for long term to development of our military for the long term development of our country we need peace and whatever we do to military area is only to make sure our country and our people are secure and nobody would even consider it was hacking or a shell or the trying using force to put pressure on their country. would remove them as they are these are this and we colleagues have goals ahead of us and we're consistently to achieve them and we'll be working on our social and economic development here to provide all the necessary conditions for self-fulfillment so that we respond to the rising the challenges of the world to need to preserve russia's civilization in. its national identity but on our a longstanding the traditions the culture of our people. our
5:31 am
legacy and it lee only way to achieve these goals is by working together we need here in solidarity we need to consolidate our society all the people of russia should strive together to achieve practical results of this kind of mindset and choice that people make themselves when they realize that their nation's development depends on them on their labor on what they do you. see it's usually this desire to be useful to your country that you should be supported and welcome to everybody should be should have. was there and work should be encouraged to work together with others to should be room for innovation then development of that and this cannot be expressed a number yet this is exactly what consolidates society gets all the people. in
5:32 am
a gauge to just work at this stage this will determine our success. and we will certainly achieve this success thank you. news event if you are not international for the last hour and twenty five minutes or so you are watching president putin fifteenth annual address to congress this career as president overall russia is the twenty fifth in its history what touched a poem from domestic to depends how interested you are if you're in russia because
5:33 am
you learn about the domestic politics world so that for your family if you look at all through broad you want to know what russia's plans are abroad listening to all of this. senior political correspondent and worlds apart host exam a boy who was you know it didn't go it was last year one hundred twenty five this year look touched upon it took fifty minutes to get to the foreign policy i guess for all purposes is russia's international broadcast of those things a lot of people don't want to talk about that yet let's talk about the big concern for putin was so they were in the middle of this consultation period this six month consultation one of the if not appealing of the i.m.f. it's not actually consultation at all i have from what i understand and he actually said that directly that the americans are not engaging with the russians at all and he sat on the one occasion that we are not going to knock on the door anymore if that matters to you provide for our own security and i think it was clear that emotionally it was this topic was very important for the president big. he
5:34 am
essentially to have these opportunities just set the record straight you know in europe or in the united states this issue is presented as russia's you know rival unilateral walkout from the from the treaty he said that this was not true he said that they're americans have been abusing the treaty of pretty demonstrably by play placing the launchers in your room. even though the launchers that could be used both for conventional nuclear missiles and. he said that while he understood the american concerns and those concerns are well known i mean john bolton that was writing about them all years back you know the main concern here is china reach relies on intermediate range rockets. as a main pillar of its security having said that he believes that it is still important for the for the russians of and for the americans to do it in a civil way and very importantly he laid out what russia is going to do if the americans indeed place the intermediate range rockets in europe and he said that we
5:35 am
are going to do the same i mean going forward for all intents and purposes it would lead to an arms race the big thing that people are worried about well i'm not sure about the arms race because russians have a very particular taken the arms race they believe that they are developing that weapons on the cheap and they're not going to spend a fortune and that he also made the point that we are going to. make it very economically but to finish the point about potential retaliation that putin made he said that if the americans were to proceed with placing their short range and intermediate range missiles and their launchers in europe russia would respond in kind and it was a target it's weaponry not only at the launching facilities but also at a country where the decisions are made so he didn't call the united states by by name and he made it very apparent. that the people basically charge those who didn't want to truck with the american people but the people in charge that seemed to be more concerned. exceptional exceptionalism should really be thinking very
5:36 am
clearly about the new weapons that russia is developing that have got a range very clearly to get across to american should never be needed but he went on to say didn't need that would never be a first strike thing it would always be russia looking after his own security and he also i'm sure in the west is going to be presented as yet the another case of russia flexing its muscles but i think he made it very clear that russia would only respond if it's attacked but it has to take measures to protect its security see also one that it wants to reach out to the west it wants to have problematic relationship with the united states but. with regards to what you just mentioned he said that there are certain people in the united states who are. clouded by this idea of american exceptionalism and before they take any measures in europe they have to calculate russian military capabilities saw that they do not throw the world into
5:37 am
a catastrophe we will talk about this morning. in the western press the various foreign policy it easier to say but you're listing to the russian direct those things of the english translation other than maybe i was here isn't completely different for you or but most people anywhere around the world are listening to that he was absolutely clear the russian reason for a fight with anybody as russia's position is that it's basically done nothing wrong here and it's false accusations against it is pretty clear on the wall he's pretty pretty clear on that but you know that people in the west are not going to take his word for it and this narrative are fresh are being. very very aggressive out to invade its neighbors alex to do you harm to western countries is very very popular and i'm sure we are going to hear it in the east to come. new missile control. some new technological thing i mean how much development is russia.
