race often spearing dramatic development only closely and going to exist i don't see how that strategy will be successful very. time to sit down and talk. this is the this is the move i i may say that you should. always as a result i britain's prime minister manages to keep a sense of humor just before a crucial vote and user expected to vote. on the reason most proposed deal this hour possibly within just a matter of minutes. two decades after the conflict to name the troubles in northern ireland ended fears return of the irish republican army could be behind a string of bomb threats of cross the united kingdom. u.s.

diplomats out of venezuela gives american officials seventy two hours to leave the country while the u.s. backed opposition leader receives on the road to declare a state of emergency in the country probably national assembly in the capital. and i welcome to walter international our from moscow and daniel hawkins wherever you are tonight you're very welcome with us this hour. without further ado let's take you live to westminster the prime minister's been defending her bricks divorce deal at the dispatch box m.p.'s are expected to vote any minute now just leaving the main building at the chamber to reason may's new e.u. deal the first one was rejected overwhelmingly back in january of course a lot of skepticism and criticism of the deal somewhat forced to resign may still
3:02 pm
manage to find time for. this speak. i i may say. as a result i. let's go live to put it. could be second time lucky for to resume a with things perhaps not looking so good and peace make their way out for that crucial vote. they have started to vote things are not looking good for to reason may have voiced perhaps an illustration of just how bad things are going you heard her there making a last ditch attempt to earlier on in parliament to sell her deal and the changes that she secured to the withdrawal agreement at the last minute after that last ditch attempt and that trip to strasburg to meet with john claude but try as she might it appears that it's a case of too little too late at least for many in parliament who she's trying to
3:03 pm
sell the deal to one is a dead set against it is the leader of the opposition labor party jeremy corbyn take a look at what he had to say about the deal. this was a bad deal in december when labor decided to vote against it it was a bad deal in january when it was rejected by the largest parliamentary history and mr speaker it is the same deal now we will be voting against this deal tonight for the reason that we said we're replying to that in december it is a bad deal that will damage our economy undermine our industries irreparably harm manufacturing sector risk our national health service damage our public services and harm our living standards. going into the vote tonight many political analysts
3:04 pm
were saying that she really needs to pull off a miracle because last night i think the reason we're hoping that they pulled out sort of bragg's it rabbit out of an e.u. hands hoping that it would solve all their problems but in the cold light of day the government's own top lawyer the attorney general geoffrey called well he published legal advice pretty much saying that all the extra documents that to reason may brought back from strasburg last night didn't really mean much and they didn't really change the legal issues surrounding especially the dreaded irish backstop issue that so many of the politicians here have a problem with and in turn that legal advice sort of created a knock on effect it led to other people rejecting the deal as well the party that props up to reason may's minority government the d u p the democratic unionist party of northern ireland they've had a think and they also announced that they would be voting against the deal tonight
3:05 pm
the reason they didn't make enough assurances and didn't secure enough surance is legally with brussels in order for anything to change their mind and of course the hardline brags that isn't a reason may's own party all still dead set against the deal that she is bringing into parliament that they're voting on this evening boris johnson the former foreign secretary who actually resigned over two reason may's handling of gregg's it last year he's been criticizing to reason may's deal he was doing in parliament just a bit earlier on using his typically flowery language take a listen. to whatever the government tried to do but it was the most wonderful. congratulate the produce through the attorney general. the result is that like adam in the in the go. they have sued. over the. does
3:06 pm
nothing to conceal the embarrassment and indignity of the u.k. . and just to take you from adam and eve to something a little bit different just to give you an idea of how bad things are for the prime minister tonight even though he's defending her deal was still on the fence those politicians are calling it one of them called it a polished but it may be the best we've gone to so the projection now is that the prime minister is going to be losing this vote tonight the meaningful vote the second time that she's brought it to parliament the projection of the losses and move in a hundred votes that's still a pretty epic failure not as catastrophic as last time but a pretty big failure and even you officials at the same time are stressing that this is really the last chance saloon for the u.k. it's this or nothing michelle bonnie has just said just so that the m.p.'s in parliament know what they're up against and also the e.u. commission's vice president. tynan he said that if parliament votes this deal down
3:07 pm
tonight well then a hard brags it is close to the never and his advice to the u.k. is to keep your hands on the wheel look forward and fasten your seat belt. on tuesday night british politicians once again get to vote on some form of withdrawal agreement that the prime minister has negotiated with the european union so what happens next if the government wins the vote the prime minister will have had a lucky escape the u.k. will be leaving the e.u. with a deal on march the twenty ninth but not scenario is looking increasingly unlikely is expected the politicians will reject to resume may's beleaguered withdrawal agreement just like they did in january are used to the right two hundred into. the nose to the left four hundred and thirty two.
3:08 pm
in that case there'll be more votes to decide what to do next on wednesday parliament would be are asked whether it would approve leaving the e.u. without a deal that's not likely to be approved by politicians either pretty much the only thing there appears to be a majority for in parliament is the option of excluding no deal and the potential calamity it might entailed priority is to stop no deal that would be hugely chaotic and because the. rule of law do you under any circumstances so by midweek the u.k. is likely to have ruled out to reason may's deal and no deal as well and then politicians would face another vote on whether to extend article fifty in other words delay britain's departure from the e.u. something that until recently to reason may had said wasn't an option we are leaving on the twenty ninth of march i'm clear that we will not extend article fifteen that we will leave the on the twenty ninth of march any delay is
3:09 pm
a delay it doesn't address the issue it doesn't resolve the issue to reason maes said that that would be a short and necessary delay just to keep talks going with the e.u. on a potential deal but critics say it would just put off a potential cliff edge bragg's it by another month or so it would be highly dangerous for our country to go. to the european union. and beg for an extension he does not turn. to the situation we face. as merely being moved all of this would leave the field open and he brags that politicians to advance their parliamentary maneuvers to thwart britain's departure from europe one thing is for certain it's going to be a busy week for politicians a week which could define the brags that process or even ground it to a halt. international relations professor william burns foresees more continental
3:10 pm
position ahead for the prime minister the prime minister loses the vote by say fifty votes this might allow her to continue to push for a third meaningful on a slightly altered deal just before d.-day but you know this is hopeful thinking by the prime minister's office the europeans are going to agree to and it's a delay and they have to agree to it we can't do it unilaterally unless there is some substantive reason to do so a general election a new referendum but it can't simply be for theresa may to continue to kick the can down the line week on week day on day ok well these are the latest pictures of live pictures in fact from westminster where british lawmakers are now voting on whether to approve to reason may's new divorce. she's hoping of course that last minute talks with e.u. officials will swing the vote in her favor following that overwhelming defeat back in january going to bring you the latest on that vote as soon as the result is that

