putting pressure on congress the u.s. intelligence chief calls for the n.s.a.'s surveillance powers to be renewed into 2020 with the program set to expire at the end of this year. president putin awards 2 pilots with the highest state award the hero of russia for saving hundreds of lives with a perfect emergency landing near moscow after both the plane's engines failed. there was no panic on board even though the engine was rough defilements did a great job landed the plane on the belly. and india stresses its pledge to not use nuclear weapons 1st in warfare but warned that made changes hostilities escalate with pakistan over the disputed kashmir region.
8:01 pm
broadcast live direct from our studios moscow this is the r.t. international and from thomas. the u.s. intelligence chief is hesitant to fully relinquish the power to monitor americans' phone calls and text messages he's putting early pressure on congress to reauthorize the national security agency's surveillance program which is set to expire at the end of the year with more here's artie's came up and. while the trump white house as well as dan coats the outgoing director of national intelligence are urging congress to renew the freedom act of 2015 and this ability of the national security agency of the united states to conduct spying on individual citizens now essentially dan coats in his letter argued that even though the program is no longer in effect it. necessary or could be necessary at some point to reinstate it
8:02 pm
and that it would be in the interest of the country overall for congress to renew the freedom act this is what dan coats said as technology changes adversaries trade craft and communications habits will continue to evolve and adapt. to these dynamic environments the administration supports reauthorization of this provision as well now civil liberties groups have argued that it is necessary for congress to not renew the freedom act of 2015 they argue that there are sections in the act specifically the spying and surveillance section of the law that put the privacy and civil liberties of millions of americans into jeopardy the government's implementation of the cool detail records program further demonstrates both the privacy threats posed by the program and the lack of his effort to see it is highly concerning that it's 3 years to detect the fact that the n.s.a. was collecting records even beyond the broad authorize ation provided under the program the n.s.a.
8:03 pm
should not be permitted to resume this program now prior to the freedom act of 2015 the n.s.a. spying program collected billions of records and the freedom act of 2015 reduced the amount of data the n.s.a. was collecting under the freedom act the n.s.a. has the ability to collect data and phone records of suspects as well as those suspects contacts even if those contacts have different phone companies however there was a concerning revelation in june of 2018 when it was revealed that under the freedom act the n.s.a. had collected data on millions of americans that it did not legally have authority to oversee they said this was due to a technical irregularity so there are many concerns now but at this point the white house and the outgoing director of national intelligence are urging congress to renew the the freedom act of 2015 a controversial surveillance law. for more on this we're now joined live by

jennifer breeden who is a legal analyst jennifer thanks for having being with us as always. so if we get run down to a do you believe that congress will follow through on the trumpet ministrations request to reauthorize the provisions of the freedom act. i'm actually very surprised by this entire endeavor in general i mean 1st of all it was kind of noted that dan coats had a rocky relationship with donald trump dan coats who is the director of national intelligence that is actually the person who requested that the this and essay act be reauthorized permanently and not only did he have a rocky relationship with donald trump i mean he openly went against simpson people have talked about that his resignation is forced resignation but his letter requesting this from congress comes the very day that he's supposed to step down from his post in the d.n.i. a lot of it just doesn't add up i'm kind of surprised we haven't heard anything from the president of whether he really was in this and asked mr coats on his last
8:05 pm
day as director before he steps down to reauthorize such a controversial. bill or a controversial law as part of the n.s.a. so it is very troubling to see this but again i mean it's going to depend on on congress what they can do how they work together i know that both parties in congress have discussed the need to want to stop a lone wolf attack so to speak in america some of the gun violence that's occurred in america i do fear though that this act especially something like of this magnitude is going to expanding it to be very harmful specifically to privacy rights of american citizens so i will be interested to see what if anything the president has to say because this entire request was instituted by dan coats who again is resigned as of yesterday well the freedom still if i'm not mistaken deemed to be quite controversial despite that it was meant to curtail the wiretapping powers granted by the patriot act. why. do the government.
