north korea. to resume stalled nuclear talks in sweetened with. weapons in the days leading up to the meeting. ecuador's president of. the country has nationwide protests soaring fuel prices. by his dissolution of 2 former presidents. to broader regional. see the same thing happened to american countries we keep seeing you.
2:01 pm
one minute past 9 pm this friday night here in moscow a very warm welcome to our names you know neil. north korean negotiators have arrived in sweden to resume nuclear talks with the u.s. it comes just a few days after pyongyang said it had successfully tested a new cd launched missile in a move that caused alarm in western companies. the search area had a call with japanese minister defense kono where they discussed north korea they both agree that the north korea tests are unnecessarily provocative and do not set the stage for diplomacy in that north korea should cease these tests when north korea saying its missile is capable of being launched from a submarine which would represent a major advancements of its weapons capabilities some analysts are calling it the
2:02 pm
most significant test since the country entered into a dialogue with washington in $28.00 days well just a few hours later the u.s. carried out its own launch it fired an intercontinental ballistic missile over the pacific saying the test was for national security purposes killam up and takes a closer look at that claim. north korea and the united states are headed back to the negotiating table this weekend says president trump well see they want to talk to we'll be talking to him we'll see so we can all just relax and anticipate one step closer to world peace right well no a missile was launched on wednesday the u.s. state department burned with outrage we call on north korea to refrain from provocations abide by their obligations under un security council resolutions and remain engaged in substantive and sustained negotiations to do their part to ensure peace and stability on the korean peninsula and it's used in nuclear ization now to
2:03 pm
prove their point about peace and stability the united states launched an intercontinental ballistic missile from the coast of california on the exact same day but they say it is not a provocative move according to the pentagon brass it's all about peace and security this visible message of national secure. partners in to sway potential aggressor so let's recap shall we this is the pug 3 it's endangering the stability and peace of the entire region and this is the minuteman 3 i.c.b.m. it's just making the world a safer and happier place in august the united states once again conducted military drills in south korea were cursing for an all out war against the north but they say it's nothing provocative about it simply a measure of security north korea didn't see it that way into korean contacts will be difficult unless they put an end to military exercise of a plausible explanation in
2:04 pm
a sincere manner that is worth mentioning these drills were scaled down a bit compared to the ones done in the past we are working very hard to make sure that it is not perceived as provocative to go as far as to modify even the name of the exercise and to modify the scenario to take out all the offensive characteristics it's all about perception if we do it it's understandable for security purposes think of the i.c.b.m. as a jolly little kite bringing joy but if they view it it's a provocation putting the entire region into danger yes it's one sided attitudes like that that are sure to bring peace on earth they fired off an i.c.b.m. missile. you know like 4200 miles to the marshall islands this wasn't a small underground or underwater test so the u.s. is. wants to be able to behave one way as a military might with its military might around the world and the other countries
2:05 pm
do the opposite and so unfortunately we are left with these types of instances where very few people question the power of the military of the united states very few people question why the united states is testing the nuclear deterrent if you will. bring it to south american our ecuador's president turns they cleared a national emergency following a wave of violent protests over the authorities this isn't to end fuel subsidies the move which came into effect on thursday is expected to cause the price of petrol and diesel to double the workers in the transport sector launched a national strike in response with taxi bus truck drivers blocking roads in major city students and indigenous groups all to join the protests horo ising peru's transport networks make tappable demonstrators clashed with riot police who fired tear gas hundreds of motorists despite the turmoil president lennon said there is
2:06 pm
no chance the 40 year old subsidies will be the case. that there is no possibility of changing those things related to the perverse subsidies are causing so much harm to the country they were distorting the economy but above all else allow for important national resources to fall into the wrong hands to try to ensure the safety of our citizens and avoid chaos i have declared a national state of emergency and let's go through what we know the ecuadorian government scrapped the fuel subsidies in order to meet targets agreed with the international monetary fund as part of a bailout deal signed in march ecuador agreed to slash public spending you know intends to reduce its deficit from $3600000000.00 to under 1000000000 dollars by next year the view largely agreed among analysts is that economic restructuring will be a painful process for the country. the i.m.f. is giving a credit to our country is under certain conditions on the. day they control the
2:07 pm
economy they're going to go down to the so the goal of i.m.f. what they are really following this try to open the economy up for a while though or just to make the. ecuadorian people in the future but not get access to a different kind of private services that. they don't have it at the moment but the thing is what is the cost of this kind of rest the direction of the economy and either my government jangan district or open the markets we've basically as the main advice that i am of the given we're going to give to you launch we're going to give you credit but only under certain conditions and then they're doing that we know they're going to see inflation we know they've been increasing employment rate at the moment but in theory yes in theory very well that of the future going to be an economy similar like the us economy or mexican economy let's say but obviously with the high like i say with the cost of the region that's going to be there because he's basically the other and all the economies got it right now let's keep
