around checking people's bags like this there wasn't any security some of these attacks are pretty difficult to defend against especially if it's just one person with a gun so yes there was security but it's just very difficult to defend these things you have to get at the root cause of what's causing them and i'm not sure that the west has really done that so i mean you bring up
7:07 pm
a good point i mean it's impossible to really protect against everything you have that fine line between protecting. people's freedoms but also providing security as well but french police do say that this killer had a criminal record or they say at least he was known on a list of people considered a security risk. do you think he should have been dealt with or could have been dealt with earlier. well it's possible but you know i mean in the west you have to have the you know the you have to prove somebody is beyond a reasonable doubt if the united states and similar in europe that person is guilty as you just can't arrest people and put them out of commission in jail there has to be a good case made a legal case against them apparently he was a they thought he was involved in some robbery last summer and they had raided as house when he wasn't there and therefore that this could have triggered him to to
7:08 pm
do this well they're getting close and maybe i should go and do what i'm going to do i'm just speculating on that because i don't know it but certainly there was a relationship between what the authorities were were doing and the fact that he was on a list and they were investigating apparently for this robbery and you know him going out and doing this so they may he may have a thought they were closing in on him so france has had a history a recent history of some deplorable acts of terrorism of late french authorities are now treating this as a case of terrorism how disruptive could this be for france given the state is already in a state of disarray with the yellow vest protests and there's already so much civil unrest in the country right now. well yes i mean france as going through turmoil on various levels this is probably unrelated to that because it's a terrorist incident it looks like whereas the yellow jacket movement is more of
7:09 pm
a. urban movement that the people are very mad about high gas prices and other issues general government issues in france that are and those protests turned violent with the endl isn't that sort of thing so it's a bit different but certainly yes it does add to the headaches of the french government at this point so. you know certainly this is just one more thing on the pile now you alluded to something a bit earlier i want to touch back on that if you don't mind it's been two years since the truck ramming at the berlin christmas market where twelve people were killed and forty nine injured. have we learned any lessons from that incident. well i and there was another incident two thousand and sixteen in nice france where they a truck ran over some people i mean those those attacks are probably even harder to stop then these type in the gunmen because anybody can get rent
7:10 pm
a truck and you know find a celebration and run through. a crowd of people and that's very dangerous to the bottom line is though these are different types of attacks then saw in november of two thousand and fifteen where it was a coordinated attack in paris at the concert hall another venue simultaneously which killed one hundred thirty people those are more directed attacks whereas these are more inspired attacks probably and although they can kill some people and certainly that's very tragic they're not quite as dangerous as the coordinated directed attacks that we saw in paris and november in one thousand november two thousand and fifteen so briefly if you don't mind a where do we go from here i mean the christmas season seems like it might be. a time for terrorists to attack because a lot of people congregating in different events i mean what can you europe in
7:11 pm
general do or what can people do to feel safe in europe at this point in time. well i think that you know they've got their with already have to keep doing the same thing like i said it's a hard problem i think they need to focus on long term over integrating some of the populations that are into the society of the u.s. doesn't have quite the problem that they do in europe us especially in france where they haven't really integrated. a lot of islamic communities within the. within the general society now of course we're jumping to the conclusion that this is a an islamist terrorist but it looks like it might be but that's one thing they can do and i think they're the whole immigration issue is roiling europe in general and also france and so you know it's not a village very welcoming spirit to these migrants simply because people think
7:12 pm
they're taking their jobs and that's one way between. the conditions that. create terrorism is that the. people in france are saying well that's what the protests are about their standard of living is going down of course that sometimes that they take their ire out on the migrants and then of course that gets a backlash as well so it's all in trying to integrate new people into the society especially in france all right ivan eland u.s. defense analyst and author thanks for helping us wrap our minds around this one and being with us here on our contract. thank you. god. the british prime minister is on a tour of europe seeking to rescue her brags that a deal on monday theresa may inferior ated to her own parliament by postponing
7:13 pm
