partial results are released from the democratic party caucus in the us and state of iowa after an embarrassing delay caused by technical difficulties. the arrest of an alleged war criminal who lived in hungary and then france on a student visa raises questions over islam islamic extremists entering the e.u. . president putin and heir to one speak by phone after turkey holds joint patrols with russia in syria over a deadly shelling incident. broadcasting
6:01 pm
live from our studios in moscow this is r.t. international i'm sean thomas certainly glad to have you with us. a partial results are now in from the democratic caucus in the u.s. state of iowa after a long delay and presidential hopeful pete but a judge has taken a surprise lead ahead of bernie sanders with 62 percent of precincts counted for more on this we can now across 2 artes and in new york. it's been an interesting process watching it all play out what do we know so far. well we still do not have complete results of the iowa caucuses the 1st vote or caucus i guess in the presidential primary of the united states now in terms of candidates and the results we have 62 percent of the precincts reporting and at this point in terms of state delegates in terms of delegates representing candidates pete buddhist has 27
6:02 pm
percent of the vote with 2527 percent of the delegates with bernie sanders with 25 percent of the delegates behind him is elizabeth warren with 18 percent and joe biden in 4th place with 16 percent now bernie sanders is ahead in the popular vote however in terms of the the delegates representing the state at the party convention is in the lead this is what we heard in the aftermath of these results and beforehand as as candidates were both declaring victory sanders as well as both said it was a victory night for them so we don't hear results. by all indications we are going on to new hampshire victorious ah due to the failure of the iowa democratic party to release results tonight and in the interest of full transparency bernie sanders a senior advisor jeff weaver is releasing results from nearly 40 percent of
6:03 pm
precincts in the one. now it took quite awhile for us to get these results the results did not come on the night that the iowa caucuses took place and they say this is because of a technical glitch they are saying there was no election interference it was simply a technical glitch on the part of the technical apparatus used by the democratic party to determine who would get what delegates take a listen. inconsistences in the reporters in a free says have results in addition to that that system has been used to tabulate results well susan footloose of results and a paper trail to volley dates that results match and issue that we have confidence and accuracy in the numbers we report. so at this point many are pointing to this is a huge embarrassment for the democratic party because this new system was put in place for the purpose of protecting the integrity of the elections this whole new
6:04 pm
system was put in this new apple computer program was put in in order to make sure that there was no interference and it seems to have had the opposite effect it seems that now this technical glitch has delayed the for final results of the iowa caucus vote almost indefinitely we have 62 percent reporting we don't know when the rest of the vote will come in we don't even have 2 thirds at this point of the vote now what is quite interesting it seems is that this is the beginning of the primary in which it will be determined what candidate will run against donald trump in the 2020 election donald trump is the presumptive nominee of the republican party he'll be running for reelection democrats are now determining who will represent them in the final vote in november and already with this 1st vote in iowa with technical glitches with incomplete results at this point it's already off to a rather bad start now we'll be hearing from u.s.
6:05 pm
president donald trump later this evening you'll be giving a state of the union address but at this point the democratic party seems to be in a situation where their primary race is looking to be full of surprises right ortiz killam up and they're in the states we know but if there are any more developments you'll stay on top of that force is going to be a big political night of the state of union tonight as well thanks for that and for more on this you can cause live to investigative journalist david lindorff thank you very much for being with us here in our 2 international. for those people who are outside looking in the iowa caucuses credibly confusing people who judge has a narrow lead with 27 percent are you surprised by that given that the polls show sanders and biden were the 2 front runners going in. well i mean the actually the last poll that the one that they held back because they said that because complained about it that poll actually showed him doing better it
6:06 pm
showed him behind sanders and it showed biden collapsing so should sanders in the lead which he probably will be in the end when all of the you know county it's over so it's consistent with what that poll was saying and i think that there's reason to suspect that the poll was held. through. basically a dirty trick by boucek where he had this one call or say that they didn't weren't given his name as an option. and it hardly seems valid to cancel a poll because of that but in any case they did cancel the poll that it made me have been because of actually seeing that biden was tanking which he did tank so that's that's the big takeaway from this is that biden is almost made me actually