2:08 pm
the spotlight on latin america because peru's president appointed a new cabinet on thursday and will prefer to govern with all its opposition until elections in january it comes after martin this current took that dramatic step of theirs all of in parliament earlier in the week in order to break the impasse over his corruption drug. yes yes. while the president's opponents have described the move us on constitutional there's been a groundswell of popular support for him across the country since $26.00 thing many leading officials including most of the country's living former presidents have been implicated in corruption leading to a spate of convictions and frustration among peruvians. saying the president is no easy job this stress pressure responsibility for the entire country but the president of the room also show you time at least if. you see it said
2:09 pm
this. former vice president the defeated and still head of the conference. is saying in no i am temporarily assuming the presidency of the republic a response to the fact that in the president's car has failed but just hours off to be sworn in he resigns i have decided to resign from the position of constitutional vice president of the republic the reasons are explained in the attach letter i hope that my resignation will lead to the convening and general elections in the surest term of the country. that's up to the current president. dissolved congress which plunged the country into a political crisis massive protests and his resignation from the nazis this week interesting the this got himself elected he took over from federal public who resigned over corruption charges just out of
2:10 pm
a concert in the government palace with a view to a brick through a bunk in a cell for 3 years yet it was a month yet we want to denounce in the name of our family the injustice that has been committed against our father. has been given 3 years of preventive imprisonment. guess. his previous this or young the mother was also arrested on allegations of money and here he is watching his property and freedom being taken away. there was a lot and. it won't come as a surprise that he too was arrested on the same money laundering charges the only reason he escaped prison time is because he committed suicide before trial i $100.00 also with you this time in the village. a bit before he morally guess where he is in jail to 2031. we weren't joking when we said being proved prisoners
2:11 pm
jinxed perhaps missed that this was made a wise decision resigning so quickly it's a safe. well some analysts have drawn parallels between the crisis there the situation in venezuela the opposition also rejected the dissolution of parliament appointed its own interim president however on like venezuela the u.s. embassy improve chose to remain somewhat control a political analyst we spoke to say that the spike the similarities between the situations in peru and in venezuela they're treated very differently by washington . if we compare bin is clearly and we compare peru indeed i mean in this occasion the united states had decided to step back and see what will happen what is going to be. a role of the united states if they would be ally doing exactly the same as they have done before you know you would have expect that
2:12 pm
congress would say they would support if they would be more like you know inclined to do the same things and to be more coherent in their in their political stances the united states has played kind of a double a rule that's not very clear right you apply some criteria in the case of some countries have the not different set of criteria to this key to asian or prices in another country that shows probably a double more all. and the other reaction we've been getting to the proving crisis are to a spanish channel spoke to jail former brazilian president lula da silva. i think peru is seeing the same thing that has happened to other south american countries we keep seeing new ways of staging a coup. no one has to accept
2:13 pm
foreign interference in the affairs of a sovereign state i do not support american brazilian colombian or any other interference their attempts to control another country by promoting their own candidates by creating a fake figurehead like who are not i don't know i'm totally against this but there are situations that a democratic country has to deal with on its own. you brazil is a very big country it can be fully sovereign and it could become one of the main actors on international policy i admire the role that president putin plays in the modern world it shows that the world cannot be held hostage to u.s. policy to trump's craziness the craziness of a u.s. president who believes that he could invade any country kill any president somebody has to stop him and brazil can do that. ok moving on the british
2:14 pm
army has caused offense among members of one of the minority groups it's been trying hard to work into its ranks it tweeted that black history month which it is marking is now being expanded to include asian people ask it taylor picks up the story there are some battles you can't when you just ask the british army no i'm not talking about iraq or afghanistan or even the 5. war i'm talking about the fight to win over the hearts and minds of each and every citizen of us old blighty black history month has kicked off in the u.k. this week in the british army to tell they keep its finger on the pulse has dedicated the next 30 days not just to black people but to all the asians who have served in its ranks still haven't got over that clearly. we missed a trick here we didn't explain that black history month has expanded to include the
2:15 pm
history of asian people and their contribution to hence our recognition of our historic partnership with the indian army but in the minefield of political hypersensitivity the initiative might just be a flop it's been slammed by the very communities it was supposed to ingratiate herself with and less these asians a black i don't want to see it to be honest there are 12 months in a year black history month took up one month of the 12 but they wanted to be black asian and minority ethnic moms w.t.f. because another months and make that asian history month i'm sure a lot of asians will appreciate it come on don't be stupid it's bloody black history month why is that you can criticize the army for its lack of manners for the move very thought point for the british so thank goodness for the good old delete button because the tweet in question was removed not before had fired up the haters of course and even the odd lonely voice of support the contribution of sikh
