you're on board with those welcome coming up tensions continue to simmer between european neighbors as they as france and italy have a public diplomatic spat arche correspondent charlotte dubinsky brings us up to speed from paris and we look south of the border to analyze how latin america keeps its engines running and what their fuel future looks like with the lease of p.c.b. the inner americans are a lot plus there's a large legal battle brewing between fox as netflix and it's coming to the boiling point why know of why no media and host of the big picture here are here america hollingsworth joins us to sort it all out and look at what it may need and later canada is good sitter if it's wild way or the highway for the chinese tech giant archy's alex mahela dishes on the ground the dryness is this just how they could be booted out of the great white north all that in our sights but first we had right to some headlines let's go. a darkening forecast for the euro zone
12:31 pm
economy leads or global report as the european commission downgrades their growth forecast for the year earlier today the european commissioner for economic and financial affairs here must go be announced the downward revision of projected growth for this year to one point three percent one point three percent down from a previous prognostication last fall of one point nine percent for growth and twenty one thousand for the entire euro zone the new forecast also shows europe's biggest economy germany with a larger drop now growth projected at one point one percent nearly half from the previous agreed it did one point nine percent growth the familiar trans-atlantic trans-pacific and cross-channel trade disputes were cited as the familiar factors in the revision alongside the multiple indicators that china's economy is slowing down. and saying in the european union a diplomatic spat as a rupture between neighbors france and italy after italy's deputy prime minister
12:32 pm
met with leaders of yellow vests movement and affiliated candidates for the european parliament in france are to charlotte the bin ski brings us up to speed on the diplomatic dust up from paris. well it's been a difficult day for the euro zone which is already facing itself being in the throes of a slowdown with lower growth being predicted across the bloc now it's not just that g.d.p. downgrade is causing a headache cade's also the fact that two old allies france and italy seem to be in the middle of a diplomatic meltdown this after france has recalled its ambassador from rome that is because that france has accused italy all of unprecedented provocations this comes after the deputy prime minister of italy luigi dimaggio was seen photographed with some of the yellow vest protesters and he then turned around and said that the winds of change had crossed the alps now this is
12:33 pm
a particularly sore point here in france at the moment because the yellow vest protest has been going on now for three months since november seventeenth they hold these weekly protests that have been causing havoc here with the french economy but this is not the only issue that the two countries disagree on while demián and also his deputy prime minister mattel you silvani have pointed the finger squarely for those yellow vests protests they've also accused france of many other things including keeping africa poor saying that france hasn't been able to let go of its colonial ties and its past its also had disagreements with france over immigration accusing france of dumping illegal migrants across the border in italy they even have had a dispute over how to celebrate the five hundredth anniversary of the death of her nascence pater leonardo da vinci clearly these guys cannot agree on
12:34 pm
anything so with friends like this who needs enemies. crime news today in the latin american mining and energy sector in honduras prosecutors have charged roberta david concealment the c.e.o. of destroy us and teacher and her eco's death in the spanish acronym with planning the assassination the assassination of the environmental and indigenous rights activist bertha cause seris she co-founded the indigenous rights group kopi and receive the pertain just goldman environmental prize in two thousand and fifteen for efforts to organize opposition to the aguas or its ark a dam project on a river a sacred river and it's needed for a water source for the lake of people in two thousand and sixteen after years of threats burdock a seris was murdered in her home seven people including deaths as security director and community affairs manager had been convicted of complicity in her murder mr
12:35 pm
casea was charged with funding and conspiring with those already convicted. and joining us now to help expand on the energy needs of latin america as lisa says that the d.c. i'm sorry lisa the energy program director at the inner american dialogue lisa welcome to the program i'm so excited to have you i mean what are your thoughts on the latest charge in this murder my gosh what do you think well thank you so much for the invitation it's great to be here i mean i would say that unfortunately this is not an isolated case there are a lot of cases in latin america of attacks against environmental activists and it's also emblematic of a broader problem with the lack of stakeholders support and local community support for a whole range of infrastructure projects not just hydroelectric dams but mining projects road projects and because the governments and the companies are not always
12:36 pm
doing the right local community consultations beforehand we see a lot of violence flare up and a lot of conflicts all over the region over these types of projects. very interesting that they're just not doing some of the consultation you never know well that'll work out either way but certainly talking to local residents is key to getting their support if you can get it let's talk generally more broadly about latin american energy and you know i'm remiss in not knowing enough i'm so glad you're on the program lisa i know brazil is a huge ethanol producer we talk about that a lot of time because of course in the u.s. we are too but which countries in latin america have the most energy needs and what are some of the challenges that they face well i mean latin america is a big region for demand so it's actually the third largest region for oil demand growth after asia and the middle east and it's the region with the highest motors ation rate in the world meaning it has the fastest growth of the car market so with