5:38 am
adding in to developing new hypersonic he described that as a hypersonic rocket. they named a technical name is khan and it has a range of about one thousand kilometers it could be. it could target both sea based on land based. targets i'm not a military i just i don't trouble yourself about it already from moscow particularly the some of these weapons that were being put in europe could get here to moscow in about ten to twelve minutes so if you look at the range he's talking about he's worried about missiles in europe he's very he's making very clear that russia is building up its deterrent it is very concerned about all the syria particularly in the united states and he also makes it very clear that russia is not going to engage in an arms race based and then many of those weapons are produced on a cheap and he also made a very interesting point in. that i mean not compared to if you compare the
5:39 am
american military expenses and military expenses i mean there is no comparison there. compared to the americans it's very examined. from everything that he talked about so much on the domestic side of it as well so a clickable for international audience we're going to get some more thoughts appreciate it. senior political correspondent and host of worlds apart in the venue that he was closely following president putin so the nations this is way. well it didn't go of course what was last year was two hours one hour twenty five just to this year but plenty covered what jumped out at you than. kevin hello while i was really able to listen to what you guys were talking about there in the studio i'm just going to go through the things that seem to be the highlights of lattimer putin's speech for me what was quite remarkable for being it was that. he spent about an hour or even more and an hour of an hour talking
5:40 am
about domestic issues as you've said. the key idea behind what mr putin was saying more opportunities and less challenges for families for the younger generation and for business and at some point indeed he began talking about international relations but what i pointed out is that he mentioned russia's international partners in the following order let me just go through it first he talked about china india japan latin american countries this is what the russian president sees as the positive developments in. the country's relations with other countries then mr putin went on to say that he is expecting steps towards russia from european countries he kept delivering the message that russia has no
5:41 am
intention of bawling spoiling their ties with the west but then obviously a lot of our putin. came to the point where he wanted to talk about the relations with the u.s. so the things that is being discussed by everyone right now his personal relationship with donald trump he didn't really talk much about that but he talked about donald trump's decision to leave the high enough treaty the intermediate range nuclear forces treaty and it was a mix of things that perhaps might have sounded a bit aggressive for instance he called on the americans to count and he said he believes the americans count can count what kind of time it will take for the russian most technology advanced missiles to reach some of the command centers and some of the other important places. for america but the main point
5:42 am
that one of our putin was making is that russia is being called the number one threat even by some american politicians which he believes that this is completely wrong and every time mr putin says something that might sound aggressive to you he does move on to say that the only reason why russia is developing these weapons the reason why russia has to respond is because moscow was not the first one to spoil relations to really come up with these aggressive acts provocations and other things that really don't contribute to the devolvement of russia's relations with the u.s. . will pick apart a bit more later as we get more thoughts on this thanks for example can stay in the studio as well i'm going to leave for now it's you know neal throughout the afternoon they're going to talk more about the foreign policy that was brought up
5:43 am
by a president who's in close touch upon what was offered domestically what he was offering people here in russia and his worries for russia demographics and how that's going to be improved in the future health care cancer care education it was all covered and we'll be covering it too when we come back right here. but politicians do something to. put themselves on the line to get accepted or rejected. so when you want to be president i'm sure. more some have wanted us. to do like the press was like the full story in the morning can't be good. i'm interested always in the lawyers out. there sidney.