2:16 pm
hindu and muslim communities can't be ignored if they consider themselves politically black than they are i can't even pretend to know what politically black is but i can tell you what black history month is initiated violence across the pond the us decided to give up months every year you know to repent for all those centuries of slavery and segregation and it's part of the growing trend of. action that might just be backfiring take while seamus harvard university for example turns out it's got racial quotas to ensure a diverse community something that didn't go down too well with a group of asian americans who filed a lawsuit saying they were based here lies the case in favor of their fellow black applicants despite having far better entrance schools and if multiple studies have shown that if the university based its admissions process just on academic factors
2:17 pm
what a bizarre notion asians make up over 40 percent of harvard's classes that's more than twice its current figures. the coolest conclusion the harvard has shown that it submissions program serves its compelling interest in diversity some racial categorizations are necessary to serve the interest and while the court might have backed hard at this time it's opened a can of worms an increasingly divisive issue affirmative action might find that its heyday is over so there's a huge amount of marketing executives and only sort of social media advisers you know in places like the british army if you're completely detached from reality and society and that sort of started to use all the social awareness kind of things that were just for marketing and this entire social awareness kind of you know progressive stuff should probably let the people who are actually experiencing racism probably lead to look older people who are actually out there on the streets variance in these things rather than you know. who are sort of defining and sort of
2:18 pm
deciding their what their i think that by providing a lower standard for a certain race of people in a higher standard for a different race of people certainly 1st of all creates a lot of conflict between different races of people that would not have existed otherwise but i think it also demotivates. certain people you know who probably would have been more motivated to go out and do so based off of their hard work and absent which now they're not being rewarded for and i think that it provides unfair advantages soon we're going to run out of months and seeing any action one takes to piece one minority were aggravate and not that you've got to admit it's tough out there on the front lines of political correctness. over 60 scientists from 11 countries have signed an open letter stressing the need for drug measures to tackle the environmental crisis in the document they call on
2:19 pm
the world's city leaders to cut the amount of meat and dairy served in public can taint. while there are plenty of ideas most people who get into environmental campaigners are increasingly facing a backlash over what some see as their more extreme proposals here's a clip recently emerged showing a right wing activist trolling democratic congresswoman. ocasio quote it's. sadly i don't think the country is going to overcome these enormous
2:20 pm
problems caused by the invasion and occupation of iraq the u.s. led invasion occupation of 2003. because the problems have become so deep the destruction was so well massive and the political elites installed in iraq where almost all very corrupt and this has added to the problem of trying to recover from that destructive occupation that is the problem with the with iraq that the problems are so deep and there are so many corrupt senior politicians it's very difficult to implement a lot of the demands of the people things like eliminating corruption getting rid of massive unemployment among young people housing problems poverty problems.
2:21 pm
ok obviously the wrong video with their what we were going to show was a i member of a pro trump group essentially stay. you should eat more babies in order to keep population don and in fact help the climate issue across the world video well it quickly went viral and there have been more ideas intended more seriously well we know too well let's get into this debate because there are a lot of issues being spoken about in fact one of them being not come about is and could help to see if the plan but more on what was being spoken about idea to get less meat been eaten in counties around the world i'm happy to say we're joined now by holdin a farmer the former director of the sustainable food trust dr marko springman mark who's a senior researcher on environmental sustainability of public health the university
2:22 pm
of oxford he also was signed the letter who we start with dr springman can we begin with you to what extent then just briefly does meat dairy consumption need to be reduced and perhaps more to the point do you expect it to be heated side of the western world particularly countries like india china. well what we see now in country high income countries like here. animal source foods that are responsible for 80 to 90 percent of the food related to carbon footprint that we have it's really clear that if we don't change i would die is here but also diets all around the world through more healthy and plant based diets then the. emissions due to food will take up to complete emissions budget that we have in order to stay within 2 degrees of global warming so we urgently need to change what we eat for climate change purposes and we found that changing to
2:23 pm
