although i did my best religion as the what. are. you familiar. with. these. days before withdrawing from a landmark arms control agreement the u.s. announces it will begin manufacturing a new type of thermo nuclear warhead. venezuela's opposition leader calls for nationwide protests against the government of nicolas maduro and urges the army to help him force the embattled president from power. to be clear it's my contacts with the european union leaders is that they want to

deal with this house budget for last night and it's back to the negotiating table for britain's prime minister as parliament supports a bid to rework her stall to break that deal. direct from our studios in moscow this is an international i'm john thomas certainly glad to have you with us of united states he said to withdraw from a landmark i.n.f. treaty before the end of this week the agreement which was signed by the leaders of the u.s. and soviet union in one thousand nine hundred eighty seven band of the manufacture of an entire category of nuclear arms both washington and its nato allies have said that moscow is squarely to blame for the collapse of the deal. russia. the lawyer. in comedic range of for so many years now all in it to a laws. it is important to. russia contacts

into compliance in a transparent but a five way if russia doesn't come back into compliance then we have to be prepared for a world without the i.m.f. treated. with more russian myside savoy lifting the treaty moscow for its part denies violating the pact earlier on wednesday the russian foreign minister accused the u.s. of increasing the risk of nuclear conflict by developing a new type of thermo nuclear warhead. as far as the announcement about the us beginning to manufacture a new low yield nuclear warhead i remind you that the topic was already included in last year's review of washington's policy in the nucular sphere even then we expressed our serious concern about the fact that the production of such warheads lower the threshold for a nuclear conflict and as such increases the risk of nuclear conflict. it is

the pentagon's newest toy the w seventy six dash two when it is essentially meaning new less baggage less radiation less fallout and most importantly less responsibility i think is trying through a new. major. clue workmen's. and develop a new tree for a new agreement that restrict what can be developed and what cannot be. treated so does not want dominated country and world because of other countries naturally this new nuclear arms race is not america's fault but every what outsiders namely the usual suspects since twenty ten we have seen the return of great power competition to varying degrees russia and china have made clear that they seek to substantially revise the post cold. war international order and norms of behavior
3:04 pm
we could of course beat a dead horse and again point out that russia is not even in the same the as the us when it comes to military budgets in fact russian military spending has been fooling for years while america's has ballooned symbolic as well within days the us should begin withdrawing from the into mediate range nuclear forces treaty blaming russia's development of a cruise missile but really gets on the old nerves here is the commander in chief of the united states is unpredictability and seemingly his habit of threatening everyone we have more money than anybody else by far we'll build it up so we have a tremendous amount of money to play with the military said we are going to develop the weapons funding to modernize our nuclear arsenal so important but we're spending a tremendous amount of money on our nuclear arsenal nobody will have close when