8:06 pm
do i mean do they not need to have some ability to collect intelligence for national security. they do absolutely so let's just break it down very quickly the patriot act was instituted after the 911 it was instituted in the wake of her attorney and former u.s. attorney general john ashcroft as a way for the intelligence community to actually work together we had this whole system going on in the us where the n.s.a. or say the cia intelligence could be gathered but it couldn't go to the department of justice you could actually prosecute and so they wanted to make sure that there was a way to kind of put that together that's kind of the public end of the patriot act and what ended up happening was that phone companies were obligated to turn over information to the n.s.a. which only does surveillance but it was occurring on people it was only supposed to surveil people that either communicated with or had ties to foreign terrorist groups or to terrorism in general and this was a way to curtail what happened in 911 to make sure that never happened again of
8:07 pm
course as we know and most things that seem controversial at 1st it can just expand if the wrong players are in charge of this act which happened under this so in 2015 when the freedom act came down it was a way to try to ease americans and say no no we're going to make sure we work out the kinks but i think americans know better than that because. that's what dan coats is saying here is that anything the n.s.a. and sometimes the n.s.a. just gets surveillance information that's just hundreds of pages of nothing and they've actually come out saying that it doesn't really help resolve or solve any terrorism or investigate terrorism activities so because of this though now they can send that or they can decimate that disseminate that information out to the cia to other players to the f.b.i. and to people who might not have the knowledge of who really is a threat which is going to put a lot of americans at risk certainly these privacy violations so yes you're allowed to surveil you're allowed to keep your country safe from terrorism from these kinds of acts but at the rate that it infringes on the privacy rights of people who have absolutely no known ties to terrorism and that's where it gets
8:08 pm
a little bit tricky indeed for britain always a pleasure to have you on looking forward to continuing this conversation. in other venues and on other topics as well thanks for being with us here in r.t. international. absolutely. for years now the u.s. justice department has unveiled a warrant for the seizure of the iranian oil supertanker grace one this comes only one day after authorities of the british territory of gibraltar released the detained vehicle of the warrant says the vessel all the oil on board and nearly $1000000.00 in cash are subjected to forfeiture based on violations of the international emergency economic powers act document also cites bank fraud money laundering and terrorism related statutes alleges a scheme to unlawfully access the u.s. financial system to support illicit shipments to syria from iran by the islamic revolutionary guard corps which has been designated a terrorist organization by washington and previously iran's top diplomat sharply
8:09 pm
criticized the u.s. for attempting to block the release of the ship which was 1st seized by british royal marines off the coast of gibraltar last month. having failed to accomplish its objectives through its economic terrorism including depriving cancer patients of medicine the us attempted to abuse the legal system to steal our property and the high seas this piracy attempt is indicative of trumpet ministrations contempt for the law. on thursday the u.s. justice department made a last minute application to gibraltar asking it not to release the grace one which was accused of attempting to illegally ship world to syria but the supreme court in the british overseas territory decided to release the vessel anyway and 4 of its crew members the tanker expected to set sail soon minister says the detention was lifted after receiving formal written assurances from iran. the grace one is that for now released from detention on the sanctions act by operation low of august i
8:10 pm
received assurances from the republic of iran that if released the destination of the grace one would not be an entity that is subject to european union sanctions i welcome that assurance. and the iranian authorities deny that grace one was shipping oil to syria in breach of the e.u. sanctions 2 weeks after the vessel was impounded iran seized a british flag tanker in the strait of hormuz claiming it had violated international law the us then later announced its intention to create a naval coalition to combat so-called iranian aggression in the strait. for more that's when i joined live by middle east analyst. as always thank you very much it's a pleasure to have you with us. so if we could talk about this directly the great one was seized by the u.k. last month on suspicion of violating e.u.
8:11 pm
sanctions by taking oil to syria this new seizure warrant is based on violations of u.s. federal law how do you expect iran to react in this case. well iran you know is not surprised by any act of bullying on the part of the trump administration and we shall see hard gibraltar our government and its judiciary react to this request by the u.s. government or a branch of it in the district of columbia but very skeptical that the u.k. and gibraltar officials will heed the call by the u.s. carmen to continuing pounding the rainy and tank here and you know this by the legal force art it is a safe bet that given the fact that iran is also holding
8:12 pm
a british bank. this is part of a quid pro quo whereby the release of the iranian tank will be followed shortly in the immediate future by the release of the british tanker held by iran and so you know we know that the u.k. government and their boys johns all as well as those in gibraltar are rather annoyed by this lingering crisis and they want to wash their hands off of it and the u.s. is trying every trick in the book to lingard this crisis and to keep you as part of this so-called mara time. escort for the oil tankers passage and through the strait of hormuz and the users worries that once this tanker crisis between iran and the use case is resolved then the u.k. will pull out and yours will be a coalition are one more of that gibraltar supreme court decided to release the
8:13 pm
vessel even though the u.s. asked them not to. go about that coalition of one were kind of almost seeing movement that direction what do you think london's reaction will be to the u.s. is move to go ahead with this 2nd war it. well we already seen that the national security adviser john bolton depair to lend job bolton was in london making a last ditch effort to convince the brits not to release the tank here and he went back home empty handed and now they are resorting to this new set of allegations which pay their own a statement by the prosecutor in washington d.c. there are pure allegations and need to be you know prove when in a civil court actually a very tedious long legal process that would entangled the british and gibraltar governments neither of which look or word to such an outcome and therefore the