a more healthy and mostly plant based diet would also be much healthier so it would preserve public expenditure. on health care services it would reduce greenhouse gas emissions and you'd better get heavy rain wind situation there patrick so there you have the point that eating less meat is going to help the environment because a lot of carbon dioxide comes from cattle for instance being fed and grass not on grain what you say when that accusation is put it you. well it's interesting you mention that 60 environmentalist that have signed the scientists the saw in this letter and many of them are known to me and i'd like to think of myself as an environmentalist but to be honest with you i think that this report this this feedback has added to the public confusion about what they should eat to be sustainable and healthy ally think the failure of what dr spring when
2:24 pm
this just said is he's failing to differentiate between the livestock products which are actually and the farming systems were actually part of the problem and there i would agree that we need to eat much less chicken for instance and much less much less pork and those which are part of the solution namely grasper gruinard handles that means. grass fed or mainly girls for dairy cows which are absolutely part of the solution because as a farmer i can say that without grassland we can't rebuild and recover those the soils which contributed massively to climate change so i think what we have to do is to differentiate between the livestock which are part of the problem those which are absolutely part of the solution as we should do with plants as well it's all very words they go to a plant based diet but if those plants are palm oil and genetically more modified soy they're actually part of the problem as well and that's that's a big issue isn't it dr springman that you know as the west deals with this you've
2:25 pm
got you've got continents like africa and asia which will continue to use. which leads to the desolation of many wildlife in those areas where palm oil is being produced are we in essence putting a band-aid in what is a much bigger problem. surely also a big problem there is no denial especially also pasture fed beef and lamb is over 10 times more emission intensive than white meat and over 100 times more emissions intensive than any plant based protein sources and study over study have shown that. beef. is even more methane emissions than grain fed beef but i should say we really need to reduce all kinds of. all kinds of animals forest products in western diets for sure
2:26 pm
to get to a sustainable level you're right to say that in low income countries to situation might be different but we projected that even there and 2030 countries followed a track it's expected they would follow a meaning when people get a bit more money to switch to a more western diet then by 2030 day we'll also over consume animal source foods and so much so that they would be above sustainable limit so it's. true that is a very urgent discussion here in high income countries but we must not ignore the income and middle income countries and make sure that you get on a sustainable path as well just changing talked a little bit one of the issues where we're seeing pictures while we're talking to our mosque protests happening particularly in western capitals children leaving school to march for the environmental agenda whatever they see that to be.
2:27 pm
how do you see this progressing is there a threat of climate extremism. i'm right behind those marchers and i believe that this question of what we should eat to be sustainable and healthy is the question at the back of every responsible citizens mind today but what i'm saying is that we need to align our future does to the output of the sustainable farming systems that will replace the unsustainable worlds that we have present and in that respect i can say that speaking to you from a country which is 2 thirds grass learned. from grass was it's absolutely part of the solution dr spring when it's right that those people on walls and make me thing although the calculation made by the f.a.a. and others at the contribution that methane makes to climate change has been exaggerated as i'm sure he would agree but of course the methane is offset by the
2:28 pm
carbon that is held in the ground by the grassland and this is a very important point i think the public are extremely confused about it all the statistics about lowering red meat consumption fail to differentiate between the intensive pork and indeed the feedlot beef which is part of the problem in america and the grass roots systems which are absolutely part of the solution i think the science community need to pay more respect to practitioners dr springman just on the issue of. when people tick things into their own hands and perhaps do things in a in a mob mentality that the other wouldn't otherwise do so themselves leading into issues such as eco terrorism. do you are you aware that. if there's so much being spoken about something that there's there's a fear growing among the youth that it's making them tense it's making them anxious and people might move away from water very good subjects to delve into because
2:29 pm
they're afraid that their their children are just going to be led towards one way almost like a religion. i think those children really have a good reason to be on the street and. applaud all those protests that are going on at the moment what we have seen is really a failure of politicians to make decisions that get to a place where we combat global warming and we are where we have a healthy and sustainable world what those protesters very often call for is public assemblies deliberate deliberative dialogues and i think those there need to be more of those and old voices need to be heard. including contradictory voices like mine i mean we've talked in the past with each other and we disagree i mean he looks at case studies usually look at the impact and there you don't see that the carbon that is sequestered in topsoil makes
2:30 pm
a meaningful contribution there would be much better if you would a forest for example on the parts of pastures to ok come combat global warming. i want to maybe just your thoughts 30 seconds each if you would all we're going to show a video of this eating eating babies this trolling of a u.s. congresswoman just to get your thoughts on this because we're seeing more and more stones from both sides seemingly at let's have a look. we only have a few months live i love that you support the green deal but but really it's not get it we don't get it we're fossil fuel it's not going to solve the problem fast enough you are so great i'm so happy that you really support a new great deal but it's not enough you know even if we would barbara show up we still have too many people too much pollution so we have to get rid of the baby step.