. i was been twenty years since tensions between the irish republican army and british security forces subsided u.k. police have now launched an investigation though after a man allegedly representing a republican organization calling itself the ira claimed responsibility for posting explosive devices across the u.k. here's another with more. following four incidents in london and glasgow last week indeed the ira have reportedly claimed responsibility for planting the explosive devices now the i read of course stands for the irish republican army they are a violent paramilitary group that have historically been seeking north ireland's departure from the united kingdom and these four incidents in question several of them happened on march fifth where packages have been found at london's waterloo station which is very central another in the vicinity of heathrow airport and

another at london's in the london city airport area and on march thirty sixth at the university of glasgow another package now to be clear all of those were handled by authorities nobody was injured and the police are now saying they are of course investigating these incidents but they're saying they have seen similarities to previous ira related activity. given the packages received last week bore similarities to divorces sent in the past which ruling to dissident groups associated with northern ireland relate to terrorism. this is one of inquiry well these claims of responsibility were apparently received by a media outlet in northern ireland using a recognised code word and importantly the police have reiterated this is well those claiming responsibility have indicated that five devices were sent but of
3:13 pm
course as you see as we have just discussed there were four devices found last week so the public and businesses have been called on to remain village vigilant as police investigate this and they have said that no arrests have been made so far. u.s. diplomats have seventy two hours to leave and as well a present. duros government has announced this comes as the political crisis deepens there following a national assembly stamp of approval for u.s. backed opposition leader. is it a state of emergency mr ward though insists that's necessary before he can request international aid of the country was hit with a massive power blackout as well as he wanted terry in crisis president duros says the power cuts are the result of cyber attacks by the united states in claims to saboteurs were caught trying to damage a hydroelectric dam on monday and investigation is underway meanwhile one word or says outside help would be appreciated. if i got them going to bring this