6:07 pm
by the end of this thing have not hit 15 percent of the vote so the long delay in releasing the iowa caucus results has been hugely embarrassing for the democrats at least the democratic party there in iowa lot of it undermined the entire process do you see this as a significant setback for the party or can they move past this. well it's a huge setback for the d.n.c. the democratic national committee because they contracted with this firm to handle this and the firm itself the intercept has done a really good investigative report on it it was founded and run by all veterans of hillary clinton's campaign from 2016 so you know what kind of idiots you have to ask yourself after having ad with mitt been exposed for having sabotaged the standards campaign in 2016 to then have this this company
6:08 pm
running elections like in iowa and apparently in nevada nevada has dropped them now because of this catastrophe but. there's even evidence i saw evidence that that the bella totals were being changed because there was something weird it was late last night at 8 o'clock or something in the times there was an article about the 1st reporting caucus and i looked at it and it had sanders with $9800.00 votes in the 1st balloting and then people get to change their ballots afterwards if they if their candidate got less than 15 percent sanders vote was the lead and it was about 30 something percent of the vote and in the 2nd ballot his total was $1385.00 which should be impossible because under their rules if you had more than 50 if your candidate had more than 15 percent you weren't allowed to
6:09 pm
change your vote so how could he lose votes it would only have been able to go up or stay the same so i think there's going to be some some more dirt coming out on this i think it's worse than it might look so. yeah it certainly is a very interesting and very suspect to say the late. if we go back into the past if past is precedent the winners of the iowa caucus often go on to win the nomination this was the case for barack obama also hillary clinton if would a judge does win this. how much of a boost would that be for him i don't think it'll be much of a boost because cinders is going to really win by a large number in new hampshire and. you know biden was doing well in south carolina but he's being caught by sanders and sanders is likely to win nevada so i think i think what's happened is that the iowa caucus which only represents
6:10 pm
something like 15 percent of the voters in iowa it's a very low turnout in their caucus in a state that's 90 percent white not reflective of the united states as a whole which is 60 percent white. and i don't think it's going to last as a predictor. all right and one more question for you having seen both sanders and what a judge declaring themselves victorious before any results had been released. was this misguided on their part where they were trying to play the political game looking for that moment to declare victory. and does it make the democrats look bad . well i think it was a game of bridge chicks part because he didn't have the personnel in the resources to actually have solid numbers the sanders people apparently anticipated problems and had their own tracking of how the totals were going in about 40 precincts that
6:11 pm
were spaced out in all the congressional districts and so they had a pretty good sense of how they were doing and based on those 40 percent of the precincts they said that they thought they were going to take about 29 percent of the vote that may turn out to be fairly accurate i don't know but i think that sanders people came up with their result after jumped the gun and said based on no reporting that he had won so i think you know basically sanders was responding to so that that didn't become the story line that would it 6 winning all right that's a bit of a journalist dave lindorff was a pleasure to hear thoughts and have you with us on arch international thanks thanks for having me. all right a former spokesperson for a syrian jihad is to group has been arrested in france on charges of war crimes and of torture he had lived in hungary for several months before being granted a student scholarship and say the authorities were only tipped off after human
6:12 pm
rights group pointed out his real identity are to look at the loophole that allowed a suspected war criminal entry into the e.u. . torture kidnapping war crimes these are just some of the charges brought against a syrian who was named on a student visa he went by the name of mushed enough may in france back in syria he was is a lowish no ordinary stews and t. is said to have once been jayashri islamic press secretary previously nor did his freedom fighters the hardline islamist group in fact curried out a reign of terror in the eastern ghouta suburb of damascus.
6:13 pm
when you look at. him he's linked in profile he describes himself as being specialized in security and terrorism affairs with a focus on syria he boasts of an impressive academic background with bachelor's degrees from not one but diverse cities including in hungary and when it comes to experience he mentions being the c.e.o. of the syrian news monitoring network may trace of the allegations of torture or forced in this moment of children raising his history seems upped given that all islam ceased to exist back in 2018.