12:37 pm
all these new vehicles there's a lot of oil demand at the same time there are a couple of countries that are some of the world's biggest oil producers you mentioned brazil has humongous offshore oil reserves we also have a major new discovery in guyana which has never produced oil before we also have venezuela traditionally one of the largest oil producers in the world but we're seeing huge collapse in supply in the industry and mexico is also a major oil producer and another important exporter to the united states so we have a lot of there are a lot of resources in the region but there are a lot of challenges terms of actually developing them i mean i mentioned the issue of local conflicts but that's just one of a number of issues in terms of evolving the resources i would say that the biggest challenge is sort of the political risks the political volatility you have a government that comes into power and introduces a fiscal terms that might be attractive to companies
12:38 pm
a stable investment framework and then another government comes in and starts to implement resource nationalism where they want to take more control of the state and completely changes the terms and so. with this quote total volatility it's very hard to have a stable investment framework that actually in order to actually develop the resources so that's one of really the biggest is. you know you mentioned mexico there in you know we hear about that a lot with the mix and it just maybe is just an example but you know they got a new president a memo present oprah door and he's moved we covered this a little bit ago a few weeks ago to have most gasoline transported by trucks to cut down on fuel threat but it's leading to major fuel shortages and boy we saw the people were killed because of an explosion there plus you mentioned venezuela that ongoing political and economic crisis but the future of those massive oil reserves and some
12:39 pm
question with these two sort of problems on growing at the same time i mean could we see these situations impact the whole of what america or they really just individualize to mexico and that is whale oil well i would say the two cases are different so in the case of mexico it's mostly a domestic issue you have a president who came in who promised to fight corruption promise to fight crime and this so that fuel is a part of those broader problems with crime and corruption i mean there's actually corruption taking place that pemex that's part of the reason that people have been able to tap these these pipelines in order to steal fuel and then obviously it's a criminal issue as well but it's largely a domesticity shoe and interestingly despite all these problems despite massive lines for gasoline stations continues to be very popular and for the moment people really think that he is addressing the problem that he's taken it on and they're
12:40 pm
willing to continue to support him i don't know if this drags on much longer without being resolved if they'll continue to support him but it's really a sort of domestic issue the only way that i. it's a it would have more kind of regional implications is really actually for the united states so there are no wants to try to reduce dependence on the united states the u.s. and mexico have a very interdependent energy relationship so the mexico imports a lot of refined products like gasoline as well as natural gas from the united states and he's looking to have energy independence and cut off that relationship so we may see that this fuel theft as you become sort of a part of that broader debate about how can we manage our own energy resources both the oil itself as well as the infrastructure then as well though is a lease so we're going to have to we're at the cut off there but we hope you'll come back to talk about that specifically more that's so interesting we could be
12:41 pm
more pleased that you're able to spend some time with us list of a city the energy program director at the inner american dialogue thank you lisa sure appreciate it thank you. and turning from energy in latin america to african electricity president ramaphosa of south africa made news in cape town saying the electrical supply commission the national electorate utility universally know this else is too big to fail addressing a mining conference mr ramaphosa said quote yes colmes contribution to the health of our economy is too great for it to be allowed to fail restoring energy security for the country is an absolute imperative many have speculated about utilities future in the face of debts losses and sporadic blackouts in the country the president statement along with a pledge of specific measures to be unveiled at a later time indicates utility will not be allowed to crash but a break up recommendation of an official panel seems to still be in consideration
12:42 pm
and time now for a brief pause for the promotional causeway to hang here because when we return there's a large deal battle a legal battle rather brewing between fox and. and it's coming to the boiling point why know of why no media and host of the big picture quality joins us to floor it all out and look at what it may mean plus canada is considering if it's while way or the highway for the chinese text giant parties alex mahela vigil on the phone to want to discuss how they could be booted out of the great white north as we go to break here is a hero of the numbers the closing bell there was a sell off today in new york city will be back in a flash. donald

trump second state of the union address was conspicuously light when it came to foreign policy why is this was his aim to avoid disappointing his base while at the same time wishing not to spar with the deep state what are these mixed signals all about is an elaborate strategy for an indication of indecisive. about the stand. alone white house.

