a few isolated individuals and it says that they took place in two thousand and three and two thousand and four is around the time that these violations of international law were committed let's review some of what is alleged in the i.c.c. report regarding the activities of u.s. forces in afghanistan that violated international law as reasonable basis to believe these alleged crimes were committed in furtherance of a policy old policies aimed to eliciting information through the use of interrogation techniques involving cruel violent methods which would support u.s. objectives in the conflict in afghanistan. now the united states has never been a member of the international criminal court however in the year two thousand bill clinton did sign the declaration of the statue of rome that essentially created the i.c.c. however the united states never fully joined the i.c.c. now national security adviser john bolton at one point threatened sanctions against the i.c.c.