5:44 am
5:45 am
you know. look. you know world's big part of the. conspiracy it's time to wake up to dig deeper to hit the stories that made stream media refuses to tell more than ever we need to be smarter we need to stop slamming the door on the shouting past each other it's time for critical thinking it's time to fight for the middle for the troops the time is now we're watching closely watching the hawks.
5:46 am
welcome back to our to international you know main in for kevin on just one forty six pm this witness the afternoon we've just been hearing from russian president vladimir putin the states of the nation address the one on the hof are addressing a whole range of topics being spoken about as you might imagine but domestic issues really being the big address of the day. the host of parties worlds apart oxana boy who is joining me in the studio. you've been here from the scratch your main takeaways but what i was looking at before i was in here domestic policy much more than. oren policy was the real takeaway from this absolutely and in a way he has to make it about the state of the nation actually i don't want to play on the words here but i thought that these address this year was very very statist
5:47 am
in terms of tone because remember that famous phrase by john f. kennedy ask not was the country can do for you but rather what you can do for the country while this was a total opposite it was all about what the country can do for you and it was about how the country can't afford the families how the country can support the education how the country can support the industry how the country can support the innovation and in a way i mean that's very traditional for vladimir putin because he's a big big believer in the power of this and it looks like he believes that the state rolls in the economy but in many others here is life is going to increase one other thing i want to mention is that this is not a political message i suspect for some of our viewers in the west this address may seem like a very very boring speech and it is designed to be that way it is his constitutional obligation to speak to both houses once a year and you explain down where the country is now and to lay out his own ideas
5:48 am
and his government's ideas for the future and. is it safe to say that this was. all about modernization particularly the start of it because i'm looking through some of them in talking points. just the words that come out of me talks bricks talks burden small businesses improvements quality of life a very positive speech this but really talking not only to major industries but perhaps even more to the regions and trying to really get the infrastructure or one of the big ticket i saw in this the world cup he was talking about. being let's open up these regions you know tourists were there for perhaps the first time during last summer they got such a welcome why not improve why not increase and what was talked about and i think your impressions are totally on board here and he never mentioned that worth more
5:49 am
than a station that probably because it's more associated with his predecessor previous president. or the law but you're right that the kremlin now sees its main challenge as building russia from within and you know way it's also connected to foreign policy because russia has some would argue re stablished its position as a global power but they understand the leadership understands that going forward russia needs to make sure that people in this country leave good lives and on the eve of this particular speech there was there were a number of editorials by his deputies in the russian media and they all had the same message that we the government of russia see our main goal as creating a live here in russia that every citizen regardless of where he lives can say this is the lives that i like leaving this is a country that i'm proud of and hopefully you know that it's not only about developing russia soft power but it's also making russia into the new magnet not
5:50 am
only for the region but hopefully for the world and when i say magnet i mean scientists hopefully businessman but also people from around the world that could also partially at least address russia's demographic problem which we can talk a lot about we can discuss that if you want i'm just looking at the last ten fifteen minutes of the speech that's when he feared into foreign policy always but but it seems as if it wasn't very muddy i'm looking at some of the lines what russia wants is peace but talking also about deployment came up time and time again i said husband throughout the past year maybe just to our viewers who might have been watching it just to see. the overview of why this is so contentious right now why it was spoken about in the speech well because the united states has just announced that it's withdrawing from the on after a treaty that is considered to be one of the pillars of the strategic stability in
5:51 am
the world and predictably everything was blamed on the russian. president putin took an opportunity to see the record straight and he. i think tried to make it in a very but now sort of a round the roundabout way but he wasn't as direct as he could be he was speaking very very carefully i think for the purposes of not provoking russia haters around the world he made it clear that russia doesn't think that it is. the violator he believes that the united states has been violating the treaty for a number of years he said that he even understands the reasons why the united states feels unfairly constrained by the i now because china is building up the intermediate. intermediate range of weaponry potential but he said that if the united states indeed had those concerns it would be much more civil and honest just . laid out on the table and discuss with that's what he said he said we don't
5:52 am
