thanks for joining us here on r.t. and. start with breaking news police have confirmed a stabbing incident in central london was a terrorist attack and we can show you now some eyewitness video taken in the area which is a busy thoroughfare in the city as you can see people appeared to be wrestling with the suspect trying to pin him to the grounds one man managed to get the knife off the attacker and armed officer is seen with his weapon drawn short time later shot is police confirm that the attacker was shot dead at the same short time ago the mayor of london said a number of people were injured in the knifing some of them seriously so some local media reports have suggested at least one victim was killed although that has not been at this point. our correspondent. reports from the scene of the attack.

london bridge is still completely on lockdown not follows the incident that broke out earlier this afternoon at 158 local time as you can still see there are still mass evacuations happening from the office building surrounding the london bridge vicinity it was indeed a major incident earlier this afternoon the assistant police commissioner who confirmed it was terrorist related as you would expect the nature of the incident we responded to this was terrorist related are now in a position that it has been declared a terrorist incident the suspect who was also a fake a hoax explosives attached to him he was shot down at the scene on london bridge is understood that before he was shot down dead there are members of the public that were pinning him down that was video footage that emerged not reportedly at this moment in time as i say the incident broke out some 3 hours ago and since then there were convoys of emergency services flooding into the scene descending onto

london bridge including counterterrorism offices at the time it was a precautionary measure of course now it's been confirmed as terrorist related but accompanying them was also specialist. offices too as well as ambulance services and indeed the fire brigade we understand that many victims are now being treated at hospitals for their injuries some of which are a serious level the police are still offering statements saying that the public must remain vigilant and say calm at this moment in time as they say the incidents over it's no longer ongoing but of course earlier this afternoon there were scenes of absolute pandemonium and chaos rushing people. panicking. slug people rushing scrambling.

a security analyst and former u.k. counterterrorism officer joins me on the line our very good evening to you charles sadly whenever we speak it seems to be after an incident such as this or quite frequently in the u.k. as well initial response from you as to the nature of the incident and also the police response which by all accounts seem to be pretty rapid. yes the police response actually on the ground seems to have been almost flawless of course it's very early to say but what we can see from the video shows that the police acted pretty much as you expected pretty much as you would hope that they would do so and of course i've learnt from previous incidents and your correspondent rightly referred to the 12 and a half years ago which was quite a similar attack or be killed far more people you've got a situation here i think where once a person is identified with a bomb belt around him carrying some kind of bomb vest or something like this and the report suggests this person was places response is almost going to be automated to soon as armed police remember most police in london and indeed the rest u.k.

are not routinely armed but it's an example if you're on the scene and they will be there quickly as indeed they were the london bridge attack 2 years ago then it's almost automatic the way they're going to deal with somebody like that because after all even if it has been taken off him he can still detonate that bomb vest and indeed you saw the actions of the police assuming that that was a genuine vest as they must do and clearing people out of the way what i would say is regarding the nature of the instant you're right to refer to the way of a violent crime particular knife crime london scene but i suspect that once we know more about this incident particular the fact is where in this vast in the way that he was i don't think this is going to be related to the normal if you can use such a phrase for the normal type of knife crime that is largely gang and drug related that we've seen in london especially over the last year i think it's probably is going to prove to be a terror attack in one form or another each shot tells about the police response and how it was you know it was clinical it was efficient it was it was fast and seemingly everything went exactly as they would have hoped to plan in this case but

i would ask you about the involvement of what seemed to be members of the public have a go here as it seems like some people responded by taking on the assailant now that will be by many people perhaps quite rightly so but when you've got the police making these split 2nd decisions to use lethal force does that make their job a lot more difficult when there are public members of the public involved and we saw one man see me walking away with the assailants knife surely he could have easily been identified as another assailant by accident. yes these are problems of course but i think it's difficult to say without knowing the lead up to this instant we've only seen a few seconds probably a couple minutes in total of video but i think that certainly when you looked at the situation 2 and a half years ago london bridge a nearby berm market that the actions of members of the public security guards and so on not police undoubtedly i think saved many lives by barricading people in but also by confronting the attackers with whatever weapons were available and i think