6:14 pm
as the battle for eastern ghouta played out the french government said it was concerned about a grave violation of human rights and it called for a cease fire now while it acknowledge the presence of joe harvests it also accused president assad of using the ongoing conflict as a fig leaf to wipe out any opposition. the syrian regime and its allies are brandishing the fight against jihad his fighters the need for which no one is disputing as just if occasion of an offensive and us entirely different goals its real intentions are indeed to annihilate any our normal position and break the morale of civilians by indiscriminately massacring them following that offensive in eastern guta by the syrian army generational islam was talk balt last year
6:15 pm
a complaint was filed to the courts in france and josh and the senior members and no wanted criminals. the complaint filed in june 29th teen was built on over 3 years of documentation of the crimes perpetrated by jaish al islam summary executions kidnappings and the systematic use of torture the group targeted people suspected of complicity with the regime but also ordinary civilians accuse of not applying the shari'a imposed by the group rigorously enough the international federation for human rights says the arrest of most enough where in mass a paves the way for the 1st investigation of the rebel groups crimes others may be hoping that arrests such as this will help shed more light for crimes committed by opposition forces during the syrian conflict giving a fuller picture of what really happened on the ground. paris
6:16 pm
political analyst nicola medical believes a similar situations will continue to arise unless the french government takes a tougher line on immigration. and once you enter the european union you can go more or less where you want there are no border controls how we entered hungary would be an interesting question to know that what is. prosperous and this in this situation is that he entered legally he wasn't even hiding he was living in the white which is a neighborhood in the center smack in the center of more state you could continue studying in france with no problem whatsoever that means the police cannot do their job properly today in western europe they don't even know who's in the country we've gotten so low as to say that we don't even we don't even know if you got the means to stop terrorists we don't even know if terrorists are in the country we know there are some but we don't know how many and it's huge it's already difficult capturing those who are not even in hiding so i think definitely this is going to hurt a bit the government because this is very bad press very bad press having a terrorist. somebody accused of terrorism entering legally come from another
6:17 pm
country going with legal it's a university this is very bad press so there might be someone who's in the following days but i think unfortunately if the government doesn't handle the process of immigration illegal immigration illegal immigration and the secret service if the government doesn't tackle these issues seriously unfortunately this these types of stories are going to continue in time. the leaders of russia and turkey have spoken by phone it discussing the fallout from a deadly incident in syria a turkish soldiers were killed by shellfire on monday turkey blamed the syrian military and retaliated with air strikes on government targets are also halted joint patrols with russia are to see what he's done of comments. now the russian president has discussed the situation with his turkish counterpart and recipe erdogan has shared his concerns and saying that well essentially he believes that this incident somewhat undermines the joint efforts of russia and turkey at
6:18 pm
bringing peace and stability. but i'm appalled in his turn has shared his concerns about the surge in terrorist activities in this syrian province but both sides have agreed to take steps bringing at moving this peace plan back on track now the russian foreign minister sergey lavrov has outlined the key things that he believes have to change in order for that to happen. unfortunately for now turkey was unable to meet a couple of key obligations which were said to solve the core of the problem one of them to mark off the armed opposition that's working with turkey and ready to have a dialogue within the government within political process from the terrorists. back on monday turkish troops stationed in in this province they were shelled and 8 people a turkish soldiers died in that shelling and now the turkish side blamed the syrian army for this incident and we tally neutralizing from 30 to 35 of
6:19 pm
syrian soldiers according to recipe tape erdogan and as he was announcing yes as he was talking about this retaliation he kind of sounded few reus. we said it's no longer possible and we responded appropriately whether my aerial or artillery bombardment we are making them pay the necessary price and will continue to do so. so turkey sees this retaliation as fair game because they are blaming the syrian army for the satanic but we still haven't heard anything from the syrian government the night they have neither confirmed nor denied it was indeed them behind the shelling so but at least we have russia and turkey seemingly still on the same page and it is it was an extremely important phone call for russia and turkey to regional powerhouses facilitating the peace process in syria. in an unprecedented move some of britain's most senior political journalists have
6:20 pm
boycotted a downing street briefing on the prime minister's plans artie's nigeria tutor comet . a number of political journalists have boycotted a number 10 briefing after the prime minister's a try to ban selected reporters now as a consequence of this a number of journalists refused the briefing and walked out including the b.b.c.'s laura cohen's bird i t.v.'s and robert preston and political journalist from the daily mail telegraph the sun financial times and the guardian and this is a big statement the source from number 10 said there was a normal briefing following the pm speech for all lobby journalists but confirmed that there would be and i quote a small a selected briefing for specialist journalist the source went on to say that a number of uninvited journalists barged into number 10 and demanded to be part of it they were told that they were not allowed to attend the implication of these