catastrophe needs to be addressed immediately no we cannot turn our heads elsewhere no we cannot abandon our people and you are in the states you have the right to protest you have the right to demand you have the right to raise your voice you have the right to protest for your relatives you have the right to go out to the streets and demand our rights it's not true that there is normality in the streets in venezuela there is none in the us itself says it wants its diplomats out claiming that their presence hinders washington's operations in venezuela political analyst chris bambery explains america's tactics. americans have recognized. governments in. venezuela. they are good to do everything the there's no point in keeping them busy open if they're not prepared to recognize. what the americans and their eyes of brazil and colombia want to do and we want to do is create

a strategy of tension situation becomes unbearable but the whole section of the military which operates and. will break or break away break support from a do a launch a coup so what we're seeing here is i think is an attempt to build up what's going to be a prolonged period a strategy of tension in the hope that section the military will be one or four to dissuade us. over the blackout a key reason for us back to quote to call for a state of emergency the government says that electricity has now been fully restored in the country over washington's approach was rather different to another spanish speaking country which suffered a similar issue but all quarter has more. u.s. senator marco rubio has been openly expressing his extreme concern over the situation in venezuela and when the blackout took place he just could not ignore it the nationwide power failure in venezuela now go in on his twenty fifth hour is causing devastating long term economic damage in the blink of an eye the county's
3:16 pm
entire hour many improved auction capacity was destroyed by damage caused by the blackout but he was soon reminded about another much longer blackout one a bit closer to home puerto rico's eleven month long crisis became the longest blackout in u.s. history and the second longest worldwide at the time unlike in venezuela it was caused by a hurricane named maria and back then rubio went to puerto rico and had this to say i shouldn't say surprised but certainly encouraged to see so many of my colleagues in the republican conference express a real desire to be helpful both for the short term for the long term. unfortunately nice words were enough to bring the lights back on months after the hurricane devastated the caribbean island an explosion took the grid down yet again now of course nobody blamed it on a plan by washington to sabotage puerto rico's electricity but when the same thing happened in venezuela guess who was to blame but was sure to juice and starvation
3:17 pm
are the result of the majeure regimes incompetence i do respond this is bringing nothing but darkness. and when the u.s. government was called out for its poor handling of the puerto rican relief efforts well come on that was different it was a deepening humanitarian crisis where the feds were the good guys early response to points rico hurricane wasn't good but not because federal government didn't care the u.s. government does seem to care a lot about venezuela check out those u.s. aid trucks as for washington's aid packages for puerto rico. a couple months ago donald trump tweeted he wants to end the little aid that is left for puerto rico it seems that crises abroad are much easier to solve than those at home either that or maybe despite all the appeal to emotions for some politicians it's just not really about solving the crisis in the first place.

white house has unveiled plans for a record high military budget next year just months off the president trying to cut the pentagon spending a little prince got the details. now we do have the proposed budget for the physical year of twenty twenty from the white house and it includes a seven hundred fifty billion dollars for defense now the budget specifically talks this is the budget proposal we have from the white house about prioritizing strategic competition with russia and china as well as efforts to deter and counter what it refers to as rogue regimes in north korea and iran and also references the defeat of terrorism and consolidating gains in iraq and afghanistan now at this point the white house also is emphasizing budget problems and the issue of spending in the united states and in response to this budget that was put forward we had questions raised about why the defense budget has increased this is some of what
3:19 pm
went on at the white house briefing this is such and certain species in throat why not. he's in for because he's the commander in chief and he thinks it's important to secure the country as one of his most basic constitutional response when we're putting additional dollars towards the military construction funds that we have tapped from there we heard quite an interesting reaction as many people were expecting the opposite it appears trump had promised a five percent cut in military spending and this is what we then heard from trump on social media i'm certain that sometime in the future prison together with president putin of russia will start talking about a meaningful halt to what has become a major and uncontrollable arms race the u.s. spent seven hundred sixteen billion dollars this year crazy now the united states already has the largest military budget of any country in the world by far but it seems that this year that budget will be increasing if the white house gets its way