that most people would say that even though those people actually who are attacking the attacker let's face it and on themselves are taking on a great risk to themselves i think generally speaking when the public turns on the attack it will probably save lives and it's interesting as well i know you used the phrase which isn't being used much in the media actually the west media use the phrase who seem to be members of the public and i would also urge caution at this stage because those people seem to be acting almost like an organized manner where in similar clothes ok these might be false pointers but probably they were a member of the public but it's probably too early as in most aspects in this case to assume anything as a certainty at this stage is an argument for all the police to be are now rather than waiting for a particular armed unit to respond quickly to a situation. i mean i was an armed policeman years ago obviously working in

counter terror what you you will be armed quite regularly but. at that time the vast majority of police officers not only were not armed as indeed they are now not armed but they actually didn't want to be armed it's quite a sponsibility carrying it you mentioned earlier the possibility of accidentally shooting a member of the public in the sort of situations and that's a heavy responsibility for anybody to bear but i think the tipping point if not has already been reached is being which way the majority of place sonny i think in cities perhaps would like to be more retreat in the armed or perhaps have certainly more armed officers available more more police are being armed with for example tasers and c.s. spray and so on of course many people understandably. unhappy and are disturbed by what might be called the militarization of police but there is a balance to be struck i think and certainly there's about a space truck with having that capability available and the necessary necessity or the frequency of using that it's one thing to have police available quickly and

it's another thing to say as we see in many states in america in many sess states in america is one example where all too often armed response and armed forces used almost as a 1st resort rather than as a last resort as we see in the u.k. of course it's not just the response of the police on the ground here but of course will be spoken about in the hours and days ahead the place on the ground appear to have reacted so far at least as far as we can tell with quite great professionalism and courage but of course it remains to be seen what the intelligence background satish instant is what this person as we've seen so many previous occasions of attacks not just in the u.k. but in europe and elsewhere in the world was this person actually known to the security services and was there any kind of operation ongoing against him and was there any indication that either he was about to carry out such an attack or that that indications those indications perhaps should have been picked up again it's far too early to. say but those are the kind of questions that have arisen in the past and repeatedly in the past of course in the u.k.

we've seen that in most of the cases of terror attacks. sometimes despite quite stringent security service denials and politicians denials but later on it's emerged that actually people were these suspects were well known to the security services who for one reason or another decided not to apply the surveillance resources against that person as much of a stop the attack and of course the classic case of that is the manchester bombing of a couple years ago as well. we have right now running some videos some of which were filmed by members of the public increasingly now there is quick access to videos of incidents shortly after they occur the authorities suggested to people not to publish such. images i mean they they can sometimes be misleading can't they what are the concerns here. yeah that's absolutely right and that's why you know i highlighted your own personal response what seems to be the case and i'm saying as

far as we know so far from the evidence that we have so far little clips of video can really be very misleading often they're accurate and of course they can all to get a bill to check sort of bigger picture but until really you get to a court case or an inquest or something like this although the police themselves well i think an instant like this quite quickly have all the information available i mean in a couple of days or so most people i think would have sent in videos plus of course the areas completely covered by. public c.c.t.v. systems and so on that the police have access to sometimes in life as life information but the whole picture is unlikely i think to emerge for the general public into some kind of judicial hearing takes place and of course there's almost certainly will be an inquest in this case that will be some months away at the very least but it's the intelligence background to this that i think will probably raise more issues than not when you get a single attacker like this it's completely possible of course that he's acting completely alone there are no associates that he hasn't because he's used simple