welcome back we now take a brief trip down under in australia starting with news in the construction industry the latest performance of construction index or p.c.i. published by the australian industry group by the housing industry association writers has witnessed across the board even as that measure improved slightly in december point five zero point five points to forty three point one that movement and number indicates that the sector continued to decline even as the rate of decline slowed somewhat the p.c.i. scale number by the way is a number above fifty that would indicate growth below in the crate the sector is

retracting while the australian housing market troubles have been apparent for some time the pace of resulting job cuts increased in the survey for this. six straight months. and moving from housing to travel and aerospace the airline quantas has cancelled an order for a so-called super jumbo a three eighty aircraft from european manufacturer air bus industry observers say the cancellation throws the future of the a three eighty model into doubt with orders barely registering at twenty five percent of air bus as a neutral projections quantas is fully includes twelve a three eighty s. already and the company clearly believes that it's sufficient and airbus spokesperson said the company has accepted what they call a contract amendment making quantas the latest buyer to back out after industry peers including virgin atlantic and hong kong airlines also amended their contract on the a three eighty. and turning to online and emerging media music streaming spa

point not only will result in a big winner and loser but it could set a profit precedent for the future of media here to help us break it down to discuss his line of lionel media and host of the big picture holland cook thank you both for being with us lionel set the stage for us this is about netflix supposedly poaching fox personnel and netflix contend fox has been anti-competitive right. precisely we have three players netflix is being accused by both viacom and fox of poaching of stealing of interfering with and recruiting valuable of executives and the like now what's interesting and those of us who have been in the bed is how it will know this those of us who have had to sign these restrictive covenants and covered it's not to compete and you agree not to compete with an x. amount of years this is one of the best tutorials if you look at these lawsuits it
12:49 pm
very briefly under california law there are basically three different rules that are being applied what netflix is doing is they're saying we cannot be accused or be liable of poaching because the laws of california your violating number one there's the olivia the havilland seven year rule how about that which says you can only hold somebody for personal contracts up to seven years what has been alleged is that somebody is companies like viacom will just keep extending you then other companies like netflix like a fox for example will say you can go ahead and compete provided you don't violate or involve any confidential communications or confidential information thus providing a defacto non compete so what this really is is going to be a living geisha on how companies especially in the media world can restrict
12:50 pm
somebody who leaves one big conglomerate to go to another. you laying it out and holland i mean how could this case that sort of larger ramifications for many of the other media companies fox is erks about poaching they should talk if you want to see the c. and b. c. alumni club turn on fox business channel and there are various acts. then people on the fox news channel as well lionel being an attorney has already spoken to the no compete thing judges are throwing these cases out in some states it's not even legal anymore and why so surprised in a full employment economy good help is hard to find but the wide angle shot on this is that netflix isn't just looking for executives they're reaching out to the artists the talent they've just joined the motion picture association of america
12:51 pm
now imagine this you think tech company silicon valley they're bearhug in hollywood and taking sides in the piracy matter where the filmmakers and the content owners are irked about clips of their work showing up in social media so the landscape is changing and these executives are just one aspect of it. that lionel you talked about this is the biggest of the big viacom has an interest in the mix somehow explain that. well viacom is going to be claiming the same thing they're claiming that netflix and by the way it's one thing to recruit it's one thing when you have such a great opportunity that people naturally gravitate you toward you it's another thing when you tortuously interfere when you go to people who are under contract with somebody else and say listen we can do better they're not treating you
12:52 pm