our two minutes to midnight on the doomsday clock on the brink or now officially into a new cold war a nuclear arms race world powers that each other's throats and no light at the end of the tunnel countries will continue to make threats against other countries just like with no. treaty negotiations the rule of major treaty to go shoot between china and united states and the archers. sometimes lose. their phone and so on. and still too early and from a national security. countries like the us were pounding. their troops you could see the country of. a new wave of anti-government protests. currently being held across venezuela in response to calls from the
3:06 pm
opposition leader one journalist norse god reports now from caracas. where here in altimeters square one of the most implemented teco opposition supporters protests venue. place is a very crowded today after one wedo called for a new round of protest after he is east investigated by the. government supreme court and the public prosecutor due to activities against the government earlier today we saw president nicolas maduro of the city and the troops the armed forces trying to gain their support. i mean it's the first time this has happened indicates just how desperate the white house is they can't cope with when is the it's a delicate matter what am i doing i'm fulfilling my duty as a supreme commander under the constitution and so has done
3:07 pm
a one way to who has been speaking to the armed forces trying both of them to win. support of the armed forces and one of the most important estimates of the venice well in politics you know it's all down at the soldiers of venezuela i'm talking to you this is the moment to be on the side of the constitution is not the time for fear or time to step back in time to disrespect the venezuelan people. meanwhile the u.s. government has recognized as the interim president of venezuela and actually congratulated him also today one way you know employee at the u.s. said that the opposition will not engage into any kind of a dialogue with the venezuelan government. as the animosity between the u.s. and venezuela socialist government grows president nicolas maduro has accused donald trump of ordering his assassination. no doubt that trump gave an order to kill me he told the colombian government the colombian mafia to kill me if
3:08 pm
something happens to me one day donald trump and the colombian president will be responsible while washington claims nicolas maduro lacks legitimacy as a president and is actively pushing for his overthrow it has repeatedly denied plotting his assassination are joined you know neal in the studio earlier with the latest on the turmoil in venezuela. the things that mr moore was saying lately on the one hand it as been typical nicolas maduro furious about everything america's doing on the other hand mr wood door is saying that he's absolutely ready to talk to donald trump anywhere in the u.s. and minnesota and any kind of format and he's sure that these kind of negotiations will be a great success although he says that donald trump's advisors in america would never allow this kind of meeting to happen so he mediately takes
3:09 pm
a step back well just to remind you and this is how he addressed what donald trump was doing and donald trump himself just a little earlier this week. when it comes to mr goh ideal caracas was forced to act when washington said that it was pretty much handing over the floor choose belonging to the majority government although they were in american banks to the opposition leader and so now. assets and accounts in venezuela have been frozen he's dot allowed to leave the country and he's now also being investigated for attempts to assist other countries and to feeling invent as well as internal affairs now in response to that
3:10 pm
already caracas has been promised severe consequences by donald trump's national security advisor john ball we know that the u.s. isn't alone in terms of support for the opposition leader where other countries coming down in this in this a divide really if we look at the opposition support surely america has been the champion we've got to think the. you hear in this case because some of the strongest players of the block for now the u.k. still in there germany france and spain they have sent in all to me for mr the door they promise that they will recognize one as the legitimate leader of the country unless the cost of a door and now is an early election before the end of this week but this isn't enough for one in an interview with the magazine built he says that he once more helped by the way that interview was titled built meets the hope of
3:11 pm
venezuela. we thank germany and europe for supporting the activists who had to flee we hope the e.u. is serious about the whole tomatoes against me and reached a conclusion on the situation we can almost be one hundred percent certain that the ultimatum will bite the dust and fall flat because mr adore is saying the next elections in his country won't happen before twenty twenty five and that is the official and of his term asked president by the way russia also had something to say about that ultimatum by some european union countries as it relates any initiatives to mediation must be unbiased they should come from different players who have an influence both on the government and the opposition plus we have to understand the purpose it's preparing the ground for a compromise between the sides must be the only purpose if the goal is to push
3:12 pm
through what's already been decided there's no need for such mediation russia has been backing the majority government as the old the legitimate government of venezuela which was in fact elected however moscow has said many times that it's ready to become a mediator in the crisis well just now we heard from the russian ambassador in venezuela that so far no such requests have been received by moscow from the opposition or the government so the russian side will be waiting for that to happen before it starts any kind of action. well meanwhile the self declared president's envoy to the u.s. is preparing to meet with officials in washington to discuss their next moves against the government has made a point of saying the deal struck between the current administration and russia and china will be deemed illegal by the national assembly if the opposition takes power
3:13 pm
. we're joined now by kevin young a professor of latin american history at the university of massachusetts amherst thanks for being with us. as we discuss just briefly it's a mess down there how powerful is the opposition in venezuela at this point will it succeed in forcing the doura out of power. well that remains to be seen this is certainly an attempted coup in progress but to this point anyways the military in venezuela has maintained its oil to muddle through the constitution. and they've declined to side with washington and the opposition in venezuela so it's difficult to make any predictions about what's going to happen i mean clearly clearly it's a extremely turbulent and polarized situation right now government is not in an enviable situation it's it's faces declining domestic
3:14 pm
support in rising discontent from all sectors of society but it's not by any means clear that people who are upset with the man who are a government would turn around and support a far right leader like one white though who simply wants him self president and then gets the backing of the trumpet ministration so it remains to be seen what's going to happen to this point the military has not gone over to the opposition and wants to who but we'll have to see what happens so what are the chances that the armed forces will end up throwing their weight behind why don't you just kind of alluded to that in terms of the military going forward we know the guy who was in communications with some sympathetic members of the military is that actually a realistic possibility. i think it is a possibility i think that the military would definitely be split it wouldn't be
3:15 pm
the entire armed forces going over necessarily but there may be support from mid-level officers for instance in the armed forces for the opposition in this has been a long term strategy of both washington in the right wing opposition to court military support and try to provoke a military intervention this is how i read u.s. administration actions in venezuela in the last couple of weeks trying to provoke a military intervention. you know there's been attention paid to john bolton coming on t.v. and having this threat about sending troops to five thousand troops to colombia as perhaps a preview a direct u.s. invasion of venezuela i have to believe that that was intentional it wasn't it wasn't a mistake that he revealed that that note had when he went on t.v. so i think that the threats of us and our military intervention are designed in
3:16 pm
large part to convince the venezuelan military to switch sides and turn against maduro but as for what they're going to do. you know it's anyone's guess at this point i think that regardless of what happens if if there was to be a military coup or. a large segment of the military siding with the right wing opposition there would still be very heavy resistance including perhaps armed resistance so there really is a real serious threat of civil war here is that something that the tribe in ministration is actually perhaps trying to provoke well kevin you and i both know that nothing happens in a vacuum there's a bigger geo political scale to this if you will the u.s. says all existing deals with russia and china will not be recognized by venezuela's national assembly only if they will be needed deemed illegal actually if the opposition comes to power. what's your take on that. well you know
3:17 pm
there are lots of changes that the opposition would love to me if it if it comes to power it would invalidate certain trade investment deals it would. try to forge other deals with u.s. investors you know john bolton national security adviser said the other day on fox business that you know our goal is to have in his words american oil companies really invest in and produce oil capabilities in venezuela so that's his prime objective as as it has been for us policy makers going back decades. now the opposition i'm sure would love to see lots of other changes to economic policy they would love to see a return to the one nine hundred ninety s. the context in which the venezuelan government privatized public resources slashed social spending deregulated business in a lot of other things now i don't think that those things are going to be very appetizing to the venezuelan population at large but it's precisely in this context
3:18 pm
of deep crisis that the right in you know liberals tend to thrive right kevin young assistant professor of latin american history at the university of massachusetts amherst stay warm as i know you going through a cold snap out there and for being with us here in on our two international thank you. all right british labor party m.p. chris williams and told r t is that going underground that he fears a us military intervention in venezuela could have disastrous consequences but we cannot tolerate in my opinion is external intervention of the states or any other western power for that matter we've seen where this ends in the past haven't we both on the confidence of latin america and elsewhere in the world this is the same old playbook and you know it always ends in a disaster and i'm not saying you know clearly there must be problems right now but i tell you what they could get a hell of a lot worse and what we could end up with is a bloody civil war a bloody civil war actually with u.s. ground troops involved in that they speak with forked tongue in my opinion those