european union without a deal on the twenty ninth of march the leader of the house will shortly make an emergency business statement confirming the change to tomorrow's business. this is an issue of grave board for the future of our country just like the referendum there is strongly held and equally legitimate views on both sides for that reason i can confirm that this will be a free vote on this side of the. guy. and i have personally struggled with this choice as i'm sure many other room board members will i'm passionate about delivering the result of the referendum but i equally passionate and i still believe that there is a majority in the house for that course of action and i'm conscious also. and i'm conscious also of my duties as prime minister of the united kingdom of great britain and northern ireland and to the potential damage to the union that leaving
3:24 pm
without city who could do when one part of our country is without devolved governments i can therefore confirm that the motion will wreak that this house declines to approve leaving the european union without a withdrawal agreement and a framework on the future relationship on the twenty ninth of march two thousand and nineteen and notes that leaving without it to kill remains the default in u.k. and e.u. law unless this house and the e.u. ratify an agreement i will return to the house to open the debate tomorrow. and stake interventions multiple members and to ensure the house is fully informed and making its historic decision the government will tomorrow publish information on essential policy is which would need to be put in place if we were to leave it out of the this will cover our approach to tariffs and northern ireland border among other matters if the house votes to leave without
3:25 pm
a deal on the twenty ninth of march it will be the policy of the government to implement that decision if the house declines to approve leaving without a deal on the twenty ninth of march. the government will following that fate bring forth a potion on thursday on whether parliament wants to seek an extension to article fifty if the house votes when extension the government will seek to agree that extension with the e.u. and bring forward the necessary legislation to change the exit date commensurate with that extension but let me be clear so saying against leaving without a deal and for an extension does not solve the problems we face. the e.u. will want to know what use we mean to make such an extension and this house will have to answer that question does it wish to revoke article fifty does it want to hold a second referendum. or
3:26 pm
does it want does it want to leave with a deal but not this to these enviable choices but thanks to the decision that the house has made this evening they are choices that must now be faced yeah yeah thank you mr speaker the government has been defeated again by an enormous majority and they must now accept their deal their proposal the one the prime minister's port is clearly dead and does not have the support of this house. and quite clearly no deal must be taken off the table we've said that before i will say that again but it does mean the house has got to come together with a proposal that could be negotiated the labor party has put that proposal and we will put and we will put that proposal again because the dangers the dangers of what the prime minister proposing a basically that we think she carries on threatening us all with the danger of no
3:27 pm
deal the danger of that knowing full well the damage that will do to the british economy this. r.t. will put forward our proposals again which are about a negotiated customs union access the market and protection of rights those are the ones we'll put forward we believe there may well be a there may well be a majority for them but there would also be the potential of negotiating and the prime minister's run down the clock on the caucus rain run out on a maybe it's time instead we had a general election and the people getting. their government should pay one. point point more what point of order mystery in black furred yeah thank you mr speaker this is a humiliating defeat for the government eco people will once again be looking on at this parliament and at this government to disappear the next few days are the

opportunity find money to take some essential steps to morrow we have the opportunity to vote to block any attempt to leave the e.u. without a deal and the prime minister must act as prime minister not as the tory party leader agreed have parted to lie you don't think you keep being dragged off a cliff and vote against a new deal rex's here as prime minister it is the duty of the government to act in all our national interests and that means no deal and then we in the scottish national party will be prepared to engage in discussion with the government on securing an extension to article fifty that is long enough to enable the issue to be put back to the people here this afternoon the first minister of scotland told the prime minister that in the event that the deal was voted down again we wouldn't
3:29 pm
give each constructively odd sensible proposals these proposals must include another e.u. referendum here mr speaker can you advise. it's unfortunate open to the house to bring these proposals forward swiftly in the interest of time we have in a sponsibility to end the uncertainty put all our constituents and all or businesses here is a priority and one from his point of order which i think was probably directed as a wider audience but insofar as the right honorable gentleman asks me for advice what i would say to me is i think that these matters can be explored in debates. almost imminently the prime minister has kindly announced what is to follow and that will be elaborated upon by the leader of the house in the supplementary or emergency business statement the right honorable gentleman is well familiar with the opportunity is there are available to him in the table office and i have every

expectation that colleagues who want to propositions in the coming days will have the opportunity to do so i don't think it.