correctly but what they're doing right now is they're claiming that that the reason why these laws that prevent gun competes are not being violated is that this is just the industry for example if i work for boom bust and i devote myself to you and you paying me handsomely don't you have the right as viacom and others are claiming and fox for you to prevent me from going across the street and divulging information to your competitor that makes sense doesn't it but what if i couched that as a non compete what i'm doing is i'm saying or no i'm not preventing people from leaving boom bust and going to work elsewhere i am preventing them from sharing virtually everything that they've learned and know through our employ that's why this is fascinating. why can't we as all get along a holiday what do you think this tells us about the overall the larger media landscape and how it's changing but two things number one it certainly is
12:53 pm
a buyer's market the customer has taken charge and part we've talked about this so much on your show because almost every week there's some new microbrew over the top television offering that is underpricing netflix or luring cord cutters somehow and that's going to continue but something we saw in the super bowl really caught my eye and if you notice the commercials they are often inviting you to consume digital content the turkish airlines commercial inviting you to watch an online movie and apparently c.b.s. t.v. doesn't have enough time to show all of their programs on c.b.s. t.v. they've got that star trek thing which they teased on t.v. but is only streaming and we met the black rod serling there's going to be a twilight zone revival streaming on the c.b.s. platform that they use the super bowl to announce so which is the tail and which is
12:54 pm
the dog i think we've reached the inflection point. well we can with you looking at it with us and we'll keep asking you back to help us because like you say it's changing all the time khalid cook host of the big picture here in r.t. america and lionel of litle of lionel media and legal media analyst thank you both for your time really appreciate it interesting conversation you bet commish you. and canada is looking at banning weiwei when it rolls out five g. technology in the near future some analysts fear the next generation of networks could be used for spying by chinese intelligence if the company's equipment is used artie's alex mahela bit has the latest in toronto canada is considering like our other countries its options with regard to walk away what are they saying and what are they doing. two of three of our two out of three i should say of our of our telecom companies here in canada use weiwei that would be bell canada as well as
12:55 pm
telus and interesting today you know during one of those quarterly earnings conferences one of the c.e.o.'s of these companies are busy george kopi he's the head of b.c. e. which is the holding company of bell canada c.e.o. of both and he came out and i was asked this by by analysts today what's going on with the wall i mean this is a massive issue and what cope said i mean he made a pretty you set it up pretty clearly both three g. and four g. technology up to now while way technology has been used in canada and now it's a wait and see type of thing there are waiting and they're going to see what the government's going to come up with i'm sure they'd be very keen on going back to a wall where the technology is used has been good so far the third company users ericsson out of europe so for cope it's a wait and see game now that as for the government here prime minister trudeau said that he's also waiting to see something he's waiting for security analysts to come to report to him and basically tell him what should we do about why the way you
12:56 pm
know there's a lot of pressure on him from a lot of sides of the us as well as some of our western allies they've already shown to all weigh in they're hoping canada will do the same for security reasons meanwhile china is canada second largest trading partner so we want to keep china happy as well and china said there will be repercussions if we turn our backs to walk away. other countries some of made their position pretty clear on walk away others not so much what can you tell us about those. well united states australia new zealand they've all said you know that at least at least they're going to limit weiwei technology and now the u.s. has gone out on of the full frontal assault here basically they're trying to push through the state department other countries to join them and cutting ties with wall way and there's actually a campaign going on in europe they're trying to convince germany who's already talked about possibly rolling back on rwa way technology and also italy is one of
12:57 pm
the targets now there were reports earlier that italy is talking about getting rid of while way italy's dallas told told the world no that is not true that is not something that's on the table for us so it's going to be interesting to see how much pressure the u.s. can put in here and how many of these countries actually take this to the same level of seriousness if they actually believe that this is this massive security threat let's remember we're talking about five g. technology here is the internet of everything so one button possibly to shut everything down in a nation and that's why countries are so afraid of this and wary of while we're coming into their borders. alex i promise you i have you back i want to expand on that whole five g. thing of how important it is from a security and from a commercial perspective are the correspondent alex myhill of it's thanks alex thank you and that's it for this time you can catch boom bust on you tube dot com slash boom bust hard to sit next time so long for now.