a crucial bragg's of vote at the eleventh hour our correspondent i sally has more. no it looks like it's going to be a really tough few days for the prime minister as she kicks off a european wildwind saw in the hague in the netherlands today meeting with the dutch pm mark rutte and then from there she had it's off to meet with i'm going to call in live in and then from that she went on to meet with european leaders in brussels and it would appear that all of those leaders seem to be reading off the same hymn sheet but they are if the prime minister herself is to be believed willing to make some small concessions reassurances for example on whether the backstop on the border between northern ireland the republic whether that backstop agreement will run indefinitely or not the prime minister saying of course she wants reassurances that the u.k. will be able to leave that backstop if it wishes to. point and as far as trees
7:14 pm
a may is concerned she says that there is an understanding between the u.k. and european leaders and what i've been doing here in europe the past day is actually doing what i promised comments i would do which is to speak to other leaders in europe about the concerns parliament raised about the backstop and most has been shown to me from those meetings is that there is a shared to the nation to deal with this issue and address this problem now as far as the d u p who are of course the party which to reason may's tories are in partnership with in a confidence and supply agreement in government well they don't want reinsure reassurances on the backstop they want the backstop agreement removed all together and of course their votes would be crucial if the prime minister's draft withdrawal agreement is to get through the house of commons in the parliament now as far as european leaders are concerned when it comes to the real meat and bones issues of
7:15 pm
that draft he drawled agreement that there is no room for renegotiation to deal. we have achieved is the best you push to get early. and so we can looks like you'll be. fully negotiate well if we're to believe mr young that there is no room for renegotiation then it really remains to be seen how exactly to reason is going to come back and face those m.p.'s who let's face it she was very likely according to many commentators to lose that vote and to have her deal rejected and if the e.u. aren't willing to make any significant concessions that could win those people around then it's very difficult to see exactly where the prime minister goes from there and that i get in the house perhaps best summed up by the leader of the opposition jeremy corbyn the european commission size it will not agree negotiate
7:16 pm
with her and the prime minister concedes she's not negotiating. so what is she doing travelling from capital to capital in europe it can't be christmas shopping i'm sure that's not the case so what on earth is she doing in europe but we're still not mr speaker it shows once again she is simply not listening now of course it's not just the opposition parties who through the main needs to convince there are many m.p.'s within her own party who are deeply unhappy with this deal and it's thought that. forty eight m.p.'s are willing to hand in a letter expressing their lack of confidence in the prime minister now according to internal conservative party rules if that number of forty eight is reached that would spark a vote of no confidence and potentially a leadership challenge within the conservative party and that's another battle that fought to reason may to win now we understand that the vote the perspiring vote
7:17 pm
will take place at some point before january the twenty first so again it's unclear whether to resume a really truly believe she will get some type of renegotiation out will let her win that vote whether she simply delaying the inevitable and kicking the can down the road. as i said just mentioned it theresa may met with angela merkel and a visit got off to a shaky start the prime minister's car door got stuck and it took two of her assistants to open it recently also appears to have left berlin empty handed as merkel is said to have rejected the idea of negotiating the terms of brags that the british premier is now in brussels where she has met with the president of the european council donald tusk among other top officials. political but talk about run camera political analyst. believes that theresa may is unlikely to make any breakthrough on her. but what we've noticed throughout these
7:18 pm
last two years that the e.u. has been very concrete or very stable in what it's been expected it's what it's expected from the u.k. and what its own expectations are and they haven't you know that really too much on what they hope to achieve from this britain on the other side has been wavering back and forth trying to find the best deal or trying to find the best way forward because internally in parliament there's been such deep divisions where one deal cannot please all so if she does return which she will i don't think we'll see any major changes or any even little changes to the deal as a stance if you look back to what the initial question was did anyone specifically outlined what breaks it actually meant that is the resulting no on all sides so now when she tries to execute something which wasn't for formed in a concrete way in the first place very difficult to execute on such weak measures in the first place so this these uncertainties are very natural. or it is really

forces have raided a palestinian news agency that story more still to come stay with us. i've been saying the numbers mean something they matter the u.s. is over twenty trillion dollars in debt more than ten white collar crime tempi each day. eighty five percent of global wealth you long to the rich eight point six percent market saw thirty percent rise last year some with four hundred to five hundred trade per second per second and bitcoin rose to twenty thousand dollars. china is building a two point one billion dollar a i industrial park but don't let the numbers overwhelm. the only numbers you need remember one one business shows you can't afford to miss the one and only.