weapons such as a vehicle as in past attacks or a knife as in this attack there's no real preparation that needs to take place in terms of acquiring the know how to do such a thing to acquire. the ingredients for building an explosive device or acquiring firearms and so consequently it's quite possible of course for these attacks to take place without leaving any intelligence trail and intelligence picture behind it could have been detected but the. fact is again i would say that in most of these cases even when it's been a lone attacker involved it's unusual that somebody goes from being not known in any way to intelligence services in a place to actually carrying out an attack of this nature but that of course remains to be seen of course whether it's one thing of course to know about somebody but it's another thing of course entirely to be able to put in place an operation to prevent this kind of attack taking place but again we need to be patient and await the more information and details as they come out and shows that

if you if you could just like you to try and help myself and people at home understand this this concept of the the level of terror threat it was described as being severe it was reduced to substantial want to know what that means in real terms it's not like a member of the public hears that it's been reduced to substantial and will say to themselves ok i'm going to go out tonight it's more safe does this mean anything to the public does it mean it changes the way the authorities are dealing with potential threats. i think it probably doesn't make much difference to the general public i know that as a relatively high risk of terrorism indeed you might as well say that in the current situation going back 20 years in the u.k. with one threat or another that it's a permanent status refers what it does mean is behind the scenes for security guards for what the security services called the bigger police family for example which includes security guards on bars and in shops and and elsewhere that there is a high level of shall we say preparation behind the scenes

a high level of coordination and perhaps extra people being deployed including in implying close but it is very interesting for the 1st time this terror threat level was reduced for some years and yet it's perhaps a sign of how in real terms terror threats little i should mean to the general public the fact that just a few weeks later a terror attack takes place notwithstanding that the security services have apparently deemed that the threat is now less than it was when it was a high level and yet there are no were no terror attacks taking place it's worth remembering as well all the way but 2005 those devastating 77 bombings 50 people died just literally days if not even hours before those attacks took place yet again on the i cation to security services downgraded the security level security threat level perhaps you know is a cynic might say that that tells you how little actually. people are i know what's

going on behind the scenes all be. so there's so little that the actual terror threats are actually means to the public and of course you could even be more cynical and say that actually had an election coming up was it a surprise that the government reduced the intelligence threat level in that way perhaps of some more good news some people would say that of course there's no actual evidence to suggest that's the case but also this information this terror threat level comes largely from the intelligence services millions. 5 it would appear that they've got this wrong by reducing that level but i would say that at this stage there's nothing to say that their reasoning wasn't correct and also there's nothing to suggest that had the level been higher that the outcome would have been any different today and finally charles the fact that the knife was used in this what seems to be a terrorist attack is very reflective of a major problem in the u.k. this rising number of knife crime incidents a discussion that i've been having with a colleague is is there genuinely

a rise in the incidence of knife attack is it just that in years gone by it wasn't necessarily being reported as such and if it is rising why is that the case. enough crime has risen i don't know if it's rising really on a week by week month by month basis at the moment but certainly on an annual basis it's at a high level under a number of killings resulting from the us is also at a multi-year high. increased. propensity to use knives among certain gangs and so on largely teenage cancer should be sensibly young people carrying knives almost as a matter of course many people will point to the fact that sentencing for carrying weapons not sentencing for murders and sentencing for actually carrying out woundings but the sentencing for actually carrying the weapons in the 1st place is pretty much disappeared and i think there's a lot of support for that that for example you countless studies are showing that you need to commit 2 or 3 crimes at least of being caught with

a weapon before you actually even going to be in prison so i think there is to some degree a lack of fear of 1st of all being stopped and searched in the 1st place because the numbers of stops and searches of absolutely plummeted over the last 2 or 3 years that was to resume a's initiative to reduce that remember that then prime minister. in response to in some cases very understandable in legitimate concerns about the disproportionate use of got tactics against certain groups but one of the results of that has been that people have become less fearful about being caught with a knife in the 1st place because they're not going to be stopped and searched and secondly more importantly that even if they are caught that absolutely nothing in most cases going to happen to them entails somebody is then injured or killed and of course in certain societies and on certain areas of london if other people are carrying knives then you yourself are going to as a young person because you're a different gang will because you're fearful you also then will carry a knife perhaps only in self-defense but then of course at some point it's going to