who are claiming to you know be concerned about the plight of poor venezuelans because what they are doing they are they are taking or supporting a path that will impoverish and potentially cost the law itself hundreds of thousands if not millions of venezuela's. the former head of starbucks has announced he is considering running for the u.s. presidency next year howard schultz took a swipe at president trump in doing so was quick to fire back we're living at a most fragile time not only the fact that this president is not qualified to be the president but the fact that both parties are consistently not doing what's necessary on behalf of the american people howard schultz doesn't have the guts to run for president watched him on sixty minutes last night and i agree with him that he's not the smartest person besides america already has that arnie hope that
3:20 pm
starbucks is still paying me their rent in trump tower mr shelter's announcement was slammed by democrats as well who fear the independent candidate could split their voters. i want to see america when i don't care if you're democrat independent libertarian republican bring me your ideas his critics have now called for a boycott of starbucks and are urging people to get their coffee elsewhere we asked people in new york what they thought about howard schultz is chances of becoming the next american leader. he has a right to run he wants to run i think that he could do just as bit of a job as the president now i feel like you need some sort of experience with. public office i think he definitely would have a lot of people who would be interested in seeing what he has to say. spectacularly if he's trying to bring down trump and you divide the ticket that he
3:21 pm
could easily lead. with a minority of the vote if you ran as an independent it would really hurt. it would help getting reelected i think it will actually hurt trump. over the excessive for sure i don't know why people would say that just because he's running for president is mission boycotting i don't believe in boycotts of anything i think people should have their opinions and be able to do what they want to in a free country i think that seems a rather pointless idea legal analyst jennifer britton told us why she believes many democrats are so angry about shelter is announced. now if you look historically at u.s. presidential elections in most of these campaigns historically third party candidates independents libertarians other parties they generally are not successful they end up splitting away from the opposing base and so we have seen that historically however twenty twenty is looking to shape up to be a different year frankly and almost ironically because of what donald trump has
3:22 pm
done in the white house which is change the way things are going change in a lot of the narrative so what we're seeing here is actually the hate for donald trump from the democratic party that spilling over on to howard schultz for the democrats they think that anybody that could take away from their shot should be donald trump in two thousand and twenty anybody that might take away from that anybody that might run as an independent and take away votes from the democrats because they would be voting for an independent any of that they could leave donald trump in power the democrats are going to hate they're going to come after them they're going to be angry they're going to be afraid so that's why we're seeing some of the animosity now coming out against howard schultz because of because that he's mentioned wanting to run as an independent. it was a day of small victories for british prime minister trees a mail on tuesday as m.p.'s voted on amendments to the brig's a deal in parliament however it could all be short lived with the e.u. seemingly unwilling to take negotiations further and his brother over board. plenty