u.s. secretary save mike pompei always declared multi-lateralism in international affairs a failure what is needed according to him is a new liberal order led by the united states such an order calls into question some important issues does this mean the universal is ation of american law and limited sovereignty for the rest of the world. go back this is r t enter national now french students have been taking to the streets to voice their anger over president the education reforms this follows a month of civil unrest over high taxes and rising fuel prices to show dubinsky was at tuesday's march in the french camp. well hundreds if not to more than
7:21 pm
a thousand students have turned out for this protest today not happy yet again thanks to the admission process is due to change here in france they say that that would become discriminatory from students from poorer backgrounds this protest comes just hours after president michel gave a speech to the nation last night outlining his proposals trying to aim of the protests we've seen accounts and particularly the protests by the yellow prices which are being violent to the last summer weekends and this is what the president had to say to the nation. because of this crisis i want to reconcile with you salaries will increase by one hundred euros in twenty nineteen at no extra cost to employers over time will not be taxed and i will ask all employers to pay an end of year by onerous this will not be taxed and there will be no social payments for pensioners receiving less than two thousand euros the tax increase will be cancelled as we had planned the total cost of all the measures is likely to be
7:22 pm
between eight billion and ten billion euros we are in the process of fine tuning to see how to finance that i've been speaking to many of the protesters that they snorts today and they say there are unhappy that macro speech didn't really touch on the things that they have been protesting about what the last year or so he talks about education reform but they say wasn't enough because he didn't offer anything to them and when i asked him about what's he know for two yellow best reasons this idea of increasing the minimum wage giving people earning the minimum wage a hundred years plus a month for giving concessions chip pensioners they said it's not enough it's not good enough and is too difficult tonight this is what some people have been telling us it was because you were going to city school system you could vote across words are mostly useless namely the proposal to raise them. waged by one hundred euros
7:23 pm
but he did not specify that it would be a hundred gross so it's not that big a deal it's just crumbs this is nothing in relation to the rage of the people he simply does not care to. secure today only prioritise students have access to universities often across reforms much more scandalous is that young people have been mobilizing for two weeks and there was no sign that mccrone had accepted any of our demands mccrum has not listened to the young and the youth is here today to be good to mobilize because in the cities would settle this like it almost and there have been college student protests for two and a half months and there's been nothing in the media nothing at all we see the yellow vests are violent they break things they burn cars and we're peaceful which is why i didn't create a buzz so that's the reaction you know from people on the streets here in paris they still seems to be a huge emerging intention towards the president many people saying what he also dos night was too little too late but what about the mexican reaction this is what's
7:24 pm
been happening so far. i believe that brown five of the revolution in our country next saturday will be a great moment of mobilization but of course i think it's up to those who are in the protest movement. mccrone has become dangerous for france under the guise of measures he chooses not to change his policy and continues to rule against the people if a manual my crown is so sure of himself he should have the courage to have his measures backed by referendum so far it seems to be all it's going to show for it by president macaroon isn't so nuff to quell the disquiet. here in france many people still cooling phase resignation saying what do you all think also ike was too little too late and he needs to offer more time for the moment it looks like the process is set to continue with his usual set to have another protest on saturday this weekend which will make it the fifth weekend in

a row challenge even steven. paris. israeli soldiers have raided the office of the palestinian news agency wafa in the west bank according to the agency soldiers fired tear gas and seized footage from surveillance cameras while searching the building. of a. journalist look at the. number of. these pictures were released by the rated news agency some people were seen praying while israeli soldiers search the building israel gave no reason for the raid but
7:26 pm
it is believed to be linked to a shooting on sunday in which several israelis were wounded in the raid it prompted clashes between israeli soldiers and civilians in the area palestinian red crescent reports that dozens were wounded including people struck by. right and. from there we spoke to a journalist from the agency who was there at the time of rape he described how events unfolded. the army entered the northern part of from on the in the and in the morning actually and they were searching buildings along the way sort of looking and taking pictures because we're a news agency we have the gentlest here and so did started to come up also to our building i was there myself and i did live through that ordeal i do you guys was in the building where we work and it was really difficult to stay inside. at one point even as we were taken some pictures from the balcony of the
7:27 pm
our floor they fired stun grenades at us which exploded right in the balcony and then they looked for footage of security cameras that were in the building of the streets and they took. tapes recording recordings of these security cameras they could have asked. us that they want to put it could have done that and the footage would have been delivered to them i think not in a problem there was no need at all for what happened there was no need to enter the building and to take them by force they used intimidation and force and and scared the justice there and forced him to open the doors and enter the rooms where the servers were and took the footage without any. approval from from that from the administration of the war for for bizarre to international.