8:14 pm
chances of. this last stone being hurled that them to keep this tanker crisis going will fall by the wayside and. you know cautiously optimistic that iranian tanks will soon head back toward iran it's already been reflagged boundry name and one must. question do you assess wisdom on this and as what is their next move are they going to interdict a ship in diocese in which case this will be a qualitative escalation that iranians will likely reciprocate and so on so hopefully we're not going in that direction. always interesting to hear thought sir middle east analysts recovered after cia thanks for being with us here martin international my pleasure. right now u.s. congresswoman has refused to travel to the west bank to see her grandmother if she

has to do so under israel's conditions the situation has drawn fierce condemnation back on capitol hill. israel doesn't advance its case as a tolerant democracy or and they've ruined us ally by barring elected members of congress from visit in because of their political views i strongly condemn this decision by the israeli government which undermines the ability for our 2 allied countries to have the frank open and its times difficult discussions that we must have in order to ensure israel remains secure and democratic nation israel's analysis and treaty congresswoman taylor and omar is beneath the dignity of the great state of israel on thursday tel aviv announced it would block visits by the congresswoman over their support for a palestinian led boycott movement in the us israel has since said that russia could enter the country on humanitarian grounds to visit her 90 year old
8:16 pm
grandmother defending his earlier stance prime minister benjamin netanyahu said it is really laws prohibiting entry to anyone supporting boycotts of israel the decision came hours after donald trump encouraged to banning u.s. lawmakers. it would show a great weakness of israel allowed representative omar and representative chloe but to visit they hate israel and all jewish people and there is nothing that can be said or done to change their minds minnesota and michigan will have a hard time putting them back in office they are a disgrace. being critical of israel and the us can't hurt contractors ever since the anti boycott act was passed 2 years ago individuals or companies wanting to do business with us state governments are banned if they boycott trade with israel but some are calling this a violation of free speech earlier we spoke to the green party candidate for new york city council. who told us trump's intervention in the case is the 1st of its
8:17 pm
kind. this is the 1st time that a sitting president has actually told a foreign country to not accept members of his own government so in that sense i think it's very unprecedented and it's surprising at the same time i think many of us in the united states that if you really have $7.00 this isn't supply and float i mean this is the ministration of the soul of i think it is a double standard but actually what's interesting about this is that the fact that there are sort of this retaliation is punishment for individuals and even i've heard even business that's that are joining. us this on it's a leak complete violation of the 1st and then i mean every american i mean we're allowed to point on any. form get involved politically with issues that is really a violent person and i wouldn't mind
8:18 pm
a lot so i think that's tragic and i think that's immoral and i think that's the product question that they're over the democratic party really has to do has to look at look at least to stand up against. the amid escalating hostilities between india and pakistan in the indian defense minister has stressed is country will continue to abide by the no 1st use policy when it comes to nuclear weapons however you did have this warning take a look you just threw the 2 now in dishes strictly adhered to the no 1st use policy what happens in the future depends on the circumstances. i this is the region in question kashmir at the northern tip of india and pakistan both countries they actually claim to they lay claim to kashmir with united nations claiming the area is a disputed territory the so-called line of control remains in the defacto border you can see had outlined here the countries maintain their own administrations within
8:19 pm
this territory but earlier this month india revoked kashmir's special autonomy status now pakistan says that decision has destabilized of the status quo in the region the united nations actually prohibits changes to the status of any disputed state it is also fear that kashmir is majority muslim population could be targeted by people of other faiths in the region with a conflict already into its 72nd year without a solution. but. we've
8:20 pm
been hearing from political and strategic analysts and both pakistan and india on what is next for the kashmir crisis. there is something or nuclear blackmail which our son has been using against india by which they say that look nuclear so we cannot afford an escalation a full scale war and so you have to build with the jihad the stirrer terrorism that this sponsor across our border in indian country saw in years trying to carve the nuclear bluff of pants on by saying look no 1st use is not set in stone if the circumstances change as our defense ministry saying by which he means if our son a downs in a large scale terrorism wonderful meant you know an uprising against india you mean your country we are priced to you know do incursions into india did reach then v.
8:21 pm
me after in a bit it was not a hint it's a signalling not to our conduct in the military misadventures of kashmir from bugs dumbass part was expected which is not the wording but it should be rewarding from the from the perspective of the international community because in the broader picture then ever there is a war between 2 countries and whenever the situation arises where one particular can be going to use a nuclear weapon they are not going to consider the option that since they had to declare all see to have or not india has blown apart all the biological agreements and 17 u.n. security council resolutions which calls for the plebiscite on me so has left more room for their dialogue but different commercial given indeed does not intervene. there is this see india as a big market and that is why i did the longer jeopardize the evolution with them and that is a lie the one in politics isn't being driven by the hard economic realities and not