of reaction from europe to that vote in the house of commons on tuesday night i'll start with those messages that were all message that was supportive for theresa may the reason i say message is there is only one the german chancellor's office here in berlin putting out a statement saying that angela merkel held a phone call with the polish prime minister in which both said they were committed to trying to find a deal to avoid that dreaded no deal break that however in the european parliament we heard from michel barnier a the e.u. chief negotiator on break he said well the blame game that's going on inside british politics needs to stop and focus really needs to be found on finding a solution to the break that problems to the break that impasse we also heard from any piece like brockie said that the infighting has to stop. as well adding the same message younker the european commission president said there was going to be no renegotiation of the withdrawal agreement he said that when it came to the irish

backstop they were committed to not allowing the island to slip back into the troubles of the past the backstop to be a safety net it was a safety net that they didn't want to use but it had to be a safety net that worked he also pointed out that the whole reason for needing the backstop was to protect red lines that had been put in place by the british side of the negotiators he also sent out a warning to those voices in britain suggesting that the e.u. may abandon island over this issue sometimes from time to time i have to push. some hope to turn just east of there come to be burned and vexed. at the last minute but this is a game. it goes to the heart of what being a member of the union. bordeaux. well you know.
3:25 pm
me the irish deputy prime minister the irish foreign minister has also been speaking on wednesday saying that there's no alternative to the backstop as it's written in the withdrawal agreement right now he also said there would be no reopening of negotiations so jeremy corbin and his team have been meeting with a reason make and her team this meeting took place on wednesday in the prime minister's office in the houses of parliament not at number ten downing street nor visit to the the official residence for jeremy called and his opposition they were supposed to be trying to have talks about how they could take the country forward together but before they went into those talks this is how they were talking to one another in parliament she said out today what please alternative arrangements might be nasty house such a clear direction on the way that the house could agree a deal and that's what i and that is about dealing is the right honorable gentleman says with the issue with the backstop as i said yesterday there are
3:26 pm
a number of proposals for how that could be done none of that was very clear to me i don't know about anybody and i would have been our eyes mr speaker it would have been really nice of the prime minister to acknowledge that she did we're program please to try and support no deal and was defeated on that i mean absolutely clear is my contacts with the european union leaders is that they want to deal with this house voted for last night no sign of a break in the impasse as of yet but one piece of news coming through to us on wednesday evening from the european side is that even if it goes to the no deal the thirty nine billion pound breaks that divorce bill as it's being called will still be owed that won't be written off at all so even if there is no deal breaks it there's still going to have to be money paid to brussels. america's professor of international history at the london school of economics alan scared to told us he doesn't believe that the bloc will be willing to return to the negotiating table. does look as if she's running into
3:27 pm
a brick wall everybody said the mall etc when he said that the no wouldn't open up their withdrawal agree with the not going to see a. particular center of this particular. problem the absolutely adamant no one haves a proper alternative plan to the government wanting except even without a deal just like the tried to stand up to fifty but that failed the house of commons might succeed the second time. the twenty seven member states and the european parliament would have to agree to that and they said they want to extend article fifty just for the sake of biggest stations they would have to see a proper plan. with the divisions growing over bragg's it and euro skeptic parties gaining momentum across the european union some pro e.u. politicians have been renewing calls for unity not everyone is sold on it.