provoke we react if threats are in our backyard essentially that's what's going to happen but some of the statements were striking he said if the u.s. does the ploy such myside close to russia talking about the intermediate range missiles moscow will be forced to react likewise if this happens russia will not only target the launch sites of missiles targeted but also the sites where decisions are taken related to those measures are actually very direct this is what well you can say is direct but i think in putin terms it's actually indirect because he didn't name the united states by name but obviously he meant it and i think this was the main takeaway or it's going to be the main takeaway from many foreign policy analysts from the speech because well that's a really really charming through the lines i'm watching you're wrong because. you know what he's saying is that the united states at least making decisions there need to be clear that russia is going to retaliate it's retaliation is not going to be limited to europe because. clearly you know russia is not concerned about the
5:53 am
remaining or even poland presenting a major threat to its security but the united states and if indeed the americans are going to take that decision they will see some pushback against. digital economy this is something you've covered this week i've covered this is something we've heard a lot of but it's trying you know i know you didn't want to say the word modernized but that's really what it's all up by getting the world's biggest country off to a stage were the digital economy is really good the global economy both are really well i you know and get levels. you know people can come and work not just in the major cities but where they live where they work and not have to travel to the most schools and some petersburg i'm going to partially disagree with you here because i think some sectors of digital economy are much more developed in russia let's say in the western europe for example electronic banking you can pay with your phone in
5:54 am
pretty much any location in russia when i go to france that's a bit of a challenge but he but he did say we need to work and. they see that as the absolute. absolute prerogative and absolute priority and. i think you know he made it clear he put it in a historical context he said that at certain points of time for example a couple of think it's a go at tomic nuclear energy was a major driver and we managed to take our military technology transfer and transfer them to the civilian sectors and we are going to do that same thing with the military sectors at this point in time so that this new source of batteries that he was talking about and i would say boasting about he said that it's going to be a driver of growth and technological growth for russia in many sectors but when it comes to digital economy artificial intelligence robots what have you russia sees. as a major driver for its future growth but let's hold those hands could actually put
5:55 am
it into practice because we heard you mentioning that for a number of years to come but we're yet to see the results. and you've watched lots of these that i've done today is what's your take away it's on what you it's it was an hour and a half mainly domestic issues but what do you think were the main takeaway points from this just before we go we're going to go to break and hear a little bit of what a lot of putin said in just a moment but first thing my take is that. for the first time in many years well not the first time we saw some seeds of that in the previous address as well but i think russians are really concerned about building themselves from the bottom up sure there are sanctions there is economic. you know they can all make foreign policy facilities but russians believe that they first and foremost have to address their old problems and that's why he only spoke about foreign policy and
5:56 am
weapons in the last half of the address he dedicated the first full russia domestic issues and for me as a russian i'm sure you what you see differently but for me as a russian that's that's the main thing because this is a great country it has many issues that it needs to address and it needs to build itself up from the bottom up and it will be truly a great power that wants to be not only in foreign policy circles but also domestically when every person can feel that he or she is proud of his country and will doubt the public the people who are having problems paying back mortgages that it will be easier is that is something the russian president when it comes into auctions is that something that is going to appease the public that are having trouble doing this getting a host getting an apartment well absolutely and to be honest with you he was a little bit of a populist here as well because his popularity ratings are sliding down i think his approval rating is now at sixty six percent the lowest in five years so that's an
5:57 am
issue is that you know especially after the retirement age for a reform which is very very unpopular in russia so he tried to appeal to the electorate in pretty predictable ways but it's not only about political promises i think he really takes them seriously and boy co-host of our worlds a part of me a pleasure getting your take on this and a lot of takeaways from that are in a ninety minute speech by vladimir putin is states all of the nation. from december on till just happened it's just over we thank you thank you and i'll see you in moments for all the main points and more of the day's big news this is twenty four seven r.t. international. you

well she would have to. deploy systems that could be used against those territories where you have decision making. the use of. a lot of putin makes his annual state of the nation address stressing that russia's actions in the international arena are purely defensive and that the kremlin does not seek confrontation with its global partners also. the president said he did not believe that the north koreans had the capability to hit us here to which the president replied i don't care i believe putin. and other world news at this hour.