6:21 pm
actions of course categorize the journalists present at the time apparently some were specialists and some one not in fact all of the journalists present work political journalists and it hasn't gone unnoticed the tensions between boris johnson and the media have been escalating over recent weeks and there's been a huge reaction online to this latest incident kudos to reporters from the b.b.c. mail telegraph the sun financial times and guardian who walking out of a government briefing after the mirror i haven't imposed riband see would you like about u.k. newspapers with the journalists working for them or undeniably good. also this idea there should be technical and specialist separate briefings rist some political journalists are excluded is a joke excuse this is about the major plank of johnson's policy all outlets and there it does have a right to know the details. you can read it is proud of their ability to report freely but incidents like banning the mirror for example from the campaign bus
6:22 pm
during the election have not gone unnoticed at that time the editor of the daily mirror said that this society of editors thought that the ban was disturbing and an attack on free speech now this walk out certainly suggests that some very high profile british journalists may finally have had enough. in july last year our journalists were barred from a conference on media freedom posed by the u.k. and canadian governments as an explanation the british foreign office accused the 2 outlets of spreading disinformation without providing any evidence or to support the accusation that or in british journalist peter oborne says it is unprecedented to hold a separate a briefing for selected journalists in downing street. but what incredibly unusual and quite sinister here i think is that trying to split the political reporters into 2 categories one who get better briefings get special access than
6:23 pm
the others who are put in a different room into the briefings and that is it's never happened in my 30 plus years as a political journalist we're talking here about an attempt to manipulate and broiled journalists you come on our side you write what we want you to write and that your your for it you're a given special status and if you don't do what the government wants and your frozen. britain is. rolling out the green carpet with the country's energy regulator unveiling plans to scrap gas heating and the sale of all new petrol and diesel cars by 2035 that is in the hopes of hitting a net 0 emission target 15 years after that but there are worries it will hit the most vulnerable in society as every home in the country is set to pay more well
6:24 pm
this is it the moment we've all been waiting for the beginning of the end of carbon emissions as the u.k. could be on the path to net there are a monday the u.k.'s office for gas and electricity markets all off presented its new action which is aimed at transforming the country's infrastructure to make it more eco friendly britain has come a long way it is decarbonise faster than any other major economy but we must go further particularly on heat and transport we are taking an approach that recognizes that our row protecting consumers includes a cheering net 0. it is now vital that the energy industry rises to the challenge and demonstrates how it will work with the government and off jam to decarbonise britain's energy system at lowest cost well it's a $9.00 point plan and if you don't drive electric car yet you may be in trouble as under the scheme 10000000 petrol diesel cars will be replaced with the greenham appeals and for the time being you better keep your winter jackets on because gas central heating is to be ripped from every single home well the plan also wants to
6:25 pm
shift towards renewable sources of energy like solar and wind which is great news for g.b. then with all the rain so how much will this cost well as digraphs i would put it you can't put a price on saving the globe can you and doesn't have a direct answer either recognizes that there are tradeoffs to overcome such a scale is spreading the cost of a low carbon energy system between today's and tomorrow's consumers when apparently this $9.00 point plan is all down to you so it could all go up in smoke when you know how much it can set you back well the rollout alone of electrical vehicles could be $2000000000.00 pounds a year which is the equivalent to 30 pounds on every household bill. chandler. police use. i think. it is going to be good for the planet if we do have to pay a bit more money if i live. in
6:26 pm
a freezing cold tap system so that's my. maybe a little bit to the table. i guess providing it's not done and i want to buy seats with people just paying money out. there so that i'm welsh and could cause an uncomfortable atmosphere as it has a history of hiking prices for consumers for its own good just a few days ago the national audit office revealed that electric bills were unnecessarily high 3 year is setting the public back 100000000. pounds annually but if it's all spread out equally for the good of the planet then 1st fair right well the royals wouldn't get the warmest reception on this one when prince charles hopped on his private helicopter producing c o 2 emissions to get to climate change conference this in order for him to undertake as many engagements as he does across the u.k. and around the world he sometimes has to fly as he has often said assume is there is a more sustainable way of making these journeys he will be the 1st to use it to use

it or a 1001 is hard to believe when buckingham palace top the list for the most environmentally damaging buildings in london all about the time when her majesty used the state's poverty fund to heat her humble abode i don't think robin hood would approve of the time being there are many proper trial turned to sound that the flying around the thing is fairly boring for me to say. you can stop him too you sort of get that he's a boy and he needs to be. high security. yeah this makes sense but when it comes to the climate it seems like the ordinary britain should brace themselves and be ready for the additional financial sacrifice everything is on the altar of a carbon free future or that does it for me i will be back with more of the top the hour this hour to international stage.
