casea was charged with funding and conspiring with those already convicted. and joining us now to help expand on the energy needs of latin america as lisa says that the d.c. i'm sorry lisa the energy program director at the inner american dialogue lisa welcome to the program i'm so excited to have you i mean what are your thoughts on the latest charge in this murder my gosh what do you think well thank you so much for the invitation it's great to be here i mean i would say that unfortunately this is not an isolated case there are a lot of cases in latin america of attacks against environmental activists and it's also emblematic of a broader problem with the lack of stakeholders support and local community support for a whole range of infrastructure projects not just hydroelectric dams but mining projects road projects and because the governments and the companies are not always

doing the right local community consultations beforehand we see a lot of violence flare up and a lot of conflicts all over the region over these types of projects. very interesting that they're just not doing some of the consultation you never know well that'll work out either way but certainly talking to local residents is key to getting their support if you can get it let's talk generally more broadly about latin american energy and you know i'm remiss in not knowing enough i'm so glad you're on the program lisa i know brazil is a huge ethanol producer we talk about that a lot of time because of course in the u.s. we are too but which countries in latin america have the most energy needs and what are some of the challenges that they face well i mean latin america is a big region for demand so it's actually the third largest region for oil demand growth after asia and the middle east and it's the region with the highest motors ation rate in the world meaning it has the fastest growth of the car market so with

all these new vehicles there's a lot of oil demand at the same time there are a couple of countries that are some of the world's biggest oil producers you mentioned brazil has humongous offshore oil reserves we also have a major new discovery in guyana which has never produced oil before we also have venezuela traditionally one of the largest oil producers in the world but we're seeing huge collapse in supply in the industry and mexico is also a major oil producer and another important exporter to the united states so we have a lot of there are a lot of resources in the region but there are a lot of challenges terms of actually developing them i mean i mentioned the issue of local conflicts but that's just one of a number of issues in terms of evolving the resources i would say that the biggest challenge is sort of the political risks the political volatility you have a government that comes into power and introduces a fiscal terms that might be attractive to companies

a stable investment framework and then another government comes in and starts to implement resource nationalism where they want to take more control of the state and completely changes the terms and so. with this quote total volatility it's very hard to have a stable investment framework that actually in order to actually develop the resources so that's one of really the biggest is. you know you mentioned mexico there in you know we hear about that a lot with the mix and it just maybe is just an example but you know they got a new president a memo present oprah door and he's moved we covered this a little bit ago a few weeks ago to have most gasoline transported by trucks to cut down on fuel threat but it's leading to major fuel shortages and boy we saw the people were killed because of an explosion there plus you mentioned venezuela that ongoing political and economic crisis but the future of those massive oil reserves and some

question with these two sort of problems on growing at the same time i mean could we see these situations impact the whole of what america or they really just individualize to mexico and that is whale oil well i would say the two cases are different so in the case of mexico it's mostly a domestic issue you have a president who came in who promised to fight corruption promise to fight crime and this so that fuel is a part of those broader problems with crime and corruption i mean there's actually corruption taking place that pemex that's part of the reason that people have been able to tap these these pipelines in order to steal fuel and then obviously it's a criminal issue as well but it's largely a domesticity shoe and interestingly despite all these problems despite massive lines for gasoline stations continues to be very popular and for the moment people really think that he is addressing the problem that he's taken it on and they're

willing to continue to support him i don't know if this drags on much longer without being resolved if they'll continue to support him but it's really a sort of domestic issue the only way that i. it's a it would have more kind of regional implications is really actually for the united states so there are no wants to try to reduce dependence on the united states the u.s. and mexico have a very interdependent energy relationship so the mexico imports a lot of refined products like gasoline as well as natural gas from the united states and he's looking to have energy independence and cut off that relationship so we may see that this fuel theft as you become sort of a part of that broader debate about how can we manage our own energy resources both the oil itself as well as the infrastructure then as well though is a lease so we're going to have to we're at the cut off there but we hope you'll come back to talk about that specifically more that's so interesting we could be

correctly but what they're doing right now is they're claiming that that the reason why these laws that prevent gun competes are not being violated is that this is just the industry for example if i work for boom bust and i devote myself to you and you paying me handsomely don't you have the right as viacom and others are claiming and fox for you to prevent me from going across the street and divulging information to your competitor that makes sense doesn't it but what if i couched that as a non compete what i'm doing is i'm saying or no i'm not preventing people from leaving boom bust and going to work elsewhere i am preventing them from sharing virtually everything that they've learned and know through our employ that's why this is fascinating. why can't we as all get along a holiday what do you think this tells us about the overall the larger media landscape and how it's changing but two things number one it certainly is
